Cairo was aware when the councilman of Israel made his return as much as he had been when he left. A lot of things had been different then. Cairo was different. Less confident in who he was and his abilities, though they were also different. He supposed that meant a lot was the same in how much he kept to himself. Always holding back more of himself than he gave. The only things he ever openly shared were those he couldn't keep. Things Gideon would find out, like him not being a medium since now he had a heart beat, lost his neko spirit, and was mortal. Granted his abilities as a witch at this point and expertise in necromancy made killing him rather hard in comparison to a normal human, but he wasn't as impervious as he used to be. It also caused things like a dampness of sweat on his hands and brow. He wasn't nervous. Not someone of his pedigree. Even if he was facing a councilman was far older than himself.
The witch made his way to Gideon's suite seeing said man getting the last of his things moved in. He was still on the clock so was dressed in a full suit, light gray, blue stripped tie that brought out the natural hue of his eyes, which made no hesitation in drawing up a body he still remembered fondly. "Hope you're settling in, Mr. Rechter. Glad we could accommodate you once more. Let me know if you have any questions about the castle's security. Your safety is my priority."

"Well well, look what the bat dragged in." Shade smirked eyeing the costume clad councilman that walked into his bar stepping into his way before he could make it to the actual bar and offered him a vial that was full of some sort of shot he wasn't giving the details on. He didn't have the mask on for his own costume at the moment too busy drinking to wear it and the on and off for that was excessive. "If I decide to do something questionable can I hold it against you, G-spot?"

The meeting went longer than expected, Raiden was more preoccupied with his phone than the meeting he showed up to. Usually his seat was vacant since he only came when votes were cast or something of importance was happening. Israel's return was one of those things because it was his neck of the woods country wise and he and Gideon had more of a history than most. It wasn't always friendly because Raiden didn't know how to be friendly with anyone. They had fought in a number of wars, sometimes on the same side and sometimes opposites. It was harder now, back then the world wasn't so interconnected and their faces weren't as well known. They could slip in and out of conflicts because stories traveled slow. Now he was known, there was no playing in human conflicts without bringing his country of representation into it. Everything was far more diplomatic and boring. It was why things like Raph thrived. How they could droll endlessly and Lucien with his power points and spreadsheets. If he saw another fucking spreadsheet.
He was chuckling at a reel that was mocking said French councilman made by none other than his twin and his twin's slave, rather well done, when the meeting finally ended. "Israel." He barked out without hesitation not wanting said councilman to leave without him getting his time with the delicious looking moroi who paused at his bellowing voice that carried in the large room as the other's paired and split into groups or one offs and went their ways, some sparing a glance because everyone was nosy as fuck. Not that Raiden gave a shit who knew who he fucking talked to. They could know.
"The fuck you been? Playing with your fucking humans? Should let me come play. I'll fix your problems." His eyes drew over the other, war always looked good on the other, smelled good too. Raiden wasn't loyal, obviously. Russia was technically his home but he'd never be a councilman to the dying ass country. He wanted money, he wanted excess, he wanted a part of the world that had control and right now the UAE still had a hold. Once it didn't he'd do what he did best and find where a domestic product that he could control and sell with a people he could do the same to. China was looking real good as a follow up to this run.
"Or I can just fix you, cause you look like you been missing something." Raiden used his imposing form to move Gideon back into his desk. "Just gotta say, please."

Khion's eyes lit up at the pouch, mentally visualizing just how many diamonds were in there. Oh, he'd have to wear sunglasses or risk blinding himself once he opened the little bag he wagered. "You know, I'm not actually sure," he replied, mirroring Gideon's smirk with one of his own as he held the councilman close. "Should do a check just in case. Same suite?" Once he knew where to go, he'd teleport the two of them in a wave of shadows directly there. Fuck walking.
Gideon hummed as he looked at the other, enticing him by merely being inches apart. "Good thing I know you like your ice, my darling." He murmured. The beauty of being the councilman of Israel was having access to a never ending supply of one of it's general trades. Gideon pulled a small pouch from his jacket pocket. "I hope Noel will take payment in diamonds." He tied the pouch to the other's beltloop. "There's enough there to justify borrowing your attentions for a day... or four." He assured with a small smirk. "But if you want a check still... we'd need to go back to my suite."

