Florida's Attorney General is investigating at least 160 cases of price gouging as the state reels from two hurricanes.
Ashley Moody's rapid response team has received hundreds of complaints of overcharging as some companies allegedly try to cash in on people's desperation, and the team is visiting people to gather information, Florida's WFLA TV station reported.
It said the top three counties that reported price hikes after hurricane Helene are Hillsborough, Pasco, and Pinellas, three adjoining counties in southwest Florida. Saint Petersburg is in Pinellas and Tampa is in Hillsborough.
Anna Maria Fiallos, investigator with Pinellas County consumer protection, told the station: "There's a lot of devastation and unfortunately in any situation, even in a disaster, there's bad actors that will take advantage of it. That's why we rely on our residents of Pinellas County to be alert and let us know, so we can go out and do what we can to protect them."
Newsweek has contacted Florida's Attorney General's office for comment.
At a Wednesday briefing with President Joe Biden, Vice President Kamala Harris warned that the federal government would intervene to stop companies exploiting hurricane victims.
"To any company that—or individual that might use this crisis to exploit people who are desperate for help through illegal fraud or price gouging—whether it be at the gas pump, the airport, or the hotel counter—know that we are monitoring these behaviors and the situation on the ground very closely and anyone taking advantage of consumers will be held accountable," she said.
Hurricane Milton made landfall late on Wednesday and killed over a dozen people. Nearly two million Floridians were still without power on Friday. Helene killed an estimated 230 people in late September.
United Airlines strongly denied it had jacked up prices as people hurried to flee Hurricane Milton and said a viral online photograph of its fares was inaccurate.
"United capped Florida fares on Sunday," it told Forbes via email. "Since then, the average price for a one way, economy class ticket to our hubs from affected Florida markets was below $500."
It also said it added 18 extra Florida flights.
Alan Rubin, cohead of the Severe Weather Emergency Recovery Team at the Blank Rome law firm told Newsweek that companies cannot suddenly increase prices for roof repair or debris removal after a hurricane.
"There is a standard rate for most of the services that need to be rendered, for example, debris removal, roof repair, and other standard cleanup services that are provided by either private or state contractors," he said.
"Price gouging is a particularly egregious activity that state and local municipalities view as being unacceptable and will be treated as such," he said.
Blank Rome, which has over 600 attorneys in offices throughout the U.S, has had a severe weather team in place for several decades.
Rubin said attorneys general in every state where there is a natural disaster "immediately issue a statement that indicates any price gouging or any attempt to charge more than the going rates prior to the storm will be considered an attempt to price gouge, and that is illegal in any of the states that have been affected by Hurricane Helene or Hurricane Milton."
"Additionally, prior to impending natural disasters, all gubernatorial offices must ensure that no services being rendered are considered over the normal rates," he added.

New photos reveal the extensive damage inside the Tampa Bay Rays' Tropicana Field, where the once-covered stadium was left exposed to Hurricane Milton's fury after its roof was shredded by winds exceeding 100 mph.
The hefty repair bill has raised questions about whether the formerly domed stadium might soon become a doomed stadium.

The cost of repairing the damage could reach $55 million, according to a report obtained by FOX 13 Tampa Bay. The Rays had already planned to move into a new stadium for the 2028 season, but delays in the bond approval process now suggest the move may not happen until 2029 at the earliest.
On Thursday morning, the St. Petersburg City Council approved $23 million to repair the roof, citing their lease agreement with the Rays as the reason for the decision, according to FOX 13. The remaining funding was expected to come from insurance and potential government disaster assistance.
However, hours later, the council reversed course and postponed the decision. According to FOX 13, the team's president stated that the Rays might have greater clarity if the damage is left unrepaired, potentially allowing for a settlement agreement with the city in the form of a lump sum.
The city council has already approved spending over $6 million to storm-proof Tropicana Field, aiming to prevent further damage from future storms.
The repairs are just one aspect of the ongoing uncertainty surrounding the Rays' future. With delays in county bond approval for their new stadium, team officials warn that the entire project could be at risk.
