ok so the slovenian government announced today it will participate in the ICJ proceedings against israeli occupation of gaza and the west bank, which is based on a december 2022 UN resolution and is thus separate from the SA genocide case {wiki page}
there have been calls for slovenia to intervene in the genocide case too, to which the minister of foreign affairs has said that "Slovenia supports the proceedings regarding the violations of the Genocide Convention both in the case of Ukraine and Palestine ...", but that it is not yet possible to intervene as the court has to first decide whether it has jurisdiction over the case or not (her statement of support is also not an official position of the country afaict) {x}. she said that the decision will be made at the governnent level {x} (i.e. she evaded the question, but the fact the she hasn't dismissed it is positive, and both the pm and the president as a rule follow her lead, not the other way around; not to mention that the left party, a coalition member, has been very vocal about how slovenia is not doing enough, how we should recognize the state of palestine, apply the bds measures etc., so that's a force pushing in that direction as well). the ambassador to the UN security council said that slovenia regards the case "with great interest" {x}
considering the fairly consistent discourse of slovenian foreign policy on the israel-palestine conflict and especially the expressed need for principled and consistent political positioning during the slovenian mandate in the UN security council, i am moderatly optimistic that it might actually intervene in the case
fajon can be quite frustrating, because you really have to comb through what she's saying to find anything of substance, but i have been surprised at times by her discourse in the past few months, for example when she said that if not the EU as a whole, then a smaller group of like-minded countries within the EU could jointly recognize the state of palestine "when the time is right" (– slovenian politicians have been waiting for the right time to recognize palestine for literally a decade, but in this context specifically fajon has said that the condition for that to happen is permanent ceasefire) {x}, or when she explitictly designated the attacks on schools and hospitals and critical infrastructure as severe violations of international humanitarian law – apparently she appeared on CNN a few days ago where she said that Israel was "definitely" in the breach of international humanitarian law {fb link to the video} {x}, which reportedly made israel angry, but she'd already said the same thing in the UN security council chambers a month ago {x}, so that wasn't new for them and she'd been saying that since november at least {x}. i was also really positively surprised when in the context of the exchange of hostages she designated the palestinian prisoners as political prisoners {x} (only in a podcast, but still)
ofc this is still far from ideal, much more decisive measures would be needed (cf. what the left party wants above) and they'd be more effective too, imho, but this is honestly more than i expected from a politician who, idk – i suspect! – wants to present our country as a potential mediator in the conflict and thus doesn't want to step on israel's toes too much, or at least wants to keep the image of a "reliable partner" with regards to the us, still, while going as far as possible in (what she thinks might be) toeing the line

Over the past 48 hours, strikes with factory occupations have spread like a trail of gunpowder, from one corner of the country to the other. The railways are paralysed, civil airports fly the red flag. (‘provocateurs’ have obviously been at work!) L’Humanité publishes on its front page a declaration from the National Committee of the CGT:
From hour to hour strikes and factory occupations are spreading. This action, started on the initiative of the CGT and of other trade union organizations (sic), creates a new situation of exceptional importance... Long- accumalated popular discontent is now finding expression. The questions being asked must be answered seriously and full notice taken of their importance. The evolution of the situation is giving a new dimension to the struggle... While multiplying its efforts to raise the struggle to the needed level, the National Committee warns all CGT militants and local groups against any attempts by outside groups to meddle in the conduct of the struggle, and against all arts of provocation which might assist the forces Of repression in their attempts to thwart the development of the movement..”
The same issue of the paper devoted a whole page to warning students of the fallacy of any notions of ‘student power’ — en passant — attributing to the ‘Mouvement du 22 Mars’ a whole series of political positions they had never held. Monday 20 May The whole country is totally paralysed. The Communist Patly is still warning about ‘provocations’. The top right hand corner of I’Humanité contains a böx labelled ‘WARNING”:
Leafiets have been distributed in the Paris area calling for an insurrectionary general strike, it goes without saying that such appeals have not been issued by our democratic trade union organizations. They are the work of provocateurs seeking to provide the government with a pretext for intervention... The workers must be vigilant to defeat all such manoeuvres...”’
In the same issue, Etienne Fajon of the Central Committee, continues the warnings’..
“The Establishment’s main preoccupation at the moment is to divide the ranks of the working class and to divide it from other sections of the population... Our Political Bureau has warned workers and students, from the very beginning, against venturing slogans capable of dislocating the broad front of the struggle. Several provocations have thus been prevented. Our political vigilance must clearly be maintained...”.
