Les premières entreprises adaptées de travail temporaire voient le jour

La loi pour la liberté de choisir son avenir professionnel imaginait l'expérimentation d'entreprises adaptées de travail temporaire. Elle s'ancre désormais dans le réel : quatre entreprises adaptées se lancent dans la course au travail temporaire.

Chose promise, chose due. L'article 79 de la loi du 5 septembre 2018 pour la liberté de choisir son avenir professionnel ouvrait la perspective pour les entreprises adaptées (EA) "d'expérimenter la création d'entreprises de travail temporaire afin de favoriser les transitions professionnelles des travailleurs handicapés vers les autres entreprises"*. Plus d'un an après, un arrêté du 20 novembre fixe la liste des organismes habilités à créer une entreprise adaptée de travail temporaire (EATT). D'horizons divers, les quatre EA qui se lancent dans l'aventure envisagent différemment leur évolution. Les EA ayant réussi à répondre au cahier des charges établi pour l'occasion représentent des secteurs divers du travail adapté. Fastroad, basée en Île-de-France, assure le transport de personnes, livraisons et de courrier. Elle possède également des succursales à Lyon (Rhône), Clermont-Ferrand (Puy-de-Dôme), Mulhouse (Haut-Rhin), Toulouse (Haute-Garonne) et Nice (Alpes-Maritimes). Toujours en Île-de-France, Handéa est une entreprise adaptée qui propose du service dans le secteur tertiaire. L'expérimentation se déroulera également en dehors de la région parisienne puisqu'Argonne production et Société travail service (STS) ont leurs sièges sociaux respectivement à Vienne-le-Château (Marne) et à Fontaine-le-Comte (Vienne). Argonne production fournit divers services dont la sous-traitance cosmétique et des services ruraux comme le transport de personnes et l'entretien d'espaces verts. STS, quant à elle, propose aussi des services d'entretien d'espaces verts, de sous-traitance industrielle ou de numérisation de documents. Les quatre EA autorisées à monter une EATT représentent donc des régions aux problématiques diverses et un large panel d'activités de services.

La diversité est aussi présente dans les stratégies adoptées en vue du développement. D'une taille déjà assez conséquente, Fastroad s'est associée au groupe Randstad France afin de créer Kliff par Randstad. "On a souhaité s'adjoindre sa collaboration parce qu'on avait le sentiment que de démarrer seuls, on serait passé à côté de pas mal de compétences et d'expertises dans le métier", explique à Hospimedia Manuel Bonnet, dirigeant de Fastroad et vice-président de l'Union nationale des entreprises adaptées (Unea). Les apports de Randstad "vont un peu plus loin que seulement au niveau du recrutement. On parle carrément de gestion opérationnelle. En plus, il y a le facteur économique qui est important et l'outil IT, qui n'aurait pas été efficace dans un premier temps", poursuit-il. La filiale française du groupe néerlandais apporte aussi des perspectives de contrats. "Nous avons sur l'ensemble de notre portefeuille des clients qui sont très intéressés par nos activités de Kliff", nous rapporte Laurent Morestain, secrétaire général de Randstad France.

Fastroad n'est pas la seule EA à avoir décidé de s'adjoindre les compétences d'une entreprise compétente dans l'intérim. En effet, c'est également le cas d'Argonne production qui est en cours de finalisation d'un partenariat avec une entreprise tiers pour la création d'Attea (Argonne travail temporaire entreprise adaptée). "On ne maîtrise pas forcément l'intérim, le partenariat nous semble essentiel d'un point de vue expertise", justifie Adrien Lochon, responsable projet pour Argonne production, à Hospimedia.

Des échelles très différentes, un objectif commun

Les entreprises adaptées engagées dans l'aventure ne prévoient pas non plus une même échelle de déploiement. Si Kliff par Randstad vise les 500 équivalents temps plein (ETP) d'ici à la fin de l'expérimentation en 2022, Handéa est beaucoup plus conservatrice. "Nous restons assez prudents ; nous aimerions avoir une dizaine de collaborateurs d'ici à fin 2020 avec une augmentation d'une dizaine à une quinzaine de salariés par an par la suite", décrit ainsi Marie-Pierre Cornu, responsable ressources humaines du groupe LCMH, dont fait partie Handéa.