In the meantime, the Rays are set to play the 2025 season at George Steinbrenner Field, a minor league facility in Tampa.

One of our sons plans those two install pools and had a crew and they had a crew too they wanted to do it it didn't work out because Tommy F was making it rain and couldn't get it done there's a lot of people suggesting what to do and you couldn't get that done either but it was raining a lot and he was making it rain they did figure out he was doing it it started them fighting him and he made a big mistake the guy's kind of proposal and that's not in control of him but he is a bozo we're going to straighten him out too
-several things happening today in Charlotte county one is Mac is driving the bozo in Dave stages actually Trump's forerunner except black SUV Toyota the emblem is missing but it still says 4Runner but it's not really the greatest sign.
-some other things happening they're firing 50% of the remaining government workers and said about really 15% or 17% but that's a lot that's about 7.5% or 8% of those working. At the same time they're fine 30% no another 5% of the Private industry and I'm bringing it down to about 15% roughly about that. It's a huge day trying numbers of people who can get laid off but really it doesn't matter too much they're all kind of not working and they're not collecting a check some of them lots of them

And it's a massive massive number of houses and apartments it's gigantic because we're moving down tons of personnel and this is what we needed to do but it would have been a war zone right now they're being pushed out into being held out and they're horrible horrible

-along with that phenomenon does others like in our son's neighborhood there trying to build on several lots and take some forever they've got permits in and have an accident on them in 9 months and you have to renew after 6 months did not renewed and they're terrible they take two years to build the house and we're thinking of taking the land from them some of them are for sale and some of them are abandoned and you can't tell so we're going to look into it but we're looking for the stuff like that aggressively and it's working

The Queen Full Episode
Prior to moving to the Tampa Bay area of Florida, I lived in Cincinnati, Ohio for 17 years. During this period, I went to high school, graduated from college, and we started our business which we subsequently moved to Florida. Quite often I am asked to describe what life is like in the "Queen City," representing the city's nickname ("Queen City to the West" to be precise). I have lived in quite a few locations throughout the country, not to mention visiting many more, but Cincinnati was a unique experience that is difficult to describe; instead, you have an intuitive feeling that is difficult to articulate. Such is Cincinnati. There is just something "different" about it. It is certainly not like Cleveland, Columbus, Toledo, Akron, or any other city in Ohio. It is unique. For example, most cities have their airport near the downtown area; Cincinnati's is across the river in Kentucky, not Ohio. The airport designation "CVG" doesn't mean "Cincinnati Vicinity G???", but "Covington" instead (Kentucky) thereby representing an interesting political chapter in Cincinnati's history.
The city rests on the northern shores of the Ohio River in the Southwest corner of Ohio, adjoining Kentucky and Indiana making up the "Tri-State" area. It was settled in the late 1700's, and it was a frontier town that made good. So good, it quickly became the crossroads of America, where settlers traveled through on their way to the western frontier. The city prospered so much in the early days, the federal government seriously considered moving the capitol there after the British burned Washington during the War of 1812, thereby eliminating the potential of attack by the sea. This, of course, never transpired but Cincinnati continued to grow nevertheless. By 1870 it represented the mean center of U.S. population. Today, the Queen City is strategically located within a 700 mile radius of two-thirds of the industrial wealth of Canada and the United States, making it an ideal locale for conducting business.
The city has a strong German heritage based on immigrants settling there and setting up shop. Breweries grew, shipping and manufacturing proliferated, and for a long time was called "Porkopolis" because of the pork processing plants there. Even to this day, Cincinnati's strong work ethic, food, and general attitudes can be attributed to its German roots.
Seven hills surround the city making up a valley that traps pollutants and humidity, and explains why it has evolved into a "Sinus Gulch" where the inhabitants suffer from an annoying nasal "Sniff" heard throughout the day. During the summer, the weather can be stifling; in the winter, the valley can retain the cold. Spring and Autumn are perhaps the two most scenic and enjoyable seasons.
