When Georgian Jimmy Carter won the 1976 presidential race, no politician from the Deep South had been elected since 1844. Despite Carter’s Dixie roots, the incoming president boasted a large Black fan base, having supported Black causes as a lawmaker in his home state. Four out of every five Black voters reportedly backed Carter and, decades later, when the country welcomed its first Black president, Carter continued to speak out about race relations in America. His record on civil rights before and after entering the White House reveal why Carter long garnered support from communities of color.
A Voting Rights Supporter
During his tenure as a Georgia state senator from 1963 to 1967, Carter worked to overturn laws that made it challenging for Black people to vote, according to the University of Virginia’s Miller Center. His pro-integration stance did not prevent him from serving two terms as state senator, but his views may have hurt his gubernatorial bid. When he ran for governor in 1966, an outpouring of segregationists turned out to the polls to elect Jim Crow supporter Lester Maddox. When Carter ran for governor four years later, he “minimized appearances before African American groups, and even sought the endorsements of avowed segregationists, a move that some critics call deeply hypocritical.” But Carter, it turned out, was simply being a politician.
When he became governor the following year, he announced that the time had come to end segregation. Clearly, he’d never supported Jim Crow but catered to segregationists just to win their votes.
Appointments of Black People in Key Positions
As Georgia governor, Carter didn’t just verbally oppose segregation but also worked to create more diversity in state politics. He reportedly raised the number of Black people on Georgia state boards and agencies from just three to a staggering 53. Under his leadership, almost half, 40 percent, of public servants in influential positions were Black.
Social Justice Platform Impresses Time, Rolling Stone
Gov. Carter’s views on civil rights so markedly differed from other Southern lawmakers, such as notorious Alabama Gov. George Wallace, that in 1971 he made the cover of Time magazine, which dubbed the Georgian the face of the “New South.” Just three years later, legendary Rolling Stone journalist, Hunter S. Thompson, became a fan of Carter after hearing the lawmaker discuss how politics can be used to effect social change.
A Racial Gaffe or More Duplicity?
Carter sparked controversy on April 3, 1976, while discussing public housing. The then-presidential candidate said that he thought community members should be able to preserve the “ethnic purity” of their neighborhoods, a statement that sounded like the tacit support of segregated housing. Five days later, Carter apologized for the comment. Had the pro-integrationist really meant to express support of Jim Crow housing, or was the statement just another ploy to get the segregationist vote?
Black College Initiative
As president, Carter launched the Black College Initiative to give historically Black colleges and universities more support from the federal government.
“Other administration education initiatives covered in the collection include science apprenticeships for minority students, technical assistance to Black colleges, and minority fellowships in graduate management education,” according to the “Civil Rights During the Carter Administration” report.
Business Opportunities for Black People
Carter also tried to close the wealth gap between whites and Black people. He developed initiatives to give Black-owned businesses a boost. “These programs focused primarily on increasing the government’s procurement of goods and services from minority business, as well as through requirements for procurement by federal contractors from minority firms,” the CRDTCA report states. “The aided industries ranged from construction to manufacturing to advertising, banking, and insurance. The government also maintained a program to help minority-owned exporters gain footholds in foreign markets.”
Affirmative Action Supporter
Affirmative action became a heavily debated topic when the U.S. Supreme Court heard the case of Allan Bakke, a white man denied admission to the medical school at the University of California, Davis. Bakke sued after UC Davis rejected him while admitting less qualified Black students, he argued. The case marked the first time affirmative action had been challenged so vigorously. Yet, Carter continued to support affirmative action, which endeared him to Black people.
Prominent Black people in the Carter Administration
When Carter became president, more than 4,300 Black people held elected office in the U.S. They also served in the Carter cabinet. “Wade H. Mc-Cree served as solicitor general, Clifford L. Alexander was the first Black secretary of the army, Mary Berry was the top official in Washington on educational matters prior to the establishment of the Department of Education, Eleanor Holmes Norton chaired the Equal Employment Opportunity Commission, and Franklin Delano Raines served on the White House staff,” according to the Spartacus-Educational website. Andrew Young, a Martin Luther King protégé and the first African American elected as a Georgia congressman since Reconstruction, served as U.S. ambassador to the United Nations. But Young’s outspoken views on race caused controversy for Carter and Young resigned under pressure. The president replaced with him another Black man, Donald F. McHenry.
Expansion from Civil Rights to Human Rights
When Carter lost his bid for re-election, he opened the Carter Center in Georgia in 1981. The institution promotes human rights across the world and has overseen elections in a number of countries and curbed human rights violations in places such as Ethiopia, Panama, and Haiti. The center has also focused on domestic issues, such as in October 1991, when it launched the Atlanta Project initiative to address urban social problems. In October 2002, President Carter won the Nobel Peace Prize for “his decades of untiring efforts to find peaceful solutions to international conflict.”

