June 14, 1922 Mutt and Jeff by Bud Fisher: "Jeff Dashes Off a Snappy Marine Painting"
Poor Jeff, the Ed Ruscha of his time, too far ahead of the avant-garde for comfort.
[ID: Jeff stands in front of a canvas sat up on a wooden chair, a palette in his left hand and a paintbrush in his right. He closes one eye and looks at his work. /end] Jeff: Now that's what I calls a nifty work of art! Kid Rembrandt ain't got nothing on me!
[ID: Jeff, a paintbrush behind his ear, walks up to Mutt and beckons for him to come see something. /end] Jeff: Mutt, I want you to lamp my latest oil panting! It's a gem! Mutt: Oh, well, lead me to it!
[ID: Jeff crouches, hands on his knees, beside Mutt, who stands casually and stares at Jeff's painting. It's an empty ocean scene with clouds and seabirds in the sky above. The words "ALL HOPE GONE" are written along the bottom edge. /end] Mutt: "All Hope Gone." I don't get it! Jeff: That's just it! The boat sprung a big leak.
[ID: Mutt leans in to look closer. Jeff stands behind him, hands behind his back. /end] Mutt: Boat! I don't see any boat! Jeff: Of course not! It sank!
[ID: Mutt breaks the painting over Jeff's head and walks off. /end] Mutt: Some art!

9 Things That Happen When You Are In Cmd Desktop | cmd desktop
American intelligence analysts accept been watching a brace of Russian satellites, articular as Cosmos 2542 and 2543, for months. Or rather, they accept been watching them aback they were one satellite, deployed by a Soyuz rocket that took off from the Plesetsk Cosmodrome on Nov. 26, 2019. It was 11 canicule afterwards that barrage that the aboriginal accessory breach in two, the added somehow “birthed” from the other, and no one in the U.S. aggressive was blessed about the new arrival. By mid-January, both Russian satellites had floated abreast a multibillion–dollar aircraft accepted as KH-11, one of the U.S. military’s best able spy tools, allotment of a assay afterlife code-named Keyhole/-CRYSTAL. It wasn’t bright whether the Cosmos satellites were aggressive or surveilling the KH-11, which is said to accept the absolute ability of the Hubble Amplitude Telescope, but it angry out that was abandoned the alpha of the twins’ surprises.
How to Copy Files in Command Prompt (with Pictures) – wikiHow – cmd desktop | cmd desktop
After the U.S. bidding affair to Moscow through adept channels aboriginal this year, the brace pulled abroad from the KH-11 and whizzed about the Earth at added than 17,000 m.p.h. Then, on July 15, with the U.S. analysts still tracking them, the “birthed” Russian satellite, Cosmos 2543, accursed a projectile into alien space, Accepted John “Jay” Raymond, the top accepted of the anew created U.S. Amplitude Force, told TIME. It was the aboriginal time the U.S. aggressive has about declared an instance of a space-based antisatellite weapons test, a adverse new development in the arising amphitheater of alternate warfare.
To Raymond and supporters of Amplitude Force, which is the aboriginal new annex of the U.S. aggressive in 72 years, Moscow’s “nesting doll” satellites, as the aggressive has labeled the Cosmos triplets, represent a blackmail not aloof to one absolutely big-ticket allotment of American spy accouterments but to the basal activity of avant-garde America itself. “Russia is developing on-orbit capabilities that seek to accomplishment our assurance on space-based systems,” Raymond says.
Story continues
Whatever the Russian crafts’ -mission—and Moscow says it is absolutely peaceful—Raymond’s not amiss that Americans accept appear to await on satellites in agency they hardly activate to appreciate. Alike as the Cosmos 2543 was ablution its projectile, Air Force satellites were assuming a host of noncombatant tasks aback home in the U.S. Streetlamps timed to all-around accession arrangement (GPS) aircraft were axis on beyond the country, and businesses were relying on GPS to time-stamp credit-card purchases. Acclimate satellites were transmitting advice for nightly forecasts. Abounding of the about 650,000 calls fabricated to 911 every day in the U.S. depend on satellites overhead.
But for all the agency that civilians and the aggressive await on it, America’s arrangement of almost 1,000 satellites is about unprotected. And aloof as agilely committed admission to deep-water ports or accustomed assets was a antecedent of war in the past, leaders and strategists anguish that -America’s accessible accessory arrangement is an allurement to battle in our times. Raymond tells TIME that Russia accomplished a previous, unreported projectile barrage in February 2017. China has started training specialized units with weapons that can bang afar altar in orbit. Both countries accept deployed ground-based laser and communications–jamming accessories that can attenuate satellites.
In short, an accoutrements chase for amplitude has begun. This is the adventure of America’s accomplishment to accumulate ahead.
The mission of absorption America’s accessible alternate networks avalanche to U.S. Amplitude Command and Amplitude Force, which aback December has the aforementioned cachet as the Army, Navy, Air Force and Marines. The Pentagon has decades of acquaintance architecture and deploying satellites, the aggressive operates abounding of the best important ones, and it has arguably the best cardinal planning abilities of any alignment on the planet. It additionally already employs 20,000 bodies whose jobs are to baby-sit and administer America’s space-based GPS, communications, acclimate and ballistic-missile-warning systems.
But beneath than eight months afterwards its launch, Amplitude Force is already aggravating to absolve its existence. Some critics say address and a new all-embracing treaty, not added aggressive muscle, is the best way to defended space. Others point out that the Pentagon abundantly abstract the crisis of Russian and Chinese weapons systems in the Cold War. And few institutions accept the history of waste, artifice and corruption that the Pentagon does: watchdogs agenda that the Amplitude Force account for 2021 is $15.4 billion, with a projected admission of $2.6 billion over the abutting bristles years, best of it apprenticed by classified programs.
Although the amount represents aloof a atom of the Pentagon’s $740 billion absolute budget, acceptable Americans that a new account can be trusted to assure our satellites and not aloof abound a all-inclusive new big-ticket addition on the military–industrial circuitous will booty some doing. It doesn’t advice that things accept gotten off to a somewhat comedic start: the accepted ability has dubbed the new command “Space Farce,” acknowledgment in allotment to its better advocate, President Donald Trump. He’s fabricated it a allotment of his re-election pitch, and his advance sells Amplitude Force merch. Trump alike abandoned active off on the Amplitude Force official allowance and fabricated recommendations for administration its uniforms, four U.S. admiral acquaint TIME. Aback chat of Trump’s apparent absorption in the complex, high-stakes aggressive adventure got out, it -fueled amaranthine memes and late-night ball routines. In May, Netflix appear a Steve Carell abusive alternation based on the service’s launch, including uniforms advised to accommodate actualization on the moon.
How to Change Directories in Command Prompt: 9 Steps – cmd desktop | cmd desktop
For added than nine months, TIME conducted a alternation of interviews with Raymond and added Amplitude Command leaders, analysts and operations experts in Washington, D.C., and Colorado, documenting the bearing of this new annex of the U.S. military. The account that emerges is mixed. Amplitude Force comprises committed professionals attempting to abate absolute threats. But it has assignment to do acceptable Americans it is adventure an operation analytical to their assurance and way of life, and not aloof an overpriced, militarized vanity project.
