After half-an-hour of the start of the postal ballot count, the counting of votes recorded in the electronic voting machines will commence, the Election Commission said. The order of counting will be: the postal ballot count, and then the EVM count, and finally the matching of VVPT slips with EVM results. TIMELINE OF 2024 LOK SABHA POLLS The 2024 Lok Sabha elections spanned seven phases: April 19, April 26, May 7, May 13, May 20, May 25, and June 1. Twenty states including Delhi voted in a single-phase. Maharashtra and Jammu and Kashmir polled in 5 phases, while Uttar Pradesh, Bihar, and West Bengal voted in all seven phases of voting. Highlights on the Magnitude of Substance use in India
It is a well known fact that many psychoactive substances including alcohol, cannabis, and opioids have been used in India for millennia, there is little information available about the present extent and pattern of this use, as well as the issues it causes.

The Government of India's Ministry of Social Justice and Empowerment (MoSJE) ordered a National Survey on the Extent and Pattern of Substance Use in India in an attempt to fill this gap.
●Indians most frequently use alcohol as a psychoactive substance (among the substances included in this survey).
Between 10 and 75 years old, 14.6% of the population nationwide uses alcohol. In thecountry there are roughly 16 crore alcohol consumers (in terms of absolute numbers) . Men use alcohol at a rate of 27.3% compared to women's usage, only 1.6%.The states with the highest rates of alcohol use include Goa, Punjab, Arunachal Pradesh, Tripura, and Chhattisgarh.
Country liquor, also known as "desi sharab," and spirits, also known as Indian Made Foreign Liquor, are the most popular alcoholic beverages among drinkers (approximately 30% each).
●  Cannabis and opioids are the second most popular drugs in India after alcohol.
The authorised form of cannabis (bhang) and other illicit cannabis products were further distinguished in terms of cannabis consumption (ganja and charas). Bhang use was seen to be about 2% (or roughly 2.2 crore people) and illegal cannabis product use to be about 1.2% (or roughly 1.3 crore people). Uttar Pradesh, Punjab, Sikkim, Chhattisgarh, and Delhi have the highest rates of cannabis consumption per capita.
●  Opioids, such as opium (or its derivatives such poppy husk known as doda/phukki), heroin (or its impure form, smack or brown sugar), and a range of pharmaceutical opioids, are used by about 2.1% of the country's population, or 2.26 crore people. Opioids used most frequently in the country are heroin (1.14%), prescription opioids (0.96%), and opium (0.52%). The states with the highest frequency of opioid use in the general population (more than 10%) are Sikkim, Arunachal Pradesh, Nagaland, Manipur, and Mizoram.
The recent survey's finding that heroin usage is far more common in India than opium use is noteworthy when it comes to opioids.
●The only substance category for which children and adolescents are more likely than adults to report current usage (1.17% vs. 0.58% total prevalence) is inhalants (0.7%).
● In India, a wide range of pharmacological medications are used, all of which have the characteristics of being sedative-hypnotics and having a high potential for addiction. Many of these items have valid and significant medical uses.
Around 1.18 crore persons in India, or 1.08% of the population, currently take
sedatives. The use of sedatives is more prevalent in some Indian states than others,  is the case with other drugs. The three states with the highest rates of current sedative usage are Mizoram (3.8%), Nagaland (5.4%), and Sikkim (8.6%). However, the top five states with the highest sedative use rates are Uttar Pradesh, Maharashtra, Punjab, Andhra Pradesh and Gujarat.
●Male users of cocaine are estimated to make up 0.18% of Indians, while female users make up 0.01%. This translates to around 10.7 lakh current
cocaine users in the nation. The percentage of people who use cocaine in a dangerous and dependent manner is likewise quite low (0.03%). Maharashtra, Punjab, Rajasthan, and Karnataka are states with significant numbers of active cocaine users.
●    A small percentage of Indians also use Amphetamine Type Stimulants (ATS), same to how they do cocaine. The prevalence in the general population is 0.18%. (i.e. about 19.4 lakh individuals). On a national level, it is estimated that 7 lakh people (or slightly under 0.06%) use ATS in a detrimental or dependent manner. ●     3.4 lakh Indians, or around 0.03% of the population, require assistance due to their dangerous or compulsive use of hallucinogens.
The states of Maharashtra, Telangana, Kerala, and Delhi have significant populations of users of hallucinogens.
Treatment
2.6% of all alcohol-dependent adults who attempted to quit reported obtaining any support or treatment, or roughly 25% of those who tried to quit. Spiritual / religious
help was the most common type of assistance among those who received assistance or treatment (33%) and was followed by a "government doctor or health facility" (25%). Only 21% of those who received any kind of assistance or treatment said they had been admitted to the hospital due to alcohol use problems.
The same pattern can be seen in people who depend on illegal narcotics. Around 44% of individuals who struggled with drug addiction said they had tried to stop using drugs; of these, about 25% (or roughly 12% of all drug users) said they had ever
sought help or therapy. For 40% of individuals who had received care, a government hospital was the most frequent source.

