May 16th 1805 saw the birth of Scottish explorer, military officer, and diplomat Alexander Burnes.
Burnes was the poet Robert Burns cousin, note the spelling, Rabbies father, William also bore the name Burnes, Rabbie himself favoured dropping the “E”.
Now I don’t like delving into the history and politics of other countries, but this to me is a reminder that the problems in the middle east are long standing and interference in the region is long standing.
Alexander was the epitome of a nineteenth century adventurer cum dandy – dashing, intelligent and courageous.
In 1831, the British government in Delhi ordered a survey of the Indus River, unchartered since the time of Alexander the Great. The man they entrusted this mission to was Alexander Burnes. A journey of over 1,000 miles, Burnes, a natural linguist, charmed the usually antagonistic tribal leaders he came upon, and eventually reached Lahore, his reputation greatly enhanced.
His next adventure took him to Afghanistan, dressed as a native having discarded, in his words, ‘the useless paraphernalia of civilisation; we threw away all our European clothes" So he looked the part.
Burnes returned to England in 1833, where he was granted an audience with the king, William IV, and the Prime Minister. The daring young bachelor was the toast of London. His account of his adventures, Travels into Bokhara, being an Account of a Journey from India to Cabool, Tartary and Persia, sold a thousand copies on its first day of publication and made Burnes a tidy sum.
Meanwhile, the British government was making plans to dispose Dost Mohammed, the Afghan ruler, and replace him with Shah Shuja, an unpopular, former Amir, but one they considered had the advantage of being pro-British. Burnes had met Dost Mohammed in Cabool (sic) and liked him. He tried to persuade Lord Palmerston, Britain’s foreign secretary, that Shah Shuja, now living at Britain’s expense in India, was disliked by the Afghan people and lacked ‘sufficient energy’ and tact to rule Afghanistan effectively. But Palmerston dismissed Burnes’s concerns and gave the proposal his full backing. In late 1838, 10,000 British soldiers, 6,000 soldiers loyal to Shah Shuja, 38,000 camp followers and 30,000 camels marched into Afghanistan. Alongside them, the pretender to the throne and the disgruntled Scot.
As the convoy approached Kabul, Dost Mohammed fled. The British entered the city unopposed, placed Shah Shuja on the throne and congratulated themselves on a job well done. Having sent most of the army back to India, the remainder settled down to a life of indolence and luxury, living in a fortified compound just outside the city.
Alexander Burnes, now Sir Alexander Burnes, took up residence in Kabul and, despite his reservations about the new Amir, enjoyed life, indulging in a campaign of womanizing that infuriated the local men.
The Afghans’ growing resentment of Shah Shuja and Britain’s occupation finally erupted three years later. A crowd descended on Burnes’s residence, many of them husbands and fathers of Burnes’s numerous conquests. His servants urged him to leave but Burnes, in the words of his servant, was ‘quite sure the Afghans would never injure him’.
But they did. They set fire to Burnes’s house while the Scot shouted abuse at them. Finally realizing this was no idle protest, Burnes donned his turban and gown and tried to make his exit, accompanied by his brother. But both men were soon caught and, along with a number of servants, were hacked to death in a frenzied attack.
Two months later, the British garrison, having lost control of Kabul, attempted an evacuation to Jalalabad, ninety miles to the east. 16,000 British and Indian soldiers and camp followers embarked on the ‘Retreat from Kabul’. Only one Briton plus a handful of others survived the ordeal. The rest were all slaughtered by marauding Afghan tribes.
The tragedy was of Britain’s making but it caused profound shock in Victorian Britain.
If only they had listened to the dandy Scot in the turban.
The last pic is interesting, it is a drawing by our subject, of The Buddhas of Bamiyan, the one on the left was some 55 metres tall. Sadly, on orders from Taliban founder Mullah Omar, the statues were destroyed in March 2001, after the Taliban government declared that they were idols. International and local opinion strongly condemned the destruction of the Buddhas.

CM Maryam Nawaz Sharif Launches Climate Leadership Internship Program
LAHORE, 09 October 2024:
Chief Minister Punjab Maryam Nawaz Sharif launched the CM Internship Climate Resilient Leadership Program. CM Maryam Nawaz Sharif inaugurated Pakistan's first smog hotline "1373". The Chief Minister directed to ensure one percent fund for plantation in the development project. She announced to increase the honorarium of Climate Change Leadership Internship Program from 25 thousand to 60 thousand and directed to plant trees across the road sides during construction and repair of roads. She also directed to introduce the ‘theme of smog’ from October 15 to November 15 in the schools across Punjab.
