PLI scheme approved
Chemicals and Fertilizers Ministry has accorded approval for the promotion of domestic manufacturing of critical key starting materials, drug intermediates, and active pharmaceutical ingredients under the Production Linked Incentive scheme.
Earlier the Union Cabinet had approved it for Pharmaceuticals over a period of Financial Year 2020-21 to 2028-29.
The Scheme will benefit domestic manufacturers.

COVID-19 patient tries to commit suicide in Jabalpur
Staff members of a hospital in Madhya Pradesh on Sunday foiled the bid of a 40-year-old COVID-19 patient to commit suicide by jumping off the third floor of the facility, police said.
The patient got down from the third floor window onto the open slab and was about to jump when some staff members rushed to him and held him back, said Netaji Subhash Chandra Bose Medical College and Hospital Dean Dr P K Kasar.
The patient is suffering from some mental issues according to his family members, he said. Kasar demanded that state government install iron grills on the windows of the hospital.

US approves plasma therapy to treat COVID-19 infection
The US Food and Drug Administration has approved using blood plasma from recovered coronavirus patients as a treatment against the infection, reports AFP. “This product may be effective in treating COVID-19 and... the known and potential benefits of the product outweigh the known and potential risks of the product,” reads the FDA’s statement.

The number of coronavirus positive cases reported so far in the country crossed 30 lakh on Sunday, just 16 days after it crossed 20 lakh. The toll rose to 56,706 with 912 fatalities reported in 24 hours, said the health ministry in its morning update.
COVID-19 cases in the country jumped from 10 lakh to 20 lakh in 21 days, while it had taken 59 days for the cases to cross 10 lakh.
It took 110 days for COVID-19 cases in the country to reach one lakh.
However, the number of recoveries also surged to 22,80,566 with 57,989 patients recuperating from COVID-19 in a day, the data updated at 8 am showed. The country now has 7,07,668 active cases, which comprise 23.24 percent of India's total caseload, the ministry said.
The recovery rate among coronavirus patients neared 75 percent, while the case fatality rate dipped to 1.86 percent, which is among the lowest in the world, the ministry claimed.
Information and Broadcasting Minister Prakash Javadekar announced standard operating procedures (SOPs) for resuming shooting of films and TV programmes. The new guidelines include measures such as social distancing and mandatory use of face cover or masks for cast and crew, except for actors in front of camera.
In Madhya Pradesh, health minister Prabhuram Choudhary said he has tested coronavirus positive. Choudhary is the seventh minister in the state, besides Chief Minister Shivraj Singh Chouhan, to have tested positive for the viral infection. Meanwhile, Delhi reported its highest single-day spike in August with 1,450 new cases.
Recovery rate touches 74.90%, says health ministry
The Union health ministry on Sunday said the average daily number of recoveries is on a "constant upward move", even as the total confirmed COVID-19 cases in the country climbed to 30,44,940 after a spike of 69,239 fresh infections.
The average daily recoveries have steadily increased from 15,018 between1 and 7 July to 60,557 between  13 and 19 August, the health ministry said. The total recoveries exceed the active cases by nearly 16 lakh (1,572,898) and the national recovery rate has gone up to 74.90 percent, it said in a statement.
According to the Indian Council of Medical Research(ICMR), a cumulative total of 3,52,92,220 samples have been tested up to 22 August, with 8,01,147 samples being tested on Saturday.
With over eight lakh tests being conducted for the eighth consecutive day, the average daily positivity rate has come down from 9.67 percent during 3-9 August  to 7.67 percent over the last week. the ministry said.
Centre announces SOPs for film shoots
The Centre on Sunday announced SOPs for resuming shooting of films and TV programmes to contain the spread of COVID-19. Union minister Prakash Javadekar asserted that the guidelines will facilitate resumption of shooting and provide employment to scores of people in the film industry who were affected in the wake of the pandemic.
Sharing details of the SOPs, Javadekar said barring those who are in front of cameras, all others will have to wear masks.
The I&B ministry's SOPs state that physical distancing of at least six feet to be followed as far as feasible at all locations at all times, while sitting, standing in queues, among others. These include places such as shoot locations, sound recording studios and editing rooms.
Aspects such as scenes, sequences, set-ups, camera locations, positions of various crew members, seating arrangements, food and catering arrangements, staggered meal timings should be planned while giving due consideration to physical distancing norms, according to the document.
Measures should be taken by the production team to involve a minimum number of cast and crew members during the shoot, the SOPs said.
Visitors and audiences should not be allowed on sets and for outdoor shooting, necessary coordination with local authorities should be ensured to minimise and manage the spectators, they said.
Resting or stay-over facilities should be planned while adhering to physical distancing guidelines, according to the document.
Staggered call and pack-up timings for different production units should be ensured by studios having multiple sets, the SOPs added. "There shall be designated entry and exit points for all shoot locations and other workplaces," the document said.
Common locations such as sets, cafeteria, make-up rooms, edit rooms, vanity vans, washrooms should be sanitised regularly, it said.
Sanitisation, to the extent possible, before and after the shoot should be done, the SOPs said.
Shooting of films and TV serials can be resumed using these SOPs, Javadekar said.

