I didn't know MicroPCs were a thing until I read your post and now I'm super interested! I didn't think getting a "desktop" was possible for me since I don't have the space/money for a big tower, but this might be a game changer. However, I don't know which ones are good? All the ones I'm finding on Amazon are brands I've never heard of with few reviews.
Okay so you're looking for the micro form factor, not necessarily a micropc (which sometimes means a self-contained pc in a sealed case for bargain basement prices that, generally speaking, I would want to do a lot of testing on before I'd trust one.)
Sticking with the big 3 brands again you'd be looking for the Lenovo Tiny line, the Dell Micro Form Factor, and the HP Mini desktop.
These are, generally speaking, business machines and have a higher entry price than your average desktop. However, they are also easier to upgrade than a laptop so as long as you start with a decent processor you can get lower specs on the RAM and the SSD and upgrade them at a later date.
You can also look for open box and manufacturer refurbs if you want to save some money. Desktops are a better option for refurbished computers than laptops, and business desktops are generally pulled from environments where they saw light duty. If you - or anyone - is going to look at refurbished computers I think you should still look for the specs described in the inital post but it is even more important than with a new computer purchase to pay attention to the generation of the processor; you absolutely don't want anything more than a few years old - as of now, August 2023, I wouldn't buy anything older than a 10th-generation i5/i7 processor in a refurbished device, and if it was a 10th gen I'd have a heavy preference for the i7 over the i5.
But you may be able to get some savings simply by looking for older gen processors on new devices - here's a very reasonably priced dell with great specs and a 10th-gen processor that is new in box. ($670 for an i5-10th gen, 32GB RAM, a 1TB SSD, and a Pro OS).
And if you have a VESA mount monitor, there are all kinds of brackets that are available online and compatible with pretty much all extra small form factor PCs for about $15-$40.

I hear that you like Microsoft Surface tablets. I'm currently setting one up for my friend, and I'm wondering what it is that draws you to them? I know it's Microsoft's "answer" to the iPad but haven't paid much attention to it since it's release
Oooo, loaded question that one! In truth, it's less that I like Surface tablets and more that there's nothing that does it like them.
The windows tablet market is a hellscape where most of what people use them for is lightweight chromebook note block stuff that requires little to no computing power, so most of what's available from most companies is just kinda meh.
You have tons of Lenovo/Thinkpad stuff that tends to run on pentiums and low power i3s and whatnot, it'll be able to play a youtube video but that's about it.
For higher performance there's like two or three models by lenovo, Dell has a few good ones, you can go the gamer route and buy an asus ROG thingie that looks gaudy and like it's made for 15 year olds, but either way you're gonna be running short on something if you just want something basic.
Gaming tablets are high in power but at that point you might aswell buy a laptop since the battery life is atrocious, the lenovo ones are alright but quite new and hard to get used, and I just dislike dell out of principle because they're a terrible company.
So that means generally the only real answer lies in Microsoft's lineup since they offer sleek but pleasant designs, and their performance isn't so through the roof that you can't use them without wall power, but still good enough to do general tasks and basic gaming which is exactly the sweet spot I'm looking for!
The personal answer here is that the surface Pro series specifically covers a large area of specific things I'd like in my secondary device: Portable, decently long battery life, good performance for how long it lasts.
The main purpose for wanting one is so I can use it to watch videos in bed before sleep on a larger screen, to be able to play basic games when I'm away from home, and as an auxilliary screen to put somewhere on my desk when I need it for other stuff like reference pictures or whatnot.
Having a touchscreen is a godsend there since it's so much easier to operate something with just bapping it with your fingers instead of operating a trackpad, keyboard, or mouse so it's the easiest choice for that kind of "no brain" use to me.
The other issue is price, since most of the other companies only recently jumped on the windows tablet bandwagon they're hard to get used, but surfaces are available online for cheap the further back in generation you go.
Currently I've got a Pro 7+ with an i7-1165G7, 16GB of ram, and 512GB of storage + a 128GB micro sd card installed. The i7 is an 11th gen intel model which means it has the blazing fast iris Xe integrated graphics and anything I can really see myself playing on this thing it handles swimmingly (minecraft, warframe, any game from like 6+ years ago).
Bought it for about 500€ last winter, which is extremely good value for what it is, seriously!
TL;DR: Surfaces are the least bad choice in the tablet/convertible market, they're expensive but previous gen models will still do all you'd ask from one without much issue.

