I remember you mentioning how irrelevant Hakuno is in Extella Link, I personally associate it with Higashide apparently not having much interest in masters.
For example in their best-known work Fate/Apocrypha we have 15 masters, only five had a decent development (Sieg, Amakusa, Kairi, Gordes and Caules) and two of them are also technically servants, two could have been better (Darnic and Fiore) and all the others are irrelevant or cannon fodder.
It’s not even that Hakuno was irrelevant, it’s the fact that the entire story of Extella is just about Charlemagne and Karl der GroBe and by the end they both become servants to help Hakuno against the threat of Velber. The story of Extella Link is literally the plot of a FGO event but put into a 50 dollar game. 
Only reason I can see Extella Link having happened this way was Type-Moon was contractually obligated to make it and Nasu didn’t/wasn’t ready to write out the next Extella story plot so the project got past over to Higashide who just wrote a FGO event plot he wanted to do but couldn’t fit into FGO’s schedule and made it in Extella Link and, more or less, fucked the momentum the next game had between the warnings from Gilgamesh about the next Anti-Cell being on the Far Side and it having the power to corrupt the Soul as well as a new area that resembles Norse mythology appearing and Nero wanting to take Altera to explore it (given Sakurai’s focus as of late, this seems like what she wanted to do with the next Extella game but with what we can only guess is the discontinuation she decided to just do a light novel taking place in the Apocrypha universe to focus on Norse stories).
