COTABATO CITY -- The Al-Sahar Agri-Ventures Inc. (ASAVI), a PHP3.7-billion banana business venture in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), has ceased its operations since last week, laying off over 1,000 workers in at least three Maguindanao towns. In a statement dated Sept. 24, 2019 but released to the media on Tuesday, ASAVI said a total of 1, 039 workers, mostly Moro Islamic Liberation Front (MILF) members, are affected by the cessation of the company’s operation in the towns of Talayan, Datu Odin Sinsuat, and Buldon of the province. “Please be informed that the company has issued on this date (Sept. 24) the notice of termination of the service contracts with its local community partners, and as a consequence thereof, the company’s local partners have no choice but to terminate the employment of the above-mentioned employees,” John Perrine, ASAVI’s representative to the BARMM, was quoted as saying. In compliance with labor regulations, however, ASAVI said it has ensured the remuneration of the terminated employees “whether by the company or its local community partners shall be paid up under the law.” ASAVI has pointed to delays in the release of loans from the Land Bank of the Philippines (LBP), which passes through the review of the Department of Finance (DOF), as one of the reasons in the company’s termination of its operation. As part of the government’s peace deal with the MILF, ASAVI broke ground for the start of operation in a 350-hectare banana plantation in Talayan, Maguindanao in November 2014. ASAVI said its stakeholders agreed to provide the initial equity of PHP502-million to proceed with the project as it was eyeing for more funding from Bangsamoro investment Facility, later renamed as “Harvest Fund.” ASAVI said it has already spent the amount to fund its expansion in the towns of Talayan, Buldon, and Datu Odin Sinsuat towns. Of the total targeted areas for expansion, ASAVI only managed to use 333-hectares of 350-hectares in Talayan; 12 out of 250 hectares in Datu Odin Sinsuat, and 44 out of 104 hectares in Buldon. “The harvest fund was formally offered on Nov. 25, 2015 by the Japan International Cooperation Agency (JICA) in the amount of Y14.784 billion (USD120 million) and received approvals from the National Economic and Development Authority/DOF/Monetary Board with the LBP’s approval as the executing agency - all completed by June 16, 2016,” the ASVI statement said. However, Perrine said the DOF, in a memorandum of agreement with JICA on Oct. 26, 2016, that was formalized in January 2017, reduced the amount of the harvest fund to 4.928-billion yen (USD140 million), prompting some concerned sectors in Japan to be “disturbed” with the amendments introduced by the Philippine side. It said the late Mindanao Development Authority chairman Datu Abdul Khayr Alonto has assured them that he was going to have the discrepancy corrected with the remaining amount of USD80 million be restored for BARMM. “But unfortunately to no avail up to the time of his (Alonto) untimely passing,” the firm said. “It is our understanding that the amount of USD40 million or PHP2 billion that entered LBP from the JICA harvest fund has been disbursed outside the ARMM with no amount left for the BARMM," said Perrine, adding that the matter could be verified by the BARMM with the LBP. He said only a separate grant, amounting to PHP290 million for technical assistance and capacity-building, among others, was left with a portion for such uses within the BARMM and the surrounding areas. Lawyer Naguib Sinarimbo, BARMM interior minister and concurrent regional spokesperson, said top BARMM leaders are set to meet with Minister Romy Sema of the Ministry of Labor and Employment - BARMM to discuss the matter thoroughly. “We will (also) certainly take this up with the Secretary of Finance,” he said. ASAVI is an affiliate company of Unifrutti Group of Companies, which also manages other companies like La Frutera Inc., Wao Development Corporation and Mount Kalatungan Agri Ventures Inc. in the BARMM. Victims Sue AT&T, T-Mobile Over 'SIM Swap' Crypto Hacks

