I always found this interesting. This is a house that sits on the #uscanadaborder Brian DeMoulin and his wife are selling their #borderhome for a cool $100k. Page 4702: Customs Districts. In lieu of all customs-collection districts, ports, and supports of entry and ports of delivery now or heretofore existing there shall be 49 customs-collection districts, with district headquarters and ports of entry as follows:
(1) The district of Maine and New Hampshire, to include all of the State of Maine and all of the State of New Hampshire, except the county of Coos, with headquarters at Portland, Me., in which Portland, Houlton. Fort Fairfield, Mars Hill, Van Buren, Madawaska, Monticello, Machias, Lubec, Bath, Boothbay, Limestone, Fort Kent, Bridgewater, Eastport, Calais, Bangor, Ellsworth, Rockland, Vanceboro, Lowelltown (or Holeb), Belfast, Rockport. Castine, Vinal Haven, South West Harbor, and Portsmouth (including Kittery), shall be ports of entry.
(2) The district of eastern Vermont, which shall include the counties of Orleans, Essex, Caledonia, Washington, Orange, Windsor, and Windham in the State of Vermont and the county of Coos in the State of New Hampshire, with district headquarters at Newport, in which Newport, North Troy, Derbyline. Island Pond, and Beecher Falls shall be ports of entry.
(3) The district of western Vermont, to include all of the State of Vermont not expressly included in the district of eastern Vermont, with district headquarters at Burlington, in which St. Albans, Richford, Burlington, Alburg, Swanton, and Highgate shall be ports of entry.
(4) The district of Massachusetts, to include all of the State of Massachusetts, with district headquarters at Boston, in which Boston, Gloucester, Salem (including Beverly, Marblehead, and Lynn), Provincetown, Plymouth, Barnstable, Vineyard Haven, Fall River, New Bedford, Worcester, Springfield, and Holyoke shall be ports of entry.
(5) The district of Rhode Island, to include all of the State of Rhode Island, with district headquarters at Providence, in which Providence and Newport shall be ports of entry.
(6) The district of Connecticut, to include all of the State of Connecticut, with district headquarters at Bridgeport, in which Hartford. New Haven, New London, Stonington, Middletown, South Manchester, Bridgeport, Stamford, Greenwich, and Norwalk shall be ports of entry.

(9) The district of Buffalo, to include all of the counties of Niagara, Erie, Cattaraugus, and Chautauqua, with district headquarters at Buffalo, in which Buffalo, Niagara Falls, North Tonawanda (including Tonawanda), Dunkirk, and Lewiston shall be ports of entry.
(10) The district of New York, to include all that part of the State of New York not expressly included in the districts of St. Lawrence, Rochester, and Buffalo, and also to include the counties of Sussex, Passaic, Hudson, Bergen. Essex, Union, Middlesex, and Monmouth, in the State of New Jersey, with district headquarters at the port of New York, in which New York, Newark, Perth Amboy, Patchogue, Greenport, and Albany shall be ports of entry.
(11) The district of Philadelphia, to include all that part of the State of Pennsylvania lying east of 79° west longitude, all of the State of Delaware, and all of that part of the State of New Jersey not included in the district of New York, with district headquarters at Philadelphia, in which Philadelphia (to include Camden and Gloucester City, N. J.), Somers Point, Thompsons Point, Tuckerton, Chester, Wilmington, and Lewes shall be ports of entry.
(12) The district of Pittsburgh, to include all of the State of West Virginia and all of the State of Pennsylvania lying west of 79° west longitude, except the county of Erie, with district headquarters at Pittsburgh, in which Pittsburgh and Wheeling shall be ports of entry.
(13) The district of Maryland, to include all of the State of Maryland, the District of Columbia, and the county of Alexandria, in the State of Virginia, with district headquarters at Baltimore, in which Baltimore, Washington, Crisfield, Annapolis,” and Alexandria shall be ports of entry.
(14) The district of Virginia, to include all of the State of Virginia except the county of Alexandria, with district headquarters at Norfolk, in which Norfolk and Newport News, Richmond, Petersburg, Cape Charles City, Chincoteague, and Reedville shall be ports of entry. The port of Norfolk shall include both of said cities and the waters and shores of Hampton Roads.
(15) The district of North Carolina, to include all of the State of North Carolina, with district headquarters at Wilmington, in which Wilmington, Elizabeth City, Newbern, Manteo, and Beaufort shall be ports of entry.
(16) The district of South Carolina, to include all of the State of South Carolina, with district headquarters at Charleston, in which Charleston, Georgetown, and Beaufort shall be ports of entry.
(17) The district of Georgia, to include all of the State of Georgia except the north shore of the St. Marys River and the city of St. Marys, with district headquarters at Savannah, in which Savannah, Brunswick, Darien, and Atlanta shall be ports of entry.
