Liquor Licence Vol 2
In my last entry titled “liquor licence” I said in the end “I still need to go to Tepic on Monday to change the licence to my name and address but then it’s mine. (Fingers crossed / knock on wood)”
Well... I didn’t have to go to Tepic once more but several times and many other trips in between. 
Let me try and remember the whole show. 
21/05/21 - signed the sale of the liquor licence at the notary in La Peñita
24/05/21 - went to Tepic 
first went to the bank to pay the fee for the change of name 
Then went to the government office of Nayarit to receive a receipt for my payment and with that receipt received a document called “no adeudas” - stating that the licence does not have “debts” with the government
With that document I went to the office of “alcoholes” - a government body that is specifically dealing with liquor licence requests. There I initiated the change of the licence to my name 
18/06/21 - the process of changing the licence to my name is ready - so I had to go to Tepic once more, pay some more money and receive the licence in my name. 4h driving there - 5min of bureaucracy - 4h driving back 
After that I got in touch with a person that the person who helped me purchase the licence recommended. 
The next step would be to change the licence to my address. And for that a long list (11 items) of paperwork was needed. 
I got in touch with the person and he promised to help me. I prepared all the paperwork needed and he came and picked it all up and said he would do the rest. 
29/06/21 - the contact from the “ayuntamiento de Bahia de Banderas” dropped by my house and picked up all the paperwork
05/07/21 - he came back and explained to me that unfortunately my case is more complicated than expected. The reason being, that the licence I purchased was from another municipality - and changing the address to another municipality is more complex AND more costly. 
Well how much more is it, I asked. And he said 15.000 pesos. uff. Well I said, since I’m already half way through the process I kinda just have to keep going and pay the extra money. Ok, he said, he will get it done. 
12/07/21 - he informed me that the president had signed and that the “tramite” is ready for payment. I asked how I will pay and he said he could come and pick up the money. I said ok, but that I would like to get a receipt. He said I will get a receipt for the 10550 of the tramite but not for the 15.000 pesos. 
I hesitated. I said, surely if it is an official tramite I need to get a receipt and that I wouldn’t give him any money without a receipt. 
His reaction was that he said that he had explained to me that my case was more complex and that that’s why I needed to pay the extra money but that if I was not comfortable with it anymore he would return my paperwork to me. 
He said he would come in the evening and explain and give me my papers. 
I was confused. I suddenly felt like he was trying to rip me off. How could it be that I would need to pay so much money for “who knows what”… ? Where does the money go. To who would it go? 
I was determined to investigate myself. So I planned to go to the office of the “ayuntamiento de Bahia de banderas” and ask what’s up. 
13/07/21 - I made my way to the office to investigate. I arrived and after some time they invited me to the office of the boss. The lady in the office received me with a somewhat annoyed / defensive attitude. She asked what she could do for me and I started explaining the case. All in Spanish. She kept saying that the money (10500) is for the tramite and that the other money would depend on “what kind of deal I have with that person”… I said that I don’t have any deal, that he was just offering to help me but that I never agreed to pay anybody. It was a long back and forth and she first was rather hostile but then eventually I think she understood that I was just sincerely clueless of how things are done. After a while it started dawning on me that the 15.000 pesos were some sort of bribe - but I still didn’t understand to whom… 
I left their office and called my contact. I asked him directly “Is the money a “fee” that you are charging me to get this paperwork done?” - he said that no, he does not charge anything or get any money but that the money is for the “gestor”. I said well who is this Gestor and what does he do. He said it’s a guy in Sayulita and that he helps with getting the signature form the president. I asked if I could talk to this person and he said yes he would try and organise that. 
15/07/21 - After digesting everything (and calming down) I agreed to meet with my contact so he could explain to me once more what exactly was going on. We met in Sayulita at the gas station and he showed up with the “gestor”. 
He explained to me what a Gestor does. He said that what the ayuntamiento office essentially does is some sort of verification that the change of address is legit. Meaning that the new address is for example not within 100m of a church or a school. In the case that it is, and the ayuntamiento refuses to therefore authorise the change of address, the Gestor would go around and look for any bar that IS within 100m of a church or school and present the case to the ayuntamiento forcing them to accept the change based on the fact that there is already a bar in existence breaching that rule. So in short, the Gestor looks for loopholes in the system. 
I said that I understood but that this does not apply to me. He said, no, it doesn’t but that my case is a change in municipality and that normally they don’t authorise that because it is essentially like handing out a new licence in the municipality and they don’t do that. So he needs to convince the president to authorise it anyways. 
Ok. I got it. But 15000 os a lot of money - can that not be negotiated? Obviously he said no, because he knew I was in a dead end and had no other way than to accept that he would do this for me for whatever fee he wants to charge. 
Alright. Alright. Alright. I said ok. I gave him the green light to proceed. 
The gestor and my contact assured me that they would only charge me once I have the paper I need in hand. That made me feel better. 
24/07/21 - the office of the ayuntamiento contacted me and asked for a few more papers. Some I had already sent them but they wanted another copy. I was lying in bed with fever cause I had gotten the COVID vaccine the day before but managed to gather everything they asked for and sent it to them. They said that my papers would be released within a few days.
26/07/21 - my contact sent me a proof of payment. He said he had paid for the tramite and that the paper I needed would soon be released. 
06/08/21 - the tramite had been approved and my contact came by to collect the money and hand me the paper I would need to finalise the whole deal. 
I contacted my original contact and asked when I could come to his office to Tepic to finalise the deal. He said that all government offices are closed until 20/08/21 due to COVID restrictions and that he would be in touch once they’re operating again. 
Today is the 17th of August. So I’m crossing fingers that I can get this finalised before I leave to Germany on the 2nd of September…

