Don’t believe the hype about a tax on solar

You may have heard criticisms by The Alliance for Solar Choice (TASC) about our latest proposals to support the growth of rooftop PV in Hawaii. We appreciate a diversity of viewpoints on renewable energy, but allegations by TASC are inaccurate and completely mischaracterize our position.
We’d like to share with you some facts:
Our proposal would not tax new solar customers with rooftop PV.
We’re proposing to credit customers for energy sent from their rooftop PV systems to the grid, just as is the case under the existing Net Energy Metering program.
We believe current NEM customers should be grandfathered under the existing program.
TASC’s misinformation campaign could also confuse customers and may actually discourage potential solar customers from moving forward with solar. Their tactics could actually hinder the goals of developing solar programs in Hawaii that can be sustained for the long term.
Recently, Hermina Morita, former chair of the Public Utilities Commission, and Marco Mangelsdorf, a leading local PV contractor, called for transitioning from today’s NEM program and questioned the tactics of critics like TASC. They wrote:
“Sadly, the threat of losing NEM has led to some in the PV industry down the path of hyperbole, exaggeration and self-interested-fear-mongering.”

Our proposal supports the continued growth of rooftop PV while ensuring safe, reliable service and fair treatment for all customers. The state Consumer Advocate submitted a filing with the PUC that suggests the same program we’ve proposed. You can read details about our proposal here.
Hawaii is leading the nation in the integration of rooftop PV. To continue this growth, we need collaborative, productive discussions among Hawaii’s energy community.

Safely and reliably integrating clean, renewable energy to our grids

We’ve been working with local and national PV companies and Hawaii’s energy community, under the guidance of the Hawaii Public Utilities Commission (PUC), to develop new customer options for rooftop photovoltaic (PV) systems.
Our goals: Fairness, and grid reliability and safety, for all customers – with and without rooftop PV.
As electricity from rooftop PV flows into the grid, other generation must be continuously adjusted to safely and reliably meet the demand of everyone connected to the grid.

We recently submitted recommendations to the PUC for new customer options and programs to support continued growth of rooftop PV in Hawaii. These changes would also boost Hawaii’s local energy industries and economy; protect our environment; and lower electricity costs for residents and businesses.
Ultimately, the PUC will decide how any changes will affect customers. Under our proposal, customers with a Net Energy Metering (NEM) agreement today or valid, pending applications as of the day the PUC rules, will continue under the existing NEM program – no changes.  Our proposal would only apply to new PV system customers, and only after the PUC makes its final determination.
Like all customers, rooftop solar customers use the electric grid daily. Their systems send electricity into the grid and they draw from it when their systems don’t provide enough electricity for their needs – for example, at night or on cloudy days.

Above: Our electric grid now operates as a two-way system, integrating clean, renewable energy such as rooftop solar. Homes with rooftop solar not only receive energy from the grid, they also send energy back into it.
However, even while they use the electrical grid, many NEM customers can lower their bills to the point that they aren’t fairly sharing the cost of operating and maintaining it. This is because NEM customers receive credit for electricity sent back to the grid at a full retail rate, shifting the costs to non-PV customers.
In 2014, PV customers shifted an estimated $53 million to non-PV customers, $15 million more than the 2013 estimated $38 million. This cost shift will increase significantly if the present NEM program is not modified. Watch our video, “A Sustainable Solar Future For Hawaii.”
Our recommendations to the PUC include:
A new pricing structure for new rooftop PV systems that more fairly shares costs for operating and maintaining the electric grid.
Nation-leading technical standards for smart inverters to increase integration of high levels of rooftop PV.
A new option for customers who install battery-equipped rooftop PV systems.
A pilot time-of-use rate to help customers capitalize on investments they make in battery-equipped rooftop PV system.
An improved method of calculating the amount of rooftop PV that can be safely installed without impacting service reliability for other customers.
A streamlined and standardized PV application process that is more efficient and transparent on the status of applications.

“We’re supporting a plan that will help us triple the amount of distributed rooftop PV by 2030, and increase renewable energy to 65 percent by 2030 and 100 percent by 2045,” said Jim Alberts, Hawaiian Electric senior vice president of customer service. “To reach these goals, we will need updated programs, a diverse portfolio of renewable energy resources and a smart, modern grid.”