CM Maryam Nawaz Sharif while addressing the ceremony said, “Climate diplomacy with the India Punjab. The effects of smog are the same on both sides, so Pakistan and Indian Punjab should launch start similar measures to eliminate it. Smog will end not by merely pressing a button, rather by undertaking collective efforts. Everyone should know about the importance of smog elimination. My primary vision in Punjab is youth development. When the interns were informed about giving Rs. 25,000 honorarium then it was realized that the amount is inadequate. Even 60,000 rupees are inadequate for the internship program. I felt pleased to see the interns coming from different districts of Punjab. I have also directed to ensure jobs security of children after their internship program. The environment leader should get a job in the field of environment so that the children can fully benefit from education and training. The interns should be placed in Environment and Forest Departments.”
The CM said, “It is also the responsibility of the institutions to provide job links for jobs in other departments. In the past, the Environment Department was treated as a defunct department. Environmental internship is not a job but a sacred responsibility. It gave me a sense of importance of greenery on coming out of the death cell in the prison. Protecting the green environment bestowed by Allah Almighty is a great responsibility of all of us. The interns will not only improve the environment but also make the cities environmentally safe. Marriyum Aurangzeb and her team worked beyond my expectations. Alhamdulillah, Punjab Government launches a new project every day and its implementation is ensured as well. I am the daughter of Nawaz Sharif who never made any false promise to the people. Nawaz Sharif always fulfilled his promises whatever he made with the people.”
She added, “Environmental protection is not the responsibility of a single department or a single province, but the responsibility of the entire Pakistan. 25 crore people should jointly solve the problem of environment. A nation cannot develop without infrastructure development. Those who think of development without infrastructure development can be deemed as ignorant. One percent of plantation in the development project has been included in the SOPs. Doing cruelty to animals is the practice of uncivilized nations.”
The Chief Minister said, “Immediate action is being taken when incidents of animal cruelty come to light in Punjab. In Punjab, a person who cut off the leg of a donkey was apprehended caught and put in jail. One of the hallmarks of a civilized nation is how it treats animals. By the grace of Allah Almighty, air quality index is improving. Smog does not last from October to February, but throughout the year. We will have to remove obstacles confronting for the improvement of environment. Smog causes breathing problems and eyes damage. The smog becomes so dangerous that even schools and offices have to be closed. Children are suffering from respiratory diseases because of smog. Complications of respiratory diseases arise due to smog problems in children. We will have to take multiple measures for the elimination of smog. Every child in every house should be apprised about the knowledge for the smog elimination. Eradication of smog is a question of life and health of our children.”
She said, “Smog awareness will be taught as a subject in schools. The implementation of the action plan for sustainable measures to reduce smog has started. An end-to-end action plan has been formulated to eliminate smog and smog will reduce in the coming days. A warning was given for the black smoke coming out of the brick kilns and after the warning it was demolished for committing violation. We don't want to spoil anyone's livelihood, but action has to be taken with a heavy heart against those who pollute the environment. Cameras have been installed on chimneys in the industries, whose surveillance is being done in the monitoring room. In case of smoke emission, an immediate call is being made to the industry control room. Monitoring of environment through drone digital inspection, CCTV is also ongoing. The fat melting factories are not only polluting the environment, but people are being poisoned as well.”
CM Maryam Nawaz Sharif stated, “Political pollution is not visible but destroys the country. Protest, siege, burning are wrong traditions. Now inflation has reduced to 9% from 38% and has to be done for ensuring it. I always think about the well-being of people while sitting on a chair. I want to make Punjab full of opportunities for the new generation so that they don't need to go abroad for employment. If inflation is going down then protest from KPK has to be brought to check it. During the protest, police personnel from KPK have been arrested who invaded Punjab and Islamabad police. The martyred police personnel was someone's father and someone's son and what was his fault?”
The CM said, “Prime Minister of Malaysia visited Pakistan and now SCO is going to start and now they are striving to lodge protests once again to portray bad image of Pakistan. One province is invading the federation with full equipment. Their politics is getting buried due to low inflation. The country is progressing by leaps and bounds. By working for someone, the life of the poor is being facilitated and they neither work themselves nor allow others to work for the poor. Those who spread political smog had to face failure and the people did not give any response. If the people get relief, no one cares about such people.”