Cincinnati has a unique sight, sound, smell, and even taste to it. From an architecture perspective, the city has everything from massive mansions made of brick and hidden away in country settings, to simple turn-of-the century wooden structures with steep roofs and front porches that dominate the neighborhoods. Television is rather unique, or at least was a few years ago. Considerable television innovations originated from the Queen City and, for a long time, local talent dominated the channels with homespun humor and a blend of bluegrass and midwest music. Natives fondly remember people like Bob Braun, Paul Dixon, Bob Shreve, Glenn Ryle, and "The Cool Ghoul." However, celebrities such as Steven Spielberg, Jerry Springer, Doris Day, Roy Rogers, and the Clooney family all started here as well. Alas, the locals eventually gave way to national programming and the Cincinnati character faded from television screens. Fortunately, local radio stations still feature homegrown personalities.
Over the years Cincinnati has had many breweries due to its German heritage. One by one, they were all pushed aside by national brewers. Names like Burger, Hudepohl, Schoenling, and Wiedemannn slowly faded away. In terms of food, Cincinnatians enjoy their restaurants. Since there are no real glamor places to relax locally, particularly in winter, there isn't much to do but tuck away the groceries. In addition to having some of the finest restaurants in the country, the fare is based on its "Porkopolis" past, featuring a variety of sausages, ribs, and a breakfast meat called "Goetta" which is similar to Philadelphia Scrapple, but made with pinhead oats instead. Cincinnati chili is also unique. Do not expect a bowl of hot spicy meat. Instead, it is served on a bed of spaghetti, with a layer of onions, a layer of kidney beans, and topped with a bed of grated American cheese.
Even driving around town is strangely different in Cincinnati. Instead of a cut-throat rush hour in the morning, Cincinnatians seem to just quietly go about their business in the morning and possess an intuitive understanding of every twist, turn, and back alley to be navigated in the city. It is also common to see motorists stop to give aid to other motorists in trouble.
What this all adds up to is a strong sense of neighborhood in Cincinnati which took me a long time to figure out. At first it seems elitist in nature. The citizens genuinely love their hometown, particularly their sports teams (e.g, the Reds and Bengals), local celebrities, and hometown boys and girls that make good on the national stage. It's no small wonder many people grow up and never leave Cincinnati, nor understand why people want to leave. It's very introverted in this regard. Should you move to the area, as we did many years ago, you must adapt to the culture for it will certainly not adapt to you.
Not surprising, Cincinnati is conservative in both its thinking and politics. They simply do not like to change. This has hurt them on more than one occasion, particularly the downtown area which has lost considerable business over the years to Northern Kentucky. When I return to my old neighborhood there, it is like time has stood still; nothing of substance has changed. I know where everything is and all of the names of the families. Although I've been gone for over a quarter of a century now, it is like I never left. Although it may take an act of God to implement a change to Cincinnati, such as a new building, road or restaurant, the citizens remarkably embrace it. On the one hand, Cincinnatians give the appearance of being "stick in the muds", but on the other they are some rather creative innovators and inventors. In addition to television and radio, Cincinnati is home to massive jet engines, consumer products, machine tools, banks and insurance companies, and some rather impressive computer technology. Their strong and determined work ethic, coupled with a competitive imagination, and strategic location in the country to conduct business, makes Cincinnati a stable work environment.
As an aside, it is relatively easy to recognize a person from the Queen City. They will say "Please?" instead of "I beg your pardon?" or "Huh?" I haven't heard this specific idiom used anywhere else in this context. Also, true native Cincinnatians tend to say "CincinnatAH" as opposed to "CincinnatEE." It's a dead giveaway as to their roots. "Sniff".

FUCK Tampa. (part 2)
The bones of St. Pete have a lot character-- one might describe the architecture throughout as charming; the roads layout as a grid with Streets running east to west and Avenues south to north. The east side hits the waterfront where the piers reside, and to the far west are the beaches. From waterfront to beach is maybe about 20 miles, but downtown to the Grand Central District at 16th street is an easy walking distance. Everyone knows everyone in the scene, and for the most part everyone gets along. There are occasional minor spouts of drama, sure, but in general we’re united for good against our common enemy: ‘the Man’, Nazis, and anyone from Tampa.