"Oh, hello, Gideon. Don't you look gorgeous?" Merek had recognized Gideon immediately once the man had turned around, the pyromancer having to stop himself from so obviously checking the person's ass out before he realized who it was. It had always been funny to the chief of staff, this idea that comic books had that someone became instantly unrecognizable with a silly little mask on. At least the whole glasses thing made sense with Clark Kent never being identified as Superman.
He smiled as he closed the distance between them, leaning one arm against the bar as Merek's gaze once again slid over the costume before he focused back on the councilman. "Are you enjoying yourself so far?"

Cairo's first stop was Euphoria to visit with his Father. It came as little surprise that Lucien and him had some elaborate theme running and he shared his costume and the part it played to antagonize the cambion in town for his own amusement. Another playful trait from his father. The two shared a drink and their plans for the evening, the tricks and treats before he excused himself when he saw one of his favorite treats enter the club from the VIP section. Raphael's area had the best vantage point, as it should.
Cairo stepped through the teleport and was soon next to Gideon at the bar with his own drink after the other had ordered. "And who are you this evening?" He asked, despite his costume, Cairo wasn't big on the lore, he didn't even know much of the character he was, just that it would annoy Shade and that was his only goal. "Though I do like the way the costume fits." He added letting his eyes roam over Gideon's ass which was accentuated perfectly in the suit.

"Well, well, look at you Boy Wonder, all grown up," Khion greeted Gideon in return with a quote from their shared movie. He grinned crookedly as he leaned back against the bar with one elbow propped on it, the pamola leering at the councilman shamelessly in that tight-fitting suit. "What are you willing to do for Gotham City tonight, huh?"
Gideon was not one for formal events. Infact, one could say he avoided them like the plague. The year stuck in hell had him on edge from his usual calm demeanor. And it was easier to hide behind the mask as he observed all the others around him. Eyes danced over faces both new and old but sought out familiar comforting ones. Khion was no exception. He saw the other's getup, impressed and enticed and wandered over. "Well you certainly don't look like a damsel in distress, but I very well may be if I have to stare at you like this all night." He teased quietly as he stood beside the other.

"Bold to assume I'm a reliable source, Israel." Noel shrugged indifferently. "Then it is all inconsequential." He said to what had transpired at the castle while the other was gone.
Oddly he and Raiden didn't really interact likely because Noel didn't have the same abilities Lucien did. Hybridization wasn't something Noel could do, that was a monster he couldn't have made. Raphael, on the other hand, Noel disliked rather immensely for a number of reasons. The reaper was, thankfully, very good at keeping that from showing to any degree on his features. Probably from so many years of being a psychiatrist. "Not everything deserves such concern, does it?"
The reaper smiled at the simple attempt at a reply. "You could and I would ask how that life has been treating you? Are you happy with no problems are you just ignoring one that you are refusing to deal with?"
"I always value opinions of those who were able to witness some of what went on. And the emails are so formal and long." He added with a grin. "I wasn't particularly friends with Egypt but I wouldn't have noticed if he fell off the earth." An uncomfortable, but real truth from his lips. "Long buried history between us there." At Noel's questions of Gideon's alignments, he shrugged his shoulders. "I've been here a long time. I don't speak much on petty matters and only insert myself in the fold when it comes to the humans in my area. But I don't make enemies, either. I like to keep a neutral ground. But I can always read a room better than be involved in it. If I had to say I had a close friendship with any, aside from Raiden, Raph would be the second one I'm closest to. Your brother doesn't often care for my, uh..." He canted his head as he thought of a good way to describe how Lucien detested Gideon's sentimental values. "Concern for the ones in the undercroft." Having been a slave himself, buying someone wasn't really a thing he would see himself doing anytime soon. It would take someone special to convince him he needed to make such a move. It would be one hell of a statement. "I guess you could say no ties, no problems at the end of the day."

"I think you might become his new favorite," Khion chuckled, already closing the distance between them. All Gideon needed to do now was offer to remove Noel's collar and surely the councilman would have his owner wrapped around his finger. Or vice versa if Stigr was anything to go on. He gazed down at the slightly shorter man with lips inches apart, Khion's hands folded behind his back to avoid touching for now. "Where's your checkbook? I've been told I need to start collecting payment up front."
"It might very well be that." He agreed as he folded his hands behind his back. If Noel was anything like Lucien, Gideon knew to watch his step but he'd heard many a rumor that the two couldn't be more different. "How about I send your claimant some money, and you spend as much time as you want?" He offered, countering the move. "I don't want you in trouble. And I don't want to bicker with anyone. But I don't want you very far from me tonight." He admitted, shrugging. "A man of habit if nothing else." But then he also had to figure out how much spending time with Khion would be worth to Noel. "Do you think he'd turn down 50,000$ for me to spend a night with you?"

