OK, so one of the things I've been looking forward to most in Rivington is unleashing Rakha on the asshole kennelmaster. Because if there's one thing Rakha actually has a real good relationship with, it's doggos.
She does stop in the post office briefly, which she mostly finds baffling, as the postmaster spends the whole time rambling at her about how something is killing all his carrier pigeons. This is, for Rakha, an exhausting combination of inane and interesting to the dark urge in her head, so she leaves again as quickly as possible.
But on the way out, she hears the sound of barking and does a hard pivot out into the yard.

The game has the kennelmaster speak first when you talk to her, which leaves me free to indulge my headcanon that Rakha approached her to ask, completely guilelessly, if she could pet all the dogs.
Unfortunately, the kennelmaster is an asshole.

Rakha squints at her, taken fully off-guard by this greeting. "What?"(*)

"Ah. You speak. Which means you're not a dog. So what the hell are you doing in my kennels?"
Rakha dislikes her at once; immediately the beast sets up a low-level growl at the back of her mind, speculating on the possibility of chopping the woman up and feeding her to the dogs, bit by bit.
"I'd like to buy a dog," she says abruptly. She didn't have this plan when she came in, but it's as good a reason as any for being here, and if Scratch and Buddy make her feel better in camp, it stands to reason that another dog would also help. And it distracts her, briefly, from the immediate thoughts of murder.
The kennelmaster scowls. "They're not for sale," she snaps. "These are courier dogs - trained to follow orders, read maps, and protect their deliveries with their lives. They're worth more than their weight in gold."

Something clicks into place in Rakha's head. The place they found Scratch, holding guard over the body of a fallen courier with letters in his pack. The keen intelligence with which the dog navigates the roads they travel. Scratch came from this place, from one of these cages.
"I think I found one of your dogs," she says. "Scratch."

One of the woman's eyebrows quirks up almost imperceptibly, and a keen, narrow look flashes across her face. Then it's replaced, abruptly, by a wide, ingratiating smile. "Found him, did you?" she asks. "I can't say I'm surprised. Gomwick never kept him on a tight leash." She laughs airily. "Bring him here and I'll give him a once-over for you. Check him for worms and so on."

Her assistant, a beleaguered-looking gnomish boy, perks up eagerly at this discussion. "Oh, yes please! I'd love to see him!"

"He's a good dog," the kennelmaster agrees. "We'd both love to see him again."
Rakha squints cautiously at the woman for a moment. This is a massive shift in her demeanor from a moment ago, and the dislike it prompted still sits like a sour taste in Rakha's mouth. But... what they're offering is something good for Scratch, and Scratch has earned that, being one of the things against which Rakha steadies herself in camp...
She nods slowly.

Scratch trots in eagerly at the summons - but as Rakha watches, his entire attitude shifts in the space of a moment.

His ears go back, his tail goes down, and he makes a soft whimpering noise unlike anything she's ever heard from him. And it doesn't take much thinking to guess what this means.
The boy, of course, isn't at fault. His excitement at seeing Scratch alive and well seems quite genuine. But the kennelmaster is another story.

"Shut up, Dringo," she snaps at the boy as he moves to greet the dog. "And get back to work!"

She turns, lifting a hand threateningly, and smirks with satisfaction to see Scratch at once cower back behind Rakha's leg. "And you've been slacking as well, Scratch, m'boy," she snarls. Her eyes flick up to meet Rakha's. "This dog is property of Sword Coast Couriers," she says icily. "I'll take him off your hands now.

Ice floods Rakha's veins. Betrayal. This is a trick. The woman lied to get Scratch into the yard, played on what little good faith Rakha has, and now means to take Scratch from her.
And the woman is cruel. She threatened to strike him. He is afraid of her. That means she has struck the blow in the past.
Kill. Kill. Kill her. Punish her. Rip out her throat.
"You shouldn't raise your hand to him like that," she says, each word carefully enunciated with the effort it takes to hold herself still.

"I can do whatever I please," the kennelmaster sneers. "He's my dog. Now get out - this is a private yard."

Rage floods Rakha's whole body, creeping up the ruined muscles of her face, amplified by anger from Wyll and (surprisingly) Lae'zel and Minthara racing along the tadpole connection.
Killkillkillkillkillkillkillkill...
She takes a step forward, then another, until she is almost nose-to-nose with the human woman, towering over her from a foot and a half of extra height. Every muscle in her body is strained with the effort not to destroy the woman out of hand in broad daylight.

[INTIMIDATION] "I'll break every bone in your body," she whispers hoarsely, the shadowy darkness around her eyes giving her the air of a creature out of the Hells themselves, "before I'll let you hurt that dog."
(A/N: This is exactly the same tack Hector took and I don't apologize for scaring the shit out of this woman in multiple playthroughs. XD The really funny thing is that Rakha's CHA score is way better than Hector's, not to mention her JOAT expertise in intimidation and the +1 she gets from Ethel's ocular surgery. This is some avenging angel shit and I would not want to be facing it down personally.)

