I've seen some great interpretations of this *exact* topic in the TNBC Fandom!
Abuse victims can have trouble seeking help for their situations, or expressing it to begin with. I think this relates to Lock, Shock, and Barrel with Oogie Boogie - since they emphasize how "mean" he is in their song, I wouldn't be surprised if they lived in (secret) fear of him, and the repercussions that come with disappointing/disobeying him. They may have a fear of *outright* saying anything, since they would be eaten/punished for it if Boogie hears/sees them doing it. For this reason, I don't think they could've openly expressed what was happening to them with Jack Skellington - but I bet they tried to tell him (or others) in their own ways, or at least hinted to it.
But, as we see Jack's obliviousness in the film, there may be a chance he couldn't understand or really notice what was going on with Lock, Shock, and Barrel. And since they can't directly show/tell him, it may have been difficult to get him to realize and act on it.
However, I should also mention the song segment in Oogie's Revenge, during Rooftop Rumble. At the end of the song, Jack tries to warn the trio about their trust in Oogie, and how it will inevitably lead to his betrayal and their (possible) death. This points to him *knowing* that Oogie is using them for his own gain and 'rewards' them to maintain their trust, but Lock, Shock, and Barrel either refuse to part from Boogie (which can happen with some victims), or they simply **couldn't**. Or Jack just doesn't know about the deeper part of their circumstances with him.
Overall? I think Jack may understand *something* is going on, and has tried to reach out to the trio by separating them from him (and warning them that he's not trustworthy), since he specifically tells them to leave Oogie *OUT* of kidnapping Santa Claus...but they may be in the situation where they can't exactly leave him (at least, so easily).