"Yeah, you'd better be," Khion shared the empty threat that wasn't really a threat. Gideon had the freedom to come and go as he pleased as a councilman and Khion never expected his presence to be so charming to tie any man here forever. He and the water moroi shared many traits like their elemental ties and deep connections with the moon phases and colder seasons. He grinned, preening under the praise as he always did. "I think it's because you've missed me so much I just look that much better in person than your dreams. I could say the same thing about you in that sense. How about catching up over a drink together?"
Naturally, Gideon has hesitations when leaving. But when all hell had broken loose politically, he had no choice but to attempt to intervene. Admitting he'd failed at home wasn't an option here, and the humans had to do things their way in order to sort out how wrong their choices were. Now he was home, and this beautiful creature was in his sights again. Claimed, yes. He moved closer to Khion, studying his features, feeling out his emotions as he let a hand move to trace along the other's cheek with a soft smile. "Somewhere I didn't really want to be. But the choice was out of my hands. I'm home, now. Hopefully for a long time." He studied Khion for a moment or two. "How is it possible being claimed has made you all the more handsome to me."

"No need for formalities. Noel will do just fine." The psychiatrist smiled studying Israel's movement carefully and listened to every word spoken and the tone it held analyzing the mircodetails. "I've heard, between there and Ukraine I'd be very busy if I wasn't otherwise preoccupied." He tapped the collar that kept his powers negated despite being staff. There were a few good reasons for that, he surmised. "A man of mystery." Noel tutted his brow at the vague reasoning for the other's arrival.
"Is anything truly simple when dealing with megalomaniacs?" Noel leaned forward on is toes into Gideon's space. "Or do you just want my take on the things that have happened in your absence, Israel?" He purred the country at the other before falling back on his heel and speaking indifferently. "A number of inconsequential councilmen died during an attack, well none here. Unless you were friends with them, were you?" He raised a brow. "Spain, Finland, Egypt? Egypt is in your area. Perhaps you knew him or a part of him, but I suppose that part is gone now isn't it?" Noel laughed at that entire situation. There were a lot of red flags, much as there were in Malta's new councilman, but like it seemed to happen so often, it was explained away and nothing was done. Noel didn't care, Aurelius was toxic as they came, not that Raphael was any better. A councilman trait it seemed.
"Did you know France and Egypt were a thing? For quite some time, over 1400 years. I wonder what he thought of Italy hanging around growing so close, but what about Israel? Who does he associate with or do you run alone? No ties? No problems?"
The uncanny similarities to Lucien were undeniable, but not hard to discern from the differences. "It seems I was. Good evening, Mr. Gaudet. It's certainly less of an interesting time than being back in Israel." He assured the other with a small grin. "Business. Pleasure. Reprieve. A mix of all the things." He explained as he regarded the other. "How have things been at the castle? I've heard some stories but I feel as though you might have a more condensed, simplified version."

"You know I'd always prefer to be in your line of sight," Khion said with a grin and a wink at one of his favorite councilmen. One who'd disappeared from the castle a while back without a word, which... was fair. Why would Gideon leave a note for a slave in the Undercroft? He was claimed now, uncollared, and fairly happy with his situation under Noel's ownership. Course he also wished he could leave the castle but maybe one day that would come. Eventually. "Good to see you again, Giddy-on," he chuckled, purposefully butchering the syllables in Gideon's name affectionately. "Where the hell have you been, my dude?"
Gideon sat in the courtyard, just taking in the sights and the smell of fresh air. Having been gone for so long, he almost forgot what it felt like to breathe air not stained with sand. Some areas of Israel were beautiful, in their own right. But the first time he'd seen the views from the castle, he'd been breath taken. Still the Councilman knew peace would not remain in the mere moments where someone wasn't requesting his presence or some unknown face wasn't curiously observing. Turning, he caught the gaze of his company, curling his finger. "You're better off in my line of sight. If you wish to be in it, that is."