The woman flinches back, and for a moment the fear on her face is unmistakable - and then a mask of disdain snaps down over it. "You-- you'll do no such thing!"
Before Rakha can respond, the boy chimes in at her side. "It's not just Scratch!" he cries out eagerly, with a mix of fear and hope. "She's always hurting the dogs!"

The woman spins, one fist lifting. "SHut your mouth, Dringo!" she growls. "Last warning--"
Rakha moves like lightning. Before the kennelmaster can land the blow on her assistant, Rakha has her by the collar and hurls her back against the cage behind her. She grunts as all the air is knocked from her body, and then the fear is back in her eyes as Rakha's fingertips close around her throat.
Yes. Kill her. Squeeze the life from her and watch the dogs lap her blood as it pours out between your fingers--
"Rakha." Wyll's voice cuts through the roaring of the beast, soft from behind her. "Careful. Stay with me..."
Rakha draws a ragged breath, a muted groan of pain as she struggles against the instinct to destroy. Surely... surely this is a killing with purpose? The woman is cruel. The dogs will be safe. The boy will be safe. Surely... surely...
"Let her go," Wyll murmurs. "She doesn't have to die. Not for her - for you."(**)
Rakha squeezes her eyes shut, holding herself back with a massive effort of will as the kennelmaster squirms and whimpers in her grasp.
Then she opens her eyes and her face goes hard. [INTIMIDATION] "I'll give you to the count of ten," she hisses, "to leave these kennels. One. Two--"

The kennelmaster squirms free of her grip and backpedals hastily, almost slipping in the mud of the yard in her eagerness to get away. "Fine," she snarls. "You think you can do a better job without me? Be my guest! They're a useless bunch of mongrels. You're welcome to them!"
And then she's gone, running like hells out of the yard and into the crowded village beyond.
Dimly Rakha is aware of the gnomish boy cheering, of the cages being opened and the dogs let out into the yard. Of Jaheira taking the boy aside to talk to him, to see if she can help him with the dogs. But all Rakha can do, for a moment, is sit against the wall of the posthouse and tremble violently, pressing the heels of her hands to her forehead.
"Well done, Rakha," Wyll says in a low voice to her, standing nearby and watching her.
She knows he's right - that it was her first attempt to hold back the bloodlust since she learned the truth of who and what she is. But it doesn't feel good. She just feels exhausted.
Wyll sits down next to her, takes one of her hands and just holds it gently. Scratch sits on her other side and nuzzles her jaw. One of the other dogs comes over and licks at her free hand. But even with all this, it's some time before she feels she can breathe easily enough to move.