(18) The district of Florida, to include all of the State of Florida and the north bank of the St. Marys River and the city of St. Marys, Ga., with district headquarters at Jacksonville, in which Tampa (including Port Tampa), Key West, Punta Gorda, Boca Grande, Miami, Jacksonville, Pensacola, St. Andrews, St. Augustine, Fernandina (including St. Marys, Ga.), Cedar Keys, Port Inglis, Apalachicola, and Carrabelle shall be ports of entry.
(19) The district of Mobile, to include all of the State of Alabama and all that part of the State of Mississippi lying south of 31° north latitude, with district headquarters at Mobile, in which Mobile, Birmingham, Gulfport, and Scranton shall be Horts of entry.
(20) The district of New Orleans, to include all of the State of Louisiana and all that part of the State of Mississippi lying north of 31° north latitude, with district headquarters at New Orleans, in which New Orleans and Morgan City shall be ports of entry.
(21) The district of Sabine, to include the following territory, viz., beginning on the Gulf of Mexico at the center of the stream of Sabine Pass; thence north with the center of the stream of Sabine Pass to Sabine Lake; thence with the center of the stream of Sabine Lake to a point directly opposite to the Sabine River; thence north with the east shore of the Sabine River to the north boundary line of Shelby County, Tex.; thence west to the Neches River; thence down said river with its west shore to a north boundary line of Jefferson County; thence in a westerly direction with the said north boundary line to the east boundary line of Liberty County, Tex.; thence south to the Gulf of Mexico; thence in an easterly direction along the Gulf shores to the place of beginning with district headquarters at Port Arthur, in which Port Arthur and Sabine shall be ports of entry. The district of Sabine is retained as a separate district With boundaries as above provided because of the express proVision of the act approved June 19, 1906, detaching the same from the district of Galveston and creating it a separate district in consideration of the conveyance to the Government of the Port Arthur Ship Canal and other waterways in said act described.
(22) The district of Galveston, to include all of the State of Texas, except the territory included in the districts of Sabine, Laredo, El Paso, and Eagle Pass, with district headquarters at Galveston, in which Galveston (including Port Bolivar and Texas City), San Antonio, Dallas, Houston, and Port Lavaca shall be ports of entry.
(23) The district of Laredo, to include all of the counties of Cameron, Hidalgo, Starr, Nueces, Zapata, Duval, Brooks. Willacy. Jim Wells, Aransas, Webb, La Salle, Dimmit, McMullen, Live Oak, Bee, Refugio, and San Patricio, in the State of Texas, with district headquarters at Laredo, in which Laredo, Brownsville, Rio Grande City, Corpus Christi, Roma, and Santa Maria shall be ports of entry.
(24) The district of El Paso, to include all of the counties of El Paso and Culberson in the State of Texas and all of the State of New Mexico, with district headquarters at El Paso, in which El Paso, and Columbus, N. Mex., shall be ports of entry.
(25) The district of Eagle Pass, to include all of the counties in the State of Texas lying along and contiguous to the Rio Grande River not included in the districts of Laredo and El Paso, with district headquarters at Eagle Pass, in which Eagle Pass, Boquillas, Del Rio, and Presidio shall be ports of entry.
(26) The district of Arizona, to include all of the State of Arizona, with district headquarters at Nogales, in which Nogales, Naco, Yuma, and Douglas shall be ports of entry.
(27) The district of southern California, to include all that part of the State of California lying south of 35° north latitude, with district headquarters at Los Angeles, in which Los Angeles, San Pedro, San Diego, Calexico, Campo, and Tia Juana shall be ports of entry.
(28) The district of San Francisco, to include all that part of the State of California lying north of 35° north latitude, with district headquarters at San Francisco, in which San Francisco (including Oakland), Eureka, and Port Hartford shall be ports of entry.
(29) The district of Oregon, to include all of the State of Oregon, with district headquarters at Portland, in which Portland, Astoria, Newport, and Empire shall be ports of entry.
(30) The district of Washington, to include all of the State of Washington, with district headquarters at Seattle, in which Seattle, Port Townsend, Aberdeen, Anacortes, Bellingham, Blaine, Chopaka, Danville, Everett, Ferry, Friday Harbor, Laurier, Molson, Northport, Port Angeles, Roche Harbor, South Bend, Spokane, Sumas, and Tacoma shall be ports of entry.
(31) The district of Alaska, to include all of the Territory of Alaska, with district headquarters at Juneau, in which Juneau, Eagle, Ketchikan, Cordova, Sulzer, St. Michael, Skag. way, Unalaska, Wrangell, Forty mile, Fairbanks, and Nome shall be ports of entry.
(32) The district of Hawaii, to include all of the Territory of Hawaii, with district headquarters at Honolulu, in which Honolulu, Hilo, Kahului, Kaloa, and Mahukona shall be ports of entry.