Jimmy Carter was the first president to speak at the Lyndon B. Johnson Presidential Library Civil Rights Summit in April 2014. The summit commemorated the 50th anniversary of the groundbreaking Civil Rights Act of 1964. The despicable voter suppression laws being passed by Republican state legislatures across the land are obviously aimed at disenfranchising people of color, college students and basically anybody suspected of voting Democratic. But there's yet another group negatively impacted by these noxious edicts — disabled voters, of which researchers at Rutgers University report there are more than 38 million.
A recent New York Times article quotes Susie Angel of Austin, TX, who's had cerebral palsy since childhood and is confined to a wheelchair: “They’re really making it so we don’t have a voice anymore. And without that, we can’t get the things that we need to survive.” The article also has this to say about Americans with physical disabilities.
Now, after an election in which mail-in voting helped them turn out in large numbers, the restrictive proposals are simultaneously threatening their rights and testing their nascent political influence.
Texas is already saddled with some of the worst voting laws in the nation, and a new bill includes (among other cruelties) a ban on drive-through voting, restricting access for the disabled even further. Interestingly, Governor Greg Abbott, who has announced his eagerness to sign it into law, is himself disabled.
Elsewhere, a bill in Wisconsin would limit who could return voters' ballots on their behalf, weakening voting opportunities for those identified as unable to vote in person due to age, illness or disability. Another Wisconsin bill calls for anyone under 65 applying for that status to provide a doctor's note.
In Florida, a new rule requires people to apply for absentee ballots every election cycle, burdening those whose disability makes it impossible to access the county website. And strict signature match regulations significantly encumber those who have trouble signing their names consistently due to visual impairment, brain injury or other disability.
Skipping over to Georgia, that state has replaced signature match with a requirement that absentee voters include the number from a state ID. Of course, many disabled Georgians don't have a driver's license and can't easily get to a state office to obtain that mandatory ID. Here's the Times again.
Removing options like absentee voting, drive-thru voting, or allowing voters additional help won't do much to reduce fraud but they will exclude those with a physical disability.
As part of its single-minded crusade to destroy our democracy and turn the US into a one-party state, the GOP is dead set on reducing the number of Americans who are able to vote. Unfortunately, this especially targets those of our fellow citizens who are physically disabled. Like we said, despicable.

