"Earth Force" was only a THEORY to Ibuki. It wasnt even a given. He came to earth ON A HUNCH that if he tormented his squadron hard enough the earth would eventually forcibly change five of them into his desired team of super soldiers. Yeah he was right but like buddy what if you were wrong and lead gozma straight to a planet that was in no way capable of defending itself from the threat.
