Elon Musk will be pleased that his surprise jaunt to China on Sunday garnered many glowing headlines. The trip was undoubtedly equally a surprise to Indian prime minister Narendra Modi, who had been scheduled to offer Musk the red carpet on a long-arranged visit.

The billionaire blew off India at the last minute, citing “very heavy Tesla obligations.” Indeed, Tesla has had a tumultuous couple of weeks, with federal regulator slap-downs, halved profits, and price-cut rollouts. Yet, in a very public snub that Modi won’t quickly forget, the company CEO made time for Chinese premier Li Qiang. And well Musk might. Tesla needs China more than China needs Tesla. After the US, China is Tesla’s second biggest market. And ominously, in the first quarter of the year, Tesla’s sales in China slipped by 4 percent in a domestic EV market that has expanded by more than 15 percent. That’s enough of a hit for any CEO to jump in a Gulfstream and fly across the Pacific for an impromptu meeting with a Chinese premier. Globally, Tesla has lost nearly a third of its value since January, and earlier this month, Tesla’s worldwide vehicle deliveries in the first quarter fell for the first time in almost four years. As they are wont to do, Tesla investors continue to complain over repeated delays to the company’s rollout of cars with genuine driverless capabilities.

One of Tesla’s stop-gap technologies—a now heavily-discounted $8,000 add-on—is marketed as Full Self-Driving, or FSD. But, like the similarly confusingly named Autopilot feature, it still requires driver attention, and may yet still prove to be risky. Among the deals said to have been unveiled at Sunday’s meeting with Li Qiang was a partnership granting Tesla access to a mapping license for data collection on China’s public roads by web search company Baidu. This was a “watershed moment,” Wedbush Securities senior analyst Dan Ives said in an interview with Bloomberg Television. However, Tesla has been using Baidu for in-car mapping and navigation in China since 2020. The revised deal, in which Baidu will now also provide Tesla with its lane-level navigation system, clears one more regulatory hurdle for Tesla’s FSD in China. It does not enable Tesla to introduce driverless cars in China or anywhere else, as some media outlets have reported. Press reports have also claimed that Musk has secured permission to transfer data collected by Tesla cars in China out of China. This is improbable, noted JL Warren Capital CEO and head of research Junheng Li, who wrote on X: “[Baidu] owns all data, and shares filtered data with Tesla. Just imagine if [Tesla] has access to real-time road data such as who went to which country’s embassy at what time for how long.” That, she stressed, would be “super national security!�� According to Reuters, Musk is still seeking final approval for the FSD software rollout in China, and Tesla still needs permission to transfer data overseas. Li added that a rollout of even a “supervised,” data-lite version of FSD in China is “extremely unlikely.” She pointed to challenges for Tesla to support local operation of the software. Tesla still “has no [direct] access to map data in China as a foreign entity,” she wrote. Instead, Tesla is likely using the deal extension with Baidu as an FSD workaround, with the data collected in China very much staying in China. Despite this, Tesla shares have jumped following news of the expanded Baidu collaboration. Furthermore, Li said there’s “no strategic value” for Beijing to favor FSD when there are several more advanced Chinese alternatives. (We’ve tested them.)

“Chinese EVs are simply evolving at a far faster pace than Tesla,” agrees Shanghai-based automotive journalist and WIRED contributor Mark Andrews, who tested the driver assistance tech available on the roads in China. The US-listed trio of Xpeng, Nio, and Li Auto offer better-than-Tesla “driving assistance features” that rely heavily on lidar sensors, a technology that Musk previously dismissed, but which Tesla is now said to be testing. Although dated in shape and lacking in the latest tech, a Tesla car is nevertheless more expensive in China than most of its rivals. Tesla recently slashed prices in China to arrest falling sales. Musk’s flying visit to China smacked of “desperation,” says Mark Rainford, owner of the Inside China Auto channel. “[Tesla] sales are down in China—the competition has weathered the price cuts so far and [the Tesla competitors have] a seemingly endless conveyor belt of talented and beautiful products.” Rainford further warns that the “golden period for Tesla in China” is “at great risk of collapsing.” Tesla opened its first gigafactory in Shanghai five years ago, and it is now the firm’s largest—but the automaker has been playing tech catchup in China for some time. In addition to Xpeng, Nio, and Li, there are other Chinese car companies competing with Tesla on autonomous driving, as Musk will see if he visits the Beijing Motor Show, which runs through this week.