Surrounding downtown are 15 distinctly historic neighborhoods fanning out on either side from Central Avenue, which divides the city down the middle into north and south. There’s Old Northeast, Roser Park, Jungle Prada, Crescent Lake and Snell Isle among others. Each whimsical neighborhood has a unique pulse, comprised of colorful craftsman houses, sprawling spanish style mansions with terracotta clay roofs, or little bungalows like my house in Historic Kenwood.
I purchased my house in 2004, a tiny pink tudor style built in 1941, with white shutters and a pointy grey roof located on 9th Avenue North at 28th Street. Originally constructed as vacation homes for snowbirds, little homes like this are super common in Kenwood. Inside my bungalow there are two teeny bedrooms on either side of the living room, dark hardwood floors throughout, and checkered ceramic tile in the kitchen. The bathroom’s shower faucet was dysfunctional, requiring a pipe wrench to turn the water on but in the five years I lived there, I never got around to fixing it. One winter we turned the Florida room in the front of the house into a makeshift bedroom where Faith lived before she got knocked up with her first baby Juliet.
My house becomes the hub for so many epic house parties; a revolving cast of roommates and couch crashers. An orphanage for wayward drunk girls and boys, at some point or another just about everyone close to me has lived there. The backyard, about 4 times the size of the house itself had a chain-length fence running the parameter so all my neighbors could witness the debauchery in real-time. The garage was separate. Early on, I turn this shed into a studio work space but eventually rent it out to a handful of people over the years who need a place to live despite the fact that the garage isn’t exactly what you’d call livable-- no bathroom, a/c or ceiling.  
In the summertime, my backyard has a kitty pool, a slip-n-slide and a constant keg of Yuengling. I’d mow the lawn only after the City gave notice of an impending fine, so the yard was always overrun with grass up past your knees. Here I lived until 2009. During these years, my little pink house will go down in history as one of the great party houses this side of the Bay, the last of which saw three kegs killed. A local metal band played a show that night in my garage, their mosh pit busted a huge hole in the drywall and some assholes started an uncontrolled fire in the alley. The cops came to break it up but we still had people sleeping on couches hauled out into the backyard come morning amid the hundreds of red solo cups littered across my lawn.
But, I am not technically from there-- my closest friends and I did not grown up in St. Pete proper, a fact which sets us apart. We remain “new kids” to the scene for years, in contrast to the original crew of rabble-rousers-- generations upon generations of brothers and little sisters indoctrinated to punk from a young age who’d been kicking it together causing trouble and setting dumpsters on fire since they were prepubescent.
Quinn, Emily, Carolyn, Alex, Diane and I are all originally from Seminole, a suburban enclave to the Northwest. Seminole is a “good” area, which just meant that any crime occurring was happening behind closed doors. In Seminole there are residential neighborhoods with names like Bay Haven, Imperial Point, or Rustic Pines, and tract homes that span for miles. Our local mall was desolate-- anchored by a depressing food court and a K-Mart, frequented only by the residents of a neighboring nursing home who would sit on benches all day staring out into the nothing. On the main boulevard is the only restaurant in town, Joto’s, a “family friendly” pizza joint where suburban moms and dads would hang out amid the local high school jocks, reliving  glory days over bud lights, televised football games and greasy food.
Anna grew up in nearby Pinellas Park, just to the east, best known for biker bars, white-trash trailer parks and an enduring meth epidemic. Anna lived in Seminole with her grandparents the years she attended middle school due to instabilities with her mom, stepdad and their ever-relapsing drug addictions. We met Anna back then but didn’t become good friends until years later when Emily and Anna will unknowingly be sleeping with the same guy. When the truth broke, they decided they liked one other better than they liked him anyway, and have been best friends ever since.
