Thousands of new houses will change the face of Midhurst, a small rural Ontario community

Site preparation and engineering work continues on a housing development in the Township of Springwater, begun earlier this year following years of legal wrangling, environmental assessments, and consultations with stakeholders.
The Geranium Corp’s Carson Road project calls for 2,500 homes on land just north of Barrie, part of the Midhurst Secondary Plan (MSP). More growth is coming, however, as the plan allows for 10,000 units, plus additional growth within the mixed use and employment districts.
The project includes the construction of two new wastewater treatment plants to service the new growth.
“As a requirement of the development, the developers are required to build the capital infrastructure for water and wastewater. This infrastructure will be assumed, owned and operated in the future by the Township,” Nicole Audette, communications officer for the Township, told Ontario Construction Report.
“The developers must pay 100 percent for the initial capital outlay of this infrastructure. As part of the draft plan conditions, the developers are required to construct the water and wastewater treatment plants that will service all of the new growth in Midhurst. The capital costs of constructing water, wastewater and transportation infrastructure exceeds $300 million in which the Township is not required to pay for any of this infrastructure.”
The plants are to be located on the north side of Snow Valley Road (1432 Snow Valley Road).
“This property is currently under the ownership of the developer, but will be required to be conveyed to the Township,” she adds.
The MSP plan identifies three new neighbourhoods in the region:
Geranium’s Carson Road project, which stretches from Carson Road on the border with Barrie, Wilson Drive to the west of the development, and close to Snow Valley Road north of it
The developer also has plans for the Doran Road neighbourhood, to the east of the existing Midhurst community
In total, the developer has more than 1,000 acres of residential lands on which to build
The third neighbourhood is identified as Pooles Road, with Old School Road to the east, Russell Road to the west, and Walt Road to the north
The first two neighbourhoods are included in the first two phases of the plan, while the third, Pooles Road, will be developed in a later phase. Development is to be shaped by policies, regulations and guidelines towards the vision of a “liveable and diverse community that is sympathetic to the environmental context.”
The Township says all hurdles, including environmental assessments, were cleared.
“Following the approval of the Midhurst Secondary Plan �� the Township was required to complete an Environmental Assessment for the provisions of water, wastewater and transportation upgrades to accommodate future growth in the Midhurst area. The purpose of the EA is to plan and provide preliminary design for the water, wastewater and transportation projects to service the anticipated population growth,” says Audette.
But residents and environmentalists have long questioned the project, saying it poses concerns for the nearby Minising Wetlands, skips over provincial development processes, and contributes to urban sprawl.
“Local groups hired hydrologists, planners, and lawyers to demonstrate that the threat to water and contamination was real and serious, and further the outflow of effluent would be going to a significant area of the wetlands, and so there were concerns about what that warm water would do to the sensitive flora and fauna that are there,” Margaret Prophet, executive director of the Simcoe County Greenbelt Coalition, told Ontario Construction News.
Of particular concern, she continues, was the fate of Hine’s Emerald Dragonflies, which has few nesting places in Canada, one of which is the wetlands.
“In the United States, they have done these rehabilitation plans that have cost millions of dollars to try and recoup wetlands where this dragonfly exists, because it is a key indicator species of health.”
The Township, says Audette, held extensive public and stakeholder consultations throughout all phases of the environmental assessment. Concerns were addressed through the process to the satisfaction of the Ministry of the Environment, Conservation and Parks, she added.
“At the request of the Minister, the Township was required to fulfil a number of additional conditions to further address these concerns. On November 25, 2020, the Ministry advised that the conditions had been met and infrastructure works were permitted to proceed.”
The Midhurst Ratepayer Association, of which Prophet was a member, reportedly spent $250,000 on legal fees and reports/studies battling the project, which had its initial approval from the Township in 2008. As well as environmental concerns, the group and others questioned the ‘special rule’ granted by the Province that gave the development the green light to proceed.