The American troops had aloof account to get to safety, and they didn’t alike apperceive it yet. At about 1 a.m. bounded time on Jan. 8, added than a dozen Qiam-1 and Fateh-313 ballistic missiles tore from their barrage sites at three bases in western Iran. Aural seconds, bittersweet sensors on U.S. satellites orbiting 22,000 afar aerial registered the missiles’ calefaction signatures adjoin Earth’s accomplishments and beamed the abstracts aback to the 460th Operations Group at Buckley Air Force Abject in Aurora, Colo. Three immense screens on the Buckley operations attic registered the missiles’ capacity in absolute time as row aloft row of intelligence analysts, bathed in the bluish afterglow of computer monitors, triangulated their barrage credibility and trajectories.
With the alarm ticking, chat went out over addition set of U.S. aggressive communications satellites to two Iraqi bases, Al Asad and Erbil, area hundreds of Americans were stationed. The aboriginal missiles hit at 1:34 a.m., their 1,400-lb. warheads axis buildings, aircraft and active abode into afire rubble. Concussions from the blasts afflicted 109 American troops, but best had managed to apartment in underground bunkers and trenches. No one died.
The aghast Iranian advance was a validation of the 50-year U.S. activity of agreement satellites into amplitude to accommodate appropriate advantage in conflict. But in contempo decades, the claiming has changed: it is about added than missiles, there are added players, and anybody is architecture constellations of added avant-garde spacecraft. Aback October 2014, a Russian accessory alleged Luch has “visited” 15 altered communications satellites, including a French and Italian aggressive one, according to Bob Hall, a aloft Lockheed Martin accessory abettor who now works as abstruse administrator at Analytical Graphics Inc. (AGI), of Exton, Pa. That adventure prompted French Aegis Minister Florence Parly to advertise aftermost year that France will advance “bodyguard” satellites armed with laser weapons. “If our satellites are threatened, we intend to dark those of our adversaries,” she said. The Chinese accept additionally entered the game, deploying in 2016 the Shiyan-17 (SY-17) accessory to assassinate a “rendezvous” with at atomic four added -satellites—all of them Chinese, AGI found. “They accomplish this alternate ball area they fly about a accessory actual closely,” Hall says.
Both China and Russia reorganized their militaries in 2015, emphasizing the accent of amplitude operations, according to a Aegis Intelligence Agency appraisal appear aftermost year. “They actualization amplitude as important to avant-garde warfare and actualization counterspace capabilities as a agency to abate U.S. and affiliated aggressive effectiveness,” it said, abacus that America’s assurance on amplitude is perceived by adversaries as the “Achilles heel” of U.S. aggressive power.
The U.S. government has responded with its own atypical amplitude technologies, abounding of which are top secret. One that is partly declassified is the X-37B amplitude drone, which resembles a miniature amplitude shuttle. The X-37B is in the bosom of its sixth mission to analysis “capabilities all-important to advance ahead in the amplitude domain,” the aggressive says. The best contempo completed mission was a 780-day flight that concluded in October.
The threats to space-based systems arise on Earth as well. On April 15, Russia activated an antisatellite missile, and in December the Russian aggressive deployed a new laser arrangement advised to dark spy satellites overhead. GPS users in arctic Scandinavia aback 2017 accept appear arresting disruptions whenever Russian aggressive contest are conducted in the region; the Norwegian government says the Russians are jamming the signals. China is developing jammers to ambition accessory communications over a ambit of abundance bands, including military–protected acutely high–frequency communications. And China approved its own antisatellite–missile adequacy in 2007 aback it accursed one of its old acclimate satellites apart, creating a billow of added than 3,000 pieces of amplitude -debris—a angled point that arguably started the amplitude accoutrements chase advance today.
Behind two tiers of razor-wire-topped chain-link angry central Schriever Air Force Base, east of Colorado Springs, sits Architecture 400, one of the best belted accessories in Amplitude Command. On anniversary floor, space-operations squadrons assignment in temperature–controlled apartment abaft vaultlike doors to ensure that 190 Aegis Department satellites, which they alarm birds, accomplish afterwards a hitch. These days, aback article goes wrong, the operators no best accept they’re ambidextrous with a abstruse glitch. “A botheration you appointment may be because an antagonist created it for you,” says Lieut. -Colonel Michael Schriever, administrator of GPS operations, whose grand-father lent his name to the base. “Space is no best a amiable environment.”
This new mentality, which is referred to as alternate warfare, is a prime disciplinarian abaft the conception of Amplitude Force. Until recently, amplitude was apparent as a peaceful domain: satellites like GPS were anticipation to be too far abroad and too cher to target. Not anymore. The Navy has restarted astro-nomical–navigation training for its admiral afterwards absolute their contempo assurance on GPS larboard them accessible to space-based attacks. The Army has accepted affairs for miniaturized inertial aeronautics systems that can be beggared to soldiers’ boots to accumulate clue of them if satellites go down. “Our amplitude systems are vulnerable,” says Todd Harrison, administrator of the Aerospace Security Activity at the Center for Cardinal and All-embracing Studies. “That’s why it’s time for a abstracted uniformed service.”
How to use the Windows command line (DOS) – cmd desktop | cmd desktop
Another acumen for Amplitude Force’s conception is that civic satellites are currently controlled by assorted casework and agencies, which can advance to boundless clandestineness and the abridgement of advice administration accepted in the intelligence apple as hypercompartmentalization. During the Obama Administration, it already took admiral four months to accumulate a appointment on U.S. amplitude capabilities for again Vice President Joe Biden because advice was broadcast amid so abounding clandestine classifications and few admiral had admission to all of them, recalls Robert Cardillo, aloft administrator of the U.S. Civic Geospatial-Intelligence Agency.
But about-face presents its own challenges. Central a lower ground-floor appointment at the Pentagon, abaft an unmarked, key-card–accessed aperture off Corridor 8, is area aggressive planners mapped the approaching of the military’s -newest branch. Step in and attending to the right, area the blueprints for the alignment are tacked to the wall. At the top of the aggressive authority is Accepted Raymond, currently one of abandoned 88 official Amplitude Force members. Below him is Chief Master Sergeant Roger Towberman, the aboriginal chief enlisted adviser, and again bottomward tiers and rows of mostly abandoned rectangles blame commanders, assembly and added positions.
Some of the assignment of continuing up Amplitude Force is superficial, like what to alarm its members. If you’re in the Army, you’re a soldier. The Navy? Sailor. Marine Corps? Marine. Air Force? Airman. But the Amplitude Force? Are you … a spaceman? (The Pentagon beatific out surveys to account associates for their input.) But added aspects are added complicated. The courage of what will be the Amplitude Force is about 16,000 uniformed and noncombatant Air Force personnel. On July 16, the new account appear it had alleged 2,410 airmen out of added than 8,500 active-duty volunteers to alteration alpha Sept. 1. All will charge to alteration contracts, pay and allowances to the anew created authority of space.
If that sounds potentially big-ticket to you, you’re not alone. In a attenuate act of account prudence, the Hill belted Amplitude Force from abacus any new aggressive positions—-they charge instead be transferred from added services. Nonetheless, the Congressional Account Appointment estimated it would amount up to $3 -billion in ancient costs over the abutting bristles years to set up the force, added an added $1 billion or so to pay for new administration and authoritative positions. Government watchdogs accept little agnosticism that a accomplished new authority will aftereffect in added federal aggressive funding. “The antecedent costs of ambience up the Amplitude Force are acceptable a baby bottomward acquittal on an under-taking that could amount tens of billions of dollars in the years to come,” says William Hartung of the Center for All-embracing Policy.