Beijing is now arguably the world’s preeminent automotive expo, but Tesla is not exhibiting—a sign that it has little new to offer famously tech-hungry Chinese autobuyers. Pointedly, the Cybertruck is not road-legal in China, although that hasn’t stopped Tesla from displaying the rust-prone electric pickup in some of its Chinese showrooms. Likewise, Tesla has just announced plans for a European Cybertruck tour. But, just like in China, the EV pickup cannot be sold in the EU, either—and according to Tesla's lead on vehicle engineering, it likely never will be.

Speaking on tighter pedestrian safety regulations in the EU compared to the US, Tesla’s vice president of vehicle engineering, Lars Moravy, told Top Gear that “European regulations call for a 3.2-mm external radius on external projections. Unfortunately, it’s impossible to make a 3.2-mm radius on a 1.4-mm sheet of stainless steel.”

The “Cybertruck Odyssey” tour—as Tesla’s European X account calls it—may titillate Tesla fans, but it could prove to be about as useful as shooting a Roadster into space.

The crowd had started building up outside the hospital on Wednesday evening itself when news got out that Tata, who’s a household name, was critical in the intensive care unit. Soon after the Tata group made the announcement late night, rich tributes flowed in from across the country and around the world. Leaders and business honchos spoke about Tata’s acumen for his global vision, his generosity, his contributions beyond the boardroom and his love for dogs. In television studios and newsrooms, there were questions around succession and the next chapter in the Tata empire. The biggest question was whether Noel Tata, chairman of Trent and half brother of Ratan Tata, will be chosen as the head of Tata Trusts, which owns 66 per cent in Tata Sons. How Russia Lured Indian Men to Fight in Ukraine

Ravi Moun was excited to travel to Russia from his small village in the north Indian state of Haryana in early January. One of three siblings, the 21-year-old dropped out of school after 10th grade and was looking for work when he was contacted by a local agent with the promise of a lucrative job in transportation in Moscow, according to his brother Ajay. To cover the cost of travel to Russia, Moun’s brother sold the family’s one-acre land for 11.5 lakh rupees, or nearly $14,000.

Once he arrived, however, Ajay says Moun was inducted into the Russian military to fight in the war in Ukraine instead, which has been ongoing since Russian President Vladimir Putin launched a full-scale invasion in 2022. Moun last spoke to his family on March 12, telling them he had been digging trenches to bury the casualties in Ukraine, which has steadily lost territory to Russia’s larger army. Four months later, after his family contacted the Indian Embassy to inquire about his whereabouts on July 21, they learned he had been killed on the frontlines.

Moun’s death came days after Indian Prime Minister Narendra Modi raised the issue of Indian mercenaries with Putin during a visit to Moscow on July 8. Following Modi’s visit, a spokesperson for the Indian Ministry of External Affairs (MEA) said that at least 50 Indian nationals had contacted the ministry with requests to end their employment in the Russian army. “The Russian side have responded positively to our request. Both sides are working for an early discharge of Indian nationals and hopefully they will come back soon,” Randhir Jaiswal said during a press briefing.

The news that Indian men were fighting in Russia was first reported in early March when the Indian Central Bureau of Investigation (CBI) said it had uncovered a “major human trafficking network” extending from the Indian capital of New Delhi to the southern state of Tamil Nadu. According to the CBI, Russia used social media platforms and local agents to lure people to the country by offering them jobs, admissions to “dubious private universities,” and “free discounted” visa extensions. Once the men arrived, their passports were taken away and they were “trained in combat roles and deployed at front bases in Russia-Ukraine War Zone against their wishes,” the CBI said.