According to Audette, the special rule was a legislated permission provided by the Province that permitted up to 300 hectares of land to be released for development specific to the Midhurst Secondary Plan (Page 12 of the Growth Management Strategy GMS).
The Ontario Municipal Board (OMB) subsequently approved an additional 4,595 residential units for the 300 hectares, representing population growth beyond the growth forecasted for the planning horizon. “Furthermore, through the County’s 20,000 population program, an additional population of 2,961 residents was allocated and approved within the Midhurst Secondary Plan area,” according to the GMS.
The ruling predated changes made last summer to the 2006 Places to Grow act which aimed to direct growth to the region’s urban centres, with density and employment targets for 2041, since updated to 2051. The legislation aimed to concentrate growth in areas which already had servicing capacity, Prophet said earlier.
The changes, she says, allows development to go forward in areas that currently don’t have the servicing hierarchy. She, and other environmentalists, argue that will encourage urban sprawl.
However, the development, says Audette, aligns with the updated 2020 Growth Plan for the Greater Golden Horseshoe area.
“The MSP requires the provision of full municipal services, environmental assessments, financial considerations, and comprehensive infrastructure planning prior to development proceeding. In addition, the MSP establishes growth targets as per the Growth Plan with respect to densities, provisions for employment and the protection of the environment, which are all in line with Provincial planning documents,’’ she says.
The new plan identifies a Simcoe County population of 555,000 by 2051. The plan delegates the authority to allocate population to the County. The old growth plan set a population target of 24,000 by 2031 for Springwater. Standard conditions of approval require:

Give time till August 31 to accept feedback on Draft Master Plan, BJP urges VMRDA
The BJP leaders have asked the Visakhapatnam Metropolitan Region Development Authority (VMRDA) to give an extra 45 days, till August 31, for communicating objections and suggestions on the Draft Master Plan-2041. Addressing the media here on Saturday, former BJP MLA P. Vishnu Kumar Raju said that the 30 days period given is insufficient, keeping the COVID-19 pandemic in view. The deadline expires on July 15. “These plans affect the lives of over 7.5 million people living in the districts of Visakhapatnam and Vizianagaram and are prepared for the next 30 years. Hence sufficient time should be given for the people to respond,” he said. MLC P.V.N. Madhav pointed out that the usual and scientific approach is that a perspective plan is first prepared and approved by the government and based on the same a draft master plan has to prepared for approval. But in this case the VMRDA has hurriedly published both the Draft Perspective Plan and the Draft Master Plan simultaneously during the pandemic period. “It was notified on June 16, when partial curfew was still in force,” he said. The BJP leaders, including M. Raveendra and Suhasini Anand, said that no physical copies in form for books were made available and the documents and plans were only displayed online, which is difficult for common man to download and read due to the huge file size. Moreover, the plans are also not clear, they said. The BJP leaders pointed out that the VMRDA was still uploading information and this is confusing the people. Moreover, several documents such as zoning and development have not been uploaded in full, they said. They said that the document is uploaded in English language and demanded that it be uploaded in Telugu also. The colour coding in some documents are wrongly depicted, as hills are shown as agricultural lands and vice-versa. These discrepancies need to be corrected and uploaded for better understanding, said Mr. Raju. There is also no documents showing survey numbers, sub-divisions and extents of land being lost by citizens, which is important for people to understand to raise their objections, the BJP leaders said. Before approving the present draft master plan there is a need to review the status of roads. Most of the roads proposed in earlier master plans were dropped in the subsequent master plans. The planners need to give a serious thought to this aspect to avoid a similar situation for the present plan, said Mr. Madhav. According to Mr. Vishnu Kumar Raju, Visakhapatnam city is a north-south oriented linear city, but while planning the road network this important factor, seems to have been missed out. Visakhapatnam has many major roads running parallel to each other like Beach Road, National Highway, Anakapalle- Anandapuram Road, Kothavalasa –Vizianagaram Road. Connecting these roads there are many roads from east to west direction which are narrow. The master plan-2041 instead of proposing to widen these roads to 80 or 100 feet has proposed many green field roads unnecessarily. Most of these new roads cannot be formed on ground due to hurdles and further forming these will lead to huge financial costs and human suffering. A ground inspection report related all major roads proposed has to be prepared and only practically possible roads should be depicted in the plan, said Mr. Raju and Madhav. According to them, the VMRDA seems to have superimposed the plans on the Google Map. Mega projects transforming Bangladesh economy
Country to achieve high mid-income country status by 2041
KUWAIT CITY, Jan 12: It is often said that infrastructure-megaprojects are crucial drivers for accelerating economic growth in a developing country like Bangladesh where average GDP growth in the last eleven years (2008-2019) is nearly 7% per annum.
