'Cutting the head off the snake': Meth, cocaine worth $55 million seized in huge Alberta bust

In one of the greatest such busts in Alberta’s history, law enforcement agencies from Canada and the United States confiscated an estimated $55M in narcotics and $7M in assets, leading to 80 charges against 15 persons.

During a three-year investigation named Project Cobra, the Alberta Law Enforcement Response Team, the RCMP, the Calgary Police Service, and the United States Drug Enforcement Administration confiscated 930 kilograms of meth and six kilos of cocaine.

Bank accounts and other alleged criminal gains were also confiscated. Cochlin stated that Project Cobra, which will begin in 2020, is one of the largest investigations in Alberta history and has the potential to smash records.

Throughout the investigation, drugs were seized in California, Wyoming, Saskatchewan, British Columbia, and Calgary. "The figures are mind-boggling," Cochlin stated.

According to Tara MacNeil, narcotics are thought to have originated in Mexico and are related to Mexican cartels. She described the investigation as one of the most successful in ALERT history, claiming that it targeted an organized criminal gang that was not characterized by a single identity or race, and that detectives were able to target individuals ranging from street-level sellers to the group's leader.

“The criminal organization was extraordinarily intricate and clever," MacNeil added. “A Calgary-based company was also accused of laundering criminal money."

According to MacNeil, around 300 police officers and civilian employees have worked on Project Cobra over the last three years. The investigation includes US Homeland Security Investigations and US Customs and Border Protection.

Elias Ade is accused of 12 counts, Abdul Akbar is charged with eight, Tianna Bull is charged with one, and Lina El-Chammoury is charged with two. They are all from Calgary.

Russell Ens from North Battleford faces two charges, while Talal and Belal Fouani of Calgary faces three charges apiece. Jarett Mackenzie, Jesse Marshall, Daniel Menzul, and Sean Nesbitt, all of Calgary, are charged with a variety of offenses.

Ricco King of Bedford is facing five counts, while William Whiteford of Leduc County is facing 20. Fouani Equity Funds Ltd. has been accused of involvement in a criminal organization.

King, according to MacNeill, is the accused head of the organization. He is charged with narcotics trafficking, three counts of being a member of a criminal organization, and two charges of laundering illegal profits.

King was originally accused in 2016 of attempting to bring cocaine into Canada. Those charges were stayed when a court found that his trial, as well as the trials of his co-accused at the time, had been unnecessarily prolonged.

All of the people apprehended in Project Cobra were charged in Calgary and are expected to face trial.

Phoenicia launches culinary institute, raises money for autism

BEIRUT: Replete with a wandering saxophonist, stacks of hors d’oeuvres and a fully stocked bar, the Phoenicia Hotel hosted an extravagant dinner Thursday to mark the launch of its new culinary institute and raise money for the Lebanese Autism Society. Maria Atmadjian, the event’s manager, said the new institute aims to bring the Phoenicia’s culinary expertise to a new generation of chefs. “The main idea is that, because the hotel is such a training ground for everything culinary, why not turn part of it into an educational institute,” she said.

“Anybody can come and be part of this. Anybody can ... do a cooking class or go on a culinary trip.”

In addition to offering classes, the hotel hopes it will attract established chefs to Lebanon, both to hone their skills and experiment with new concepts from the region and around the world. The event itself – a seven-course dinner featuring a fusion of Lebanese and international food – was designed to showcase what the institute will offer. Pointing to a pastry, Atmadjian explained that “this was done by a sushi chef who switched roles with a Lebanese pastry chef. We wanted to see what they could come up with.”

Rabih Fouany, a chef at the Phoenicia, noted that the goal of the event and the institute was to put chefs first.

“The institute is connected to the people in the kitchen – to show their talent, and for young chefs working with new ideas, recipes, presentations and flavors.”

Arwa Halawi, president of the Lebanese Autism Society, said events like the dinner were crucial for the services the organization provides to children with autism and their families. While the society offers specialized classes for children with severe autism, in addition to other programming, this year it was only able to give financial aid to two-thirds of the children who applied.

“Unfortunately, we cannot pay for most children to attend because of financial issues. We just can’t afford it,” Halawi said. “Because of the economic situation in Lebanon, donations have been decreasing and we aren’t collecting as much as we used to.” These funding gaps, Halawi said, are why the organization has come to rely more on large fundraising events like the one held Thursday.

Nevertheless, she explained that the society was committed to its work, regardless of the financial cost. “Before 1997 when we were founded, nobody in Lebanon knew very much about autism. It was hard to find any information,” she said.

Halawi’s son was diagnosed with the condition as a child. “At the time, I didn’t know what to do or who to go to,” she said. This experience drove her to focus on both providing services to children with autism, as well as educating their parents.

Now, almost 20 years on, the society has expanded, with offices in Gemmayzeh and Tayyouneh and a client base that spans most of the country. “People are coming from the south, Jounieh, Metn and parts of the north,” she said. “We just want to continue our mission and provide good services.”