Those entrapped included a Kashmiri man named Azad Yousuf Kumar, a 31-year-old engineering graduate from Pulwama, who left last December after a YouTuber offered him a job in Dubai. “They are constructing bunkers in the forests right now. They have moved further from the Black Sea,” his brother Sajad told the Press Trust of India in March, saying that Kumar could call his family only for a few minutes in the evenings. “He has a two-and-a-half-month-old son whom he has not even met so far,” he continued, pleading with the Indian government to intervene.

On social media, one video showed another seven Indian men in Russian uniforms crying for help, claiming that they were forced to fight for the Russian army after being threatened with a 10-year jail sentence for illegally entering the country if they refused to do so.

Later that month, the MEA confirmed the deaths of two Indian nationals killed on the frontlines, followed by another two deaths in June. India’s Foreign Minister, S Jaishankar, raised the issue during a meeting with his Russian counterpart Sergey Lavrov at the Shanghai Cooperation Organisation summit in Astana in July. In Moscow’s first comments on the matter following Modi’s visit, the Russian Embassy in India said Russia was committed to finding the “earliest possible solution.” (Neither Indian nor Russian officials responded to TIME’s request for comment.)

India is not the only country whose nationals have joined the Russian army to fight Ukraine. Several Sri Lankan and Nepali citizens were also drawn in by what experts from the New Delhi-based Observer Research Foundation (ORF) describe as a set of “push-pull” factors that are fueling “this foreign fighters phenomenon.” That includes “the demand for foreign labor in Russia, economic incentives, and the militarization of South Asian societies,” according to the ORF. “The prospect of higher wages and an easy pathway to citizenship lures people to immigrate to countries like Russia, where there is a huge demand for labor and a demographic crisis,” ORF expert Rajoli Siddharth Jayaprakash tells TIME.

Outward migration from South Asia has especially increased in recent years, following the 2022 economic crisis in Sri Lanka, a recession in Nepal, and soaring unemployment in India, where the unemployment rate shot up to 9.2% in June 2024, a sharp increase from 7% in May 2024, according to the Centre for Monitoring Indian Economy. In Russia, this migration fills the urgent demand for foreign labor after the country saw a shortage of 4.8 million workers in 2023.

Nevertheless, Jayaprakash says that Modi’s visit to Russia has been seen as a success in India. After the issue was raised with Russian authorities on various levels, the number of Indians serving in the Russian army has declined from over 100 to 63—and 12 Indians have been discharged so far. 

But the affair is far from over: “Considering that the Indians signed a legally binding contract with the Russian army, which may even entail a clause for attaining Russian citizenship, the matter is quite complicated,” Jayaprakash says.

Despite attempts to secure the release of Indian nationals from the frontlines, India has refused to condemn Russia’s invasion of Ukraine and abstained from all related resolutions at the United Nations. Instead, Modi has opted for a softer approach to the conflict, telling Putin that “today’s era is not an era of war” during the sidelines of a regional summit in Uzbekistan in 2022. The response is in line with the close relationship that New Delhi and Moscow have enjoyed for decades, with India recently stepping up its purchase of cheap Russian oil despite protests from the West.

But in Moun’s village in Haryana, his family is still grieving. His cousin, Sonu Mator, told Reuters that the family had to ask the Indian government to assist with repatriating Moun’s body back to India following his death, as they didn’t have the money to do so. “If he knew he would have to fight, he would not have gone…why would he go where death could be waiting?” Mator said.

The news that Indian men were fighting in Russia was first reported in early March when the Indian Central Bureau of Investigation (CBI) said it had uncovered a “major human trafficking network” extending from the Indian capital of New Delhi to the southern state of Tamil Nadu. According to the CBI, Russia used social media platforms and local agents to lure people to the country by offering them jobs, admissions to “dubious private universities,” and “free discounted” visa extensions. Once the men arrived, their passports were taken away and they were “trained in combat roles and deployed at front bases in Russia-Ukraine War Zone against their wishes,” the CBI said.