This economic growth is usually required both for capital accumulation to fund the mega projects and to earn the benefits of these projects for boosting the growth rate in two digit number.
Even before the 'Agenda 2030' was adopted, the present government in Bangladesh under the leadership of Sheikh Hasina envisaged implementing a few mega projects in Bangladesh to deliver the economic and social goods for millions of people in different parts of Bangladesh and to create the economic growth that will benefit the population.
It is expected that these large infrastructural undertakings and mega projects would transform the country's communications, transportation, ports and energy scenario by 2030 and help the country to achieve high mid-income country status by 2041.
Padma Multipurpose Bridge A self-funded project of Bangladesh government worth $ 3.65 billion, the 6.1 km double-deck bridge is expected to be open for traffic by 2022 connecting southern part of Bangladesh with the capital city as well as eastern part of the country. As of 10 December 2020, around 90% of the construction of the Padma Multipurpose Bridge has been completed. The bridge will have road and rail linkages in two separate decks. China Major Bridge Engineering Company Ltd, has been selected to construct the long aspired bridge on the river Padma. It is expected that the construction of the bridge will comprehensively transform the pace of economy in the region improving lives of millions of people on the both sides of the river.
Matarbari Deep Sea Port Bangladesh exports worth nearly $ 40bn and imports of goods worth nearly $ 60bn majority of which carried through seaways. Presently, the country's two seaports– Chittagong and Mongla — have up to 9.5-metre where draft vessels holding up to 2,000 teu can anchor. Bangladesh planned to develop its first deep-sea port as part of a publicprivate partnership with Japan. Matarbari deep seaport will have a 16-meter water draft and will be able to accommodate 8,000 teu post-Panamax vessels, lessening Bangladesh's dependence on the feeder vessels to ferry export-import goods from the hub ports in Singapore, Colombo and Port Klang. Matarbari deep sea port will be made functional by 2025.
Payra Deep Sea Port The construction work of Payra Deep Sea Port has been going rapidly since 2016. Payra will have rail, road, and waterway links with the capital of Dhaka, around which most of the country's garment industry is based and which by extension is the primary destination for imports and origin point for exports. The total cost of the port is estimated to be 11- 15 billion USD. Once deep-sea port is built, the neighboring India, Nepal and Bhutan can make use of this port while it facilitates the domestic economy with faster export and import activities. The port will be fully operational by 2023.
Dhaka Metrorail Project It is a part of the 20-year long Strategic Transport Plan (STP) outlined by the Dhaka Transport Coordination Authority (DTCA), a governmental agency. With an aim to provide a safe, fast, affordable and modern means of transportation for the city dweller, the project will have total 8 lanes connecting different parts of Dhaka City. Presently, 20.1 kilometers long Line 6, costing $ 2.8 billion is under construction. Each train will hold up to 1800 passengers. With 56 trains to be in service by 2021, Dhaka Metro is projected to serve more than 60,000 passengers per hour by 2021, with wait times of approximately 4 minutes. The entire route will be able to be traveled in less than 40 minutes at a speed of 100 km / h (62 mph). The project is expected to be completed by 2021.