Quinn, Emily, Alex and I are Seminole High School class of 2002. Angsty outcasts, the rest of the school was all Abercrombie & Fitch; way too enthusiastic about attending and participating in sports related activities, pop music and having nice cars-- the four of us did not fit in. Surviving a fairly sheltered, very boring adolescence, our summer days were spent hanging out on John’s Pass-- an old fisherman’s wharf on the Gulf of Mexico where we would play board games or read books at a coffee shop located on the far East end of the docks. After nightfall we would hang out under a bridge where skater punks would use the uneven cement to facilitate flip tricks. While we’d watch them skate, they’d tell stories, cultivating for us an alluring mythology of downtown St. Pete: tales of out-of-control shows at State Theater and the Refugee a mission/music venue that fed the homeless population. The Refugee was run by a new-agey Christian man who fancied himself akin to a modern Jesus-- all walks were always welcome there.
There was the C.O.R.E., a radical bookstore on the far southside of town where you could buy extremist literature (even things that were government banned like the Anarchist’s Cookbook, prominently displayed on racks towards the front). They skaters would speak of long nights spent drinking quarts of malt liquor on dirty beach just east of the pier where you could look out across the Bay and watch the bright lights of Tampa on the other side.
The Globe had the best nachos. A buck would get you a cup of coffee, 50 cents more buys a few refills and because the Globe was open until 4am, it was an excellent place to stay out all night when your parents thought you were staying at a friends house. Josh Sullivan always worked the front counter, and was the coolest. Josh really loved ska music so he’d dance whenever it played on the stereo. He had a cat named Slap that he’d walk on a leash, and was the creator of JoshComics, an iconic local zine.
At the age of 17, we venture beyond the beaches and onto the streets of downtown. Overnight we go from good suburban girls to drinking Mickey’s at punk houses-- making out with older guys in studded jackets, bullet belts, mohawks and too many facial piercings. In 2002, when we turned 18, Quinn, Emily, and Alex all move into a house on 26th Street and 4th Avenue. I secure an apartment at 5th and 5th right next to the Coliseum. Soon after, Anna will move into a ground floor apartment in my complex. On Saturdays when she isn’t working, Anna and I will smoke pot on her big blue couch by the window discussing our plans-- when and how we will escape Florida; who was working that night at World Liquors, and if they would sell to us.

I lived thought Maria. I went outside the morning after Maria....I helped clear things from the roads. We drove by peoples homes and checked in on them. For those living stateside, there is no government running around cleaning things up. The day after the storm our island is still on curfew we got stopped by one police officer. 
Communities strengthened as they came together to talk about what needed to be done. How can we help people, clear driveways, house people who lost roofs? 
FEMA...happens way later.....way way later. 
So Sol Relief became a thing...
In September and October of 2017 Hurricanes, Irma and Maria caused massive devastation in the U.S. Virgin Islands, Puerto Rico and many other areas of the Caribbean.  A former St. Croix, U.S.V.I. resident and pilot, Jennifer Lockwood, wanted to help.

I am sitting here at work on the verge of crying all day. Actually seeing that damage breaks my heart and I am overwhelmed with the feelings I had the day after Maria.  The other half is caused by seeing people step up and help those that aren’t making the news.

In 1887 construction began on a row of eight houses on the west side of West End Avenue, between 75th and 76th Streets.  It was an unusual arrangement of ownership among the developer, George B. Jacques and his architectural firm, Berg & Clark.  Possibly as part of the commission negotiation, Charles I. Berg and his partner Edward H. Clark each owned one property, and  Berg shared ownership with Jacques in one other.
The row was completed in 1888, a frenzy of shapes and styles.  No. 331, owned by Charles L. Berg, was a marriage of the Renaissance Revival and Queen Anne styles.  The 22-foot-wide residence cost $20,000 to build; more than half a million in today's dollars.  Red brick contrasted with the brownstone base, while limestone provided accents to the upper floor.  Two quirky, unrelated dormers, poked through the slate-shingled roof.  The elegant neo-Georgian fanlight above the entrance was defiantly out of character; fighting stylistically with, for instance, the colorful stained glass transoms of the upper floor windows.