Those entrapped included a Kashmiri man named Azad Yousuf Kumar, a 31-year-old engineering graduate from Pulwama, who left last December after a YouTuber offered him a job in Dubai. “They are constructing bunkers in the forests right now. They have moved further from the Black Sea,” his brother Sajad told the Press Trust of India in March, saying that Kumar could call his family only for a few minutes in the evenings. “He has a two-and-a-half-month-old son whom he has not even met so far,” he continued, pleading with the Indian government to intervene.

On social media, one video showed another seven Indian men in Russian uniforms crying for help, claiming that they were forced to fight for the Russian army after being threatened with a 10-year jail sentence for illegally entering the country if they refused to do so.

Later that month, the MEA confirmed the deaths of two Indian nationals killed on the frontlines, followed by another two deaths in June. India’s Foreign Minister, S Jaishankar, raised the issue during a meeting with his Russian counterpart Sergey Lavrov at the Shanghai Cooperation Organisation summit in Astana in July. In Moscow’s first comments on the matter following Modi’s visit, the Russian Embassy in India said Russia was committed to finding the “earliest possible solution.” (Neither Indian nor Russian officials responded to TIME’s request for comment.)

India is not the only country whose nationals have joined the Russian army to fight Ukraine. Several Sri Lankan and Nepali citizens were also drawn in by what experts from the New Delhi-based Observer Research Foundation (ORF) describe as a set of “push-pull” factors that are fueling “this foreign fighters phenomenon.” That includes “the demand for foreign labor in Russia, economic incentives, and the militarization of South Asian societies,” according to the ORF. “The prospect of higher wages and an easy pathway to citizenship lures people to immigrate to countries like Russia, where there is a huge demand for labor and a demographic crisis,” ORF expert Rajoli Siddharth Jayaprakash tells TIME.

Outward migration from South Asia has especially increased in recent years, following the 2022 economic crisis in Sri Lanka, a recession in Nepal, and soaring unemployment in India, where the unemployment rate shot up to 9.2% in June 2024, a sharp increase from 7% in May 2024, according to the Centre for Monitoring Indian Economy. In Russia, this migration fills the urgent demand for foreign labor after the country saw a shortage of 4.8 million workers in 2023.

Nevertheless, Jayaprakash says that Modi’s visit to Russia has been seen as a success in India. After the issue was raised with Russian authorities on various levels, the number of Indians serving in the Russian army has declined from over 100 to 63—and 12 Indians have been discharged so far. 

But the affair is far from over: “Considering that the Indians signed a legally binding contract with the Russian army, which may even entail a clause for attaining Russian citizenship, the matter is quite complicated,” Jayaprakash says.

Despite attempts to secure the release of Indian nationals from the frontlines, India has refused to condemn Russia’s invasion of Ukraine and abstained from all related resolutions at the United Nations. Instead, Modi has opted for a softer approach to the conflict, telling Putin that “today’s era is not an era of war” during the sidelines of a regional summit in Uzbekistan in 2022. The response is in line with the close relationship that New Delhi and Moscow have enjoyed for decades, with India recently stepping up its purchase of cheap Russian oil despite protests from the West.

But in Moun’s village in Haryana, his family is still grieving. His cousin, Sonu Mator, told Reuters that the family had to ask the Indian government to assist with repatriating Moun’s body back to India following his death, as they didn’t have the money to do so. “If he knew he would have to fight, he would not have gone…why would he go where death could be waiting?” Mator said.

On Monday, Prime Minister Narendra Modi attacked the opposition party calling out the INDIA Bloc leaders cowards and saying that they were afraid of the nuclear power of Pakistan.

PM Modi was addressing an election rally in Muzaffarpur, Bihar where he referred to one of the recent interviews of National Conference leader Farooq Abdullah. He, however, refrained from taking any names.