Records: Lin Wood Has for Decades Voted for, Donated to Democrats Including Barack Obama and David Perdue’s 2014 Opponent
Georgia-based attorney Lin Wood is getting lots of attention for urging supporters of President Donald Trump to break with the president and not vote for GOP Sens. David Perdue (R-GA) and Kelly Loeffler (R-GA) in the upcoming January 5 runoff elections.
Wood’s public comments run counter to President Trump’s own public statements and wishes, as the president has repeatedly urged his supporters to support Loeffler and Perdue and is heading to Valdosta, Georgia, on Saturday to rally with the GOP senators. Wood’s comments are also in line with what top national Democrats are pushing for, as Breitbart News has reported a national anti-Trump Democrat Super PAC called “Really American PAC” is running billboards carrying a message nearly identical to what Wood is saying.
While Wood made his comments purportedly as a self-described supporter of Trump, while donning a red “Make America Great Again” ball cap, the real story here is that Wood is by no means a Republican and there is no record in Georgia of him ever voting for President Trump—in 2016 or in 2020—in the Republican primaries. While Wood did vote in the 2020 and 2016 general elections in Georgia—there are no records in Georgia of him pulling a GOP primary ballot in 2016 or 2020, the two years President Trump was on the ticket. Ironically, in both the 2020 and 2016 general elections, state records show that Wood voted absentee—by mail—in Georgia, part of the same system he is now railing against.
In addition to Trump himself, Vice President Mike Pence is making a second trip to Georgia later this week to campaign for Loeffler and Perdue and the president’s eldest son Donald Trump Jr. has been vocal in his support for them as well.
That’s what is so interesting about these people claiming to support the president’s interests telling Georgians not to back the president’s candidates for Senate in the runoffs. But maybe it is not so complicated when looking at the voting history and political donation history of the chief instigator of this narrative, Wood. Wood has long supported Democrats in the state of Georgia, and now with U.S. Senate hanging in the balance he has positioned himself as a leading voice of the MAGA movement. Republicans currently have at least 50 seats in the Senate going into next year and Democrats currently have at least 48 seats.
If Democrats were to take both of these runoff elections and tie the Senate 50-50 next year, then assuming Democrat presidential candidate Joe Biden emerges victorious from President Trump’s election results challenges the Democrats would then take control of the upper chamber of Congress. While Trump is still pursuing challenges, every state in which he is contesting the results has certified a win for Biden–making the president’s battle even more of a long shot. In a scenario where Biden emerges victorious, and the Democrat candidates Jon Ossoff and Rev. Raphael Warnock win these Senate seats in Georgia’s runoffs, that would mean now Sen. Kamala Harris (D-CA)–who would be Vice President of the United States in that situation–would cut ties in the Senate and now Minority Leader Chuck Schumer (D-NY) would become the majority leader and control the floor and committees of the Senate.
Maybe that’s why Wood, who backed Democrats for years until Trump, is urging Trump supporters to throw the election to the Democrats. Georgia records show that Wood has voted in every general election dating back to 2000, in person in 2000, 2002, 2004, 2006, 2008, 2010, 2012, and 2014—and then via absentee or mail ballot in 2016, 2018, and 2020. State records also show that Wood has not voted in a Republican primary since 2004, but did request Democrat ballots in the 2006, 2008, 2010, and 2018 primary elections in Georgia. That means that even when Trump was president, in the 2018 midterm elections, Wood requested a Democrat primary ballot in Georgia and voted for Democrats in the primary in the state while Trump was universally backing Republicans there. Wood also did not request primary ballots of either party, the records show, in 2016 or 2020–when Trump was on the ballot in the GOP primary.
Wood also has a long history of donating to top Democrats’ presidential, gubernatorial, senatorial, and congressional campaigns. While he did shift a little bit during the Trump era and made some donations to Trump and some congressional Republicans and to the Republican National Committee, per Federal Election Commission (FEC) records, Wood has long backed Democrats for federal office and especially for Georgia offices. Donations to Democrat Party politicians from Wood over a decade plus total more than $40,000, and span from as far back as 2004 through as recently as 2018.
Campaign finance records show that Wood has donated thousands and thousands of dollars to top Democrats like former President Barack Obama, who he gave $2,300 to in 2008 over two separate donations. In 2004, Wood funded the Democrat presidential campaign of then-Sen. John Edwards (D-NC) with $500 split over two separate donations.
It is not just Democrat presidential candidates like Obama and Edwards that Wood supported. He also previously backed Perdue’s 2014 Democrat opponent Michelle Nunn, giving her $100 in Sept. 2014. He gave $500 to Georgia Democrat Senate candidate Jim Martin on Nov. 10, 2008, when Martin had forced a runoff with then-GOP Sen. Saxby Chambliss (R-GA)—meaning that there at least two other general elections than this one for U.S. Senate in Georgia where Wood has financially backed Democrats over Republicans. This demonstrates that he has a long history of supporting Democrats against Perdue in particular but also against Georgia Republicans in U.S. Senate races in the state.
He also backed Georgia Democrats in several other races for state and federal offices. According to FEC records, in Sept. 2014, Wood gave another $100 to another Georgia Democrat then-U.S. Rep. John Barrow (D-GA).
But state records in Georgia show that while Trump has been president, in 2017 and 2018, Wood has donated thousands and thousands of dollars in Georgia to state Democrats—funding the opposition to the president in the state. He gave $2000 over three separate donations in 2018 to Ken Hodges, a Democrat judge on Georgia’s appeals court, for his campaign. Back in 2010, Wood gave another $4,200 over several donations to Hodges.
He also in June 2018 gave $2,600 to Democrat state Sen. Zahra Karinshak.In 2017, Wood gave a whopping $12,600 to Georgia Democrat gubernatorial candidate Stacey Evans. Wood worked with Evans as an attorney in private practice, and Evans would go on to lose the Democrat primary for governor in 2018 to Stacey Abrams, who lost to now GOP Gov. Brian Kemp in the 2018 general election. 
Wood donated another $2,500 to Evans in November 2015, $2,300 more in March 2010, $2,400 more back in May 2009, and in December 2009 another $100.In state-level races back in 2006, records show Wood gave Martin—the 2008 Democrat U.S. Senate candidate he would later back in that race against the GOP’s Chambliss—another $1,000 over two separate donations.In 2014, he donated $5,000 to state Sen. Jason Carter—a Democrat candidate for governor of Georgia—per state records.
He also, in 2009, donated $500 to former Democrat Gov. Roy Barnes when he launched a failed comeback bid against GOP Gov. Nathan Deal for the governor’s mansion.In 2009 and 2010, Wood also donated over two separate donations $1,000 total to a leftist group called “Georgia Win List.” The group’s website says its goal is to “change the face of power in Georgia by electing pro-choice Democratic Women In Numbers.
” In other words, the group runs counter to President Trump’s stated pro-life position and is pushing abortion on Georgians by electing as many Democrats as it can.