City council allows former Shaker Heights police officer to purchase K-9 Igor

SHAKER HEIGHTS, Ohio (WOIO) - Shaker Heights City Council held a special meeting to consider whether to amend the city’s administrative code and allow the sale of police dogs, under certain conditions.
Members of the city council voted to allow K-9 Igor to be purchased by Ofc. Chad Hagan over a Zoom meeting at noon Friday.
Members said in the meeting that ownership will be transferred to Hagan Friday and that he may pick up the dog that day.
The city agreed to transfer ownership of the SHPD K-9 in return for funding of a replacement police dog and training for the dog and another officer through a police dog kennel.
Shaker Heights Police K-9 Igor had been stuck in a legal tug-of-war between the City of Shaker Heights and the only police partner he has ever known.
Hagan was ordered to turn the dog over to a kennel more than two weeks ago, and that’s where the dog that has lived with the officer for six years has been ever since.
Hagan worked as an police officer for Shaker Heights for nearly eight years and turned in his two-week notice on Thanksgiving because he had accepted another job that would save him significant travel time to and from work.
His wife, Danielle, told 19 News her husband offered the City of Shaker Heights $10,000 of their own money to purchase Igor, so the German Shepherd could continue to live at the only home he’s ever known.
Community members created a GoFundMe called Bring K-9 Igor Home and they’ve raised nearly $13,000.
They’re hoping the funds will help the dog’s handler with the purchase if it’s needed.
Holland & Muirden, Attorneys at Law, shared the following statement on behalf Chad Hagan, Jr. following the city council meeting on Dec. 15:
On behalf of Officer Chad Hagan, Jr. and his family, I am pleased to announce that Officer Hagan’s canine partner, Igor, will return home today thanks to the City of Shaker Heights’ willingness to work cooperatively to address this complicated matter and find a legal way to balance the desires of the Hagan family and the responsibilities of the City. In November, Officer Hagan informed Shaker Heights Police Chief Wayne Hudson that he would be resigning to take a position with another department to be closer to his family home. Officer Hagan’s goal was to find a way to be able to retain K-9 Igor with his family after his departure, knowing that the City also had a duty to protect the public interest and fulfill its legal and fiscal responsibilities. The City of Shaker Heights had a local ordinance that was identical to an Ohio state statute on the subject of officer-canine units. That law provides generally that upon the retirement of a canine, or the disbanding of an officer-canine unit, an officer may purchase his canine partner for one dollar. It further provides that a law enforcement officer who leaves a canine unit of a law enforcement agency while the police canine assigned to the officer is still fit for duty forfeits the right to purchase the animal for one dollar. Unfortunately, this law does not fully address situations like that of Officer Hagan and Igor. It does not explicitly authorize a city, including its Police Chief, to sell the canine and accept other compensation for the training of a new canine and officer. As law enforcement officers and public servants, the importance of compliance with these laws is understood by Officer Hagan, the City, and the Police Chief. The Shaker Heights Mayor, Council, and Chief Hudson supported amending the City’s ordinance in a way that allowed Officer Hagan to keep Igor and fully compensate the City. Officer Hagan, Igor, and the rest of the Hagan family are truly grateful for all of the support they received. The flood of support has, unfortunately, also included many truly disturbing racist and threatening comments, unwarranted personal attacks, and exaggerated and incorrect statements of fact. Some of those comments have been addressed directly to the City’s Police Chief and other City staff and officials. The Hagan family condemns these hateful and demeaning comments and implores these individuals to cease this conduct immediately. Officer Hagan has pursued Igor’s return to his family out of love for his canine partner, and any individual lending their support to this cause should act accordingly. Any suggestion that there is malice between the Hagan family and the City of Shaker Heights is false and misleading. Officer Hagan left the Shaker Heights Police Department on good terms and he respects the Chief and his fellow officers. The City of Shaker Heights also shared a statement on the resolution reached with the city’s former canine officer:
The new amendment of the City law provides that an SHPD officer who leaves the City’s canine unit while their canine partner is still fit for duty, may be permitted to take ownership of their canine upon providing sufficient compensation to the City for: the purchase of a replacement police dog; training for the dog and a police officer handler; and all associated costs, as determined by the chief of police and finance director of the City. When Officer Hagan became a canine officer in 2018, he agreed that the canine would remain with the City if he left City employment prior to the dog being retired from duty, pursuant to City and State law, and the rules for all canine officers in the SHPD. However, when he advised the Department he planned to leave the SHPD, he asked the City to allow him to purchase the police dog. As was communicated to Hagan at that time, because the dog is still fit for duty (as certified in October 2023), the City’s ordinance Section 141.07(d), prior to its amendment, did not allow the City to make this accommodation. City Council’s amendment to this ordinance, and an agreement between Hagan and City officials, enabled the City to transfer ownership of the dog to the former SHPD officer, even though the dog remains fit for duty, while also allowing the City to meet its fiduciary duties and fiscal responsibilities by being compensated for a replacement police dog and training. “We genuinely appreciate the love of animals that has inspired so many people from across the country and beyond to share their thoughts on this situation,” said Shaker Heights Mayor David Weiss. “Our ordinance, which reflects long-standing state law and was known to Officer Hagan, did not provide the authority to address situations when a police officer leaves the department in advance of the retirement of their canine. Today’s Council action to amend the ordinance enables the amicable resolution reached today.” Public reaction to this matter has included vilification of Shaker Heights Police Chief Wayne Hudson and other City officials. “In initially denying Officer Hagan’s request to purchase the police dog before the dog’s retirement, Chief Hudson was following the requirements of City and state law. The City has been working in good faith on this issue and it is unfortunate and disappointing that some people took this as an opportunity to post vile, racist, hate speech online directed at the City’s first Black chief of police,” the mayor said.

My longest single fic yet! Lol I definitely got carried away and didn't know what direction to take this but some hurt/comfort for Niner. 1,328 words! A new milk carton record!

Niner and the Groomer
It had been months upon months and Dr. Birch was pleased with the progress of K-9-MUT281, he had been a late bloomer in the program but it had all been worth it. She truly loved her job because she loved seeing transformations. It was always an experience to watch the pet's come in from the street their original personality showing only for it to be shaped by the program. 
K-9-MUT281 had been a quiet, emotional, and meek thing when he had first come to them. But now, he was aggressive, protective, and instinct driven, though he did have a more docile side to him that they couldn't get rid of. The program was a science and with the subjects being so different there were many variables they couldn't control, however it managed to give each pet a personality that the owner could easily manipulate if they chose. 
Dr. Birch approached the kennel where they kept many of the nearly fully trained pets, it was an upgrade from the large room they were given initially. Each pet had a small fenced rectangle that they could call theirs, in the guard dog unit each one was fiercely protected by its inhabitant. 
She walked up to one of the gates and heard growling as she looked in. Inside was a boy with a pretty unruly mop of brown hair, he kept to himself in the corner of the enclosure and stayed low to the ground to keep himself safe. She could see from his watchful gaze that he wondered what she wanted with him. 
Casually she unlocked the gate and entered the small kennel, this caused 281 to growl at her again and take up a more defensive stance to challenge her. A simple command to sit and stay was all she had to say for him to quiet his growling as he followed the order. She walked over and ran a hand through his hair, a soft growl came from his throat. The sound of her hand cracking across his face made his growling stop immediately, instead it turned into a softer whimper. 
"Don't growl at me when I pet you, mutt. Being pet is a privilege, treat it as such." She snapped at him. 
He trembled slightly and leaned into her touch, he had already been bad. After a few more moments of petting she clipped his leash on and gave it a sharp tug, making the collar dig into his neck. He got up and followed her out, the walk was long and through the winding blank hallways that he got easily bored with it and managed to start chewing on the leash as they walked.
Finally they reached a room that looked similar to the one the pet's normally were bathed in but this one was different. There was a table or platform with a leash looking thing attached to it. He was so busy trying to figure out what it was that the feeling of a muzzle being put on his face made him flinch. Dr. Birch patted his head as she hooked his leash to a spot on the wall. 
"I'll be back later mutt, behave." 
It took him a moment to realize that there was another person in the room with him, a friendly looking girl with pink hair that was pulled back into a short pony tail. She knelt down in front of him since he had defaulted to sitting on his knees. He looked at her wearily, unsure of what she was going to do to him.
"Hi there, good boy. We're gonna get you all groomed up so you can be put on sale tomorrow." She said softly and gently reached out to touch him. 
He leaned away in concern, he was unsure of whether to trust her and scowled slightly to show he didn't really want her to touch him. She retracted her hand and instead grabbed the other end of the leash as she stood up. 
"Well let's get you all cleaned up hmm? I'm Molly, what's your name good boy?" She asked as he hesitantly followed her to a bathtub. 
"K-9-MUT281… ma'am." He said in a hushed voice while she asked him to strip off his company issued clothes. 
"That's an awful long name Niner. But I'm sure your new owner will give you a shorter one?" She said casually as he climbed into the bathtub and hugged his knees to his chest. 
"M'name isn't Niner…" he said softly as she showered him down with warm water, watching dried blood and dirt get washed down the drain. 
"Don't worry yourself over that, I like to give each pet a little nickname, just while I work on them... That's okay, not too hot?" She said as he let her start to scrub his body. 
He wouldn't admit it now but he liked the idea of his own little name, Niner was a nice name, short and easy to remember. However, he hated that she was touching him and scrubbing his body. He wasn't fond of baths after one of Dr. Birch's assistants sprayed him with a powerful hose. He couldn't explain it but the pink haired girl made this bath more tolerable. 
She couldn't help but frown as she looked over his countless bruises, healing cuts, and scars that he had begun to develop. She was especially careful as she washed over newer bruises. 
"Niner, can I trust you to not bite me? I need to wash your face." She asked softly. 
He nodded, he liked her and wouldn't want to bite her, not anymore at least. He wanted to bite that horrible blonde Bitch though she didn't deserve his docile side. 
The muzzle was unbuckled and hesitantly taken off, he just watched her carefully, in case she decided to betray the small bit of trust he had put in her. She gently wiped the dirt and tear stains from his face, the warm washcloth she used was wonderful and he leaned into her touch. She moved his collar to clean the partially scarred skin there.
"Alright sweetheart, I'm gonna wash your hair now." She said as she wet his brown hair with the shower head. It took her some time with detangling shampoo and her fingers to get the knots out.
She rinsed him off and started to dry him with a soft towel, he let out a quiet laugh as she gently squished his face with the towel. She put him in a new pair of socks and shorts. She had him sit on the odd table from earlier and looped the weird leash around his neck, he trembled and let out a soft whine. 
"Relax Niner, you're okay. It's just to keep your head up while I cut your hair. You're a good boy, just sit still." 
He was still trembling but let her comb and cut his hair, she shaped it just so it was more of a shaggy mullet. He couldn't explain it but his head felt lighter, it was a nice change. She got out a blow dryer and turned it on low to blow the little pieces of hair from his shoulders. 
She took the loop off from around his neck and cupped his face in her hands. He let out a soft whine as she pet his face and hair, he immediately leaned into the touch and pressed his forehead against hers. She let out a soft laugh and smiled. He smiled though it was faint, he didn't want to become attached to her, he wasn't going to see her again after all.
"You're a good boy, Niner. I hope you find a nice home." She said as she buckled the wire muzzle back on. 
He was good, he liked her and her friendly touch. If being a good boy meant that someone might pet him like that, then he would try to be a very good boy for his owner.
