When Usopp realizes he has a crush on Sanji, he doesn't draw Sanji himself despite what everyone thinks. He starts sketching the sea more. Sea creatures. Food, too. He keeps drawing beautiful pictures of what he thinks the All Blue is. Of all the things Sanji has described. He gets kind of obsessed artistically with the idea of fishes and corals and all the animals Sanji loves. He uses the color blue so much that he actually runs out of it and needs to go buy more because no inspiration comes when he doesn't draw thinking about Sanji, and Sanji is just all blue.
And Sanji keeps looking at his art in awe, completely in love with how he portrays the sea, wondering why Usopp likes this concept so much. But he never thinks it's because of him. So Usopp has the perfect chance to make Sanji smile with his paintings and make him feel what he does for him, without actually telling him the truth. He even gifts some to Sanji, of course, and Sanji keeps them close. He buys frames to hang the paintings in the kitchen, and even if Usopp says it's too much and a bit embarrassing, Sanji says most of his strength when cooking comes from looking at Usopp's art. That makes Usopp have a tiny heart attack.
Then, Usopp draws something that finally makes everything click. He thinks he'll get away with this one too, Sanji loving his art but never realizing what it's about. But Sanji knows. It's a painting of hands. His hands, obviously. Holding what is the whole ocean, different sea creatures swimming inside the bubble, Sunny and Merry right there. And it's a simple painting that doesn't have to be romantic, but it just makes everything make sense for Sanji, and it makes his heartbeat follow Usopp's to the same rhythm. Sanji doesn't say anything but decides to stop cooking for a while only to see Usopp painting. To sit next to him and watch him create.