Virginia Democratic gubernatorial candidate Terry McAuliffe nodded along as Democratic activist and former Georgia gubernatorial candidate Stacey Abrams repeated the claim that she truly won the 2018 governor’s race.
“You see, I’m here to tell you that just because you win doesn’t mean [you’ve] won,” Abrams declared, with McAuliffe nodding in the background. “I come from a state where I was not entitled to become the governor, but as an American citizen and as a citizen of Georgia, I’m going to fight for every person who has the right to vote to be able to cast that vote. And here in Virginia, you need to cast that vote for Terry McAuliffe!”

She has repeatedly accused Kemp of abusing his position as secretary of state to suppress the vote. She told The New York Times Magazine in April 2019 that even though she conceded that Kemp secured enough votes to become governor, she “does not concede that the process was proper, nor do I condone that process.”

“I’ll give a $500 gift card to anybody who can find a federal law that mentions voter suppression,” J. Christian Adams, former Department of Justice (DOJ) civil rights election lawyer, and president of the Public Interest Legal Foundation, told PJ Media. “It is a term invented by the left to blend the legal with the illegal, the acceptable with the unacceptable.”
“It’s a way to brand and taint people who believe in election integrity by grafting them into the bloodline of Jim Crow. It’s a fake term that doesn’t exist in the law. It’s used to smear people who advocate legal things,” Adams claimed.
Abrams has also faced criticism for changing her position on ID requirements for voting. Kemp has accused her of making millions off of “scam” claims of voter suppression.
Abrams’ personal website appears to describe her as “governor.”

In fact, some commentators have compared Abrams’ claim about voter suppression and the 2018 governor race to the Democrats’ condemnations of former President Donald Trump’s claims about fraud in the 2020 election, which Democrats refer to as “The Big Lie.”

But this wasnt always the case: Up until a few weeks ago, Senate seats in Florida, Arizona, and Ohio were seen as pretty competitive races. The races only began to open up in recent days.
In Florida, Sen. Marco Rubio had a 3.7-point lead over challenger Patrick Murphy heading into Election Day. And in the other two states, incumbent Republicans John McCain and Rob Portman both enjoyed double-digit leads over their opponents, securing easy Republican victories.