She said, “Come what may, we will not let any harm to be done to our country. Everyone will see a developing, flourishing Punjab. For the first time, a scholarship worth Rs. 40 billion has been launched for education. The government will pay the fee in case of not being able to pay fee in case of getting enrolment in the university. She inspected the Mobile Air Quality Monitoring Station.
Senior Provincial Minister Marriyum Aurangzeb in her address informed about the measures being taken for the environmental improvement. She apprised that for the first time in Punjab, vehicle inspection system has been introduced. The Senior Minister informed that the Punjab government is going to implement first comprehensive plan in order to cope up with climate change and elimination of smog. She disclosed that on the directions of CM Maryam Nawaz Sharif, the monthly honorarium of the interns is being enhanced. She added that provision of funds has been ensured along with undertaking policy documentation. Marriyum Aurangzeb underscored that Punjab will lead with regard to combating hazardous climate change effects and smog eradication.
Provincial Minister for Information and Culture Azma Zahid Bokhari, Provincial Ministers Chaudhry Shafay Hussain, Sher Ali Gorchani, Sohaib Ahmed Malik, Kazim Pirzada, Ramesh Singh Arora, Ashiq Hussain, Chief Secretary, Secretaries and other officials were also present in the ceremony.

Promoting Responsible Tourism in Pakistan’s North West

Growing up, Muhammad Numan saw a cleaner, more natural environment in Khyber Pakhtunkhwa’s tourist destinations. But as time passed and tourism surged, the local landscape he once knew began to change. The influx of tourists resulted in a growing pile of litter across the otherwise scenic sites in the north. The travel and tourism sector’s total contribution to Pakistan’s GDP was 5.9 percent in 2022 and 4.2 million jobs. This is sub-optimal considering the diverse tourist sites located across the country. Pakistan attracted ~US$ 16 billion in visitor spending in 2022 which is projected to touch ~US$ 30 billion in 2033. Pakistan experienced an unprecedented surge in domestic tourism immediately after the Covid induced travel restrictions were lifted: For instance, in 2021 and 2022, over 1.2 million domestic and international tourists visited the country’s Khyber Pakhtunkhwa province alone.

To manage this increasing all-season footfall of visitors while harnessing its understated economic potential, the local authorities, communities, and private sector require resources, equipment and training without losing focus on green and inclusive tourism. Determined to make a change, Numan, who now works as a manager at a local hotel in Swat district of Khyber Pakhtunkhwa, sought ways to mitigate the negative impact of the tourism industry on the ecosystem. That is when he came across the “Travel Responsibly for Experiencing Eco-tourism in Khyber Pakhtunkhwa” (TREK) initiative – a partnership between the Government of Khyber Pakhtunkhwa, World Bank (WB) and Nestlé Pakistan to promote and support responsible tourism initiatives. TREK complements the ongoing activities of Khyber Pakhtunkhwa Integrated Tourism Development Project (KITE) project for heritage preservation and tourism infrastructure development. Since 2020, it has completed awareness campaigns for tourists, and training of local communities and hospitality businesses on waste management. TREK has trained over 650 participants from more than 150 hotels and restaurants in Khyber Pakhtunkhwa’s tourist areas. The beneficiaries also included local communities, local authorities and academia of Peshawar, Nathiagali, Abbottabad, Swat, Naran and Chitral districts. These trainings concentrated on solid waste minimization, segregation, management, and recycling techniques. Public service messages on responsible tourism were also launched through social media and radio campaigns in Khyber Pakhtunkhwa and cities of Islamabad and Lahore. Most country’s domestic tourists are concentrated in these geographies and were thus able to receive communication on tourist helplines on the importance of keeping the sites litter-free. 10,000 reusable bags were distributed to tourists and the hotel association in tourist hotspots aiming to encourage their use and minimize littering. In parallel, the IDA-financed KITE project provided waste bins, garbage collection and compacting machinery to the local authorities in Nathiagali, Naran, Chitral and Kumrat districts of Khyber Pakhtunkhwa, and a few locations in Punjab province, and installed 50 tourist information signboards to complement the awareness campaigns. He also spearheads a community-funded clean-up initiative in his hometown of Mardan district. This initiative has transformed into a community-driven effort, with residents actively participating in regular clean-up drives. Such sustainable transformations encapsulate the very essence of what TREK envisions for communities throughout the province and beyond. TREK has propelled