Grumman's wish to have Roy marry Riza and the possible motivation behind it is fascinating.
Is it just altruistic? Does he see that they care for each other and he just wants them to be happy? Is he just a caring Grandfather who wants to see his Granddaughter marry this man she loves who also happens to be close to him too.
Or is this part of the same plotting that got him to the position of Fuhrer at the end of the series? Is this just a way to keep Mustang loyal to him?
Picture this: Grumman notices this young man and powerful alchemist climbing the ranks and gaining influence at an alarming rate. He figures that it's better to be his ally instead of his enemy. It just so happens that he has *something* going on with his Granddaughter. Maybe he'd support their getting married, possibly going as far as to mess around with the anti-fraternization laws, so there'd always be something he'd have over Mustang. "Why would you ever want to cross me? I was responsible for your happiness. I'm practically family now."
Personally, I think it's a bit of both. I could see how Grumman probably does care about his Granddaughter, but first and foremost, he's still a politician, and his primary motivator always seems to be gaining more power.
I suspect Roy's non-answer to his request is because he's picked up on how Grumman is always jumping at the opportunity to schmooze. So now he's decided he'll probably keep Grumman at arm's length and be wary of bribery.
