great question, gemstones can be either! it's a term more for jewelry/gemology than for geology. for example, lapis lazuli is considered a precious gemstone, but it's a type of rock made of lazurite, calcite, and pyrite! however, most gemstones are minerals or special variants of minerals (i.e. diamond, garnet, sapphire/ruby, emerald etc).