The anticipation of Amplitude Force has angry the activity of the aerospace industry, which relies on big-ticket aegis contracts, and high-tech analysis institutions and anticipate tanks, which depend on government allotment to accommodate expertise. That in about-face creates opportunities for acceptable forms of Pentagon waste, artifice and abuse. The U.S. -Government Accountability Appointment (GAO), Congress’s watchdog, has warned the conception of Amplitude Force risks exacerbating breach and abortive administration and complicating blank aback it comes to affairs new accessory systems. That’s a big affair because amplitude projects are commonly billions of dollars over account and years abaft schedule, the GAO said. Deborah Lee James, Air Force Secretary beneath President Obama, -concluded aback she was at the Pentagon that Amplitude Force fabricated little sense. “Inherent in all about-face is authoritative thrashing,” she says. “To me, this is aloof an added affair out there that’s activity to booty abroad time and absorption and money.” Acceptable Americans contrarily is proving difficult.
It was an abnormally mild day in Washington, D.C., on Jan. 15 aback Accepted Raymond accustomed at the White House for a appointment with President Trump. The visit, which was declared to TIME by four U.S. officials, was added than aloof business for Trump. Over the accomplished two years, Amplitude Force has become angry up with his political prospects. Mentions of Amplitude Force are a accepted acclaim band at political rallies. Supporters acquirement Amplitude Force hats, T-shirts and bonanza stickers on his official 2020 advance site, putting it on par with “Build the wall” and “Make America abundant again” as a ambulatory cry for his re-election push. Trump, a agent who consistently addled through bolt swatches for his multibillion–dollar architecture projects, has fabricated bright to Pentagon administration that he wants to accept a claimed duke in decisions on aggregate from uniforms and logos to the account canticle and names of ranks.
So, afterwards actuality ushered into the Oval Appointment to sit in a semicircle afore the Resolute desk, Raymond and added aggressive leaders, including Aegis Secretary Mark Esper, presented Trump with the aboriginal of what will be a continued account of Amplitude Force decisions: What will be the official seal? Four options, articles of monthslong deliberations with announcement agencies and Air Force brass, were printed on foam-core posters and arrayed in advanced of the President. Trump advised anniversary one -before -settling on one featuring a argent basin attribute circled by a white orbiting aircraft surmounting a dejected globe. To accomplish it official, Trump pulled out a atramentous Sharpie marker, drew an arrow acicular at the allowance and aching out his signature aloft it. You Will Never Believe These Bizarre Truth Of Mastercard 15 Logo | mastercard 15 logo

Some critics say abode and a new all-embracing treaty, not added aggressive muscle, is the best way to defended space.
General John “Jay” Raymond, Space Force’s aboriginal advantageous general, says space-based systems anatomy the courage of avant-garde life.
Spencer Lowell for TIME
For added than nine months, TIME conducted a alternation of interviews with Raymond and added Amplitude Command leaders, analysts and operations experts in Washington, D.C., and Colorado, documenting the bearing of this new annex of the U.S.

“Our amplitude systems are vulnerable,” says Todd Harrison, administrator of the Aerospace Aegis Activity at the Center for Cardinal and All-embracing Studies. “That’s why it’s time for a abstracted uniformed service.”

The U.S. military’s operations in amplitude are amid the best awful abstruse and classified secrets in government possession.
Spencer Lowell for TIME
If that sounds potentially big-ticket to you, you’re not alone.

Afore the assumption left, the President offered a suggestion: conceivably Aboriginal Lady and aloft archetypal Melania Trump should advice architecture Amplitude Force uniforms because of her categorical actualization sense. The adventure afterwards served as the comedic astriction at the affection of an adventure of the eponymous and fabulous Netflix series.

Especial Time: Yuzuka Rei and Nozomi Fuuto
An invitation talk feature from the September 2017 Graph, where Yuzuka Rei chose to do an interview with former Flower Troupe member Nozomi Fuuto.
Especial Time: Yuzuka Rei and Nozomi Fuuto
Yuzuka: While you were in Flower Troupe, Nozomi-san, you really did so much to help me out...wait, ah...is it okay if I'm the one to start talking, though. Nozomi: Sure (laughs) Yuzuka: I didn't have any 'fan era' before entering Takarazuka, so I really learned a lot about otokoyaku and Flower Troupe by looking at you. Since you transferred to Snow Troupe I didn't have many opportunities to talk to you, so I took this chance to invite you today! Nozomi: Thank you so much! Wah~ I checked back with them so many times, like, 'what? Yuzuka Rei-san really invited me!?' (laughs) Yuzuka: Ah, what am I supposed to do now...I'm so nervous I'm sweating (laughs). When I looked back on my experiences since I first entered the company, I thought 'obviously it has to be Nozomi-san' Nozomi: You performed my roles three times in the shinjin kouen, right? Yuzuka: That's right. I also have a lot of feelings about Nozomi-san's Bow Hall, 'Victorian Jazz', so I was thinking if I wanted to look back at that I need Nozomi-san! Or that sort of...thing... Sorry, I must have been such a bother... Nozomi: (laughs) When Rei (Yuzuka) was assigned to Flower Troupe as a ken-1 it was when we were doing "Rose of Versailles Side Story: Andre Edition", and everyone from my year was in our last year of shinjin kouens, but you must have had such a hard time. Influenza was going around during the performance and people kept being pulled out, so in the Tokyo shinjin kouen Rei and Maittii (Minami) ended up filling in the Gardes Francaises and saying lines, yes? Yuzuka: That's what happened. It was the kind of situation where I felt, well, I don't have any idea what's going on but I'd better just go for it! Nozomi: It must have been really difficult doing understudy roles with lines as a ken-1, but the two of you weren't at all timid and took it on enthusiastically. 'These two kids will definitely be a big part of the future of Flower Troupe,' I thought. Yuzuka: Wait a second, you're embellishing that a bit! (laughs) Nozomi: I'm not, I'm not! (laughs) I thought that if such passionate kids had joined our troupe we could really trust them to do a good job. But, well...things were a bit rough. Both: (burst out laughing) Yuzuka: You got angry with me a lot (laughs) Nozomi: The first time you did my role in a shinjin kouen was Frank in 'Sabrina'. I told you 'If there is anything you're not sure about, go ahead and ask me!' so then I seem to remember you were corrected about how you were moving your hands in the independent rehearsal, so you came and asked 'um...about my hands...what ought I to be doing with them...?' It was such a vague question and you were way too nervous (laughs) You were adorable (laughs) Yuzuka: Sorry about that... But honestly, I don't remember a thing about asking you that (laughs) Nozomi: Of course not! (laughs) Yuzuka: I still love the way you use your hands! Nozomi: You said that on Takarazuka Sky Stage once, didn't you. I've felt a lot of pressure since that broadcast!! Yuzuka: [speaking to the recording machine] You know, I really love the way Nozomi-san uses her hands! Therefore, you should all make sure to watch closely too! (laughs) Nozomi: Keep an eye on Yuzuka-san's hands too, since she inherited that from me! Yuzuka: On the day of the "Sabrina" shinjin kouen you gave me a flower-shaped postcard, rather. You'd written 'Good luck! To little Frank, from big Frank'... Nozomi: Do you still have that? Yuzuka: I do! Nozomi: Wha~t? You should throw that out~ (laughs) Yuzuka: What, why!? It made me so happy! Nozomi: I feel like the only other people who really understand the parts I'm playing are the directors and the kid playing my role in the shinko, so I really like having the chance to talk about my role. I learn a lot from the junior actresses too; things like "what does this person think of this role". Yuzuka: If I was able to do something like a shinko again I'd like to say I'd make sure to talk about the role a bit more thoroughly... But I do still get so nervous and careful about my words that I end up saying things even I don't understand... Nozomi: Yes, you do that (laughs) Yuzuka: I would want to talk about something, but then I would think 'this is a senior actress' and start overthinking everything so the words wouldn't come out. My head would start spinning. Nozomi: And then you would end up like 'THAT'S what I ended up saying? That's not it at all!' (laughs) Yuzuka: I would get so shaken up by that that I'd say the wrong thing again, and then I would lose my concentration altogether... Nozomi: I saw that same pattern