Si les moyens engagés et les échelles envisagées diffèrent, un but commun est clairement identifié : l'insertion professionnelle en milieu ordinaire. "Le travail temporaire est souvent décrié mais c'est un extraordinaire tremplin vers l'emploi durable car il permet la multiplication des expériences et des formations qui maintient un niveau d'employabilité", s'enthousiasme Laurent Morestain. "Notre objectif est véritablement un accompagnement du projet professionnel des salariés", souligne Adrien Lochon. Le cahier des charges des EATT établit un objectif d'insertion en milieu ordinaire de "30% de l'effectif salarié intérimaire et n'effectuant plus de mission dans l'année". Au-délà de la motivation philanthropique, les entreprises sont encouragées à augmenter la proportion de travailleurs handicapés de leurs effectifs (dans le cadre de laquelle peut rentrer l'appel à des intérimaires handicapés) par des exonérations fiscales et des aides d'obligation d'emploi des travailleurs handicapés (OETH). Quant à savoir si ces dispositifs suffiront à concrétiser les promesses de la loi du 5 septembre 2018, la réponse attendra la fin de l'expérimentation en décembre 2022.

The Vado 2.0 is the cheapest model in Specialized’s Turbo e-bike range. Instead of opting for an off-the-shelf battery and motor system from the likes of Shimano, Bosch, E-Bikemotion or Yamaha, Specialized has worked with Switzerland’s Brose to develop its own, which has ended up being a 250W motor powered by a neatly integrated 460W/h battery.

This certainly pays dividends in one respect, because the way its power-assistance is delivered is among the smoothest I’ve tried. It does a brilliant job of giving you a helpful push up to the legally restricted EU limit (15.5mph/25kph) and once there, it tapers off gently instead of simply cutting out.

On climbs the power assistance is ample and welcome. It’s not as subtle as Orbea’s Gain e-bike, which has a ‘just enough’ feel, or as heavy as Giant’s Fastroad, which uses masses of torque to drag you up steep inclines.

Climbing on the Vado 2.0 is a pleasant experience, but still requires you to put in a bit of work — not so much that you won’t be able to take in the scenery, but neither will you have to grit your teeth.

Despite all this, I think that the Vado 2.0 delivers too much power assistance too soon, which is having a detrimental effect on its range. I did a mixed-surface ride on roads, gravel tracks and towpaths (to cover the most adventurous of commutes) and the battery gave up the ghost at 32 miles, after the bike had averaged 15.6mph with 556m of elevation.

1st bike purchase - Which flatbar should I get?

G'day,

Looking to purchase a hybrid/flatbar over Christmas and am a little lost on which of my researched options I should try to pick up. I appreciate that stocks are a bit hit-and-miss at the moment with COVID affecting supply, however assuming I can get my hands on any of the following '21 models I'd be interested to hear your thoughts.

Cannondale Quick 3 (AU$1,299)

Specialized Sirrus 3.0 (AU$1,350)

Trek FX3 Disc (AU$1,199)

Merida Speeder 400 (AU$1,298)

Giant FastRoad SL 2 (AU$1,249)

I'm 179.5cm, 77kg and will use the bike for commuting and general fitness. My budget is around the $1,200 mark, though happy to go a little higher if the quality/parts are worth it.

All of these options have carbon forks, aluminium alloy frames and hydro disc brakes. The key differentiators to me seem to be in the groupsets. As I'm new to the world of riding, my only reference here is the information I've found online as well as arbitrary Shimano hierarchy charts. These are a little tough to refer to as some groupsets seem to be from difference ranges within Shimano (i.e. MTB vs. Road), and although it would seem logical that the more premium 'Road' type is best, I don't know whether the jump in price is justified given my intended riding habits.

On the surface, it would seem as though the Merida Speeder 400 is the best bang-for-buck with a 105 groupset and a price that sits in the middle of the pack. I've attached a breakdown of the different models for easy reference.

I don't mind paying the maximum price in my budget so long as the quality and durability is there. Also very much open to alternative models that can be easily found in Australia. I haven't yet considered buying second-hand.