The Ultimate Home Field Advantage

As a pitcher for the San Francisco Giants, Mark Melancon doesn’t spend much time in the outfield. On a recent Sunday, he made an exception.
The stands at San Francisco’s Oracle Park were empty, the hot dog carts were closed and the jumbotron was dark. But Mr. Melancon wasn’t there to play. Rather, he was completing a plan for his Mexican dream home, a 19,000-square-foot villa in a new development in Riviera Nayarit, about an hour north of Puerto Vallarta.
A team from the project, including developer Ricardo Santa Cruz, had flown to California to re-create the floor plan for the mansion on the outfield using stakes and rope. The idea: Mr. Melancon would be able to walk through the near-finalized design at its actual scale to see if there was anything he or his wife Mary Catherine wanted to change. Mr. Santa Cruz’s team spent three hours measuring out the dimensions of the space, inserting green metal stakes into the outfield grass and dragging around long yellow ropes to mark the outlines of the rooms.
“Imagine you’re about 120 feet up in the air with the ocean below,” the developer said as he stood in what would be the home’s enormous 22-foot-by- 43-foot living room. He pointed out past the left field bleachers to the Coca-Cola fan lot, where a giant Coke bottle with playground slides inside lights up with every Giants home run. Looking out from the home in that direction, the Melancons would see the Pacific Ocean.
Mr. Melancon, who owns a smaller home nearby, vacations frequently in Mexico with his family but found himself too busy preparing for the season to fly back and forth to sign off on the small details of the architectural plans. So, the project came to him—twice. The first time they mapped out the floor plan on the field last fall, he and his wife made changes to the main pool, which they realized was too narrow, and they redesigned the kitchen to make it more closed off from the other living areas.
The house, designed by Arizona architect Rick Joy, will be finished in 2020. It will have eight bedrooms, a gym, a casino and game room, two hot tubs and two pools, one for playing with the children and an infinity pool that appears to hang off the edge of the bluff.
“It is different to see it on paper than to actually walk it. When you can physically walk through rooms, it gives you a much better idea of the size,” said Mr. Santa Cruz, who is a partner of developer RLH Properties on the project.

The process, known as staking, famously made it onto the silver screen in the 2009 film “It’s Complicated,” starring Meryl Streep and Steve Martin as the architect she hires to design an extension to her house. Mr., Martin’s character stakes out the footprint for the addition in the yard and then takes her up on a ladder to show her the view from her new bedroom window. Mr. Santa Cruz said it is relatively uncommon to stake out projects, especially off-site. “I’ve rarely seen it done,” he said.
Messrs. Melancon and Santa Cruz needed a massive space. They originally discussed mapping out the floor plan in a nearby parking lot, but they worried they wouldn’t be able to keep cars out for long enough to complete their discussions. To everyone’s delight, Mr. Melancon suggested the baseball field. The Giants allowed them access to the field at no cost. Mr. Santa Cruz didn’t charge to come do the staking.
It took months to find a time when the field wasn’t in use—when not being used for games, it is often leased out for private events or commandeered by the grounds crew. During the initial walk-through, members of the grounds crew looked on with curiosity.