over and over (laughs) In the next shinjin kouen, for "Saint-Exupery", you played my role again. I don't know if you got too into the role of Horst or if you were too worried about it, but I felt such an aura of madness from you I began to think you might throw yourself into the Muko River (laughs) Yuzuka: I'm sorry (laughs) I do remember worrying about it. Nozomi: On top of that, you had a long speech, and when you get emotional you start talking faster, so I would be like 'slower! calm down!' (laughs) Yuzuka: That's right...I would end up like I was on fast forward. Nozomi: But I felt that your energy as you took on the role was impressive. Yuzuka: Oh come on...you're making me blush~ What a nice followup statement! (laughs) Nozomi: (laughs) So after that was... Both: "Ocean's 11"!! Yuzuka: I was given Nozomi-san's role again with Benedict. Nozomi: Because you had had those 2 shinjin kouen roles of mine before then, I already understood well what kind of person you were, so that was very good for "Ocean's". Yuzuka: I'm so glad that wasn't my first time [with Nozomi's role]. I feel like if it had been the first time, I would have been terribly bewildered and not known how to behave at all... (laughs) But when I went to see the original production by star troupe I thought Benedict was really cool, so when the casting board for the shinjin kouen was posted I was terribly happy and started shouting...though I made sure first nobody outside the room would hear. Nozomi: If I had to choose, I thought Rei was more suited for the prince on a white horse type of roles, but then you got surprisingly into Benedict's type as well and when I saw how much you were enjoying it, I thought 'she'll be able to do all kinds of roles'. Yuzuka: No, no, technically it was a big challenge in a lot of ways, but I did enjoy it. That's why I sang his song in "Bow Singing Workshop - Flower". Nozomi: I never thought you would pick that! You were terribly nervous, weren't you! (laughs) Yuzuka: I got really excited and picked a song I'd done in a shinjin kouen, but then Nozomi-san was there...! Nozomi: Your singing has imrproved a lot~!! Yuzuka: I'm really sorry about that... Nozomi: No, no...I don't know if I'm in any place to talk, really. But you used to have a huge complex about singing. Yuzuka: I did. At the very beginning I was really scared of using my voice in front of other people. "What? Me? Sing?" kind of feeling. Nozomi: Whyyyyy did you come to Takarazuka? (laughs) Yuzuka: (laughs) I kind of got swept in... Nozomi: In "Victorian Jazz", you were central in that really cool cigar number! I thought you would be the type to just be like 'Okay! Let's do this!' but then but then, to my surprise, you were like 'I can't even speak...I can't believe I have to sing too", and you were shaking quite a bit. Yuzuka: I really was (laughs) I was so aware it was a cool number, but... Someday I want to do it right and get my revenge! Nozomi: That would be great! Yuzuka: I have a ton of different memories about "Victorian Jazz", but of course it's the rehearsals that stand out. Nozomi: We would all practice the numbers together over and over until we all collapsed and were like 'no more!'. Back then I was working so hard I didn't realize it, but looking back I think it was a really happy time for me. Yuzuka: I was really happy, too. But I keep thinking 'if only I'd been able to do more', 'if it was me now I could have...', that kind of thing. Nozomi: I do that sort of thing too. But actually, I think when I was in Flower Troupe I really spoiled you (laughs) Yuzuka: I think you did! Nozomi: We only did one shinjin kouen together, but when I as someone from the oldest class saw how hard the very youngest of the junior actresses was working I thought that was really sweet. I would take you out to eat and such. Speaking of that, all of your class eats a ton! (laughs) Yuzuka: (laughs) Nozomi: But see, it felt really good watching you eat to your heart's content so I would be like 'eat up now!'(laughs) I think you're all really earnest people too. If there's something you can't do, you think over it really seriously, and if you can't solve it that way you have such serious arguments with your classmates (laughs) Yuzuka: You were watching!! (laughs)
Nozomi: Recently, I had a chance to watch the dress rehearsal for "Exciter!! 2017" from the front row. It was that otokoyaku trio [Azumi, Seto, Yuzuka] number right after the chuuzume. Yuzuka: The sighing song (Scene 16). Nozomi: Right, the sighing song (laughs). Anyway, you came into the audience and I was like 'Ah~ Mirio's doing Exciter~ Akira (Seto) has really taken over in Flower Troupe~' but then at the end...you were trying to reel me in with fanservice! (laughs) Yuzuka: (laughs) Nozomi: I never thought Yuzuka Rei would fanservice me like this! I was so moved!! Yuzuka: You just got carried away. Nozomi: No, I was really moved. Remember, in the first production, you were one of the little birds!! Yuzuka: That's right. I was so happy for the restage; I'd never been more excited to try on the costumes. Nozomi: And then there was "Marine's Jr. Company". I was like "the little chirping bird was actually a corporate heir!?" (laughs) I've always been following Rei's progress, but when I see you doing the same show again after so many years it makes it so clear so that was really interesting. I realized you have become a fine otokoyaku. The bird became human (laughs) Yuzuka: (laughs) It was really fun! Nozomi: Wah~ That's my most recent memory of you. I really got hooked (laughs) Yuzuka: Sorry...But here and now I can't believe that really happened. Nozomi: I get it (laughs). It takes the makeup, and costumes, and being onstage with that music to get the full effect. Actually though, even though I thought Rei was the type to have zero inhibitions and not hold back at all, but when I got to know what you were really like I realized that you were surprisingly naive. Since you give off such a strong impression on a first glance it's easy to misunderstand you, maybe. Yuzuka: Kirari-san [Kayou Kirari] and Nozomi-san would always be so concerned for me... Nozomi: Yes, yes, we really did worry. Yuzuka: Even when Nozomi-san had the lead role so obviously you were having the hardest time, you would be so thoughtful about everyone else and give us so much guidance. Recently I've been reminded once again that I have that kind of duty as well. If I am so grateful for what has been done for me, I should do just as much for other people, I think. Nozomi: Ah...you are at that age, aren't you! By all means, do that! Yuzuka: When you transferred to Snow Troupe I missed you, and I was sad we wouldn't be able to be on stage together any more, but I still felt sure that you would go on to be even more sparkling... Recently I was fortunate enough to be able to see one of your shows, and Nozomi-san's powerful energy and aura was so strong I felt like it was filling the entire stage. The very moment you entered it hit me like 'bang!' so I was like 'whoa!!' Nozomi: That's certainly going to look interesting when they write this down (laughs) Yuzuka: But it's just how it feels! (laughs) Nozomi: While we working on shows together, I showed you different aspects of myself and I was also able to see many different sides of Rei, so now when I go to see Flower Troupe shows and see how hard you are working I think I have to work harder as well. And when I see your progress I'm like 'good for her!' Even if we are in different troupes, the fact that I feel for you like I would, well, a little brother, that won't change. No matter when I'll be passionately watching over you, and if something happens I feel like I can come back at you with 'what do you think you're doing!' since I know you'll accept it in good faith. I think that if you keep that aspect of yourself unchanged, and keep growing, and enjoying yourself as an otokoyaku, it would be good to show those things to the junior actresses. I have big expectations for you!! (laughs) Yuzuka: Thank you so much. I feel like the pressure has suddenly increased at the end... (laughs) It's really true that in people's childhood... Nozomi: 'childhood' (laughs) Yuzuka: ...in people's childhood, what kind of environment they're raised in and what kind of words people use with them directly influences how they turn out. I'm very grateful for what Nozomi-san said to me and the examples I was able to see in Nozomi-san in my 'otokoyaku childhood' you could say, the time when I was still putting together my foundations as an otokoyaku and a stage performer. I'm going to continue pursuing the ideal I see in the powered-up Nozomi-san: doing everything required of me thoroughly and working hard to continue the traditions of Flower Troupe. Nozomi: Go for it!! (laughs)

CargoX becomes the first public blockchain Bill of Lading provider approved by International Group of P&I Clubs
CargoX, the provider of the CargoX blockchain document transfer (BDT) platform, announced that they been granted prestigious approval by the International Group of P&I Clubs.