The same issue devoted its central pages to an interview of Mr Georges Séguy, general secretary of, the CGT, conducted over the Europe No 1 radio network. In these live interviews, various listeners phoned questions in directly. The following exchanges are worth recording:
Question Mr Séguy, the workers on strike are everywhere saying that they will go the whole hog. What do you mean by this? What are your objectives?”
Answer,The strike is so powerful that the workers obviously mean to obtain the maximum concessions at the end of such a movement. The whole hog for us trade unionists, means winning the demands that we have always fought for,but which the government and the employers have always refused to consider. They have opposed an obtuse intransigence to the proposals for negotiations which we have repeatedly made. “The whole hog means a general rise in wages (no wages less than 600 francs per month), guaranteed employment, an earlier retirement age, reduction of working hours without loss of wages and the defence and extension of trade union rights within the factory. I am not putting these demands in any particular order because we attach the same importance to all of them.”.
Question If I am not mistaken the statutes of the CGT declare its aims to be the overthrow of capitalism and its replacement by socialism. In the present circumstances, that you have yourself referred to as ‘exceptional’ and ‘important’, why doesn’t the COT seize this unique chance of calling for its fundamental objectives?”
Answer “This is a very interesting question. I like it very much, It is true that the CGT offer: the workers a concept of trade unionism that we consider the most revolutionary insofar as its final objective is the end of the employing class and of wage labour. It is true that this is the first of our statutes, It remains fundamentally the CGT’S objective. But can the present movement reach this objective? lf it became obvious that it could, we would be ready to assume our responsibilities. It remains to be seen whether all the social strata involved in the present movement are ready to go that far”
Question Since fast week’s events l have gone everywhere where people are arguing. I went this afternoon to the Odeon Theatre. Masses of people were discussing there, I can assure you that all the classes who suffer from the present regime were represented there. When I asked whether people thought that the movement should go further than the small demands put forward by the trade unions for the last 10 or 20 years, I brought the house down. l therefore think that it would be criminal to miss the present opportunity, It would be criminal because sooner or later this will have to be done. The conditions of today might aglow us to do it peacefully and calmly and will perhaps never come back. I think this call must be made by you and the other political organizations. These political organizations are not your business, of course, but the CGT is a revolutionary organization. You must bring out your revolutionary flag. The workers are astounded to see you so timid”
Answer While you were bathing in the Odeon fever, I was in the factories. Amongst workers. l assure you that the answer I am giving you is the answer of a leader of a great trade union, which claims to have assumed all its responsibilities, but which does not confuse its wishes with reality”

Duvauchel “Good morning, Mr General Secretary. ! would like to know what you think of the fact that for the last four days I have been sequestrated, together with about 20 other managerial staff, inside the Sud Aviation factory at Nantes” Séguy “Has anyone raised a hand against you”’
Duvauchel “No. But I am prevented from leaving, despite the fact that the general manager of the firm has intimated that the firm was prepared to make positive proposals as soon as free access to its factory could be resumed, and first of all to its managerial staff” Séguy Have you asked to leave the factory?”

Séguy “Then I must refer you to the declaration I made yesterday at the CGT’S press conference. I stated that I disapproved of such activities. We are taking the necessary steps to see they are not repeated”.
But enough is enough. The Revolution itself will doubtless be denounced by the Stalinists as a provocation! By way of an epilogue it is worth recording that at a packed meeting of revolutionary students, held at the Mutuality on Thursday 9 May, a spokesman of theTrotskyist organization Communiste Internationalists could think of nothing better to do than call on the meeting to pass a resolution calling on Séguy to call a general strike!!!

Slovenia has recognised war-ravaged Palestine as independent, but some Balkan countries prefer to stay quiet and follow the United States’ lead – while others recognised Palestinian statehood decades ago while they were under communist rule.
Former Yugoslav republic Slovenia this week became the latest country to recognise Palestine as an independent state, as the death toll from Israel’s military operations in Gaza continues to rise.
“Dear people of Palestine, today’s final decision of Slovenia is a message of hope and peace. We believe that only a two-state solution can lead to a lasting peace in the Middle East,” Slovenia’s Foreign Minister Tanja Fajon said in statement on X.
Tuesday’s vote in the Slovenian parliament backing recognition came just days after Spain, Norway and Ireland also recognised Palestine as a state.
Before that, only seven EU member states recognised Palestine, most of them having done so when they were under communist rule.
In the Balkans, some countries also recognised Palestinian sovereignty when they were under communist rule. But a recent vote at the United Nations General Assembly showed how the Balkan states are currently split over the issue.

