قصہ گلستان جوہر اور گلشن اقبال کے علاقے میں خواتین کو خنجر کے وار سے زخمی کرنے والے ملزم کا ہے جس کی گرفتاری پولیس کیلئے لوہے کا چنا بن گئی ہے۔ بڑھتی ہوئی عوامی تنقید اور وزیراعلیٰ سمیت اعلیٰ حکام کے دباؤ کے بعد آئی سندھ اے ڈی خواجہ ملزم کو پکڑنے کیلئے پوری قوت سے میدان میں آگئے۔ تازہ ترین اطلاعات کے مطابق آئی جی نے اینٹی کار لفٹنگ سیل ، بھتہ اور بینک ڈکیتیوں پر کام کرنے والے اسپیشل انویسٹی گیشن یونٹ، اغوا کاروں کو دھرنے والے اینٹی وائلینٹ کرائم سیل او�� دہشت گردوں پر کام کرنے والے کاؤنٹر ٹیررزم ڈیپارٹمنٹ سمیت تمام تھانوں کو ملزم کی گرفتاری کا ٹاسک دے دیا ہے۔

گلستان جوہر اور گلشن اقبال کی مختلف گلیوں میں سادہ لباس خواتین اور مرد اہلکاروں کو بھی تعینات کردیا گیا ہے۔ پولیس کے مطابق خواتین کو زخمی کرنے کے اب تک 13 کیسسز ریکارڈ کیے گئے ہیں، ملزم نے آخری واردات 5 اکتوبر کو کی تھی اور اب تک قانون کی گرفت سے آزاد ہے۔

کراچی، خواتین پر چاقو سے حملے، ’بلیو وہیل‘ گیم کا نتیجہ ہیں؟

کراچی کے گنجان آباد علاقے گلستان جوہر کی خواتین پچھلے 6 دنوں سے ایک نئے خوف میں مبتلا ہیں۔ ایک نامعلوم شخص جس کی عمر 25 سے 30 سال ہو گی اور جو کالی جینز، شرٹ میں ملبوس، ہیلمٹ پہنے سرراہ آتی جاتی خواتین پر تیز دھار آلے سے حملہ کر کے انہیں زخمی کرتا اور فرار ہو جاتا ہے۔ واقعے پر رد عمل کے اظہار میں صوبائی وزیر داخلہ سہیل انور سیال نے ملزم کو ’نفسیاتی مریض‘ قرار دیا تو علاقے میں ان خبروں اور افواہوں کو تقویت مل گئی کہ حملہ آور ویڈیو گیم ’بلیو وہیل‘ کا مثاترہ اور نفسیاتی کھلاڑی ہے۔ گیم کے دوران ملنے والے چیلنج کو پورا کرنے کے لئے ایک کے بعد ایک لڑکی یا خاتون کو تیز دھار آلے سے زخمی کر دیتا ہے۔

ان خیالی باتوں کے سبب خواتین نے گھروں سے تنہا نکلنا انتہائی کم کر دیا ہے۔ ایک نوعمر لڑکی سیدہ کومل زیدی نے وائس آف امریکہ کو بتایا کہ جب سے یہ خبریں آئی ہیں وہ بھی بہت ڈری ہوئی ہیں اور گھر والے انہیں اکیلے باہر نہیں نکلنے دیتے۔ کہیں جائیں تو رات ہونے سے پہلے ہی گھر واپس آجاتی ہیں۔ اندھیرے میں یا دیر رات گھر سے نکلنے کا تو فی الحال وہ سوچ بھی نہیں سکتیں۔ ہفتے کو بھی ایسا ہی ایک اور واقعہ پیش آیا۔ نامعلوم حملہ آور اس بار دن دھاڑے گلستان جوہر میں واقع محکمہ موسمیات کے دفتر کے قریب رکشا سے اترنے والی ایک اور خاتون کو چاقو سے زخمی کر کے آناً فاناً غائب ہو گیا۔ زخمی خاتون کو فوری طور پر اسپتال منتقل کیا گیا جہاں ابتدائی طبی امداد کے بعد انہیں ڈسچارج کر دیا گیا۔

پچھلے 6 دنوں کے دوران اس طرح کے حملوں میں 9 خواتین زخمی ہو چکی ہیں۔ حملوں کے سبب علاقہ مکینوں میں خوف و ہراس پھیلا ہوا ہے، جبکہ متاثرہ خواتین کے اہل خانہ کا احتجاج بڑھتا جا رہا ہے اور پولیس کی مبینہ ناکامی پر عوامی تنقید بڑھنے لگی ہے۔ متاثرہ خواتین کی جانب سے پولیس کو دیئے گئے بیانات کے مطابق نامعلوم ملزم اندھیرے میں نمودار ہوتا اور کسی بھی عورت کو تیز دھار آلے، چاقو یا بلیڈ سے زخمی کر کے رفو چکر ہو جاتا ہے۔ پولیس کوششوں کے باوجود اب تک اسے پکڑنے میں ناکام رہی ہے۔ علاقہ پولیس کا کہنا ہے کہ اب تک جتنی بھی خواتین پر حملے ہوئے ہیں ان میں سے کسی نے بھی ملزم کا چہرہ نہیں دیکھا کیوں کہ وہ بہت تیزی سے اپنا وار کرتا فرار ہو جاتا ہے۔ ان حملوں کا آغاز 25 ستمبر کو ہوا تھا۔ خواتین کا کہنا ہے کہ وہ ملزم کا چہرہ اس لئے نہیں دیکھ پائیں کیوں کہ وہ ہیلمٹ پہنے ہوئے تھا۔ سندھ کے وزیر داخلہ انور سیال نے شک ظاہر کیا ہے کہ ملزم نفسیاتی مریض لگتا ہے، اسے جلد قانون کی گرفت میں لے لیا جائے گا۔ پولیس نے متاثرہ خواتین کے بیانات قلم بند کر کے نامعلوم ملزم کے خلاف مقدمہ درج کر لیا ہے۔ ایک زخمی خاتون ہاجرہ نے پولیس کو بیان میں کہا ہے کہ اسے 26 ستمبر کو عقب سے آنے والے نامعلوم موٹر سائیکل سوار ملزم نے چاقو مار کر زخمی کردیا اور فرار ہو گیا۔