The release says that CargoX It has become the first and only approved provider to use the neutral, public blockchain Ethereum network for its platform.
The International Group of P&I Clubs (the IG) is an unincorporated association of the 13 principal underwriting Protection & Indemnity (P&I) Associations (Clubs) and their Affiliated Associations and Reinsured Entity.
Between them, they provide liability cover (protection and indemnity) for approximately 90% of the world’s ocean-going tonnage. Of the world’s top 25 reinsurers, 22 were featured on the group’s program in 2019.
Ensuring ocean shipping resilience
“The mutual club system has proved itself resilient and responsive for over 120 years. Future-proofing the group is not a novel concept, but it will be a key focus within the group going forward, and whilst looking ahead, the only certainty is uncertainty, the group, and its member clubs will be there to deliver the necessary solutions for their shipowners and to protect third-party interests,” emphasized Mr. Paul Jennings, Chairperson of the IG P&I in the group annual review.
“CargoX is fully committed to building trust among partners in the supply chain industry in a trustless business world. Providing a fast, secure, and efficient way to transfer documents of title, and herewith the ownership of the transferred goods is of fundamental importance to global trade. We are proud to have been awarded the trust of such respectable institutions, members of the IG P&I. We are looking forward to the future!” said Stefan Kukman, founder and CEO of CargoX.
Cautious steps of digitalization
The approval is a historic milestone for CargoX, and for the public blockchain community at large. Until February 2010, the rules of all the group’s clubs specifically excluded liabilities in respect of the shipping of cargo under all electronic (paperless) trading systems; on 20 February 2010 that all changed for the much better.
This marks the date that the Group approved the electronic systems administered by ESS, Bolero, e-title
, GlobalShare, Wave, and now CargoX.
Of these new electronic systems providers, only CargoX has built its Blockchain Document Transfer (BDT) Platform atop a neutral, public blockchain network, namely the Ethereum network, and uses the network’s advanced cryptographic features for original document creation, document ownership transfer, audit trail provisions, privacy, and business confidentiality assurance, and document and transaction immutability.
The solution incorporates and upgrades the usability concepts of email and banking transactions, effectively providing services that are superior to traditional paper document transfer.
The operation of IG clubs
The IG P&I formed in 1899 when the so-called London Group was formed, composed of 6 British P&I mutual marine insurance associations whose job it was to insure British ships navigating the world.
Today, there are 13 member associations, providing liability cover for approximately 90% of the world’s ocean-going tonnage. Of the world’s top 25 reinsurers, 22 were featured in the group’s 2019 program.
Each IG Club is an independent, non-profit making mutual insurance association, providing P&I insurance cover for its shipowner and charterer members against third party liabilities relating to the use and operation of ships. Each Club is controlled by its members through a board of directors, or a committee elected from among the membership.
IG P&I Clubs cover a wide range of liabilities, including loss of life and personal injury to crew, passengers, and others on board, cargo loss and damage, pollution by oil and other hazardous substances, wreck removal, collision, and damage to property.
Clubs also provide a wide range of services to their members regarding claims handling, legal issues, and loss prevention, and often play a leading role in coordinating the response to, and management of, maritime casualties.
The IG P&I has already notified its members of its approval of CargoX public blockchain.

Melodier: nordic corporatist pop and new wave
So far in this survey, I’ve been looking at pop scenes in languages I may not entirely speak, but am at least comfortable with. Moving into northern Europe means I’ve left the Romance family behind, and am at the mercy of fan transcribers and Google Translate if I want to understand the lyrics to the songs I enjoy. Lyrics aren’t everything (I couldn’t tell you what some of my favorite songs in English are about) but they’re enough that I’ve at least tried to look up everything I’m presenting for you in this series.
This entry collects together a bunch of nation-states that aren’t necessarily related culturally or historically. Scandinavia only refers to three countries: Denmark, Norway, and Sweden. Adding Finland and Iceland makes the “Nordic” countries; but adding in the Netherlands (and Dutch-speaking Belgium, or Flanders), as I have, isn’t anything as far as UN statistical calculations are concerned. They all fit together in my head, though, because they are all stable, prosperous, and socially liberal Western nations with Germanic linguistic roots (except Finland), NATO (except Sweden and Finland) and EU (except Norway) membership, and an extensive welfare state linked to strong unionized labor and government oversight of business: the “corporatist” social organization of my subtitle.
They are all also collectively central to white supremacists’ imagined European identity, and their liberal welfare policies are frequently cited (by racists) as unworkable in more heterogeneous societies. So i’m a little hesitant to be extremely fulsome in my praise here, lest anyone get the wrong idea. For the record, money, access, and individual creativity have far more to do with making great pop music than genetics.
Still, there is undoubtedly an enviable Northern European pop tradition. A lot of that can be traced to a single act: the Swedish ABBA, who borrowed liberally from US and UK pop forms to build a global pop empire based on careful production and universal sentiments. Thanks in part to their pioneering efforts, as well as Dutch acts like Shocking Blue and Golden Earring, a great deal of Northern European pop music was produced in English, with local languages often reserved for traditional folk, comedy records, sentimental ballads — or punk rock. There was particularly a gender-based split here: female Dutch, Danish, and Swedish pop stars were, like Frida and Agnetha, more likely to sing in a universal and generic English, while male rockers could afford to be poets and philosophers in the vernacular. (This is a generalization; but the phenomenon is by no means exclusive to northern Europe, or even across languages.) But regardless of language, there was a Nordic emphasis on slickness of production that means that this mix may, record for record, sound the most expensive of any in this summertime European excavation.
