Hi nonny! This has taken me some time because I wanted to think on this for a bit. Tldr; their opinion of the other hinges a lot on how they think the other views them.
When Katniss thinks that she was just a random Seam kid Peeta helped once, she can't help but feel he's too good, too pure for Panem. When Peeta only knows Katniss from afar thinking she doesn't pay attention to him, she has an "effect" on people she doesn't herself perceive. When Katniss thinks Peeta views her as his competition, she believes him duplicitous and suspicious. And so it shifts based on whether they believe the other is actually in love with them, or if they're distant, or if they're friends.
The hijacking is definitely really tragic and this rocks how they view one another more than anything else. Obviously Peeta at first views Katniss as a mutt created by the Capitol. Once he's gone through some treatment, his views are still negative and that she's in the very least manipulative, his feelings and relationship to her bring a lot of confusion (did you love me? did you like kissing me? did you like kissing Gale? what happened on the train? are you my friend, lover, my target, or a mutt?).
Here's the thing with Peeta: he will not for the life of him admit when he needs to be cared for. He is the classic "I will take care of you, but don't worry about taking care of me, I'm fine." But underneath that, he just wants love, he wants someone to show him that he is loveable because he fears he isn't. And this personality trait doesn't disappear when he's hijacked. It is his very nature. But in seeing Katniss from a different light, in both his hijacked memories or her and the real ones clouded by the tracker jacker venom, he's broken to the point where he can't find it in him to love anyone (maybe other than Delly) because the memories have reinforced to him that his worst fear is true: he is unlovable. He gave his heart and was used and betrayed in return, never valued by anyone--not Katniss, not Haymitch, not Finnick.
In that anger, though, he is still reaching out for, yearning for Katniss to answer him. To explain everything to him. And I think a large part of him expects her to confirm she'd only used him the whole time. That his perception of her being a girl who enjoyed toying with him and Gale was true. But deeper underneath that layer of resentment, that part of Peeta that always sees the good and hopes, is searching for the reassurance: no, I love you. You are loveable.
When Peeta references the fact that the memory of Darius and Lavinia's torture wasn't "shiny" as well as the nights on the train that weren't touched by the Capitol, we're given to believe that he might have started to sort through some things on his own. And after Haymitch shakes up Katniss, she nicks a tiny crack in offering him a piece of himself back: his favorite color. Then seeing himself in his hijacked state really wakes him up to how far gone he is, how his perception cannot be trusted anymore.
This is I think where it really starts to turn back for Peeta. If he can't trust his mind, then his opinion of Katniss is wrong. So he has to learn about her all over again. And what does he learn? That she won't let him die. Not when he asks for it, over and over. Not when he first proposes it, not after more discussion, not when he's in the middle of his hijacking episode and she kisses him, puts herself in harms way again, to keep him with her.
The trouble is, Katniss has done this before during both Games, refusing to let Peeta be the one to die. So Peeta doesn't know if he is loveable, or if Katniss is simply that good and brave and strong to not let him go. That opinion he offered her about going to kill Snow, reminding her of the effect she can have...he sees now why she became the Mockingjay, why people followed her. And when he believes that she loves Gale, how can he see her sacrifices for him as anything but noble? If he is broken and worthless but she fights for him anyway, then she must be the hope Panem needs in that dark moment.
As for Katniss, well, we have access to her thoughts and some feelings. And she meets Peeta where he's at in challenging her. When he attacks her, calls her a mutt, something she never thought possible, she sees getting him back as impossible. She mourns him as if he were dead, because their relationship has changed so much she can't see it recovering, as she can't see him recovering.
She does get bits of hope, like Finnick and Annie's wedding cake, but when he comes at her with hostility, she sees that right back at him. It takes Haymitch reminding her who Peeta was, what he would have done for her, that brings her back to him. No longer is she meeting Peeta where he is in his hijacked state. Instead, she is remembering who he was, how he loved her, and tries to see him as he would have seen her in the same state. Through everyone helping out with his recovery, she finally gets glimpses into the true Peeta, the one she loves. Remembering her favorite color is green. That she loved the lamb stew. Giving others encouraging compliments. That he promised to always stay with her.
And after he had been conditioned to kill her, the fact that he saved her life as he always used to--that gave Katniss the belief and the hope that her Peeta, her dandelion in the spring, had truly come back to her, if she would only wait for his return. And then, he did.

Hi I read this fic a couple days ago where Peeta comes back post war, and they have a relationship for while and then Peeta starts to change, developing a sort of split personality and ends up killing Katniss at the end. Can you please find it for me, I'm loosing my mind trying to remember the name😭

Three Shades of Peeta-LeighJ (ao3) Summary: Demons don't just fade and not all wounds scab over. Healing is a beautiful concept and Katniss would like to experience it, that and peace, just for once. She knows better though. The odds were never in her favour.