Three COVID-19 vaccine candidates, including two indigenous ones, are in different phases of development in India. The phase-one human clinical trials of the two indigenous COVID-19 vaccine candidates, one developed by Bharat Biotech in collaboration with ICMR and the other by Zydus Cadila Ltd, have been completed and the trials have moved to phase-two, ICMR Director General Dr Balram Bhargava had said recently.
The Serum Institute of India, which has partnered with AstraZeneca for manufacturing the COVID-19 vaccine candidate developed by the University of Oxford, is likely to begin phase two and three human clinical trials next week.
West Bengal, Odisha register record spike in cases
Meanwhile, several states added new cases and fatalities to their tallies. Delhi registered 1,450 new coronavirus cases on Sunday, the city's highest single-day spike in August, taking the total cases to over 1.61 lakh while the toll mounted to 4,300.  The positivity rate stands at 7.74 percent, while the recovery rate is 90.04 percent.
The COVID-19 caseload of West Bengal went up to 1,38,870 after with 3,274 new infections, the highest in a day, the health department said. The toll due to the disease also rose to 2,794 with 57 more people succumbing to the viral infection, the department said in a bulletin. Since Saturday, 3,048 patients have recovered from the disease and the number of active cases is now 28,069, it said.
Odisha too registered its highest single-day surge of 2,993 COVID-19 cases and 10 more deaths due to the infection. With this, the state's toll has mounted to 409 and the infection count reached 78,530, a health official told PTI. Fifty-three other coronavirus patients have also died, but the cause of their deaths was attributed to some other reasons, the official said.
Maharashtra reported 10,441 new coronavirus positive cases, which pushed the cumulative total in the state to 6,82,383. With the death of 258 patients during the day, the toll climbed to 22,253.
Madhya Pradesh health minister tests positive
In Madhya Pradesh, Health Minister Prabhuram Choudhary tweeted that he has tested positive for COVID-19.
"My COVID-19 test report came out positive. I request those who had come in my contact to undergo a coronavirus test. Those in close contact should quarantine themselves," he tweeted. "With your prayers and blessings, I will return amidst you soon to serve the people," he said.