Which is another way of saying it’s the most pop. The low-density Scandinavian countries have few urban populist music traditions like Portuguese fado, Spanish flamenco, French musette, Greek rebetiko, or even Italian canzone napoletana: Protestant hymnody, fishing songs, and a rather austere nineteenth-century European concert repertoire are the most prominent native cultural influences. When American, and especially American Black, music made its midcentury European Invasion (far stronger and more lasting than any Invasion US pop ever suffered), it gave Northern European youth an emotional as well as a physical pop vocabulary. This, the second generation of European rock, made it perhaps more political and personal, but by no means less international.
Because pop is an international language, even when the lyrics are not. Although the subfocus of these mixes has been “new wave,” meaning the sometimes eccentric and often electronic music made under the twin influences of punk and disco, there was less of a noodly self-important rock tradition in these nations than in the English- (or Italian-) speaking world for a new wave to rebel against. Pop thrills remained consistent; only the tools changed.
“Melodier” is the Danish, Swedish, and Norwegian word for “melodies,” and it came to mind because the annual pre-Eurovision national pop contests in the Nordic countries are mostly named some variation of the Swedish Melodifestivalen.
The linguistic breakdowns in the mix, roughly following population counts, are as follows; six Dutch (of which two are Flemish), four Swedish, three each Danish, Norwegian and Finnish, and two Icelandic. Fans of twenty-first century Scandinavian pop may hear some material that presages later developments: a lot happened between ABBA and Robyn, and I’m excited to possibly introduce you to some of it.
1. Elisabeth En sømand som dig Genlyd | Aarhus, 1984
The coastal peninsula-and-archipelago nation of Denmark has been a seafaring one since the Vikings, etc. — but this song isn’t about those ancient sagas, but more recent colonial history, as the lover “Jakarta Danny” is presumably a merchant marine in the service of the Dutch East India Company. Elisabeth first became known to the Danish pop audience as the frontwoman of Voxpop, a Blondie-like pop group, and her first solo album in 1984 is a quiet classic of sultry mid-80s pop moves. This, the leadoff track, uses naval metaphors for sex: the title means “A Seaman Like You,” and the next line is “sailing in me.” The video makes it even more explicit, in more ways than one. She’s still active (her whole catalog is on Spotify), and often does children’s music now.
2. Doe Maar De bom Sky | Amsterdam, 1982
The two-tone wave in the UK had a corresponding wave in the Low Countries and Scandinavia: goofy white dudes are drawn to ska music, as Orange County can attest. Doe Maar (“go ahead,” with connotations of anger or sulkiness) were the Madness of Holland, with a string of skanking, socially observant hits. “De bom,” one of their biggest, means “The Bomb,” and is about the hideous irony of being told to go to school, get a job, and save for retirement, all under the threat of nuclear annihilation.
3. Belaboris Kuolleet peilit Femme Fatale | Helsinki, 1982
The Finnish girl group Belaboris (named for Lugosi and Karloff) was manufactured by producer Kimmo Miettinen, a Malcolm McLaren-esque figure who hired girls to sing and look pretty while a hired band played new wave music. “Kuolleet peilit” (Dead Mirror?) is a minimal-disco jam with a detached vocal by Vilma Vainikainen that looks forward to spacy twenty-first century house: in Finland, such synthpop was known as “futu,” short for futurist. When Belaboris had a second big hit in 1984, it was as an entirely different set of pretty girls.
4. Lustans Lakejer Diamanter Stranded | Stockholm, 1982
In the twenty-first century, Swedish pop is synonymous with a certain ruthless muscularity, often considered the result of pop producer Max Martin’s heavy-metal past. But even here in the early 80s, fey New Romantic band Lustans Lakejer (Lackeys of Lust) takes time out from frontman Johan Kinde’s baleful sneering about diamonds being a girl’s best friend for a flashy guitar solo that fits into glam, post-punk, and metal traditions. Lustans Lakejer were a novelty in late-70s/early-80s Swedish pop, a well-dressed band who proclaimed that their clothes were as important as their music; when Kinde had finally had enough of posing, he dissolved the band, only returning to the name occasionally as a solo act over the years.
5. Lillie-Ane Meg selv RCA Victor | Oslo, 1983
If I were approaching these mixes sensibly, I’d only be including music that had been reissued on CD, or was available on streaming platforms, or something. But having access to the more eclectic and unremunerated catalog of YouTube has ruined me: once I’d heard Lillie-Ane, I couldn’t not include her. She’d been the voice of Norwegian synthpop trio Plann, but her classical training and avant-garde sympathies made her solo material — what I’ve heard of it, which is not enough — weirder and more galvanizing than the rather derivative music she’s still better known for in Norway. She died in 2004; her swooping voice and dense harmonies on “Meg Selv” (Myself) deserve wider appreciation.
6. Arbeid Adelt! Lekker Westers Parlophone | Brussels, 1983
Flemish Belgium in the 1980s is justly famous for its industrial-music scene, with acts like Front 242 and Neon Judgment pioneering sounds that would form the basis of many electronic-rock hybrids in the 1990s. Few of them sang in Dutch, however, apart from Arbeid Adelt!, whose early records were prankstery lock-groove new wave. Once Luc van Acker (later of Revolting Cocks) joined, though, things got harsher, and “Lekker Westers” (Yummy Westerners), with its satirical singsong melody over dissonant grooves, is halfway between their Devoesque beginnngs and the industrial harshness that put Belgium on the map
7. Geisha Kesä Johanna | Helsinki, 1983
The all-female Finnish trio Geisha only released a single EP during their brief existence, but because it was on the legendary Helsinki indie label Johanna, they’ve been compiled and fondly remembered by Finnish rock fans for decades since. “Kesä” (Summer) is of a piece with the moody, dry sound of Finnish goth rock of the period, but its danceable rhythm and spectacular clattery all-percussion instrumental break suggest that they had a lot more to offer beyond being a distaff Musta Paraati.
8. Det Neodepressionistiske Danseorkester Godt nok mørkt Genlyd | Aarhus, 1986
A Danish band that began as an art-installation soundtrack and ended as a sampladelic pop act, DND (for short; their full title, as might be presumed, translates as The Neodepressionist Dance-Band) were rather inspired by the Talking Heads’ combination of dance rhythms and irony-laden cultural critique; their debut album was called Flere sange om sex og arbejde, or More Songs About Sex and Work. This song, “Good Enough [in the] Dark,” features leader Helge Dürrfeld mutter-rapping about the limits of perception while a passionate saxophone wheels endlessly and a sassy chorus chants the title.
9. Cherry Vang me Vertigo | Utrecht, 1982
Cherry Wijdenbosch is, if not the first person of color to appear in these mixes (which reflects my desire to keep back some key acts from former colonies for later inclusion around the globe more than any unadulterated whiteness of 80s European pop), is certainly the first Black woman. Of mixed Indonesian and Surinamese (which latter is to say African slave) descent, she had a couple of jazz-inflected Nederpop hits in the early 80s before becoming a cabaret act. Her debut single, “Vang me” (Catch Me), is a breezy but clear-eyed love song that borrows some of Jona Lewie’s dry music-hall delivery and adds a Manhattan Transfer kick to the middle eight.