“They weren’t nosy but they’d come up and say ‘Wow, is that whole thing his house?’ ” Mr. Santa Cruz recalled. “That is one big house.”
It feels large to Mr. Melancon too. “It seems huge right now,” he laughed, staring out at the field.
A three-time All-Star, Mr. Melancon, 34, has been pitching for the Giants since 2017; he signed a four-year $62 million contract. He was called up to the majors by the New York Yankees in 2009 and has also played for the Washington Nationals, the Pittsburgh Pirates and the Boston Red Sox, among others.
His house is one of about 120 being built on 640 acres in the Mexican jungle as part of a project called Mandarina. Mr. Santa Cruz spent years negotiating to buy the land. The sought-after site was an Ejido, a land cooperative owned jointly by more than 58 families who all had to agree to the sale. He declined to disclose what he paid for it. The site encompasses a one-mile long stretch of beach and mountains.
The houses range in price from about $4.5 million to $12 million, Mr. Santa Cruz said. Buyers purchase only the footprint of their houses, since the developers want to continue to control the landscape surrounding the properties. Mr. Santa Cruz said 14 of the homes are already sold.
Mandarina will be anchored by a beach resort operated by hotel brand One&Only. Mr. Melancon said his wife, who helps run the family’s synthetic turf business and operates some rental properties they own, had fallen in love with One&Only on a family trip to the Bahamas as a child. When she had the couple’s bucket list made out in calligraphy as a wedding gift for him, she included a stay at one of their hotels. Owning a home in one of their resorts was even better, he said.

For their three children, the resort will also have a BMX mountain biking track, a polo and equestrian center, a kid’s farm, kayaking, surfing and bird-watching. Once Mr. Melancon retires, he and his wife plan to spend several months there each year, he said.
They were among the first people to visit the site after it was sold and had their pick of parcels, climbing over jungle trees that had been razed to make way for the homes. They chose one on a private bluff overlooking the ocean, paying around $9 million for the completed home.
An inner courtyard is 60 feet and 6 inches, the exact distance between the pitching mound and home plate.
“We were like, ‘Mark, if you need to practice, you’ll have the exact same setup,’” Mr. Santa Cruz joked.

MX vacation 2018 Part 2
To view the monarchs, we journey up a steep narrow winding road to a small village that is at about 6500 feet.  At the parking lot we are greeted with a lady offering walking sticks for 10 pesos - it will be a steep climb to 10,000 feet from the parking lot – we might as well have a stick.  By the way we note that the people in this region are darker skinned and have ‘Indian or Aztec’ features vs what we normally see as Spanish people (just something we noted).

A hike up to 10,000 feet requires a walking stick . . . there are few to choose from . . .
After a 50-peso entrance fee (+ another 50 pesos for the car) we are joined by a guide (and her son) for the climb up the mountain. There is more than one location in the mountains to see the monarchs – the one we have chosen is El Rosario. The hike starts with 600+ stairs after which we get to a mountain meadow and then up the trail through the woods and over the rocks to the place where the monarchs are resting and moving about. Along the way we make small talk with our guide who speaks no English, but it is a fun way to attempt to learn about the area.  We see lots of milkweed – the plant that the monarch caterpillar eats.

Up the trail  . . .
Finally, we start to see the odd monarch and then zillions of them – mostly hanging onto the trees.  As the sun warms the air they start flying around and landing on the path or on us or others.  They are such a beautiful butterfly.   We can remember seeing them on the prairies or in BC in Canada.  We take photos and just quietly admire what nature has offered us today!!