And there have been only two complete turn-overs of Congress since 1949: one in 1995 and the other in 2007.

Stumping for Ossoff and Warnock ahead of the runoff on Monday, President-elect Joe Biden told Georgians how important their Senate victories would be for his own policy priorities.

Since last week, many Republicans have been feeling singularly nostalgic for November 1928, and with good reason. Itâs the last time that the party won such commanding majorities in the House of Representatives while also dominating the Senate. And, letâs face it, 1928 was a good time.
America was richâor so it seemed. Charles Lindbergh was on the cover of Time. Amelia Earhart became the first woman to fly across the Atlantic. Jean Lussier went over Niagara Falls in a rubber ball . Mickey Mouse made his first appearance in a talkie . Irving Aaronson and His Commanders raised eyebrows with the popularâand, for its time, scandalousâsong, âLetâs Misbehave,â and presidential nominee Herbert Hoover gave his Democratic opponent, Al Smith, a shellacking worthy of the history books.
The key takeaway: Itâs been a really, really long time since Republicans have owned Capitol Hill as they do now.

WASHINGTON – Democrats took control of the U.S. Senate on Wednesday when Vice President Kamala Harris swore in three members to give the party a narrow grip on both houses of Congress as well as the White House for the first time in a decade.
The first of President Joe Bidens Cabinet nominees won Senate approval on Wednesday night: Avril Haines, tapped for the job of director of national intelligence.
Democrats Raphael Warnock and Jon Ossoff of Georgia and Alex Padilla of California took the oath of office in the Senate chamber hours after Biden and Harris were sworn in.
Warnock and Ossoff won upset victories in a pair of Jan. 5 runoff elections to split the Senate 50-50 with Harris, a Democrat, holding the decisive vote in any tie between Republicans and Democrats.
Padilla, Californias first Latino senator, was appointed to fill Harriss Senate seat after she resigned on Monday to assume the second highest U.S. office.
Swearing the new senators in, Harris laughed after she read out her own name as the California senator who had resigned, declaring: Yeah, that was very weird, OK.
The three Democrats give Biden a narrow advantage to pursue policies that include a fresh wave of relief for a nation hammered by the coronavirus pandemic in the face of deep political divisions.
The new arrangement makes Democratic Senator Chuck Schumer the majority leader, with Republican Mitch McConnell demoted to minority leader.

Democrats took exceedingly narrow control of the Senate on Wednesday after winning both runoff elections in Georgia, granting them control of Congress and the White House for the first time since 2011.
Democrat Jon Ossoff defeated Republican David Perdue, according to The Associated Press, making him the youngest member of the U.S. Senate and the first Jewish senator from Georgia. Earlier Raphael Warnock, a pastor from Atlanta, defeated GOP Sen. Kelly Loeffler after a bitter campaign. Warnock becomes the first Black Democrat elected to the Senate from a Southern state.