The house caught the eye of the trustees of The New York Institute for the Instruction of the Deaf and Dumb.  Charles I. Berg personally gave the organization a $30,000 mortgage on the property.  Whether it ever moved in is unclear; but if so it was a short-lived arrangement.  On March 12, 1891 Berg and his wife, Ada, sold the house to millionaire Chester Williams Chapin for $50,000.
Chapin's father, Chester W. Chapin, Sr., President of the Boston and Albany Railroad, had died in 1883.  He left an estate of about $2 million (more than 25 times that amount today).  The Pacific Commercial Advertiser later explained "he left the bulk of his vast estate to his son, who had already made himself a millionaire and a power in the railway, steamship and financial worlds."
Indeed, Chapin had founded the New Haven Steamboat line, was president of the Connecticut Railroad and the Western Railroad, and had merged several others to form the Boston and Albany system.  In addition, he founded the Chapin Trust Company of Springfield, Massachusetts, the National Start Company, and was a director in many other corporations, banks and railroads.
Chapin had moved to New York City from Springfield in 1880.  He and his wife, the former Emelia Ward, had married in New Orleans in 1867.  It was a surprising match.  Although they were both 27, Emelia was a widow with three children.  Two more children, Julia and Pauline, would increase the family.
No. 331 West End Avenue was a fraction of the size of the Chapin mansion at No. 34 West 57th Street.  But the family never intended to live in it.  Instead Chapin purchased it for the use of his extended family when they visited New York.   Among those using the house from time to time was Chapin's married sister, Anna Rumrill, and his cousin Charles Henry Chapin, and their families.
The vast wealth of Chester and Emelia Chapin was summed up in two sentences in The Pacific Commercial Advertiser in 1906.  "They entertained extensively at their town house, No. 34 West Fifty-seventh street, just down the block from the Vanderbilts, Huntingtons and Oelrichses; their hospitalities at their many country places at Red Bank, Springfield, Montclair, Lebanon Lake and Tampa, and at their village at Aix-le-Bains, France, were notable.  There were notable cruises, too, on their yachts, Whim, Iroquois and Yampa."  Their Putnam County "farm" engulfed 2,000 acres.
The colorful stained glass survives in the second story transoms.  The brownstone has been regrettably painted.
On November 25, 1894 The New York Times remarked on the Chapins' Thanksgiving house party.  "Many guests have been invited to their Berkshire residence which is a spacious, old-fashioned mansion, and is always kept ready for occupancy.  The building is over 200 years old, and is delightfully arranged for house parties.  An interesting feature of the house is the ballroom, which occupies an entire floor, and has at either end an immense fireplace."
Quite possibly among the guests were Charles H. Chapin's three daughters, Louise, Annette, and Elizabeth (known as "Bessie").  They and their parents were repeated guests at the country estates and on long voyages on the Chapins' lavish yacht, the Yampa.  Chester Chapin was especially generous to his young Chicago nieces, since, as one newspaper put it, their "father had not been so well blessed with this world's goods as he."
As the Bessie and her sisters had grown to young women, they visited New York relatively often.  They stayed in the West End Avenue house, always with a chaperon, of course.  Their aunt Anna Rumrill often filled that position.
Chester's and Emelia's daughters married and left the Fifth Avenue mansion.  The Pacific Commercial Advertiser remarked "Instead of growing closer together as their children married and went away to homes of their own, Mr. and Mrs. Chapin gradually drifted apart, though married nearly forty years."  The newspaper added, somewhat cattily, "And it was then that the millionaire turned to his pretty cousin, winsome 'Bessie,' for companionship and sympathy."
Bessie spent less and less time in Chicago.  The Advertiser said "The summers found her practically mistress of the great estate at Lebanon Lake, with Mr. Chaplin's sister, Mrs. James A. Rumrill, as chaperon.  When she was in New York a house which Mr. Chapin has bought on West End avenue was always opened to her and her mother and sister."