The (un-fucking-hinged) conversation that Snow had with Haymitch REALLY puts Peeta’s hijacking (SPECIFICALLY against Katniss) into perspective. Snow could have hijacked him to hate the rebellion, or district 12 or even himself. But no, that old loser just HAD to finally prove to one of those district 12 boys that their girl didn’t really love them, JUST like his didn’t really love him. Was it a smart move to potentially have Peeta attack Katniss on sight? Yes. But more importantly, it allowed Snow to control Peeta in a way that let him live out his own fantasies about being unloved and having power over his girl.

In my fic: Peeta: Does not think that he actually loved Katniss, was just infatuated with her, hypothesizes that he was made into an "assassin mutt" on account of his alleged murderous inclinations, repressed rage, and physical strength.
later sees Katniss breaking down in front of him.
Peeta: What if she's right about her being more then a physical target? No it can't be, it makes no sense!

i read this really insightful post by @thesmileykate and it made me realize how sunrise on the reaping adds a whole new layer to snow’s ā€œconvince me.ā€ katniss easily ā€œconvincedā€ the majority of panem and all of the capitol of her love for peeta in the 74th games. but not snow, because he thinks all covey women are deceiving to their lovers. he thought there was no possible way katniss truly loved peeta. he wanted to believe all of her choices were for her own self-preservation. but when he saw katniss’s reaction to peeta’s heart stopping in the quarter quell his belief about covey women was proven incorrect. and once peeta was captured he knew he couldn’t take away katniss’s love for peeta, but he could take away peeta’s love for katniss.

A large part of the reason Panem is so medically advanced is the never ending supply of Human lab rats. There is nothing stopping the Capitol from doing this. Avoxes, and criminals are all vulnerable if there's anyone in the districts who could dissappear without anyone caring this indifference is complicity. Unlike Unit 731 or Nazi medical experiments this sort of experimenting has been going on for centuries. The medical advances stemming from the use of human test subjects are used to justify this practice.
The human body is more useful for medical experiments then lab rats, and the lack of ethical treatment means that things otherwise forbidden to humans in science experiments are now fully accessible to capitol science, the test subjects can also be incentivized to give verbal reports unlike rodents.
Following the defeat of the capitol a large amount of capitol scientists will be unemployed.
If the people/test subjects are insufficiently valued this practice has the potential of continuing in secret under Paylor. It is unclear to what extent human experimentation is normalized in Panem.
In any event the amount of secrets that will be revealed from the capitol University archives will shock the nation. But it's likely been known for a while, and possibly hidden in plain site or very clumsily.
Test subjects are extensively dehumanized by handler and given numbers to identify them. Peeta Mellark in the capitol had his own number.
Normalization includes the justification that the lives of victims don't matter bc xyz, and claims that they are sacrificing themselves for the greater good.
Lou Lou, Peeta reflect the turning of humans into mutts. It wouldn't be far off for the Capitol to use "Human mutts" as suicide bombers or living machines(tracking/bioweapon vectors). These may have been encountered in the battle of the capitol.
Stories of such experiments reach the districts it's part of why Katniss was so afraid in the hovercraft took Peeta at the end of the 1st games. Capitol doctors have sort of a reputation.
It's possible that doctors in the capitol have the most to lose in event of a rebel victory. The rebel victory meant freedom for thousands of who were the damned of Panem forgotten and the afterthought. Peeta Mellark was one of them and was uncharacteristically while damned by the capitol a main character in Mockingjay.
It isn't impossible for Haymitch to finally find out who Lou Lou was post war.
For a long time people in the districts don't trust Capitol doctors preferring to use district doctors.
Katniss and Peeta may have been distrustful of Dr Aurelius unless he had a rebel pedigree.

In the first book, Peeta is stung by tracker jackers, has the presense of mind to go back and find Katniss, shoos her away when Cato (who has also been stung) arrives, and gets severely injured but somehow not killed. (I think that's because both of them were hallucinating/willing to get out of there before their symptoms get worse).
He then proceeds to walk far enough for Katniss to have to track him for a while, find a good hiding spot close to a water source and camouphlage himself so well that even Katniss, a skilled hunter, couldn't find him. He did all that with a severely injured leg and three tracker jacker stings. He pushed the collapsing in hallucinations part for a long time. And then he stayed there for a week, infected, with no food, and didn't die.
In Catching Fire, Peeta gets electrocuted by the force field early on, and Finnick resuscitates him. He's young and healthy, and he wakes up, but electrocution alone would have left him painfully sore for a long time afterwards. All of his muscles would have contracted extremely hard and possibly spasmed when he was hit by the current, not to mention he was thrown forcefully back unconscious. I read a post a long time ago that described it as "feeling like he had the most brutal workout in his life". And then CPR is having someone literally pound on your sternum with enough force to get your heart to pump, multiple times. It hurts A LOT to be at the recieving end of it. And the muscle soreness takes days to go away.
Peeta literally spent the following days continually hiking, in the heat, with no water (until they figured it out), after all of that. He barely got any chance to recover, and a couple days later he was also taking turns with Finnick carrying Beetee on his back. Not to mention everything else that the others also went through. Oh, yeah, and he's got an amputated leg.
Talk about a strong constitution.