Dhaka Elevated Expressway Dhaka Elevated Expressway is Bangladesh's first elevated expressway project. It is one of the largest infrastructure projects taken up by the incumbent government to ease traffic congestion in the capital. It will be 46.73 km long including the connecting roads and will cost around US $ 1.4 billion. The Italian-Thai Development Corporation Limited has entered a $ 1.062 billion contract with China Railway Construction Corporation (CRCC) for building the Dhaka Elevated Expressway. It is expected that the project might be completed by 2022.
Rooppur Nuclear Power Plant The Rooppur Nuclear Power Plant will be a 2.4 GW nuclear power plant in Bangladesh. It will be the country's first nuclear power plant and the commissioning of unit 1 is planned in 2022 while the commissioning of Unit 2 is planned in 2023. The VVER- 1200/523 Nuclear reactor and critical infrastructure are being built by the Russian Rosatom State Atomic Energy Corporation. The project will provide low-cost electricity and create new jobs in Bangladesh. The power production in Bangladesh currently exceeds 4GW a year. The new plant will increase the country's power production and enable it to achieve energy independence. Karnaphuli Underwater Tunnel Chinese President Xi Jinping and Bangladesh Prime Minister Sheikh Hasina laid the foundation of Karnaphuli Underwater Tunnel worth $ 2.49 billion in 2016. The boring work beneath the tunnel has been inaugurated by the Prime Minister Sheikh Hasina in February 2019. The 3.5km-long four-lane tunnel, the first of its kind in Bangladesh and region, will be built to make the port city of Chittagong “One City Two Towns,” based on a model of East and West Shanghai in China. The construction of the Karnaphuli Tunnel is expected to bolster industrial development, enhance tourism, and expand trade and commerce near the project area, creating employment for thousands of people and boosting exports and there will be a very positive impact on the total economy of the country .
Other prospective Mega Projects Dhaka-Chittagong Express Way (rail or road), Circular Road around Dhaka City, Construction of an International Airport in the center of Bangladesh, Dhaka Underground Train / Tube Rail and Construction of second bridge on river Padma are a few of the other prospective mega projects that are in the offing in Bangladesh and for which opportunities exist for direct foreign investment. Bangladesh's development story, especially implementation of the on-going and future mega projects, has earned it the reputation in the region as a hot spot for global investment. The role of these mega infrastructure projects is expected to be fundamental in the overall national development process as they will contribute positively in employment generation, connectivity, regional trade, economic integration as well as energy security of the country. With the completion of the mega-projects the government envisages the economy to grow at a faster, which in turn will foster longterm sustainable development.

Ontario is seeking public input on a long-term plan to modernize the transportation system in the Greater Golden Horseshoe (GGH) region, to ensure people and goods are able to move throughout the region with greater ease.
The GGH Transportation Plan is a transformative initiative that will build on short- and medium-term projects, such as GO Regional Express Rail to create the next-generation transportation system in the GGH.
With a growing economy and more people moving to the region, this multi-year plan will look ahead to ensure Ontario's transportation system is ready to address challenges such as climate change, while leveraging the benefits of new technologies, such as automated vehicles.
The province is seeking public input on a draft set of long-term goals and objectives for the GGH Transportation Plan. The input collected in through this consultation will inform the development of transportation options for the way people and goods move throughout the region. Throughout the project, residents, businesses and other organizations will have opportunities to have their say in developing a transportation system that reflects their needs.
Those interested in sharing their feedback on the draft long-term goals and objectives can fill out an online survey until Dec. 23, 2017.

QUICK FACTS
By 2041, the GGH’s population and employment are forecasted to grow from nine million to over 13 million people, and from under five million to over six million jobs, respectively.
In 2012, a total of $791 billion in commodity value was transported in the region.
In 2013, a total of over 35.9 billion kilometers were travelled by passenger cars on provincial highways in the GGH, and over four billion kilometers were travelled by heavy trucks.
