What does that mean in relation to the Teen Titans/Young Justice?
I'm not exactly sure what you mean here, so I'll try to explain what I meant:
In terms of themes and in universe status, Gen13 is much more similar to the X-Men et al than to the Titans or YJ. Like-- Gen13 formed because they were on the run from the government for having superpowers. That automatically puts them in a position way more similar to the X-Men et al than to any group of teens or young adults who were by and large already superheroes/vigilantes coming together for superhero/vigilante stuff. Plus, like, they're a Jim Lee co-creation. He's an X-Men guy.
I'm not saying it's wrong to compare Gen13 to the Titans or YJ, I just don't think it holds up very well. They are not analogous to each other, they operate differently, and their in-universe status is pretty different. Not every designated 'youth' team is comparable outside of, well, being designated 'youth' teams.