Silver Miller. a cryptocurrency-focused law firm based in the U.S., says it has filed arbitration claims against AT&T and T-Mobile on behalf of victims of “SIM swapping” cellphone hacks.
Initiating the court actions on behalf of clients that have lost funds to criminals that used the increasingly common method of infiltrating mobile devices to access cryptocurrency wallets and two-factor authentication codes, the firm alleges:
“By leaving holes in their security protocols and failing to properly train and monitor their employees, cellphone providers have assisted thieves in remotely taking over the SIM cards in people’s smartphones, accessing financial records and account information of the victims, and emptying the victim’s accounts of cryptocurrency and other valuable assets.”
In a press release published Friday, Silver Miller said that one client, an AT&T customer, had had over $621,000 of cryptocurrency stolen via a SIM swap attack. The firm further alleges that the breach occurred after AT&T “had assured him it had increased security on his account following an earlier attempted hack.”
Other cases have been filed against T-Mobile, with Silver Miller alleging that two clients had been robbed of $400,000 and $250,000, respectively, via SIM swaps “permitted” by the telcom firm.
While the service exists for legitimate reasons, such as SIM card damage or switching providers, SIM swapping can also allow criminals to arrange for a telecoms company to reassign a user’s account to another SIM, allowing full access to all calls, messages and notifications.
Silver Miller said that all it takes for a swap to be arranged “a persuasive plea for assistance, a willing telecommunications carrier representative, and an electronic impersonation of the victim.”
In a recent report from Krebs on Security, the REACT Task Force in California indicated that SIM swapping is rapidly increasing as a popular tool for hackers.
Samy Tarazi, a sergeant at the Santa Clara County Sheriff’s office and a REACT supervisor, was quoted as saying:
“For the amounts being stolen and the number of people being successful at taking it, the numbers are probably historic. We’re talking about kids aged mainly between 19 and 22 being able to steal millions of dollars in cryptocurrencies.”

Tech: Here's where Google's first 21 employees are now (GOOG, GOOGL)
Out of Google's first 21 employees, only six still work for the search giant. Among them: Susan Wojcicki, Urs Hölzle, Sergey Brin, and Larry Page. The rest have moved on to angel investing, philanthropy, and for many, lives of luxury.
Only six of Google's earliest employees still work at the internet giant — and that includes founders Larry Page and Sergey Brin.
Some early Google employees have gone on to become entrepreneurs, while others are now angel investors, and a lucky few have gone on to become top executives at other tech companies. A few are happily retired.
In 2015, a Quora user compiled a list of all the original Googlers and where there careers have taken them. Only six of the original 21 are still at the company, which reorganized to become Alphabet almost three years ago.
Here is what's become of the first 21 employees since launching their careers at Google.

21. Marissa Mayer joined Google as a software engineer, then became CEO of Yahoo.

Most recent position at Google: VP of local, maps, and location services
Current company/position: Mayer served as CEO of Yahoo from July 2012 until June 2017, leaving the company after the completion of Yahoo's sale to Verizon. These days, Mayer is keeping a low profile, although she recently said she's started working on her next tech venture and has rented out Google's old office, the place she started her career in 1999.
20. Kendra DiGirolamo joined Google as an ad sales coordinator and left three years before the company went public. Now she's at Driscoll's.

16. Susan Wojcicki is still at Google. She became the CEO of YouTube in 2014.

Ministry approves Bulawayo's $105m budget - New Zimbabwe.com

THE Ministry of Local Government, Public Works and National Housing has approved Bulawayo City Council 2017 budget.
The standstill budget was pegged at $105,457,120, with residents given a reprieve after the local authority opted not to impose any tariff increases.
The city`s capital budget is pegged at $48 109 346.
Approval of the budget early on in the year, might come as surprise to many as the local government ministry is known for delaying its decision on budgets thereby compromising on service delivery.
Bulawayo`s 2016 budget was only approved after council was forced to factor in a lot of reforms, including salary cuts for top management and retrenchment of some of the employees.
“The City of Bulawayo found it necessary not to increase tariffs in order to ease pressure on residents and companies, as the economy is still not performing at expected levels. The Council budget was approved on 16 December 2016.
“However, the effectiveness of this budget hinges on the availability of funds. Ratepayers are therefore, encouraged to consider the payment for services a priority in order for Council to continue providing services.
“The City extends its gratitude to the rate payers who are mindful of their role as partners in the development of Bulawayo by honouring their obligations to Council as they make it possible for the City to function,” said the city`s senior public relations officer, Nesisa Mpofu.
She added that the parent ministry ordered the local authority, “to reduce the level of debtors and creditors figures and also aim at attaining the 30%:70% salary to budget ratio requirement.”
The city was also implored to update its audited financial statements.