A record surge in new cases has hit the Midwest.
As coronavirus cases fall in most parts of the country, they are on the rise in the Midwest, prompting alarm in places that had until now avoided the worst of the pandemic.
“Our community is experiencing its first sustained, significant surge of illness since this terrible pandemic began,” said Joe Parisi, the county executive in Dane County, Wis., which includes Madison. “We will have some incredibly difficult and sad weeks ahead if we don’t rally together now and stop this deeply disturbing trend.”
Through Friday, North Dakota, South Dakota, Missouri and Iowa had added more recent cases per capita than all other states.
Case numbers are not the only sign of trouble. Testing positivity rates, which measure the percent of positive findings among all people tested, are high across much of the Great Plains, a sign of uncontrolled spread and insufficient monitoring.
The rise of infection in the Midwest is different from what Brooklyn experienced in March or South Texas in July. So far, hospitalizations have not spiked. Morgues have not been overrun. Lockdowns have not been ordered.
Young adults, who often have milder cases of the virus, are helping to drive the current surge. Thousands of infections have been linked to Midwestern universities, some of which have struggled to enforce social distancing rules.
“We knew this was coming,” said Mayor Brandon Bochenski of Grand Forks, N.D., where more than 600 infections — or roughly one of every 24 cases in the state — have been linked to the University of North Dakota. “If we could control college students,” Mr. Bochenski added, “we would have figured that out about 200 years ago. We did the best we could.”
Many cases across several states have also been linked to a motorcycle rally in Sturgis, S.D., which attracted thousands of people from around the country. Hundreds of people were infected at a jail in Wichita, Kan. And in parts of rural Iowa and North Dakota, case numbers have risen with no obvious link to a college.
Since the beginning of the pandemic, the practice of checking for fever in public spaces has become increasingly common, causing a surge in sales of infrared contact-free thermometers and body temperature scanners — even as scientific evidence indicating that they are of little value has solidified.
Gatekeepers with thermometer guns have appeared at the entrances of U.S. hospitals, office buildings and manufacturing plants to screen out people with fevers who may carry the virus. And Gov. Andrew M. Cuomo of New York last week called for checking patrons’ temperatures as one of several ground rules for resuming indoor dining in restaurants.
But while health officials have endorsed masks and social distancing as effective measures for curbing the spread of the virus, some experts scoff at fever checks. They say that taking temperatures at entry points is a gesture that is unlikely to screen out many infected people and offers little more than an illusion of safety.
The C.D.C. defines a fever as a temperature of 100.4 degrees Fahrenheit or higher. But some reports have questioned the accuracy of thermometer guns, and while temperature checks may identify people who are seriously ill, those people are unlikely to be socializing much or going out for meals. A growing body of evidence also suggests that many of those who are driving transmission are silent carriers — people who have been infected but feel fine and don’t have a fever or other symptoms.
Last week, the Centers for Disease Control and Prevention — which in May told employers to consider checking workers daily for symptoms like fever, but appeared to reverse itself in July — said it would stop requiring airport health screenings beginning Sept. 14 for international passengers from countries like Brazil, China and Iran because the checks do not identify silent carriers.
Temperature checks are akin to “getting the oil checked before you go on a long car trip,” said Dr. David Thomas, an infectious disease specialist at Johns Hopkins University School of Medicine. “It makes you feel better, but it’s not going to keep you from wrecking the car or prevent the tires from falling off.”
“It’s something you can do, and it makes you feel like you’re doing something,” he said. “But it won’t catch most people who are spreading Covid.”
Among outbreaks at campuses across the U.S., a college president in Georgia died of Covid-19.
The president of North Georgia Technical College, a public two-year college in Clarkesville, Ga., with about 2,700 students, has died “after losing his battle with Covid-19,” the school announced on Sunday.
Mark Ivester, who was 58 and had served as the college’s president since 2016, had been hospitalized since Aug. 16, according to The Northeast Georgian, a local newspaper. The paper also reported that Amy Hulsey, the college’s vice president of community relations, said last week during a prayer vigil for Dr. Ivester that he was on continuous dialysis at North Georgia Medical Center in Braselton.
“With incredibly heavy hearts, we are so sad to say that Dr. Mark Ivester passed away last night around midnight after losing his battle to Covid-19,” the college said in a statement posted on Facebook on Sunday. “Once again, please continue to pray for Eleanor” — his wife — “and his entire family. Thank you for all the love and support you have shown them and one another during this time. We are all devastated and will miss him terribly.”
A New York Times survey found that in just the past week, American colleges and universities have recorded more than 36,000 additional coronavirus cases, not all of them new, bringing the total of campus infections to 88,000 since the pandemic began. Only about 60 of the campus cases have resulted in death, mostly in the spring and among college employees, not students.
It was not immediately clear where or how Dr. Iverson contracted the virus. The website of North Georgia Technical College says is it “providing a safe, clean and protective environment for everyone on campus,” including plexiglass shields in areas where students and staff members frequently interact face to face and a requirement that students wear masks in classrooms and common areas.
As students return to colleges worldwide, eager to socialize after months under coronavirus restrictions, they are paying a price for a previously common aspect of student life: parties.
In Britain, the police in recent days issued a fine of 10,000 pounds (about $12,800) to a university student who had organized a party of more than 50 people at his off-campus housing. The fine — the maximum penalty possible for breaching the country’s 30-person limit on gatherings — came as England and Wales prepared to sharply reduce the size of permitted gatherings to just six people, starting Monday.
In the United States, six Miami University students in a house near the campus in Oxford, Ohio, received citations with fines of $500 each over Labor Day weekend when they were found hosting a party at which many students present had tested positive for the virus.
An ultra-Orthodox member of Prime Minister Benjamin Netanyahu’s cabinet resigned from Israel’s government on Sunday over a nationwide lockdown to come into effect on Friday, the eve of the Jewish New Year holiday.
The lawmaker, Yaakov Litzman, was furious that the two-week lockdown would coincide with Rosh Hashana and Yom Kippur, the annual day of fasting and atonement, and that prayers would be allowed in synagogues only in limited numbers.
That would “significantly reduce the number of people coming to synagogues,” Mr. Litzman, who was minister of housing and construction, wrote in a letter to Mr. Netanyahu, adding that it would particularly affect “tens of thousands of Jews from a variety of different communities for some of whom this is the only time of year they attend prayers in synagogues.”
Israel moved to consider a second nationwide lockdown as its per capita coronavirus infection rate rose to among the highest in the world. More than 1,100 people in the country have died from the virus.
Prof. Ronni Gamzu, the country’s virus czar, has argued that a lockdown over the Jewish holidays would do less economic damage and would prevent large family gatherings where the virus could spread.
But Mr. Litzman said the government had delayed acting earlier for fear of spoiling Israelis’ summer vacation plans.
Mr. Netanyahu said Professor Gamzu and other health professionals had raised “a red flag regarding the ability of the health system to cope with the challenges we are facing, and the need to take the required steps are a result of that.”
Politics stall U.S. efforts to provide international pandemic aid, adding to evidence of White House interference.
The coronavirus was spreading around the world, and officials at the United States Agency for International Development were anxious to rush humanitarian aid to nations in need. But first they had to settle a debate over branding on the packages.
Political appointees from the White House and the State Department wanted the aid agency’s logo affixed to all of the packages to show the world how much the United States was sending abroad, even as it grappled with its own outbreak.
Career employees at U.S.A.I.D. argued that the logo and other American symbols could endanger people who delivered or received the aid in countries that are hostile to the United States and where branding exceptions are usually granted.
At the end of the debate this spring, relief workers were allowed to distribute aid without the branding in a handful of countries in the Middle East and North Africa. But the discussion delayed assistance for several weeks to some of the world’s most vulnerable communities and served as a cautionary example of political intervention roiling an agency that prides itself as leading the humanitarian response to global disasters, conflict and other emergencies.
“As far back as I go, working on these programs, U.S.A.I.D. has really been an extraordinary, respected leader in global health and humanitarian responses,” said Representative Nita M. Lowey, Democrat of New York and the chairwoman of the House Appropriations Committee. “To distort that mission is an insult, and it’s really outrageous to me.”
As President Trump campaigns for re-election and the virus has claimed more than 193,000 lives in the United States, evidence has been building of his administration’s interference across many agencies dealing with the pandemic.
For instance, political appointees at the Department of Health and Human Services repeatedly asked the Centers for Disease Control and Prevention to revise, delay and even scuttle reports on the coronavirus that they believed were unflattering to Mr. Trump.
And the president personally pressured the director of the National Institutes of Health to speed up the review of convalescent plasma as a treatment for Covid-19. And even though that agency’s vetting was not complete, Mr. Trump announced on the eve of the Republican National Convention that the F.D.A. had approved plasma therapy for wider use and vastly overstated what the data had shown about the benefits.
Changes in measures to stop the coronavirus’s spread — and calls for further revisions, particularly the easing of restrictions — surfaced this weekend in the wake of ebbing and growing outbreaks around the world.
In Melbourne, Australia, protesters clashed with the police on Sunday on the second day of demonstrations against lockdown restrictions.
In a tense standoff at Queen Victoria Market, protesters chanting “Freedom!” were greatly outnumbered by police officers, with dozens of people arrested or fined. Fourteen people had been arrested at smaller protests on Saturday.
The state of Victoria, the center of Australia’s virus outbreak, has been under strict lockdowns since early August, though restrictions will be slightly eased on Monday with the nightly curfew in Melbourne starting an hour later, at 9 p.m. On Sunday, the state reported 41 new cases and seven deaths, continuing a general downward trend.
In South Korea, officials said on Sunday that social distancing measures would be eased in metropolitan Seoul for the next two weeks, even though daily new cases remain in the triple digits. The easing includes lifting a ban on on-site dining after 9 p.m. and reopening gyms and internet cafes.
Officials said stronger measures would return on Sept. 28, ahead of the Chuseok fall harvest holiday, during which many people travel. On Sunday, the country reported 121 new infections, bringing the total to 22,176.

