What particular point are you referring to, since you say "war" and not the rivalry between the greens and the blacks?

Either way, yes, Aemond triggered the war, or catalyzed it by killing Luke. However, this war was a long time coming because of 3, maybe 4, people: Viserys, Jaehaerys, Alicent, & Otto. We know why with Jaehaerys, Alicent and Otto. The Dance was also partly Viserys' fault because all of the actions he very much could have taken to protect Rhaenyra's claim but didn't because he wanted to make as many people happy as possible so they were more amenable to both him and his chosen heir, but his own rule by itself before he even made Rhaenyra his heir or before it would have been clear(est) when Emma was unlikely to birth a loving child, bc her successive miscarriages, still births, and lost children would have worried Viserys' confidence in assuring other lords of his ability to bring forth an heir and thus be the king they "voted" for.

Then of course, Andal-Faith misogyny with its ideology of women not being able to be "good" enough rulers because they are not usually allowed to be warriors and the Citadel/Faith very likely helping the greens out for their own anti-Targ-and-dragon agenda.

Even before Jaehaerys I, Aenys chose his firstborn son over his firstborn daughter, who was older than said son, when he had that window of opportunity that his father, aunt, and mother all opened when they conquered the previous Seven Kingdoms.

If all these persons & institutions were not what they were or didn't act as they did, the war had a much smaller chance of happening at all. Aemond would not have had the opportunity to do such a reckless and stupid thing, and he was not there to undermine Rhaenyra as his mother and grandfather did before the war, nor did he do anything like the GC of 101.
