Filipino nurse migration to the United States is just one aspect of a larger global flow of predominantly female migrants from the Philippines to over 130 countries.
This migration trend contrasts with early Philippine immigration, which consisted mainly of male labourers to the United States
The migration of highly skilled nurses across borders is both a celebratory sign of their training and expertise but also highlights global power dynamics, where nurses from countries with severe nursing shortages migrate to provide care in highly developed countries like the United States, Canada, and the United Kingdom.
Despite the important role of Filipino nurse migrants, little is known about their development and experiences.
Existing studies often group Filipino nurse migrants with other Asian professional migrants, which masks the unique aspects of their migration.
These studies often explain Filipino nurse migration through U.S. immigration legislation and economic opportunities, such as the 1965 U.S. Immigration Act and nursing shortages after World War II.
The "brain drain" theory is commonly used to explain professional migration from Asian countries, suggesting that professionals leave due to a lack of opportunities and economic incentives in their home countries.
Filipino nurse migrants are sometimes depicted as impersonal objects of study, preventing a comprehensive understanding of their multidimensional roles as historical agents, professionals, women, and immigrants.
The migration of highly skilled nurses reflects a global power structure where countries with nursing shortages, including the Philippines, send nurses to provide professional nursing care in highly developed countries like the United States, Canada, and the United Kingdom. The World Health Organization (WHO) report highlights the inequitable distribution of nurses worldwide, with developing countries having only 15 percent of the world's nurses despite housing two-thirds of the world's population (Empire of Care).
The culture of migration, shaped by narratives about the promise of immigration to the United States, including media portrayals and experiences shared by Filipino nurse migrants already in the U.S, plays a significant role in motivating Filipino nurses to seek opportunities abroad.
U.S. hospital recruiters actively collaborate with Philippine travel and recruitment agencies to aggressively recruit Filipino nurses, shedding light on what some researchers call the "institutionalisation of migration." However, these aspects are often overlooked in research, leaving a "critical void" in understanding the dynamics of Filipino nurse migration.
The lack of study about the exploitation faced by Filipino nurses from both Philippine and American recruiters and their American hospital employers is concerning. Additionally, the scapegoating of Filipino immigrants during challenging political times and the absence of professional solidarity between Filipino and American nurses remain underexplored issues.
The studies that include Filipino nurse migrants also marginalise and simplify the complex and dynamic history of the colonial relationship between the United States and the Philippines.
Pervasive myths of U.S. exceptionalism and benevolence persist and influence the perception of colonial history, downplaying the violent conquest of the Philippines and the racialized hierarchies it created. These myths are also perpetuated in contemporary times through media narratives about immigration and the incorporation of the "Third World" into the United States.
Despite their highly educated and skilled backgrounds, professional Asian immigrants, including Filipino nurses, still face resentment and hostility, as exemplified by the case of nuclear physicist Wen Ho Lee.
Foreign nurses, especially Filipino nurses, have been criticised for "taking jobs" from American nurses, leading to debates about their immigration and examination requirements. This criticism often overlooks the complex factors involved in Filipino nurse migration and the collaboration between Philippine and U.S. entities in facilitating the process. It also implies that Filipino nurses exploit the United States, rather than the reality of the situation (the United States exploiting Filipino nurses).
The history of U.S. colonialism in the Philippines perpetuated the interrelated myths of "white love" and "little brown brothers." These myths claimed that Americans embraced their colonial subjects with benevolence and enlightened American systems of education, infrastructure, and public health. Not only does this further promote the myths of American benevolence and American exceptionalism , it portrays Americans as superior to their Filipino counterparts in a racialised hierarchy.
American Exceptionalism in this context means Americans juxtaposing themselves against their "Brutal, European counterparts" in order to paint themselves as a benevolent force in the Philippines.

I should've made something like this a long time ago, but I got the incentive since I was asked to draw these two fellas on the left next to Stabri for reference. Not my characters, but they're travelling together right now. Stabri doesn't like to think of them as a RPG party but they're totally a party.
The leftmost guy, Zusa, describes himself as a "space bus driver" and is a natural philosopher (and behind the mutton chops his face looks kinda a bit like a hippo's). The one to his right, Oddie, is a runaway assistant hiding from the agency. He's proficient in everything from groveling through hair styling to fashion modelling (as the kind of servile figure that's in the background of a portrait holding important items for the main character) and weapon polishing, and has the ability to assist anyone on any task no matter how technically demanding it is. Stabri's a bit suspicious of him because of how performatively non-threatening he seems, and yet has survived for years on the run. Also he saw him viciously stab a guy with a pair of scissors.
And everyone else I've drawn before so mostly posting this in case anyone wonders how tall they are.

From wildfires in Canada to flooding in India, people across the world are dealing with the realities of climate change. The world recorded its highest temperatures ever this summer and the climate models for 2100 make sobering reading.
To tackle climate change we need a data-driven approach, using technology to help decarbonize the sectors that contribute to it. The transportation sector is the largest contributor to climate change in the US and Europe. Simply put, travel is in need of a long-overdue update. The good news is that, in 2024, we will kickstart that much needed moment for green mobility.
The International Energy Agency estimates 55 percent of the reductions needed to cut all greenhouse gas emissions by 2050 are linked to everyday consumer choices, particularly driving.
Over two-thirds of consumers cite the lack of electric charging stations as the biggest barrier to buying electric vehicles (EVs). However, new legislation, such as the European Green Deal and universal EV charging standards in the US, will help to put new chargers on the road.
The infrastructure is growing, but the information is still catching up. That’s why, to empower drivers with the information they need, Google has updated its Search experience to make it easier to research the costs and incentives associated with EVs. Google Maps also shows nearby EV chargers and offers eco-friendly routing—providing directions optimized for fuel or battery efficiency. In 2024, drivers will not only be able to more easily purchase an electric vehicle, they will be able to more easily charge them. The theory is simple: When billions of people have the tools to make more informed decisions, meaningful change is possible.
The impact of individuals grows exponentially when coupled with systemic investments by government officials and business leaders. We all know the feeling of impatience when waiting for the light to turn green. It’s not just an inconvenience, it’s bad for the environment—US Department of Energy data suggests that eliminating idling vehicles is equivalent to taking 5 million cars off American roads. In partnership with local governments, Google (where I am the chief sustainability officer) recently expanded Project Green Light—which leverages AI to improve traffic light efficiency—to 12 cities around the world. Early results show there’s potential to reduce the number of vehicle stops by up to 30 percent, lowering emissions for up to 30 million car trips monthly. Yet, we cannot focus exclusively on cars—providing sustainable public transport is also vital. Nowhere is the value clearer than in Japan, a leader in high-speed rail. One passenger traveling between Tokyo and Osaka emits 4.2 kilograms of carbon dioxide—one-twelfth the emissions of a passenger on a Tokyo-Osaka flight. That's why it's so important for people to have information on alternative, climate-friendly modes of transport at their fingertips—including comparable train routes, biking, and walking suggestions. This also illustrates the potential impact of projects like the Brightline train, designed to connect Los Angeles and Las Vegas by electric, high-speed rail.
Along with opportunities on roads and rails, in 2024 we will make progress on our skies. Aviation is responsible for 3.5 percent of global warming—35 percent of which is non-emissions related. The culprit? Contrails—the feathery white trails created by airplanes. They may look harmless, but they trap heat inside the Earth’s atmosphere. Using AI-based technology, Google partnered with American Airlines and Breakthrough Energy to reduce contrails by 54 percent—achieving the first proof point of verifiable and cost-effective contrail avoidance. Delta Airlines, Massachusetts Institute of Technology, and others are also working to tackle the issue. In 2024, clean mobility will move closer to the norm across transportation, not the exception.

In Illinois, a state with one of the nation’s most ambitious climate laws, clean energy’s victorious forward march is often a public — and highly visible — spectacle.
But behind the scenes, there are signs of strain.
Three years after the state passed the Climate and Equitable Jobs Act, which aims for 40% renewable energy by 2030, the state isn’t meeting its annual clean energy goals.
Just 7% of the state’s retail electricity came from wind and solar in 2023-2024, far less than a goal of 22% included in CEJA, according to data from the Illinois Power Agency.
Illinois’ climate adviser JC Kibbey, a state employee, said that Illinois was already far behind on its long-standing annual goals when CEJA passed, due to problems including a decade of underfunding, and it was widely understood that it would take time to catch up.
In fact, he said, CEJA softened the language in previous state climate law, by saying the state “shall attempt to meet” the annual goals.
“To me it feels, maybe not demonstrably false, but misleading to say we’re not meeting our CEJA goals, because the (renewable energy) hole was dug before the passage of CEJA, and CEJA was a solution to it,” he said.
None of the outside experts interviewed by the Tribune blamed the climate law, Gov. JB Pritzker or the legislature for the shortfall.
In fact, experts praised Illinois for its strong action on climate change at a time when forces largely outside the state’s control — including long waitlists for new wind and solar projects to connect to the grid — are slowing progress nationwide.
Still, some expressed concerns.
“There’s kind of a pessimistic answer and an optimistic answer to how you want to view that Illinois has significantly missed its early targets,” said Brian Ross, vice president for renewable energy at the Great Plains Institute.
The good news is that clean energy developers are lining up to build wind and solar projects in Illinois, and there’s a lot of demand for that energy, he said.
Illinois has a long history of setting ambitious climate goals — only to miss them by wide margins, due to problems such as underfunding.
In 2007, the state set a goal that 25% of retail electricity would come from renewable energy by 2025.
The same goal was included in the 2016 Future Energy Jobs Act.
The state is currently on track for only about 11% of 2025-2026 retail electricity — the electricity delivered to customers by ComEd, Ameren Illinois and MidAmerican — to come from renewables.
CEJA, a hallmark accomplishment of Pritzker’s first term, was supposed to be different. It included an additional $380 million a year for solar and wind, and brought Illinois back from a “solar cliff” in which underfunded state incentives threatened to upend the state’s burgeoning rooftop solar industry.
Since CEJA passed, the state has awarded contracts for about 5,400 megawatts of renewable energy, according to the Illinois Power Agency. That’s enough to power roughly 930,000 homes.
Among those who point to signs of progress: Illinois Environmental Council Executive Director Jen Walling, who travels across the state for work.
“I’ll spend time in Metro East, in the Shawnee region, I’ll be in Galena, and every time I’m driving to these places or taking the train, I am seeing new utility-scale solar developments,” said Walling.
But if solar is doing well in Illinois, buoyed by the state climate law and the federal Inflation Reduction Act, the state’s other major source of renewable energy is advancing more slowly, both locally and nationally.
“The place where we are struggling is new wind projects,” said Illinois Power Agency Director Brian Granahan.