10. Tappi Tíkarrass Kríó Gramm | Reykjavik, 1983
The eighteen-year-old singer, with her clear, youthful, and powerful voice, is nearly the only reason anyone has heard of this post-punk band; if she had not gone on to front bands K.U.K.L. and Sugarcubes, not to mention her own global superstardom as a mononymic solo artist, Tappi Tíkarrass might be an undiscovered gem rather than a pored-over Da Vinci Code by which adepts seek to unlock the mysteries of her sacred genius. This song, which predicts the soft-loud dynamics of 90s alt-rock with almost a shrug, is, according to internet Björkologists, the cry of an elderly man searching for his tern.
11. Eva Dahlgren Guldgrävarsång Polar | Stockholm, 1984
Discovered on a 1978 talent show, Dahlgren wouldn’t be a true pan-Scandinavian star until her 1991 adult-pop classic En blekt blondins hjärta (A Bleach Blonde’s Heart), but I really like her 1984 album Ett fönster mot gatan (A Window to the Street). The title of this slow-burn anthem, the leadoff track, can be translated as “Gold-digger’s song,” and is a reference to an early twentieth-century Swedish hit about Swedish immigrants failing to strike it rich in America: Dahlgren interiorizes the sentiment, making it a song about a streetwalker who dreams of finding a place where she can “kiss my brothers and sisters.” She would come out as gay in the 1990s, and is married to her partner of many years.
12. Svart Klovn Knust knekt Uniton | Oslo, 1983
Probably the most legendary Norwegian minimal-synth (I almost said synthpop, and then I remembered a-ha) single, “Knust knekt” (Shattered Jacks, as in the playing card) is a miniature masterpiece of mood. The lyrics, as far as I can determine, are standard post-punk gloom about moral corruption, but the sound and image of Svart Klovn (Black Clown), the alter ego of Svenn Jakobsen, are among the most striking in all Scandinavian pop.
13. Het Goede Doel Net zo lief gefortuneerd CNR | Utrecht, 1984
Dutch new wave duo Het Goede Doel (The Good Cause) were second only to Doe Maar in popularity, with a string of sarcastic, melodic hits that occasionally remind me of mid-period XTC. The opening orchestral hits belie the crooning tenderness of this portrait of callowness and privilege (the title is “Just So Sweet [and] Wealthy”), only tipping its satiric hand when Henk Westbroek sings on the prechorus that naturally he wanted to marry his mother.
14. tv-2 Vil du danse med mig CBS | Copenhagen, 1984
Akin to U2 in their longevity, success, and consistency (they’ve had the same four-man lineup since 1982), tv-2 are perhaps the most successful Danish band ever. Formed from the ashes of prog-hippy band Taurus and new-wave band Kliché, they started with an industrial sound that gradually brightened: this song (Will You Dance With Me) is one of the signature sounds of mid-80s Scandinavian pop. With muttered verses about how shitty men are after the initial bloom of romance is over, the chorus (and its saxophone riff) returning constantly to the moment when he asks her to dance is a sharp and poignant evocation of memory.
15. Lolita Pop Regn av dagar Mistlur | Stockholm, 1985
The small city of Örebro in inland Sweden was far distant from the Paisley Underground scene swirling around Los Angeles in the early 80s, but a band with the same influences — the Velvet Underground, Roxy Music, the Beatles — formed there, and with crisp Stockholm production seemed to predict the alternate-tuned 90s of Tanya Donelly and Letters to Cleo. “Regn av dagar” is “Rain for Days,” and the lyric is similarly 90s-depressed, while the rock band behind singer Karin Wistrand chimes and chugs along.
16. Cirkus Modern Karianne Sonet | Oslo, 1984
The songs I’ve chosen from Norway are all representative of more left-of-center pop than the more mainstream work I’ve chosen from Sweden and Denmark. Partly that reflects the the fact that Norway was just a smaller regional scene, but partly it’s that Norwegian pop is not well documented online. Cirkus Modern were a moderately successful post-punk act who produced two albums and an EP, which makes them by far the most prolific Norwegian act represented here: “Karianne” is a joyfully raucous (and slightly unsettling) jam that reminds me of when the Cure went pop circa “Lovecats.”
17. Madou Witte nachten Lark | Antwerp, 1982
The Dutch musical genre of “kleinkunst” (literally “little art”) can be compared to the German “kabarett” (cabaret) but includes folk-musical forms and socially critical lyrics. Madou, an experimental Flemish band centered around singer Vera Coomans and pianist and composer Wiet Van de Leest, brought kleinkunst into the new wave scene, with dark songs about abuse, incest, and suicide. “Witte nachten” (white or sleepless nights), despite its vaudevillian bounce, is sung from the perspective of a child whose mother shares her bed to escape the father’s fists.
18. Tuula Amberla Lulu Selecta | Turku, 1984
I may have stretched the definition of new wave to the breaking point with “Lulu” — the jazz manouche violin and general 1930s air (at least until the crisp Cars-y electric guitar solo) might sound too much like a nostalgia act for the rest of this mix. But Tuula Amberla was the lead singer of gothy post-punk band Liikkuvat Lapset, and the lyrics, written by doctor and songwriter Jukka Alihanka after a poem by sculptor and architect Alpo Jaakola, are about the decadent nightlife of modern Helsinki, as the video makes clear.
19. Grafík Þúsund sinnum segðu já GRAF | Reykjavik, 1984
Iceland’s vibrant and highly original music scene has gotten really short shrift from this mix, thanks to its tiny population. There’s lots more to dig into where this came from. But when I ran an initial survey of European music of 1984 some months ago, this sparkling gem of a pop song stood out immediately. Part Huey Lewis (that shiny production), part Prefab Sprout (those lovelorn melodies), all Grafík, perhaps Iceland’s premier pop-rock band of the 80s (at least until the Sugarcubes came along), “A Thousand TImes Say Yes” is a plea for total romantic commitment that comes across in any language.
20. Klein Orkest Over de muur Polydor | Amsterdam, 1984
One of the key songs of the Cold-War 80s, “Over de muur” is sometimes classed as a protest song, but if so it’s hard to parse which side it’s protesting. Making a clear-eyed examination of the repressive idealism of the Communist East as well as of the gluttonous “freedom” of the Democratic West, singer Harrie Jekkers’ real sympathies are with the birds who can fly over the Berlin Wall at will, as he imagines a day when the people will be able to do the same.
21. Di Leva I morgon Mistlur | Stockholm, 1987
Born Sven Thomas Magnusson, he adopted the stage name Thomas Di Leva when he joined the punk band the Pillisnorks as a teenager. His next band was Modern Art, and he went solo in 1982, at the age of 19. One of the most fascinating and creative Swedish pop stars of the early 80s, he drew inspiration from glam, electronic experiments, traditional pop, and eventually, Eastern mysticism. Those New Age leanings are all over “I morgon” (Tomorrow), which combines an up-to-the-moment U2 chug with Di Leva’s early-70s Bowie wail to create an extended, lightly trippy meditation on being, time, and the unknowableness of reality. He’s since become a New Age guru and life coach; but his early music is still really interesting.
