until tom casiello says otherwise, my take is that the GGTF may exist but Gaea in its own way is brutal ... the Task Force and the ruling body give no shits about poorer, low-income areas and districts... Tae-joon definitely lived in poverty as a child and then when he was abandoned, ran as part of a little “clique” of street children and survived generally by stealing, and by selling their goods (some legal and some not) in the shadier streets of Suotamo. occasionally he scrounged up enough money to pay for a night’s stay or a few in a 24/7 internet cafe, which is when he really began picking up his natural affinity towards technology. with the internet at his fingertips and the resources of the streets of suotamo available to him, he quickly became a pretty decent, if not a bit scrappy, “engineer” of sorts. child genius and all. he built a number of contraptions throughout his life on the streets and caused commotions and disasters with quite a few of them.

all this went on until he was taken in by Mystik. who just couldn’t get him properly adopted because every family that fostered him couldn’t deal with his coldness, paranoia and unwillingness to open up — and that boy had an ATTITUDE when he didnt like something, and he was going to form an attachment to no maternal figure but Mystik — so he just kept coming back to the Ticacek Orphanage.

... and then he met Mila who came from a similar place, they both clicked instantly and REALLY became inseparable. no foster families were gonna fly with them after that because like hell were they ever gonna get adopted by different families. they rioted in their foster homes. caused so much trouble that they just kept coming back every time to be together, and mystik finally gave in to the inevitability that she’s just their mom now.

and for all their hard work, mila and tae-joon are still struggling to “escape a life of squalor” so i don’t really see Gaea being invested in their social services or public wellbeing 😐

Celia’s APEX verse so far:

Celia's mother is originally from Harmony and moved to one of the other planets to pursue her interest in science. Forrest was an IMC defector. he originally fled to Solace, where he met Celia's mother, and then later on, when her adoptive parents are killed, he moves them to Gaea..... 

Forrest raises Celia from the age of 7 to be an elite assassin, using her to work for him on Gaea where he is a local leader in the GGTF and basically a warlord. 

He is eventually found out for stealing from the Task Force, and subsequently flees with Celia to join the Syndicate, where he is embraced for his intricate knowledge of a variety of human enhancements, as well as his prodigal apprentice. 

yadda yadda yadda, she escapes, works on her own, particularly in the Fringe Planets against the Syndicate, specifically targeting and using a source within to mess up Forrest’s plans. Ends up caught and sentenced to the Apex Games as punishment.