(33) The district of Montana and Idaho, to include all of the States of Montana and Idaho, with district headquarters at Great Falls, in which Great Falls, Eastport, Port Hill, Plentywood, Sweetgrass, and Gateway shall be ports of entry.

(36) The district of Duluth and Superior, to include all of the State of Minnesota, except the county of Kittsen, lying north of 45° north latitude, and all of the State of Wisconsin lying north of said latitude, and the Island of Isle Royal in the State of Michigan, with district headquarters at Duluth and Superior, in which Duluth and Superior, International Falls, Warroad, Ranier, Two Harbors, Ashland, and Isle Royal shall be ports of entry. The port of Duluth and Superior shall include both of said cities and West Superior.
(37) The district of Wisconsin, to include all of the State of Wisconsin lying south of 46° north latitude, with district headquarters at Milwaukee, in which Milwaukee, Green Bay, Kenosha, Kewaunee, Manitowoc, Marinette (including Menominee), Racine, Sheboygan, and Sturgeon Bay shall be ports of entry.
(38) The district of Michigan, to include all of the State of Michigan, with district headquarters at Detroit, in which Detroit, Port Huron, Saginaw, Alpena, Bay City. Marine City, St. Clair, Grand Rapids, Grand Haven, Charlevoix, Ludington, Manistee, Manistique, Muskegon, St. Joseph, Petoskey, Sault Ste. (40) The district of Indiana, to include all of the State of Indiana lying south of 41° of north latitude, with district headquarters at Indianapolis,in which Indianapolis and Evansville shall be ports of entry.
(41) The district of Ohio, to include all of the State of Ohio and the county of Erie, in the State of Pennsylvania, with district headquarters at Cleveland, in which Cleveland, Conneaut, Ashtabula. Fairport, Lorain, Sandusky, Put-in-Bay. Toledo, Cincinnati, Columbus, and Dayton, Ohio, and Erie and Corry, Pa., shall be ports of entry.
(42) The district of Kentucky, to include all of the State of Kentucky, with district headquarters at Louisville, in which Louisville and Paducah shall be ports of entry.
(43) The district of Tennessee, to include all of the State of Tennessee, with district headquarters at Memphis, in which Memphis, Nashville, Chattanooga, and Knoxville shall be ports of entry.
(44) The district of Iowa, to include all of the State of Iowa, with district headquarters at Des Moines, in whichDes Moines, Sioux City, and Dubuque shall be ports of entry.

(49) The district of Porto Rico. (This district is not affected by this reorganization, for the reason that the expenses of the district are not payable from the appropriation “Expenses of collecting the revenue from customs.")
II. The use of the terms “port of delivery” and “support of entry” is hereby discontinued, and all ports of entry, supports of entry, and ports of delivery not above specifically mentioned as ports of entry are hereby abolished.
Page 4705: VIII. The Secretary of the Treasury is hereby authorized to prescribe uniform blank forms to be used in commerce with the entry and clearance of merchandise, and to cause such forms to be printed and to be kept on site at the various ports of entry as he may direct, the net proceeds of such sales to be covered into the Treasury.
IX. Merchandise shall not be entered or delivered from customs custody elsewhere than at one of the ports of entry hereinbefore designated, except at the expense of the parties in interest, upon express authority from the Secretary of the Treasury and under conditions to be prescribed by him. when it shall be made to appear to the Secretary of the Treasury that the interests of commerce or the protection of the revenue so require, he may cause to be stationed at places in the various collection districts, though not named as ports of entry, officers or employees of the customs with authority to enter and clear vessels, to accept entries of merchandise, to collect duties, and to enforce the various provisions of the customs and navigation laws.

Mr. STEPHENS of California. It is, and San Pedro is all within the city of Los Angeles.
Mr. STEPHENS of Texas. And on the other side there is the port of entry of Santa Monica.
Mr. STEPHENS of California. There are several ports of entry within a few miles of this harbor.
Mr. STEPHENS of Texas. Is this officially classed as Los Angeles port of entry or San Pedro or Santa Monica?
Mr. STEPHENS of California. It is officially known as the port of Los Angeles, and Santa Monica, Venice, Long Beach, and Redondo are all subports of entry to Los Angeles.
Mr. STEPHENS of Texas. And this would provide for all those different ports?
Mr. STEPHENS of California. Yes; and for many others, I reserve the balance of my time.
Mr. MANN. Will the gentleman yield?
Mr. STEPHENS of California. I will.
Mr. MANN. As I understand it now, there is no board of inspection in the Steamboat Service south of San Francisco.
Mr. STEPHENS of California. That is right.
Mr. MANN. How much would the expense be to the Government for the board at Los Angeles if this bill passes?
Mr. STEPHENS of California. I will say to the gentleman from Illinois that it is believed that the expense will not be very much, if any, greater.