Okay, that’s it. Join me next time when I’ll be looking at the Neue Deutsche Welle (and the Neue Österreichische Welle, and the Neue Schweizer Welle). I’m over the hump: there are three mixes left to go in this series. Thanks for reading and listening. If you want to talk to me about what I’ve compiled, or what I’ve said about it. I’m around.

(http://www.MaritimeCyprus.com) The causes of losing containers overboard are numerous and often complex, though very often basic operational errors are a factor. The consequences of container loss should justify time, cost and effort by ship owners and operators in reviewing and improving preventative measures. GARD P&I club has put together a fine article which tackles this issue.
Introduction
This is the second of a two part article focusing on container losses at sea. Part one looked at the greater impact container loss at sea is having on shipowners and operators and this Insight reviews some of the causes and what can be done to prevent them. We aim to offer some new insights on this topic covered previously in our Compilation on Container Carriage.
Causes
Heavy weather
Quite apart from casualties, resulting in containers being lost overboard due to e.g. grounding, foundering or collision, heavy weather is often the most common factor resulting in stack collapse during otherwise routine voyages. In the SVENDBORG MAERSK waves of 10 metres reportedly caused rolling in excess of 40 degrees. The master had reportedly prepared for bad weather but did not foresee how much worse the actual weather and wave situation turned out to be. Gard’s recent claims experience is that ship handling in heavy weather is also a relevant factor in losing containers. In one case a master proceeded at full speed in an unsuccessful attempt to outrun a typhoon; and in another, a master failed to heed warnings issued by the IMO relating to synchronous and/or parametric rolling by slowing down in following seas.
Failure to comply with the ship’s Container Securing Manual (CSM)
A more common cause of stack collapse is the failure to comply with limits for stack or tier weights or stack heights stipulated in the ship’s CSM. In some cases we have seen, the CSM itself has not catered for different stability conditions or the use of non-standard containers, such as high cubes. When a container ship is on charter, we have also seen communication breakdowns between the charterer’s container planners and the crew, even when using the same computer stowage planning programme. Charterers will naturally look to optimise stowage, but the crew may be reluctant to intervene and upset tight schedules.
Lashing issues particularly relevant to large container ships
The sheer scale of the lashing arrangements on larger ships makes it difficult for a crew to check them against the CSM and a feeling may prevail that there is little danger to the ship if some containers are lost and that it is charterer’s problem. The larger the ship, the more lashing equipment there is to maintain, which stevedores may have little interest in handling carefully. Maintenance is not an easy task to keep on top of and incidents do occur because of defective equipment.
The increasing number of containers on board has an obvious effect on the time taken to lash and unlash them, much to the concern of charterers. The use of fully automatic locks, such as those designed to disengage when there is a slight slew of the container around its vertical axis, has raised questions as to whether this sort of movement may be reproduced at sea in heavy weather. Concerns surrounding these locks were first raised by Gard in 2006 (See our LP Circular No 08.06). Fully automatic locks were reportedly in use throughout the deck on the SVENDBORG MAERSK. The Danish Maritime Accident Investigation Report comments that these locks reach their minimum breaking load at lower forces than semi-automatic locks and allow stacks to swing considerably due to higher vertical tolerance. The report does not conclude on the causative effect of these locks. This is obviously a complex issue and it appears further investigations are being made. In at least two of the significant container loss cases seen by Gard, fully automatic locks were in use and it was surprising that in both cases it was the owners providing fully automatic locks, albeit with the charterer’s approval. The concern surrounding the use of the locks, or at least the suitability of certain designs, continues.
Shipper related issues
Failure can be beyond the control of crew and charterer, In the NAPOLI, where over 100 containers were lost, the report by the MAIB found that the weight of 137 of the 660 containers on deck differed by more than three tonnes from the declared weight, resulting in a total deviation of 312 tonnes from the cargo manifest. In other cases, the container itself may be unfit or its contents inadequately secured.
Prevention of container losses
Industry initiatives
A number of initiatives are underway to address shipper-related issues. It is notable that it will be nearly ten years from the “NAPOLI” when, in July 2016 amendments to the Safety of Life at Sea (SOLAS) Convention are expected to bring into force the requirement for container weight verification as a condition for vessel loading. The World Shipping Council has recently issued guidelines on this new requirement for its member shipping lines. This is a welcome development, together with a new Code of Practice for Packing of Cargo Transport Units.
Amid concerns that the racking and stacking capability of containers could lead to undue stresses, a review is underway by the International Organization for Standardization (ISO) into the standards regarding lashing equipment and corner castings. The MARIN (Maritime Research Institute Netherlands) lashing@sea project is a cross-industry initiative, involving ship owners, lashing suppliers, classification societies and competent authorities. It has conducted valuable investigations into lashing loads and acceleration forces, which has brought about a greater understanding of the physics involved and areas for improvement in lashing technology and operational procedures. The publication, Safe Transport of Containers by Sea: Industry Guidance for Shippers and Container Stuffers is a useful guide to industry best practices.
Operational review
Referring to some of the causes mentioned above, owners and operators are encouraged to review heavy weather precautions. Forecasts are never completely reliable and a sensible balance must be struck between time scheduling pressures and the risks/consequences of stack collapse and container loss. Ship handling in heavy weather is probably an area where training might be improved. The CSM is a living document that should be reviewed to ensure it is fit for purpose. The same goes for lashings and a review might usefully question whether more effective checks can be made and whether the right choices are being taken on lashing designs.
Looking ahead
As boundaries are pushed, there is an even greater need for continued focus on prevention:
Container ships with a capacity of over 19,000 TEU are now in service;
Over 20,000 TEU ships are on order, capable of loading 11 tiers on deck;
Some Classification Society rules now permit heavier and higher deck loads and/or less strict lashing arrangements at certain stowage locations depending on the routes and seasons the ship trades.
This makes cargo stowage and securing an even more sophisticated operation. It is expected that more operators will adopt special Class notations for route specific stowage and lashing arrangements. Whilst it is positive that this will require a Class-approved lashing computer, concerns may remain about whether safety margins are at a sensible level and whether there is sufficient simple guidance if a route is changed. Proper training in using more sophisticated technology is essential.
Summary
This Insight has looked at the causes and prevention of losing containers at sea. All parties involved in the transport chain must perform their roles in a responsible way – it might take only one container to start a stack collapse, which in a worst case scenario could result in harm to the crew. As reported in part one of this article, the loss of containers overboard is starting to have bigger consequences from an environmental perspective. The costs of property damage and lost time must also be factored in. An overweight, badly stuffed, or unfit container is often undetectable at loading. However, if the container is sound, it rests with the ship and the charterers to stow and secure it properly, in accordance with the CSM, making allowances for voyage variables not contemplated by the CSM. Whilst it is usually the charterers which act as contractual carriers and are often also responsible under the charterparty for stowage and securing operations, the complexity of stack collapse and container loss will often mean that ultimate liability is not clear cut. Certainly, owners can expect to be targeted by authorities for the search and removal of lost containers, as well as shore debris. It is therefore more important than ever that container planners and the crew are on the same page.