There was no hint of scandal; no whispered words that Chapin and his young cousin were engaged in anything unseemly.   But in the first years of the 20th century "Mrs. Chapin had quietly dropped out of sight of her friends," according to one newspaper.  She quietly obtained a divorce and "was handsomely provided for."
Chester's affection for his cousin now blossomed.  Although he was 65-years-old, 40 years older than Bessie, and she had always called him "Uncle Chet," they were married in Chicago on November 22, 1905.  Following their honeymoon, which included a voyage to Hawaii, the newlyweds only briefly lived in the massive Fifth Avenue mansion.  On May 18, 1907 The Real Estate Record & Guide reported that Chapin had transferred the deed of No. 331 West End Avenue to his wife as "a gift."
Despite the initial surprise to society, the fall-spring marriage seems to have worked out well.  It weathered what could have been a significant bump on December 6, 1911 when Chester was served with a summons to appear "in a suit brought against him by a Mrs. Janet H. Phillips, a widow, living on the upper west side," reported The New York Times.
The newspaper said on January 3, 1912 "The nature of the action has not been determined because the complaint did not accompany the summons, but it is intimated that a 'package of letters' will play an important part in the suit, should it come to trial."  The implication was clear.
Chapin admitted to reporters that he had known Mrs. Phillips for 15 years; but "had not known her directly in the last seven years."  He charged that "it was only a desire to get money from him."
A journalist from The Times went directly to No. 331 to get answers.  "Mrs. Chapin was seen at her West End Avenue home yesterday afternoon," he reported on January 3.  "She appeared in a black riding habit."
Bessie dismissed the entire affair.  "I saw my husband only an hour ago, and he said nothing about it.  We have been married for six years, and I never heard of such a woman."  As she spoke, Chester showed up.  "Mr. Chapin returned from a drive, just then.  When a show of anger, he refused to say anything about the suit."
It is possible the Chapins avoided messy publicity, whether Janet Phillips had a real complaint or not, by paying her.  There was no subsequent trial.
Chester and Bessie were gone from New York for a prolonged period beginning in the summer of 1915, prompting them to lease No. 331 to R. M. Claussen.   Their departure may have been prompted by the noisy demolition of the neighboring houses to the south house that year.  By the time the couple returned the rowhouses had been replaced by a 12-story apartment building.
Bessie had, at the time, a somewhat unusual hobby for a woman of society--that of breeding pedigree cats. When the 15th annual Atlantic Cat Club opened "with a yowl," according to the The Evening World on November 22 the following year, the newspaper noted that Bessie was "one of the largest exhibitors.  She has almost a score of cats on display."
Following World War I the Chapins loaned their Putnam County estate to the Government for use as a convalescent camp for wounded soldiers and sailors.  Hundreds of returning veterans stayed there for months.
On November 11, 1922, at the age of 80, Chester W. Chapin died in the West End Avenue house.  In reporting on his death, The New York Herald remembered his active life. "Mr. Chapin formerly drove a fine team of horses in this city and was a leader in all horse shows and similar events.  He also hunted much in the Rocky Mountains and on the plains.  He was a licensed navigator and gave substantial support to yachting."
Chapin's will was filed for probate on November 21.  The New York Times reported that he left "an worth between $4,000,000 and $5,000,000."  In addition to securities worth $200,000 (just under $3 million today), Bessie received the West End Avenue house another on West 78th Street, the Sands Point, Long Island estate "Meadow Farm," and the country homes at Port Washington, Long Island and Pasadena, California.  The article added "She is given also the furniture, paintings, jewelry and personal and household effects."
Bessie sold Meadow Point in 1924, and No. 311 West End Avenue in 1932.  She died in Santa Barbara, California on November 15, 1969 at the age of 88.
She had held on to No 311 long enough to prevent its demolition when the other remaining Berg & Clark houses were demolished in 1925 for an Emery Roth-designed 15-story apartment building.  Now wedged between the modern structures, No 311 survived as a single-family home until 1986, when it was converted to two apartments per floor.  A subsequent renovation in 2000 added an unseen penthouse.
Elizabeth Chapin's refusal to sell gave us a wonderful squashed-in hold-out.
