huh, really interesting!

the muda kingdom is based off of bermuda (also the bermuda triangle) which is why it is so water based, so depending on how big muda is the ships required to get around could definitely vary in size, so being familiar with boats could be a very valuable skill that she needed to learn

we don’t know very much about sarasaland in general outside of super mario land to know for sure where her castle is (though if i were to guess it could be in the chai kingdom since it is the final world, but i prefer an outside location) but since she does rule over all 4 kingdoms it definitely wouldn’t be a stretch to emphasize her sea faring ability :^)

the final level of muda kingdom is also set entirely underwater so i would also add that she probably has a lot of experience with submarines! and i do think her being in the muda kingdom could be a barrier to her coming to help

i also subscribe to the idea/headcanon that sarasaland is also quite far away from the mushroom kingdom, which could also be a barrier in coming to help with anything spur of the moment

The two Mariokart courses themed after her either are a boat deck or a harbor, and a major part of Sarasaland– the Muda Kingdom– is almost entirely oceanic.

If she's accustomed to giving commands as a ship captain that would explain why her default volume is so darned loud. It would also explain why she's not available to adventure in most Mario games. If you send her an invitation ahead of time to play tennis or party games she'll arrive right on schedule, but your can't exactly call her up spur of the moment to help stop Bowser's latest invasion if she's located in the middle of the ocean somewhere.