On the return, down the mountain, we have the option to ride a horse to the bottom - but we opt to walk back down.  Naturally there are many tourist venues offering merchandise for sale around the parking area.   All the usual stuff seen at every tourist site but this time with monarchs - it is just stuff.  We are offered 5 pesos for our walking sticks – what the heck – the stick I paid 10 pesos for 4 hours ago is now only worth 5 pesos!!  Lunch is offered at outdoor eating places – rustic and primitive but fresh and tasty!!
Now it is time to again hit the road.  We head to Guanajuato for a couple of nights.  
How does one attempt to describe Guanajuato?  Let see:
-       Is it the bright coloured houses on all the hillsides – many different colours?
-       Is it the 3 km of car tunnels under the city?
-       Is it the very narrow streets – many one lane and obviously one way?
-       Is it the Centro historico area with the many restaurants, church (built in 1780), beautiful live theatre, the college of the Holy Trinity (1732) becoming a university in 1945?
-       Is it the silver mining that began in 1549 producing more silver than anywhere else in the world for a few years?
-       Is it the mummy museum containing several dozen mummies that were dug up because families could not pay the cemetery tax to keep them buried?  They discovered that many were mummified and thus chose to display them – well that is what they did!!
-       Is it the crazy torture museum – go figure – the Spaniards tortured people to convert them to Christianity.
-       Is it the courteous drivers?  The streets are very narrow, so being courteous seems to come naturally.
-       Is it the winding steep roads and total lack of ‘flat’ spots?  This is a high mountain city.
The list could go on and on, but the picture may start to emerge – Guanajuato is a pretty unique and neat city.

A unique place to eat.
Leon was the next stop on our journey. Over 1.6 million people makes Leon the 4th largest city in Mexico.   Our intent was not to spend much time there, but we did venture to the outskirts.  We were tipped off that there was very large new mall that might have something we might want.  Well we really didn’t want anything, but we found the mall.  It is a huge SHOE mall – pretty much nothing but shoe stores!! Leon is known for its leather industry . . .  shoes, belts,  jackets, handbags and more!

Now it’s time to head toward home and another overnight in GDL.  As we exit from Leon we see we have a car ‘engine light’ on.  We stop at a gas station to see if there might be a mechanic to check it out.  Sure enough there was a mechanic right next door!  The mechanic hooked up the diagnostic tool to determine the issue.  100 pesos (C$7) and one hour later we were back on the road. No problem!
We want to thank the dairy farmers in the area between Leon and GDL for protesting the price of milk.  Why?  Well they decided to conduct their protest at all the toll booths – essentially shutting them down.  Therefore, we cruised through several toll booths without paying – thanks again dairy farmers for the inexpensive ride – OH and by the way we support you in your bid to get more money for your milk!
General comments or memories or things that stuck out or things that we were AGAIN reminded of!
-       Traffic in GDL is not much fun!  GDL (and surrounding area) is about 5 million people. The main highway runs through town and bumper to bumper / stop and go is the norm. Street condition is poor, but drivers are courteous.
-       Hotels are inexpensive and sometimes include a great breakfast.  For the most part the hotels that we stayed in are configured to open out into a courtyard and the room window may even look into an enclosed and sometimes covered courtyard.  Pricing for 3 stars (more or less averaged about C$75).
-       As you change regions of the country you may find culture changes.  Finding a place to eat around 6pm is an example.  It is common for Spanish culture to eat a larger meal mid-afternoon (siesta time) and then something light after 7 or 8 pm.  As such most restaurants might be closed after 6pm. This comment would apply more to the smaller cities or communities and not to the larger cities.
-       While English (or some English) may be somewhat common in the resort towns (Mazatlán for example) one should not expect the same inland.   It is a great chance to practise your Spanish skills!!
-       CASH is still king.  One has to always be prepared to use cash for ANY AND ALL purchases. While this has changed a bit in the past few years – there are still so many places (shops, parking, restaurants, tours, museum access, etc.) that are cash only.  ATM’s are available but not all accept YOUR debt card.  Keep in mind the ATM instructions may be in Spanish only . . .
-       Passing from one state to another may involve a check stop of some sort.  For example, no fruit is allowed to come into the state of Sinaloa so there is a check-stop on the highway asking if you have any fruits!
-       Toll booths are sometimes busy places. Commonly there are bathrooms and a small corner store selling most snacks etc.  But at certain times of the day there are food and other vendors that may be selling everything from tacos to local honey to tequila!  Also, if you are looking for help – there are always police at the toll booths.

How would you like to pay for your gas?
The journey is pretty much done – we head back to Mazatlán via the toll road.  And speaking of the toll road – what did this trip cost in tolls?  Well a bit less than C$200 and the cost of the gas was less than C$300 so driving on a nice highway is a significant expense!
In this vacation we visited 5 states: Sinaloa, Nayarit, Jalisco, Michoacán and Guanajuato.  We travelled just over 2000 km and enjoyed a portion of Mexico we had not seen before.  What a beautiful country.  The journey encouraged us to see more next year!!