A particularly subtle Kabuki theater performance has been unfolding in recent weeks at the United Nations headquarters in New York, which has been gearing up for the annual vote of the U.N. General Assembly, conducted by secret ballot, to choose five countries to sit in rotating nonpermanent seats on the U.N. Security Council. The only contested race: a brawl between Belarus and Slovenia for the slot reserved for Eastern Europe.
Belarus, which has been angling for the seat for years, argued that it deserved it and accused Slovenia of jumping into the race late; Belarus’s U.N. ambassador called the move “extremely politicized.” 
But countries that had earlier pledged their support to Belarus, which declared its candidacy in 2007, were starting to rethink things. Belarus served as a staging ground for Moscow’s full-scale invasion of Ukraine in February 2022. More recently, Belarusian leader Alexander Lukashenko, who has been president since 1994, said that Russia had begun moving tactical nuclear weapons to Belarus and claimed that there would be “nuclear weapons for everyone” willing to join the Union State of Belarus and Russia. And Sviatlana Tsikhanouskaya, one of Lukashenko’s exiled political opponents, who inspired tens of thousands of supporters to take to the streets of Belarus’s capital of Minsk in 2020, was recently sentenced in her absence to 15 years in prison.
“Yes, Slovenia may have disrupted an otherwise straightforward race,” said Richard Gowan, the International Crisis Group’s U.N. director. “But Belarus has been an accomplice to a war of aggression. And in the grand scheme of things, one of those is more important than the other.”
At the heart of the drama, the arcane rules of the U.N. made the election for the Eastern European seat, if not a nail-biter, at the very least a potential bellwether. Even if Belarus failed to win the seat, a strong showing might serve as a propaganda coup for Russia, still reeling from a vote by the General Assembly in February of this year, when 141 countries condemned its invasion of Ukraine, and only seven countries, including Belarus, were in its camp. 
And it’s not symbolic, either. Nonpermanent members of the Security Council don’t have the clout of the five veto-wielding permanent members, but they do chair council meetings and shape the agenda in rotating monthly presidencies. Having Belarus on the council could also help Russia and China round up the votes to block initiatives without having to use their veto power as two of the five permanent council members, which also include France, the United Kingdom, and the United States. Resorting to the veto can lead to unwelcome headlines and require explanations in the General Assembly.
After entering the race in December 2021, Slovenia’s diplomats chose to campaign on its perspective as a small state that could relate with the concerns of small states in other regions, rather than emphasizing their country’s support for Ukraine. Tanja Fajon, Slovenia’s foreign affairs minister, repeatedly swatted down questions about Belarus during a campaign swing through New York for the election by saying that she was refraining from a smear campaign.
Running for the Security Council can be a time-consuming and expensive process. Slovenia, an Adriatic country of 2 million that belongs to both NATO and the European Union, is among the smaller countries to have sought this honor. It can’t afford a vast diplomatic network stretching around the globe. So when Slovenia decided to run, its foreign service ramped up its travel to introduce itself at multilateral meetings and countries where it doesn’t have embassies. Even within the U.N. system, “there is always a running joke that people aren’t quite sure whether it’s Slovenia or Slovakia,” Gowan said. For many Americans, Slovenia may only be familiar as the birthplace of Melania Trump.
Slovenia knows firsthand how bruising drawn-out bouts for the Security Council can be. After serving one term in the 1990s, in its second attempt at the brass ring in 2011, Slovenia stepped aside after 16 inconclusive rounds, allowing Azerbaijan to clinch the seat in the 17th round. But in historical terms, you might say they were just warming up. In 1979, the Latin America group went 155 rounds in a stalemate between Colombia and Cuba, before Mexico ultimately stepped in as a compromise candidate.
But if the race for a Security Council seat can be expensive and grueling, it serves as shiny consolation for even more grueling diplomatic grunt work. The Eastern European diplomats send around spreadsheets dividing up seats on various councils, committees, and treaty bodies, often work that is a real grind. That is what makes a nonpermanent seat on the Security Council, even if only for a two-year term, a reward for years of dutifully showing up for meetings in small conference rooms in the basement of the U.N. Secretariat building. 
As the vote drew near, tempers flared at a campaign debate, where the best thing going for it was that both candidates showed up. That hasn’t always been the case, according to debate moderator Aziel-Philippos Goulandris, who said, “I don’t think they would have come if they saw it as a negative.”
Valentin Rybakov, the Belarusian ambassador, began by complaining about the injustice—his word—of having to compete for a seat on the Security Council. Slovenia’s ambassador to the United Nations, Bostjan Malovrh, criticized the Belarusian for making “a number of really outlandish claims that are outright offensive.”