Ireland is backing a proposal that all E.U. countries adopt shared rules on international travel restrictions. If the measures are approved, Ireland’s quarantine requirements will be replaced with a focus on testing and a system rating countries from low to high risk. The initiative would require some travelers to be tested for the virus before entering Ireland, Prime Minister Micheal Martin told the state broadcaster, RTE, on Sunday.
India reported 94,372 new cases on Sunday, the fourth consecutive day that new cases exceeded 90,000 in the country, according to a Times database. India has the world’s second-highest number of cases after the United States.
Amid wildfire devastation, adjustments made for the pandemic allow some schools to carry on.
As the worst wildfire season in decades scorches the western United States, families and educators who were already starting the strangest and most challenging school year of their lifetimes have been traumatized all over again. Tens of thousands of people have been forced to flee their homes, with some mourning the loss of their entire communities.
Now, the remote learning preparations that schools made for the pandemic are providing a modicum of stability for teachers and students, letting many stay connected and take comfort in an unexpected form of virtual community.
“The pandemic has actually helped,” said Patsy Oxford, the principal of Berry Creek Elementary, the only school in Berry Creek, a Northern California town of about 1,200 people hit by what one official described as a “massive wall of fire.” It killed nine residents, including a 16-year-old boy, and destroyed the school and almost every home and business.
The fires prompted some West Coast schools to delay or cancel classes, and educators across parts of California, Washington and Oregon have spent recent days tracking down students to check on their safety.
Some schools have continued teaching remotely or are preparing to do so this week, even as families find themselves huddling in hotels, shelters and relatives’ homes.