Mr. MANN. I know, but that is not the question I asked. How much will the expense be at Los Angeles?
Mr. STEPHENS of California. About $5,000 per annum. But this amount will be exceeded if the Inspection Service is to be performed in the old way, for additional inspectors will be needed at San Francisco, and a much larger traveling expense made necessary by the wonderfully growing shipping industry at and near Los Angeles.
Mr. MANN. Well, they send inspectors now from San Francisco to Los Angeles.
Mr. STEPHENS of California. Yes.
Mr. MANN. Of course there is some expense growing out of that for traveling expense and subsistence.
Mr. STEPHENS of California. $100 every time they go to Los Angeles. It takes two inspectors, one for hulls and one for boilers.
Mr. MANN. I see the supervising inspector of the district says that, if necessary to visit it two or three times a week, they send inspectors down there at the expense of $300 per week. They are certainly guilty of gross extravagance if they send down inspectors two or three times a week at an expense of $300 a week.
Mr. STEPHENS of California. I will say to the gentleman from Illinois that the inspection bureau at San Francisco is trying to accommodate the service on the Pacific coast as best it can. The Craig Shipbuilding Co. now have in operation a large shipbuilding plant at Long Beach, near Los Angeles. Last year four or five good-sized steamships were built by this company. This year it will build more than that, and in addition will construct two submarines for the United States Government.
Mr. MANN. The gentleman believes from his knowledge of the subject that the expenses of this board at Los Angeles will practically be no more than the expenses now incurred by sending inspectors from San Francisco to Los Angeles?
Mr. STEPHENS of California. I feel sure the next three years will prove this an economical thing for the Government to have done.
The SPEAKER. The question is on suspending the rules and passing the bill.
The question was taken; and two-thirds having voted in the affirmative, the rules were suspended, and the bill was passed.

Commercial America, Reorganization of United States Customs Service, 1912
Page 17: The Executive order provides that '' in lieu of all customs-collection districts, ports and subports. of entry and ports of delivery now or heretofore existing there shall be 49 customs collection districts" with specified district headquarters and ports of entry. For each of the customs-collection districts there is to be one collector of customs, to be appointed by the President, with the provision that the collector of customs or the surveyor of customs of the respective districts now in office is to continue in the new office for the term of his existing commission. The collectors are, with the exception of four districts, to maintain their principal offices at the headquarters of their respective districts. In charge of each port of entry there is to be a deputy collector appointed by the Secretary of the Treasury.
The Secretary of the Treasury is authorized to prescribe uniform blank forms for use in connection with the entry and clearance of merchandise.
It is provided that "merchandise shall not be entered or delivered from customs custody elsewhere than at one of the ports of entry * * * except at the expense of the parties in interest, upon express authority of the Secretary of the Treasury and under conditions to be prescribed by him. When it shall be made to appear to the Secretary of the Treasury that the interests of commerce or the protection of the revenue so require, he may cause to be stationed at places in the various collection districts, though not named as ports of entry, officers or employees of the customs with authority to enter and clear vessels, to accept entries of merchandise, to collect duties, and to enforce the various provisions of the customs and navigation laws.''
The 49 customs - collection districts into which the service will be divided on July 1, 1913, with the district headquarters and ports of entry of each, are enumerated in the summary given below. Space does not permit the geographical definition of the various districts, but for the convenience of those who have a interest in the question, these boundaries are shown in the map on page 19.
1—District of Maine and New Hampshire: Headquarters, Portland, Maine; ports of entry, Portland, Houlton, Fort Fairfield, Mars Hill, Van Buren, Madawaska, Monticello, Machias, Lubec, Bath, Boothbay, Limestone, Fort Kent, Bridgewater, Eastport, Calais, Bangor, Ellsworth, Rockland, Vanceboro, Lowelltown, Belfast, Rockport, Castine, Vinal Haven, Sout West Harbor, Portsmouth.

Page 1: Whenever the President shall deem it impracticable, by reason of unlawful combinations of persons in opposition to the laws of the United States, to collect the duties on imports in the ordinary way, at any port of entry in any collection-district, he may cause such duties to be collected at any port of delivery in the district until such obstruction ceases; in such case the surveyor at such port of delivery shall have the powers and be subject to all the obligations of a collector at a port of entry.
Page 2: The Secretary of the Treasury, with the approval of the President, shall also appoint such weighers, gaugers, measurers, inspectors, appraisers, and clerks, as he may deem necessary, for the faithful execution of the revenue laws at such port of delivery, and shall establish the limits within which such port of delivery is constituted a port of entry. And all the provisions of law regulating the issue of marine papers, the coasting-trade, the warehousing of imports, and the collection of duties, shall apply to the ports of entry thus constituted, in the same manner as they do to ports of entry established by law.