سپرنٹنڈنٹ آف پولیس گلشن اقبال اور ایس ایس پی ایسٹ غلام مرتضیٰ بھٹو نے ان حملوں کی تصدیق کی ہے۔ ان کا کہنا ہے کہ علاقے میں مخبروں کا جال بچھا دیا گیا ہے، جبکہ سادہ لباس پولیس اہلکار بھی جگہ جگہ تعینات کردیئے گئے ہیں۔ علاقے میں واقعے ایک بڑے نجی اسپتال ’دارالصحت‘ کے ڈاکٹر زعیم کا کہنا ہے کہ زخمی خواتین کی زندگی کو کوئی خطرہ نہیں، یہ زخم کسی تیز دھار آلے یا چاقو کے ہو سکتے ہیں۔ ایک متاثرہ خاتون ہاجرہ کی مدعیت میں مقدمہ الزام نمبر 479/17 زیر دفعات 34 درج کر لیا ہے۔ ہاجرہ کے علاوہ کچھ دیگر خواتین جن میں سے تین کے نام عروسہ، شاہین اور شاہدہ بتائے جاتے ہیں۔ انہوں نے بھی مختلف تھانوں میں مقدمات درج کرائے ہیں۔ جن علاقوں میں یہ واقعات پیش آئے ان میں گلشن اقبال، گلستان جوہر، جوہر چورنگی اور پہلوان گوٹھ شامل ہیں۔

حملے ۔۔’بلیو وہیل ‘ چیلنج کا نتیجہ؟ حملوں کے واقعات سے کم عمر لڑکیاں خاص کر مختلف تعلیمی اداروں کی طالبات ذہنی طور پر پریشانی میں مبتلا ہیں۔ جیسے واقعات بڑھ رہے ہیں ان میں تشویش کے ساتھ ایسے خیالات گھر کرتے جا رہے ہیں کہ کہیں واقعی کوئی نفسیاتی ملزم اور ’بلیووہیل‘ نامی خطرناک ویڈیو گیم کا کھلاڑی نا ہو۔ کراچی یونیورسٹی اور این ای ڈی میں زیر تعلیم متعدد لڑکیوں نے اپنی شناخت ظاہر کئے بغیر ان خیالات کا اظہار کیا کہ کہیں ایسا نہ ہو کہ ہر بار ملزم کوئی دوسرا ہو، کہیں یہ کسی گینگ یا گروپ کی کارروائی نہ ہو؟

کچھ خواتین نے ایک کے بجائے دو ملزمان کو اپنے اوپر حملے کا قصور وار ٹھہرایا ہے۔ تاہم، پولیس اس سلسلے میں کچھ بھی بتانے سے گریزاں ہے اور اس کی جانب سے یہی کہا جا رہا ہے کہ ’’تفتیش جاری ہے‘‘، ’’تحقیقات کر رہے ہیں‘‘،’’جلد ملزمان تک پہنچ جائیں گے۔‘‘ تاہم، والدین یا علاقہ مکین ان جوابات سے مطمئن نہیں۔ وقت اور واقعات گزرنے کے ساتھ ساتھ ان کے خدشات، تشویش اور فکروں میں اضافہ ہوتا جا رہا ہے۔

Billboards Still Pose Threat to Citizens in Karachi Despite Cyclone Warning

The Commissioner of Karachi, Naveed Ahmed Sheikh, has ordered the removal of billboards and hoardings across the city following a cyclone warning from the weather department.

The order came late on Thursday after strong winds uprooted some of the street light poles and billboards in various areas of the port city.

The order from the commissioner office directed all deputy commissioners of the Karachi Division to survey within their jurisdiction through qualified engineers of all the billboards and hoardings installed alongside main roads.

“The deputy commissioners are liable to get any billboards or hoardings thus found dangerous immediately removed in order to avoid any loss of precious human life or damage to public or private property, and furnish reports to this office,” it added.

However, despite the commissioner’s orders as well as the Supreme Court’s directives, the administration so far has failed to remove these hazardous billboards and shop signage.

Currently, Karachi’s skyline is dotted with numerous gigantic billboards hanging on private buildings. These boards are not only illegal but also pose danger to passers-by, especially when the city is under a cyclone warning.