Then Russia waded into the fray for its ally. Russian U.N. Ambassador Vassily Nebenzia characterized the Slovenian campaign as an “attempt to hijack a seat in the Security Council.” He challenged the Slovenian ambassador to explain what “value add” Slovenia would bring to the table. “The international community knows pretty well the position of Belarus on international and regional issues,” Nebenzia said. “How does the position of Slovenia differ from that of the European Union?” 
Slovenia’s ambassador countered that he was there on behalf of his nation’s capital, Ljubljana, “and not on behalf of Brussels or anybody else, just the same as I hope that Ambassador Rybakov is here on behalf of Minsk, and not on behalf of the Commonwealth of the former Soviet republics or the Union State of Russia and Belarus.” 
The General Assembly gathered to vote on June 6, Russian Language Day at the U.N., even as floodwaters from the destruction of the Nova Kakhovka dam in eastern Ukraine earlier in the day served as a catastrophic endnote to a raucous campaign. In the end, though, it wasn’t even close. Slovenia emerged victorious in the first round, with 153 votes. Belarus received 38 votes, far short of the 64 that it needed to push the balloting to a second round. Belarus’s 15-year wait ended in disappointment, and Russia didn’t score a propaganda coup.
The jubilant Slovenian delegation sprang to their feet, hugging each other and wiping tears from their eyes. Tsikhanouskaya, the Belarusian opposition candidate, tweeted that Slovenia’s victory sent “a powerful signal of global solidarity with the people of #Belarus.”

Rabat–Die Republik Slowenien würdigte den marokkanischen Autonomieplan als „die gute Grundlage zu Gunsten von einer  definitiven Lösung auf einvernehmlichem Wege“ des Regionalkonflikts rund um die marokkanische Sahara unter der Ägide des Generalsekretärs der Vereinten Nationen und seines persönlichen Gesandten.
Diese Position ist in der gemeinsamen Erklärung bezogen worden, die im Anschluss an die Gespräche zwischen dem Minister für auswärtige Angelegenheiten, für afrikanische Zusammenarbeit und für die im Ausland lebenden Marokkaner, Herrn Nasser BOURITA, und der slowenischen stellvertretenden Premierministerin und Ministerin für auswärtige und für europäische Angelegenheiten, Frau Tanja FAJON, am Dienstag, dem 11. Juni 2024 in Rabat bekanntgegeben worden ist.
Die Republik Slowenien bekundete ihre beständige Unterstützung zu Gunsten von dem unter der Ägide der Vereinten Nationen durchgeführten Prozess auf politischem Wege, in diesem Zusammenhang die ernsthaften und die glaubwürdigen Bemühungen des Königreichs Marokko würdigend, eine realistische, pragmatische, dauerhafte und für beide Parteien annehmbare Lösung auf politischem Wege für die Frage der marokkanischen Sahara erzielen zu dürfen, welche auf Kompromissgeist beruhe, stellte man in der gemeinsamen Pressemitteilung klar heraus.
Die beiden Minister, fuhr dieselbe Quelle fort, bezogen ihre gemeinsame Position in Bezug auf die exklusive Rolle der Vereinten Nationen im Prozess auf politischem Wege, ihre Unterstützung zu Gunsten von den einschlägigen Resolutionen des UNO-Sicherheitsrates bekundend, mit einschließlich zu Gunsten von der Resolution Nr. 2703, welche am 30. Oktober 2023 verabschiedet worden ist.
Sie bekundeten überdies die Unterstützung ihrer jeweiligen Länder zu Gunsten von den Bemühungen des persönlichen Gesandten des Generalsekretärs der Vereinten Nationen, die darauf abzielen, den Prozess auf politischem Wege ausgehend von den einschlägigen Resolutionen des UNO-Sicherheitsrats vorantreiben zu haben, sowie ihre Unterstützung der MINURSO gegenüber.
Diese konstruktive Position der Republik Slowenien, des 16. Staates der Europäischen Union, die dem marokkanischen Autonomieplan unter die Arme greife, ist Teil einer internationalen Dynamik, in deren Rahmen mehr als hundert UNO-Mitgliedsstaaten diese Initiative unterstützt haben und sie unterstürzen.
Die slowenische stellvertretende Premierministerin und Ministerin für auswärtige und für europäische Angelegenheiten stattet dem Königreich Marokko auf Einladung von Herrn BOURITA anlässlich der Feierlichkeiten zum 32. Jahrestag der Aufnahme diplomatischer Beziehungen zwischen dem Königreich Marokko und der Republik Slowenien einen offiziellen Besuch ab.