Whenever, at any port of entry, the duties on imports cannot, in the judgment of the President, be collected in the ordinary way, or by the course provided in the preceding section, by reason of the cause mentioned therein, he may direct that the custom-house for the district be established in any secure place within the district, either on land or on board any vessel in the district, or at sea near the coast; and in such case the collector shall reside at such place, or on shipboard, as the case may be, and there detain all vessels and cargoes arriving within or approaching the district, until the duties imposed by law on such vessels and their cargoes are paid in cash. But if the owner or consignee of the cargo on board any vessel thus detained, or the master of the vessel, desires to enter a port of entry in any other district where no such obstructions to the execution of the laws exist, the master may be permitted so the change the destination of the vessel and cargo in his manifest; whereupon the collector shall deliver him a written permit to proceed to the port so designated. And the Secretary of the Treasury, with the approval of the President, shall make proper regulations for the enforcement on shipboard of such provisions of the laws regulating the assessment and collection of duties as in his judgment may be necessary and practicable.
Page 3: Whenever, in any collection-district, the duties on imports cannot, in the judgment of the President, be collected in the ordinary way, nor in the manner provided by the three preceding sections [5314, 5315, 5316], by reason of the cause mentioned in section 5314, the President may close the port of entry in that district; and shall in such case give notice thereof by proclamation. And thereupon all right of importation, warehousing, and other privileges incident to ports of entry shall cease and be discontinued at such port so closed until it is opened by the order of the President on the cessation of such obstructions. Every vessel from beyond the United States, or having on board any merchandise liable to duty, which attempts to enter any port which has been closed under this section, shall, with her tackle, apparel, furniture, and cargo, be forfeited.
Whenever, by the prevalence of any contagious or epidemic disease in or near the place by law established as the port of entry for any collection-district, it becomes dangerous or inconvenient for the officers of the revenue employed therein to continue the discharge of their respective offices at such port, the Secretary of the Treasury, or, in his absence, the First Comptroller, may direct the removal of the officers of the revenue from such port to any other more convenient place, within, or as near as may be to, such collection-district. And at such place such officers may exercise the same powers, and shall be liable to the same duties, according to existing circumstances, as in the port or district established by law. Public notice of any such removal shall be given as soon as may be.

There shall be in the State of Maine fourteen collection-district, as follows: First. The district of Aroostook, to comprise the county of Aroostook as bounded on the 22nd day of February, 1869, excepting those towns, plantations, and townships lying on the line of the European and North American Railway, in which Houlton shall be the only port of entry. Second. The district of Passamaquoddy; in which Eastport shall be a port of entry and delivery, and the towns of Calais, Pembroke, and Robbinston ports of delivery. Third. The district of Machias; in which Machias shall be the port of entry. Fourth. The district of Frenchman's Bay; in which Ellsworth shall be the port of entry, and Union River the port of delivery. That the port of Mount Desert Ferry, in the town of Hancock, in the State of Maine, be, and the same is hereby, established as a port of entry, subject to the same regulations, privileges, and facilities as other ports of entry in the United States. Provided, That the official duties of said port shall be performed under the direction of the collector of customs for the district of Frenchman's Bay, and by a deputy detailed by him for that purpose. Fifth. The district of Castine; in which Castine shall be the port of entry, and Blue Hill, Deer Island, and Bucksport ports of delivery. Sixth. The district of Bangor, to comprise the counties of Penobscot and Piscataquis and the town of Frankfort, in the county of Waldo, as bounded on the third day of March, 1847, and the several towns, plantations, and townships in the counties of Aroostook and Washington lying on the line of the European and North American Railway, in which Bangor shall be the port of entry and delivery, and Frankfort and Hampden ports of delivery.

The district of Belfast; to comprise all the ports and harbors on the western shore of the Penobscot Bay and River from the town of Frankfort, as bounded on the third day of March, 1847, to and including the town of Camden, as bounded on the 20th day of April, 1818, and the towns of Vinalhaven, North Haven, and Isleborough, as bounded on the third day of March, 1849e; in which Belfast shall be the port of entry, and Prospect, Vinalhaven, North Haven, and Camden ports of delivery.
Rockport shall be a port of delivery in the district of Belfast, State of Maine.
Eighth. The district of Waldoborough; to comprise the waters and shores from the town of Camden, as bounded on the twentieth day of April, 1818, to the middle of Damariscotta River; in which Waldoborough shall be the port of entry, and Bristol, Damariscotta, Warren, Thomaston, Cushing, and Saint George ports of delivery.
Rockland, in the State of Maine, be, and is hereby, constituted a subport of entry in the customs collection district of Waldoboro, Maine.
Ninth. The district of Wiscasset; in which Wiscasset shall be the port of entry, and Booth Bay and Alua ports of delivery.
Tenth. The district of Bath; in which Bath shall be the port of entry, and Hallowell, Pittston, Georgetown, Bowdoinham, Gardner, and Richmond ports of delivery.
Eleventh. The district of Portland and Falmouth; in which Portland shall be the port of entry, and North Yarmouth, Brunswick, Freeport, and Harpswell ports of delivery.
Twelfth. The district of Saco; in which Scarborough shall be a port of delivery.
Thirteenth. The district of Kennebunk; to comprise the towns of Wells, Kennebunk, and Kennebunk Port, and all the shores and waters thereof; in which Kennebunk shall be the port of entry, and Wells and Kennebunk Port ports of delivery.
Fourteenth. The district of York; in which York shall be the port of entry.

The district of Gloucester; to comprise all the waters and shores in the towns of Gloucester and Manchester, as bounded on the second day of March, 1799, and the town of Essex as bounded on the 7th day of August, 1848; in which Gloucester shall be the port of entry, and Manchester and Rockport ports of delivery.
Third. The district of Salem and Beverly; to comprise all the waters and shores within the towns of Beverly, Salem, and Danvers, as bounded on the 2nd day of .March, 1799; in which Salem shall be the port of entry, and Danvers a port of delivery.
Fourth. The district of Marblehead; to comprise all the waters and shores within the towns of Marblehead and Lynn, as bounded on the 2d day of March, 1799; in which Marblehead shall be the port of entry, and Lynn the port of delivery.

The district of Boston and Charlestown; to comprise all the waters and shores within the counties of Middlesex, Suffolk, and Norfolk, as bounded on the 2nd day of March, 1799; in which Boston shall be the port of entry, and Medford, Cohasset, Hingham, Weymouth, Cambridge, Eoxbury, and Dorches ter ports of delivery. Sixth. The district of Plymouth; to comprise all the waters and shores within the county of Plymouth, except the towns of Wareham and Rochester, as bounded on the 2nd day of March, 1799; in which Plymouth shall be the port of entry, and Scituate, Duxbury, Kingston, and Marshfleld ports of delivery.
Seventh. The district of Barnstable; to comprise all the waters and shores within the county of Barnstable, as bounded on the 2nd day of March, 1799; in which Barnstable shall be the port of entry, and Sandwich, Falmouth, Harwich, Wellfleet, Provincetown, Dennis Bourne, and Chatham, ports of delivery.
Eighth. The district of Nantucket; to comprise the waters and shores of the island of Nantucket; in which Nantucket shall be the port of entry.
Ninth. The district of Edgartown; to comprise all the waters and shores within the county of Duke's County, as bounded on the 2nd day of March, 1799; in which Edgartown shall be the port of entry.
Tenth. The district of New Bedford; to comprise all the waters and shores within the towns of New Bedford, Dartmouth, Westport, Rochester, and Wareham, together with all the islands within the county of Bristol, as bounded on the 2nd day of March, 1799; in which New Bedford shall be the port of entry, and Westport, Rochester, and Wareham ports of delivery. Sippican and Mattapoisett Harbors, within the township of Rochester, in Massachusetts, shall be known as ports under those names within the collection district of New Bedford, and the respective inhabitants are authorized to describe, as the law requires, their vessels as belonging to those places respectively instead of Rochester.
Eleventh. The district of Fall River; to comprise all the waters and shores on Taunton River, and in the town of Rehoboth, as bounded on the 2nd day of March, 1799, and all that part of the town of Tiverton, in Rhode Island, north of the south line of the farm of William Slade, and of the farm of the heirs of Boylston Brayton, as bounded on the 9th day of August, 1842, to Watuppa Pond, and by that pond to the south line of the State of Massachusetts, and the waters and shores adjoining thereto; in which Fall River shall be the port of entry and delivery, and Swansea, Somerset, Freetown, Berkley, and Taunton ports of delivery.

The master of every vessel bound to a port of delivery only, in any district, shall first, come to at the port of entry of such district, with his vessel, and there make report and entry inwrapping, and pay all duties required by law, port fees and charges, before such vessel shall proceed to her port of deliery. Any master of a vessel who shall proceed to a port of delivery contrary to such directions shall be liable to a penalty of $500, to be recovered with costs of suit.
Page 98: 81. Bond for re-export. Any vessel may proceed with any merchandise brought in her, and, in the manifest delivered to the collector of the customs, reported as destined for any foreign port, from the district within which such vessel shall first arrive to such foreign port without paying or securing the payment of any duties upon such merchandise as shall be actually reexported in the vessel. But the manifest so declaring to reexport such merchandise shall be delivered to such collector within 48 hours after the arrival of the vessel. And the master of such vessel shall give bond as required by the next section.
Provided, That vessels driving at a port of entry in the United States, laden with coal, salt, railroad-iron, and other like articles in bulk, may proceed to places within that collection district to be specially designated by the Secretary of the Treasury, by general regulations or otherwise, under the superintendence of customs officers, at the expense of the parties interested, for the purpose of unlading cargoes of the character before mentioned.
Page 102: The importer of any merchandise destined for any of the ports mentioned in the nine preceding sections shall deposit in the custody of the surveyor of such port of delivery a schedule of the goods so intended to be imported, with an estimate of their cost at the place of exportation, whereupon the surveyor shall make an estimate of the amount of duties accruing on the same, and the importer or consignee shall give bond, with sufficient sureties, to be approved by the surveyor, in double the amount of the duties so estimated, conditioned for the payment of the duties on such merchandise, ascertained as hereinafter directed; and the surveyor shall forthwith notify the collector at the port of entry for the collection-district to which such port of delivery is attached, of the same, by forwarding to him a copy of bond and schedule.
The importer, or his agent, may enter merchandise at the port of entry for the collection-district into which it is to be imported in the usual manner; and the collector shall grant a permit for the landing thereof, and cause the duties to be ascertained as in other cases, the goods remaining in the custody of the collector until reshipped for the place of destination. The collector shall certify to the surveyor at such place the amount of such duties, which the surveyor shall enter on the margin of the bond given to secure the same; and the merchandise shall be delivered by the collector to the agent of the importer or consignee, duly authorized to receive the same, for shipment to the place of destination.
The master or conductor of every vessel or vehicle in which such merchandise shall be transported, shall, previously to departure from the port of entry, deliver to the collector duplicate manifests of such merchandise, specifying the marks and numbers of every case, bag, box, chest, or package, containing the same, with the name and place of residence of every importer or consignee of such merchandise, and the quantity shipped to each, to be by him subscribed, and to the truth of which he shall swear, and that the merchandise has been received on board his vessel or vehicle, stating the name of the agent who shipped the same; and the collector shall certify the facts, on the manifests, one of which he shall return to the master, with a permit thereto annexed, authorizing him to proceed to the place of his destination.
If any vessel or vehicle having such merchandise on board shall depart from the port of entry without having complied with the provisions of the preceding section, the master or conductor thereof shall be liable to a penalty of $500.
The master or conductor of any such vessel or vehicle arriving at either of the ports named in sections 2816 to 2824, inclusive, on board of which merchandise shall have been shipped at such port of entry, shall, within eighteen hours next after the arrival, and previously to unloading any part of such merchandise, deliver to the surveyor of such port the manifest of the same, certified by the collector, at the port of entry, and shall make oath before the surveyor that there was not, when he departed from the port of entry, any more or other merchandise on board such boat, vessel, or vehicle so imported than is therein mentioned. If the master of such vessel or vehicle shall neglect or refuse to deliver the manifests within the time herein directed, he shall be liable to a penalty of $100.
Page 103: The collector at such port of entry shall permit no entry R. s, 283i. to be made of merchandise, where the duty on the same shall exceed the amount of the bond deposited with the surveyor, nor shall the surveyor receive the bond of any person for a sum less than $50. When the bond has been completed, and the actual amount of duty ascertained and certified on the margin, the surveyor of the port where the bond is taken shall collect said duties and pay the same into the Treasury of the United States.
Page 104: Collectors and surveyors, respectively, may, whenever they judge it to be necessary for the security of the revenue, put an inspector of the customs on board any vessel, to accompany the same until her arrival at the first port of entry or delivery, in the district to which such vessel may be destined. If the master of any vessel shall neglect or omit to deposit a manifest as herein prescribed, or shall refuse to receive an inspector of the customs on board, as the case requires, he shall forfeit and pay $500, to be recovered with cost of suit, one-half for the use of the officer with whom such manifest ought to have been deposited, and the other half to the use of the collector of the district to which such vessel may be bound. If, however, the manifest shall, in either of the above cases, have been previously delivered to any officer of the customs, pursuant to the provisions hereinafter made in that behalf, the depositing of a manifest shall not be necessary.
Page 122: Railroad-iron, partially or wholly worn, may be imported into the United States without payment of duty, under bond to be withdrawn and exported after such railroad-iron shall have been repaired or remanufactured. The Secretary of the Treasury is hereby authorized and directed to prescribe such rules and regulations as may be necessary to protect the revenue against fraud, and secure the identity, character, and weight of all such importations when again withdrawn and exported, restricting and limiting the export and withdrawal to the same port of entry where imported, and also limiting all bonds to a period of time of not more than six months from the date of the importation.
Page 123: That machinery for repair may be imported into the United States without payment of duty, under bond, to be given in double the appraised value thereof, to be withdrawn and exported after said machinery shall have been repaired; and the Secretary of the Treasury is authorized and directed to prescribe such rules and regulations as may be necessary to protect the revenue agents fraud and secure the identity and character of all such importation when again withdrawn and exported, restricting and limiting the export and withdrawal to the same port of entry where imported, and also limiting all bonds to a period of time of not more than six months from the date of the importation.
