(http://www.MaritimeCyprus.com) The European Commission has published a suite of guidance and recommendations which are meant to facilitate the resumption of tourism and transport across Europe. These are described below and full Details/Guidance papers can be downloaded at the bottom of this article.
EU Tourism and Transport Package to Member States (MS):
Liquidity crunch
EU reports revenue losses for cruises and airlines in Europe at 90%.
Immediate financial support:
i. Temporary State Aid Framework: grants via MS up to €800k;
ii. For SMEs: via the European Investment Fund, the European Investment Bank and via MS using the cohesion funds (Coronavirus Response Investment Initiative – CRII).
Free movement and lifting internal border control: MS to coordinate through the EU ‘COVID-19 Information Group – Home Affairs. Measures to be lifted based on three criteria:
Epidemiological situation;
Necessity for containment measures;
Proportionality based on economic and social considerations: Tourism and transport could allow to restart where new COVID-19 guidelines, protocols and standards are in place.
Restoring transport services:
Ensure protection of transport workers;
Ensure protection of passengers in hubs and onboard vehicles/vessels/aircrafts, also when interacting with transport workers;
Cross-cutting recommendations (consider reduced capacity, use of PPE, avoid crowding, proper ventilation, hand-sanitising stations);
Trade associations (like CLIA), operators and service providers to develop and ensure implementation of adequate measures (protocols);
On maritime transport:
i. Vessels and length of voyages differ significantly;
ii. Ensure protection of maritime transport workers;
iii. EMSA to facilitate sharing of ‘best practices’; work with IMO to facilitate global-cooperation;
iv. Specific recommendations:
Ensure distancing requirements can be observed on vessels, including by reducing the number of allowed passengers.
Limit access to (dis)embarkation quays to passengers with tickets; assign seats to passengers.
Ports should consider dedicated lanes to separate entry and exit of passengers.
When conditions allow for it, move as many passengers as possible to open spaces of the vessel.
In case passengers are recommended or requested to remain in their vehicles on board ferries during short voyages (e.g. less than one hour), such a measure should apply on open decks only, unless additional safety precautions are taken in line with applicable EU rules. Where needed, capacity of decks should be adjusted to ensure safety and personnel trained in fire suppression should be present.
Cleaning and disinfection of vessels and onshore facilities should follow the ‘Suggested procedures’ 21 of the EU Healthy Gateways Joint Action.
Cruise ships and, where relevant, ferries should develop dedicated protocols for cleaning and hygiene that minimise the risk of cross-contamination between passenger cabins.
Protocols should be developed between ship operators and onshore facilities for persons with a suspected or confirmed COVID-19 infection, including measures before, during and after the voyage. For this purpose, health screening procedures should be available, rooms for quarantine provided and adequate interaction with the person in quarantine organised.
Cruise ships should have adequate testing capacity for COVID-19 on board, to be used when a passenger or crew member is suspected of being infected.
Vouchers as alternative reimbursement to passengers and holiday makers
Protection against insolvency to be provided by the MS;
Validity period of 12 months followed by cash reimbursement within 14 days thereafter – if the voucher has not been redeemed;
Longer validity allowed but the customer maintains the option to cash out the voucher at any point after 12 months from issuance;
Provisions for maximum flexibility on the use of the voucher and transferability to another passenger for transport services;
Resumption of tourism based on the following criteria, though it explicitly exempts cruises, unless:
COVID-19 incident has declined to low levels;
Sufficient health system capacity is in place;
Robust surveillance and monitoring is in place;
Testing capacity is in place;
Contact tracing is in place;
Coordination and communication mechanisms are in place.

Wall Street Rises on Latest Fed Rescue Program
Wall Street closed out the trading week on a high note on Thursday as the U.S. Federal Reserve unleashed another program designed to buoy local governments and businesses crushed by massive closures to stem the coronavirus outbreak.
The benchmark S&P 500 index posted it best weekly gain since 1974, in a holiday-shortened week, bolstered by early signs that the outbreak was hitting a peak as well as aggressive global stimulus.
Under the Fed’s $2.3 trillion package, the U.S. central bank said it would work with banks to offer four-year loans to companies of up to 10,000 employees and directly buy bonds of states and more populous counties and cities.
“Buying junk bonds, oh my god, pretty much unexpected, so a very strong open, and all the beaten-up names, including energy, they took off,” said Tim Ghriskey, chief investment strategist at Inverness Counsel in New York.
The financial index was up 5.19%, providing the biggest boost to the S&P 500, as banks rose sharply on the Fed’s backstop. J.P. Morgan rose 8.97%, leading gains on the Dow. Shares of the iBoxx High Yield Corporate Bond Fund climbed 6.55%.
That helped take the sting out of another tough report on the labor market, with weekly initial jobless claims topping the 6 million mark for a second straight week.
“Everyone is expecting really lousy earnings and really lousy economic data. It is all going to be focused on when does the rebound happen and what parts of the economy comes back the quickest,” said Ghriskey.
The defensive real estate and utilities sectors rose more than 4%.
The Dow Jones Industrial Average rose 285.8 points, or 1.22%, to 23,719.37, the S&P 500 gained 39.84 points, or 1.45%, to 2,789.82 and the Nasdaq Composite added 62.67 points, or 0.77%, to 8,153.58.
For the week, the Dow rose 12.7%, the S&P climbed 12.1% and the Nasdaq gained 10.6%.
While public health experts stressed the need to keep people apart to contain the contagion, the restrictions have strangled the economy and sparked widespread production cuts, layoffs and projections of a severe recession.
In a sign that the disease’s curve was flattening in New York, the epicenter of the U.S. outbreak, Governor Andrew Cuomo said new hospitalizations fell to a fresh low of 200 for the criis, although deaths spiked to another new high.
The three major indexes, however, finished well off their earlier highs as oil prices reversed course and turned lower as production cuts by OPEC and its allies were seen as not enough to offset the lack of demand. The energy sector fell 1.08%.
Walt Disney Co jumped 3.39%, as the company said its Disney+ streaming service had attracted more than 50 million paid users globally.
Advancing issues outnumbered declining ones on the NYSE by a 6.05-to-1 ratio; on Nasdaq, a 3.54-to-1 ratio favored advancers.
The S&P 500 posted six new 52-week highs and no new lows; the Nasdaq Composite recorded 14 new highs and 11 new lows.
Volume on U.S. exchanges was 11.52 billion shares, compared to the 15.1 billion average for the full session over the last 20 trading days.

It's a culturally accepted standard here in Nigeria that the man is the breadwinner of the house and as such should be the primary financial provider. It doesn't matter how much the wife is earning. A man earning 35,000 shouldn't be thinking of marriage. We aren't talking about dating, we are talking about marriage. How long would you have to manage his 35,000 salary before he attains his ambitious goals? There are other tax havens — Luxembourg, Switzerland, Cayman Islands, Bermuda, Singapore, Dubai, etc. — that have yet to have their crisis. This implies a full on financial crisis requires more than mere concentration of idle tax-avoiding capital. Something else must be the trigger.