"The INDIA bloc seems to have leaders who are scared of Pakistan and have nightmares of its nuclear power," he said.

For the uninitiated, Mr. Abdullah recently commented on India and Pakistan ties quoting that Pakistan isn’t wearing bangles but has atom bombs to attack India.

"If Pakistan does not wear bangles, we will make the country wear these. I knew they did not have food grains. Now, I come to know they do not even have an adequate supply of bangles," the PM said.

"But, we must look carefully at the opposition which seems to be full of cowards and timid people, who give a clean chit to Pakistan on terrorism, raise doubts on surgical strikes... their Left allies even want our nuclear arsenal to be dismantled," he said.

In an address during a rally earlier also, the PM talked about the money being recovered from politicians and leaders in raids and said that it belonged to the poor of the country.

"I will tell you why they are crying hoarse against the action of agencies like the ED. During the previous Congress regime, the ED seized only ₹ 35 lakh, which could be contained in a school bag. Ever since we took over, the agency has recovered ₹ 2,200 crore, which would require 70 small trucks to be carried," said the PM.

He also talked about the successors of other politicians. "I have no 'waaris' (successor). The common people are my waaris".

The global south seemed to be top of mind for policymakers and diplomats this year, from the halls of the United Nations to leaders’ podiums. Indian Prime Minister Narendra Modi has called his country the “voice of the global south,” hosting a virtual summit by that name to start the year that elevated the perspectives of dozens of countries in Asia, Africa, and Latin America. In Vietnam in September, U.S. President Joe Biden exchanged the Cold War-era phrase “Third World” for “global south” as he spoke.

For some commentators, the new politics of the global south recalls the heyday of the Non-Aligned Movement, first convened in Indonesia in 1955. The comparison may seem particularly apt when it comes to Russia’s war in Ukraine. Since February 2022, many countries in the global south have avoided criticizing Moscow, including by abstaining from or voting against U.N. resolutions to condemn aggression against Kyiv—and continuing to import Russian oil and gas despite Western sanctions.

In September, more than 18 months after the start of Russia’s full-scale invasion, Ukrainian President Volodymyr Zelensky returned to the U.N. General Assembly, in large part seeking to bolster wider international support for his cause. At the time, FP’s Howard W. French wrote that many developing countries simply had other priorities: “Increasingly, the poor are saying to the rich that your priorities won’t mean more to us until ours mean much more to you.”

Two major meetings underscored the shifting role of the global south in world politics this year: the BRICS summit held in August in Johannesburg, South Africa, and the G-20 leaders’ summit hosted by New Delhi in September. In Johannesburg, the bloc—comprising Brazil, Russia, India, China, and South Africa—announced it would add six new members, giving it a bigger share of the world’s GDP than the G-7 in terms of purchasing power parity. Whether the BRICS expansion will lead to more power or less cohesion remains to be seen, but the bloc has at least succeeded in making de-dollarization a talking point.

Meanwhile, Modi used the G-20 summit—and India’s leadership of the group this year—to expand the agenda to include issues of significance to the global south, such as trade, climate change, and migration. He touted the event and the resulting consensus declaration as a success for New Delhi, scoring increased World Bank funding aimed countries in the global south. But tensions and differences within the group were apparent, especially on Russia’s war in Ukraine.

The war in Gaza that began in October marked another shift, as countries in the global south pointed to Western support for Israel’s collective punishment of the Gaza Strip after the Hamas attacks on Oct. 7 as hypocritical—particularly considering the West’s insistence on a so-called rules-based global order. In November, Julien Barnes-Dacey and Jeremy Shapiro of the European Council on Foreign Relations argued that the United States and its allies are bound to lose such a “battle of narratives.”

With the global south now commanding the world’s attention, the fluidity and the imprecision of the term—once relegated to academia—have also become more clear. Even as analysts question the very concept, what is certain is that the global south will remain a central figure in diplomacy and summitry in 2024.