Page 134: Whenever, by the health-laws of any State, or by the regulations made pursuant thereto, any vessel arriving within a collection-district of such State is prohibited from coming to the port of entry or delivery by law established for such district, and such health-laws require or permit the cargo of the vessel to be unladen at some other place within or near to such district, the collector, after due repot to him of the whole of such cargo, may grant his warrant or permit for the unlading and discharge thereof, under the care of the surveyor, or of one or more inspectors, at some other place where such health-laws permit, and upon the conditions and restrictions which shall be directed by the Secretary of the Treasury, or which such collector may, for the time, deem expedient for the security of the public revenue.
Whenever the cargo of a vessel is unladen at some other place than the port of entry or delivery under the foregoing provisions [4793], all the articles of such cargo shall be deposited, at the risk of the parties concerned therein, in such public or other warehouses or enclosures as the collector shall designate, there to remain under the joint custody of such collector and of the owner, or master, or other person having charge of such vessel, until the same are entirely unladen or discharged, and until the articles so deposited may be safely removed without contravening such health-laws. And when such removal is allowed, the collector having charge of such articles may grant permits to the respective owners or consignees, their factors or agents, tor achieve all merchandise which has been entered, and the duties accruing upon which have been paid, upon the payment by them of a reasonable rate of storage; which shall be fixed by the Secretary of the Treasury for all public warehouses and enclosures.
Page 143: 108. Immediate unlading. The master of any steamship, trading between foreign ports and ports in the United States, and running in a regularly established steamship line, which line shall have been in existence and running steamers in the foreign trade for not less than one year previous to the application of the privilege extended by this Act, arriving in a port of entry may make preliminary entry of the vessel by making oath or affirmation to the truth of the statements contained in his manifest and delivering said manifest to the customs officer, who shall board said vessel, whereupon the unlading of such vessel may proceed upon arrival at the wharf, under such relations as the Secretary of the Treasury shall prescribe, but nothing in this Act shall relieve the master of any vessel from subsequent compliance with the provisions of existing laws regarding the report and entry of vessels at the custom house. Customs officers acting as boarding officers, and any customs officer who may be designated for that purpose by the collector of the port, are hereby authorized to administer the oath or affirmation herein provided for.
109. Lien for freight. That whenever the collector of the port of entry of the vessel, or other proper officer of the customs, shall be duly notified in writing of the existence of a lien for freight, charges, or contribution in general average upon imported goods, wares, or merchandise in his custody, he shall, before delivering such goods, wares, or merchandise to the importer, owner, or consignee thereof for consumption, or to any vessel or vehicle for transportation or exportation, give seasonable notice to the party or parties claiming the lien; and the possession by the officers of customs shall not affect the discharge of such lien, under such regulations as the Secretary of the Treasury may prescribe; and such officer shall refuse the delivery of such merchandise from any public or bonded warehouse or other place in which the same shall be deposited until proof to his satisfaction shall be produced that the freight, charges, or contribution in general average thereon has been paid or secured; but the rights of the United States shall not be prejudiced thereby, nor shall the United States or its officers be in any manner liable for losses consequent upon such refusal to deliver. If merchandise so subject to a lien, regarding which notice has been filed, shall be forfeited to the United States and sold, the freight, charges, or contribution in general average due thereon shall be paid from the proceeds of such sale in the same manner as other charges and expenses authorized by law to be paid therefrom are paid.
Page 162: That the examination herein provided for shall be made by a duly qualified examiner at a port where standard samples are established, and where the merchandise is entered at ports where there is no qualified examiner, the examination shall be made at that one of said ports which is nearest the port of entry, and that for this purpose samples of the merchandise, obtained in the manner prescribed by section 4 of this Act, shall be forwarded to the proper port by the collector or chief officer at the port of entry; that in all cases of examination or reexamination of teas, or merchandise described as tea, by examiners or boards of United States general appraisers under the provisions of this Act, the purity, quality, and fitness for consumption of the same shall be tested according to the usages and customs of the tea trade, including the testing of an infusion of the same in boiling water, and, if necessary, chemical analysis.
Page 192: Proceedings on seizures for forfeiture of any vessel or cargo entering any port of entry which has been closed by the President in pursuance of law, or of goods and chattels coming from a State or section declared by proclamation of the President to be in insurrection into other parts of the United States, or of any vessel or vehicle conveying such property, or conveying persons to or from such State or section, or of any vessel belonging, in whole or in part, to any inhabitant of such State or section, may be prosecuted in any district court into which the proper so seized may be taken, and proceedings instituted; and the district court thereof shall have as full jurisdiction over such proceedings as if the seizure was made in that district.