May your old computer rest in peace (?)
yeah so the thing about my old computer is that i bought it a year ago bc my old-old one was running out of storage space and was just lowkey crappy, so i asked my brother to help me look at specs to figure out what would be a "good computer" and i found one that seemed good for a decent price*(it was some kinda dell inspiron. the old-old computer was a different dell inspiron)—yknow, decent amount of RAM, solid state drive, good processor, all that stuff—but it just like...kinda sucked? pretty much from day one. it ran super slowly, couldn't do a video call half the time, and im not much of a gamer but it couldnt run disco elysium (i'm no expert on this sort of thing, but i feel like disco elysium shouldnt be that hard to run on a modern pc? it doesnt seem like theres that much going on there, as far as games go).
so anyway, i was making do with that hunk of junk, when i tried to open it and the hinge totally broke out of nowhere. i brought the thing to best buy and the geek squad dude was like "you should call dell bc you have warranty and this is a known problem with these things so they could probably replace the part for free, but if you get it fixed here it'll cost money" so i called dell and they were like "yeah thats not covered by your warranty but we'll have the warranty guy call you back tomorrow" and then the warranty guy never called me back so i was like. welp. and i went back to using my old-old computer and honestly it runs better than my new-old computer did so i was like "why spend any money getting that thing fixed (or make myself push through executive dysfunction enough to follow up with dell and see if they can get it fixed for free) when im just gonna have a still-shitty computer by the end of it and I already have a working computer?" so i'm back to this old one and the new-old one has been collecting dust on a shelf while i waited to get a new-new one
so when black friday was nearing i decided to look at lenovos (bc a friend who knows more about computers than i do recommended the brand) and spent a long time just staring at and comparing different laptops bc i only know a little bit about this and was freaking out bc the specs looked FINE last time and i STILL dont know why my computer sucks (like. it was a newer model with a better processor and more ram than my old-old computer. by all rights it should NOT be running worse) so i just kinda crossed my fingers and hoped (i ended up getting one that is maybe a little more higher-end than is probably necessary for my purposes out of fear that anything lower would Mysteriously Suck. hopefully this one lasts for a good long while)
anyway at least lenovo seems to have a reputation for being durably built, so i probably wont have broken hinges (ive had several dells and multiple hinge/other hardware problems)
so yeah rest in fucking pieces or whatever
*you'll note that i bought it nearly exactly a year ago. i have been making use of black friday/cyber monday deals lol

A more powerful pc can also allow me to store more art, 3D models, and all kinds of things. And I have ideas for silly modded games to stream.

trying to think of like... how would I describe each laptop manufacturer on pure vibes. off the top of my head...
asus: we have more marketing and r&d budget then we can possibly spend on normal things. look, this one is coated in LEDs! this one has the keyboard in the wrong place! this one splits open! half of their premium product launches generate more youtube views than actual sales because by the time you consider buying one they're discontinued. high-end products can be quite good; midrange products are often a couple bucks too expensive because the brand name buys you some clout. spends a lot of cash to get floorspace at best buy. taiwan.
lenovo: a relative newcomer to the western market (they bought IBM's thinkpad division back in the day), used to be the kings of cost cutting on basically every part they could think of. if they've learned what parts are actually worth cutting costs on (and benefitted from the fact that these days 85% of the parts that exist are Actually Decent) there might be something there. primarily does direct online sales. mainland china.
msi: kind of hit on an identity when they made the first thin and light gaming laptop/"jack of all trades, master of none" device that was actually good, and continue to have a strong presence in that market. devices tend to be a bit on the hollow/flexible-feeling side, not necessarily in a bad way, but just in contrast to "ough that's solid but heavy." under-reviewed, imho. taiwan.
gigabyte: hey, we exist too! some cool stuff at the high end; primary drawback in the west is a reputation for spotty support if you don't speak mandarin since they just do less sales volume than the other Asian companies. mainland china
acer: budget, budget, budget. takes up a truly impressive amount of the low to midrange market with usable but unspectacular devices. once in a while they'll put out a premium-priced device and get confused reviews, like, "guys, this is just a budget laptop with a higher price tag???" known for pure gaming laptops with poor battery life, displays, keyboards, and trackpads but very competitive performance, and general use laptops that are very competent for the price tag if you can find the model that hit the right balance on all of the parts. taiwan.
lg: primarily known for the lg gram line of premium, very lightweight general-use laptops, which are pretty good. do they make anything else? korea.
samsung: yeah we make everything; sure, let's make laptops. very low volume kind of like lg, but a marketing behemoth like asus. korea.
framework: finally, a repairability-focused laptop that's actually good. only has one device (13" general-use) and it's a bit overpriced iirc, and you have some "we're a startup" stuff to deal with, but it's rare that you can take a moral stance and actually get a good product out of it. united states.
dell: kind of the flagship american laptop brand. does a bit of everything. competes with asus on the "solidly built, premium-priced, unnecessarily flashy gaming" front via alienware, with acer on the "budget-priced, competent enough gaming" front via inspiron, and with apple on the "best possible jack of all trades" front via xps. notably, has a huge refurbished store (dell outlet) with a ton of selection that's unmatched by any of the others. united states.
hp: guys we're just like dell! please believe us. used to be the other flagship american laptop brand for years and then idk they ran out of money or something and dropped most of their product lines. kind of like american acer now, I guess? united states.
apple: operating system differences aside, has a consistent standard of build quality, minimum part quality, relative reliability, and "having a working trackpad" that makes every windows laptop look like some sort of children's toy. (I am not joking: the 2008 macbook pro has a trackpad that has not been matched by a windows pc in 15 years. it is legitimately puzzling.) 2016-2019 missteps aside, 80% of the things one could list about a laptop have been multiple years ahead of the competition on the mac essentially forever. on the other hand, they're a gazillion dollars, you can't game on them basically at all, you're stuck with macos, etc etc. (the m1 macbook air in particular is so good that none of that even really matters, though. fingers crossed for the 15" m2 air to continue the trend and not be $1800.) united states.