A day care classmate of his had tested positive for the coronavirus, and a few days later, her son vomited. Between the known exposure to the virus and a possible symptom, she thought it made sense to find out whether he had been infected. The information, she notes, might help the family’s child-care provider and local health officials better understand how the disease spreads among young children, something that little is still known about:
It seemed like an easy task, given that I live in Washington, D.C., where health providers and the city have opened dozens of testing locations in recent months.
Except it wasn’t. I quickly stumbled upon another weakness in America’s testing infrastructure that I hadn’t seen news outlets reporting on: Most drive-through testing sites will not test young children.
My first thought was to go to the Walgreens drugstore near my house, until I learned it sees only adults. I began looking into the District of Columbia’s free testing sites. Again, no luck: The city’s walk-up sites are limited to adults, and its drive-through sites see only children 5 and older.
There was an urgent care center a half-hour drive from my house that would test my son, but I was hoping to go to a drive-through site so I could minimize our risk of becoming infected at a doctor’s office (and likewise reduce the chances of my son passing it to a health provider if he did have the virus). But everywhere I turned, I kept encountering age restrictions that excluded my child.
Finally, I had a stroke of luck. After I vented about the problem to a few other parents, one of them directed me to an urgent care center that offers drive-through testing for children of all ages. The hourslong search made me wonder: Were other parents going through the same thing? And why did these age limits exist in the first place?
My colleague Margot Sanger-Katz and I began researching testing sites in other cities, and found that D.C. was not unique: Dallas sets a cutoff at 5 years old. San Francisco won’t test children younger than 13. In Florida, where schools recently reopened, only a quarter of the 60 state-supported testing sites will see children of all ages.