its partners towards impactful activities by encouraging collaboration with the private sector. Its partner in the initiative, Nestlé Pakistan, is taking concrete actions to create circular systems that make it easier to collect, recycle and reuse products that use plastic. It is committed to designing 100 percent of its plastic packaging for recycling and expects to achieve a 95 percent target by 2025. The Government of Khyber Pakhtunkhwa has allocated resources and supports its teams to ensure green and inclusive destination management in partnership with the private sector. The project has also provided machinery for snow removal and solid waste management to local authorities to improve accessibility, traffic flow and promote sustainable tourism in the province. TREK's inclusivity stands out, inviting participants from diverse backgrounds, including women, youth, and the transgender community. Zareen Akhtar, a social worker, and human rights activist who underwent TREK training, testified to the program's transformative impact. She acknowledged the newfound knowledge she gained, eager to share it with others. She emphasized that she’s one of the many women in this region who have had the opportunity to attend these trainings. “Inclusion of women not only has a wider social impact but also a major mindset shift in the region, allowing for a cohesive awareness within the social fabric of the community.” Initiatives like TREK have the power to transform the tourism landscape in some of Pakistan's most pristine destinations and ensure that future generations continue to enjoy these in years to come. In its next phase, TREK will integrate additional players from the private and financial sectors of the country to launch activities that support community empowerment and investment mobilization for job creation. CM Maryam Nawaz Sharif Visits Pakistan’s First Biggest Shrimp Farming Pilot Project in Muzaffargarh
Lahore, 26 September 2024: The biggest pilot project of shrimp farming in the history of Pakistan, Chief Minister Punjab Maryam Nawaz Sharif has announced incentives for shrimp farming project. CM Maryam Nawaz Sharif has set a target of shrimp farming one one lakh acres in Punjab.The Chief Minister visited the Shrimp Farming Pilot Project in Jhalarin North, a suburban area of Muzaffargarh. She inspected the Shrimp Farming Pilot Project, monitored shrimps in the pond and gave then feed as well. The CM also paid an aerial visit to the Shrimp Farming Project. CM Maryam Nawaz Sharif also inaugurated the Pilot Project for Adaptive Research on Shrimp Farming.
The CM said, “There is a huge demand for shrimps worldwide and we should take advantage of it. Shrimp farming on 100,000 acres can earn up to one billion dollars in foreign exchange. Shrimp farming can have a profit rate up to 40 percent.” She said,” The deserted and barren land in South Punjab will be made usable for shrimp farming. Farmers and investors will be given land and incentives at a minimum lease period for shrimp farming. We will also provide seeds, feed and necessary equipment for shrimp farming.”
CM Maryam Nawaz Sharif added, “Senior Minister Marriyum Aurangzeb and her team deserve congratulations and commendation on the Shrimp Farming Project.” CM Maryam Nawaz Sharif was given a detailed briefing about the Shrimp Farming Pilot Project. It was apprised in the briefing that the shrimp farming project will provide internship and job market opportunities to the youth. The Shrimp Farming Pilot Project being organized by the Punjab Fisheries Department was completed in a record period of two months. The first production from the Jhalari Northern Shrimp Farming Pilot Project will be ready in October. For the first time, shrimp farming is being done on 50% local and 50% foreign feed. It was informed in the briefing, that 100 metric tonnes shrimps will be produced from the shrimp farming pilot project on 100 acres.
It was further informed in the briefing that 100 metric tonnes of shrimps will be produced from the shrimp farming pilot project on 100 acres. Ten thousand to twenty thousand people will get employment opportunities from shrimp farming. Under the supervision of Senior Minister Marriyum Aurangzeb, work has been started on the target to enhance shrimp aquaculture area to 2000 acres in Punjab.
The target for increasing shrimp farming aquaculture in Punjab to 4750 acres has been set. With the promotion of shrimp farming, the goal of increasing exports to 50 million dollars in five years and enhancing exports to 150 million dollars in ten years will be achieved. It was apprised in the briefing that capacity building will also be carried out for 600 farmers under the Shrimp Farming Aquaculture Project in Punjab.
The project includes the establishment of Punjab's first Aquaculture Research and Development Centre. Unsuitable and barren land will be used for shrimp farming. Provision of machinery and equipment required for shrimp farming on rent will also be arranged for the convenience of farmers.