Coronavirus: Confirmed cases cross 1,000; govt orders sealing of state, district borders to check mass infection
The nationwide tally of confirmed Coronavirus cases crossed the 1,000-mark and the death toll reached 27 on Sunday, even as the central government ordered sealing of all state and district borders to check community transmission of the deadly virus by migrant workers and asked those having left already to be quarantined for 14 days.
The national capital alone reported 23 fresh positive cases, taking its count to 72, while more people tested positive in adjoining Noida as also in Maharashtra and Bihar, among other states. The new cases included a SpiceJet pilot with no history of international travel.
The total number of positive cases has increased by 106 in the last 24 hours to reach 1,024 and eight more persons died in this period to take the nationwide toll to 27, according to the latest official figures.
As the 21-day lockdown entered its 5th day, the exodus of migrant workers from big cities continued unabated, desperate to return to their villages after being left jobless and many of them without food or shelter.
Charitable organisations, volunteers, religious institutions and government bodies including Railway Protection Force fed tens of thousands of people across the nation but many more remained outside the safety net.
Prime Minister Narendra Modi, in his ‘Mann Ki Baat’ radio broadcast, sought the nation’s forgiveness for the hardships caused by the stringent nationwide lockdown, saying it was necessary because the country was fighting a battle between life and death.
He, however, expressed confidence that “we will definitely win the battle” against the coronavirus menace and praised the front-line workers in this fight against as well as countless workers delivering the essential services.
The government announced some more exemptions to the lockdown by allowing movement of all goods, irrespective of those being in essential or non-essential categories.
But, a panic-like situation emerged due to mass exodus of migrant workers from various parts of the country, including the national capital, Maharashtra and Kerala, where a large number of people came out of relief camps and demanded being allowed to go to their homes.
A migrant worker reportedly died of heart attack in Uttar Pradesh after walking more than 200 kms on way to his hometown in Madhya Pradesh from Delhi.
“People are talking about the danger of some virus which can kill all of us. I don’t understand all these. As a mother, I am pained when I cannot feed my children. No one is there to help. All are equally worried about their lives,” Savitri, 30, a New Delhi slum dweller, told as she walked along the Mathura Highway carrying her belongings on her head.
“We will die of hunger before any disease if we stay here,” she said, determined to walk 400 kms to her village in Uttar Pradesh’s Kannauj district.
Hundreds of migrant workers also gathered again near the Anand Vihar terminus near the Delhi-UP border, hoping to board buses to their villages but they were turned back by police. A large number were seek walking in groups on highways and even on railway tracks.
Concerned over such movements causing the risk of a community spread, the Centre asked state governments and Union Territory administrations to effectively seal all state and district borders and said those having already left be quarantined for 14 days.
During a video conference with chief secretaries and DGPs, Cabinet Secretary Rajiv Gauba and Union Home Secretary Ajay Bhalla asked them to ensure that there is no movement of people across cities or on highways as the lockdown continues.
“There has been movement of migrant workers in some parts of the country. Directions were issued that district and state borders should be effectively sealed,” an official statement said.
States were directed to ensure that there is no movement of people across cities or on highways and there should be strict implementation of the lockdown.
Only the movement of goods and of those involved in delivery of essential services is allowed during the 21-day nationwide lockdown announced by Prime Minister Modi on March 24.
States have been also told to ensure timely payment of wages to labourers at their place of work during the period of lockdown without any cut.
House rent should not be demanded from the labourers for this period. Action should be taken against those who are asking labourers or students to vacate the premises, the government statement said.
Delhi Chief Minister Arvind Kejriwal and Maharashtra’s Uddhav Thackeray, among other state leaders, asked migrant workers in their respective states to stay put and promised them food and other facilities.
The Indian Railways said it will now run special trains of parcel vans to ferry essential commodities.
Congress leader Rahul Gandhi also wrote to Modi, saying the sudden lockdown has created immense “panic” and “confusion”. He called for steps other than a total lockdown announced by some developed nations to tackle the deadly disease.
Gandhi said the number of poor people in India who are dependent on a daily income is too large to unilaterally shut down all economic activities in the wake of the pandemic.
“The consequences of a complete economic shut down will disastrously amplify the death toll arising from COVID-19,” he feared.
The Prime Minister’s Office said Modi is interacting with over 200 people on a daily basis to get a first-hand feedback on India’s fight against the coronavirus crisis. These include phone calls to governors, chief ministers and state health ministers, as also with doctors, nurses, health workers and sanitation staff in various parts of the country.
The PMO also constituted 10 different high-level committees to suggest measures to ramp up healthcare, put the economy back on track and reduce misery of people as quickly as possible post the 21-day lockdown period.
In its latest update on Sunday evening, the Union Health Ministry said the death toll due to COVID-19 has risen to 27 and the total number of positive cases has risen to 1,024 as on 7.30 pm. The number of active COVID-19 cases in the country was 901, while 95 people were either cured or discharged and one had migrated.
So far, Maharashtra has reported 6 deaths, Gujarat 5, Karnataka 3, Madhya Pradesh 2, Delhi 2, Jammu and Kashmir 2 and Kerala, Telangana, Tamil Nadu, Bihar, Punjab, West Bengal and Himachal Pradesh have reported one each.
An earlier update, released at 10 am Sunday, had put the total positive cases at 979 and deaths at 25.
No fresh cases were reported from Punjab on Sunday.
The Health Ministry also issued guidelines on disinfection of public places including offices and the standard operating procedure for transporting suspect and confirmed cases of COVID-19.
Several ministers, as also various government departments, announced donations towards the coronavirus fight, while a number of corporates also announced their own contributions to relief funds. The government said such contributions by companies would qualify as their statutory Corporate Social Responsibility (CSR) spending.
While the total number of deaths in India is still low compared to many other countries, there are widespread concerns including among the experts that the count may see a sudden spike and social distancing remains the only way to prevent community spread.
Globally, the death toll crossed 31,000 on Sunday with more than 20,000 deaths in Europe itself, while Spain and Italy have reported more than 800 deaths in a day. Nearly one-third of the world population is under lockdown to check the spread of this virus with the jobs, manufacturing and all economic activities coming to almost a standstill. The confirmed infections worldwide has topped 6,67,000, with the US topping the list with more than 1,04,000 cases.
Ironically, authorities in China’s Wuhan, from where this deadly virus is said to have begun before eventually becoming a worldwide crisis with a ‘pandemic’ declaration, began steps towards partial re-opening of the city after more than two months of near total isolation for its 11 million people.

Cooperative societies exempted from Alternate Minimum Tax (AMT) just like Companies are exempted from the Minimum Alternate Tax (MAT).
Tax concession for foreign investments:
100% tax exemption to the interest, dividend and capital gains income on investment made in infrastructure and priority sectors before 31st March, 2024 with a minimum lock-in period of 3 years by the Sovereign Wealth Fund of foreign governments.
Affordable housing:
Additional deduction up to Rs. 1.5 lakhs for interest paid on loans taken for an affordable house extended till 31st March, 2021.
Date of approval of affordable housing projects for availing tax holiday on profits earned by developers extended till 31st March, 2021.

Instant PAN to be allotted online through Aadhaar.
‘Vivad Se Vishwas’ scheme, with a deadline of 30th June, 2020, to reduce litigations in direct taxes:
