Hear me out: Frankie and Rupert Sr.
One with a brother he loved deeply and lost and one with a brother he has barely known (or that's what I'm assuming, considering their perceived age difference). One knowing he was irreplaceable and loved in return by his only remaining family member and the other returning from a living hell to find that nothing has changed and that he's been buried already. Both misunderstood. Both abandoned. Both survivors.

SECONDLY. Secondly, to add to what you said about Rupert's first time seeing his brother, imagine the following: Rupert is just frozen in place, trying to process the scene of his father, limp and cold, with his brother shaking and crying in his arms. And then little Rupert looks up, eyes widening, and for a split second Rupert Sr. allows himself to think that his brother may have recognised him. Maybe from the funeral (which his father hadn't attended, but he pushes the thought away). Or perhaps from a picture? Can his baby brother, looking oh so small among the splinters and destruction, see him right now? Is this going to be the moment of their meeting, the moment he had imagined so many times while crouching alone and afraid overseas?
BUT RUPERT JR. GETS UP AND RUNS STRAIGHT PAST HIS OWN BROTHER TOWARDS ANOTHER HUNCHED-OVER PERSON, ALSO CRADLING A BODY. BECAUSE FRANKIE IS THE ONLY PERSON HE RECOGNISES AMONG THE SMOKE AND SIRENS AND DEVASTATION. Because isn't it human nature to take refuge in familiarity, however brief it may have been?

Hey, @youling-the-ghost , how about I throw myself into the void while screaming incoherently in agony?
Ok, but now I'm thinking of Rupert Sr. , a ghost wandering the streets of New York, leaving his home behind for the second time. The roads are cold, but hey, it's fortunate that he doesn't have any breath to fog the air and remind him of that fact, right? At least not anymore.
Maybe this is his fate, he wonders, destined to drift even after death. He'd drifted back and forth across oceans in search of some place to anchor himself. But even as he lay dying on a foreign shore, mud in his eyes and screams in his ears, he knew he was just as untethered as before.
And then he makes the acquaintance of a young man, who looks about his age. They strike up a conversation. He has a younger brother called Donnie, and he seems to almost glow when he talks about him and their escapades. He doesn't seem to realise that Rupert is a spirit, and why should he dampen Frankie's gusto by enlightening him? Rupert thinks back to his own little brother - he's probably cycling back from school like he used to when he was boy, their mother waiting at the door with a smile to snatch him up. Rupert remembers receiving the letter informing him of his brother's birth. He'd read it thrice over, trying to feel some stirring of brotherly affection, before crumpling it into his pocket.
He talks further with Frankie, spilling his own story. When he is asked to share his contact, he does so without a thought. What harm could it do? He's just a stranger, after all, meant to be forgotten. It's not like the other youth would actually try to get in touch with him.
He drifts on. Maybe he'll pay his namesake a visit. See how much he's been told about the brother he never met. But Rupert isn't home. He can hear the raised voices without even going inside.
Panicking slightly, he makes his way back to Times Square. When he hears the blast, his first instinct is to throw himself down on the ground, his mind exploding with memories as he thinks for one mad moment that the war has followed him back to New York.
He finds the familiar tear-and-ash-streaked face again, asking him why he didn't pick up his calls.
Rupert can't bring himself to answer.