1. The World Isn’t Slipping Away From the West

More than a year after Russia launched its full-scale invasion of Ukraine, Comfort Ero, the president and CEO of the International Crisis Group, reflected on an increasingly common question: Why have so many countries in Africa, Asia, and Latin America sat this one out, offering limited support to Kyiv?

It’s tempting to say that the West is losing the global south. But that is too simplistic, Ero argues, writing that Western countries should look to recent history to better understand what motivates countries with different perspectives: “It’s no wonder that many officials from countries in the global south feel that the West is demanding their loyalty over Ukraine—after not showing them much solidarity in their own hours of need.”

“[N]early all the officials I’ve spoken with seek to define their national policies on their own terms—reflecting their own sovereign interests—rather than framing them as part of a West-Russia contest,” Ero writes.

2. 6 Swing States Will Decide the Future of Geopolitics

In May, Ukrainian President Volodymyr Zelensky courted the support of Brazil, India, Indonesia, and Saudi Arabia—so-called middle powers that, along with other leaders of the global south, including South Africa and Turkey, “have more power today than ever before,” Eurasia Group Chairman Cliff Kupchan writes.

These six “swing states” have already shaped optics around Russia’s war in Ukraine, namely by refusing to fall in line with Western plans for military aid to Kyiv and sanctions against Moscow. The United States needs to “up its game” with regard to these six powers and the global south more broadly, Kupchan writes. “We now have more drivers on every geopolitical issue. That makes predictions of geopolitical outcomes, already a fraught endeavor, even harder.”

3. Can the G-20 Be a Champion for the Global South?

The Group of 20 includes many countries from the global south, but its wealthiest members long wielded the most influence at the table. As India hosted the annual G-20 leaders’ summit in September, Ford Foundation President Darren Walker argued that the group was now “poised to usher in an unprecedented era of not only influence, but also economic justice, for the global south.”

Walker writes that India used its year-long G-20 presidency to highlight issues that disproportionately affect countries in the global south, particularly sovereign debt, and to amplify voices from this global majority. Significant divisions remain among the G-20, but India’s leadership is part of the “establishment of a new standard” led by developing countries, he argues.

“With their upcoming G-20 presidencies, Brazil and South Africa have the chance to build on the momentum created by their predecessors,” Walker writes.

4. Why the Global South Is Accusing America of Hypocrisy

The war in Gaza exposed a new challenge to the West from the countries of the global south: accusations of hypocrisy. “Many in the developing world have long seen a double standard in the West condemning an illegal occupation in Ukraine while also standing staunchly behind Israel, which has occupied the West Bank and Gaza Strip since 1967,” Oliver Stuenkel, an international relations professor in São Paulo, writes.

Stuenkel argues that this perceived inconsistency could damage Western claims of a so-called rules-based global order, especially as civilian casualties rise and calls for a cease-fire grow. “The longer the Israel-Hamas war goes on, the greater the risk to Western credibility in the global south becomes,” he writes.

5. Is There Such a Thing as a Global South?

As the term “global south” has gone mainstream, so to speak, FP’s C. Raja Mohan writes that it has become a “convenient shorthand” in debates over issues as diverse as climate policy and Russia’s war in Ukraine—putting the global majority in a “single category with supposedly similar interests.” But Mohan raises a pointed question: Is there even such a thing as a global south?

Mohan points out several analytical flaws with the concept, which he calls “old wine in a new bottle.” He explains that countries of the global south have divergent economic interests and development paths, and that the group itself has much too fluid boundaries. Given these issues, is “global southism” worthwhile as an explanatory framework? Mohan doesn’t think so, but he acknowledges that it may be here to stay.

“Despite my and others’ calls to retire the category global south, it is unlikely to disappear from the international relations vocabulary anytime soon,” Mohan writes. “For many in the West, it is a way of othering the rest; for the chattering classes in the rest, it is a way of channeling deep reservoirs of resentment against continuing Western dominance.”