New Delhi (Agenzia Fides) - In 15 years India has lifted 415 million people out of poverty. This is indicated by the new UN report on the "Multidimensional Poverty Index" (MPI), which evaluates data collected between 2005 and 2021. The MPI, published jointly by the United Nations Development Program (UNDP) and the Oxford Poverty and Human Development Initiative (OPHI), finds that India continues to have the largest number of people living below the poverty line in the world (228.9 million ), followed by Nigeria (96.7 million), while the South Asia region as a whole is poor with its 385 million, just behind sub-Saharan Africa with 579 million destitute. While the overall Covid-19 pandemic has slowed global progress on poverty reduction, the report finds that India as a nation has achieved positive results on this poverty reduction journey over a 15-year period.

As per the legal system of our country conducting these tests are currently in legal status. Cops have to give reasoning as to why this test is conducted and can proceed further for the investigation. But the acceptance of the accused is compulsory for performing this test
In the case of Selvi & Ors vs State of Karnataka & Anr case 2010, the Top Court noted that no lie detector tests must be monitored or moved “except on the basis of the consent of the accused”. The court continued and strongly said that the accused or person undergoing this type of test must have access to an advocate. 
Before undergoing these tests the consequences of the test must be informed to the accused and the legal implications must also be informed then only this test can be performed. The apex court in earlier verdicts strongly noted that the police should perform this test without violating human rights. Police must follow the NHRC guidelines.
Police must take the permission of the judicial magistrate before conducting these tests.
The answer of these tests can’t be considered as confessions. Because the accused takes the drugs and his condition cannot be completely normal and the accused has the choice to answer or not. Harsh investigation for getting answers is a violation of rule.
During the test any material information given by the suspect cannot be considered as the statement. For suppose if the suspect says that something is at someplace and after that cops found it on that place then in court it is considered as piece of evidence not a statement.
It is clearly mentioned in the Indian constitution article 20(3) that a person cannot be made as witnesses against the ownself.
In 1997 apex court’s case of D.K. Basu vs. The State of West Bengal case, it was noted that if these tests are performed against the will of the accused then it is considered as the cruelty act of police; the top court strongly said such acts are against right to life and personal liberty.
As per the Indian Evidence Act of 1871 findings of these tests can not be considered as evidence.

Rape case of Unnao: 
Central Bureau of Investigation asked the court to perform DDT’s on both of the accused who took part in driving the vehicle which was carrying the victim of Unnao rape in the state of UP. 
2008 Noida double murder case: 
Both of the accused in this case were parents of the victim Arushi Talwar. Police conducted the polygraph test during the investigation.
As of now, no proper scientific proof is there to accept complete accuracy of these tests. But these are opted by the investigative agencies to crack the case easy and for understanding the case in an effective manner.
Conclusion
These tests cannot be considered as proper findings of the evidence as they lack the scientific proof.But, these tests can play a crucial role in finding the truth and to crack the case with less difficulty because some sort of clues will be known to the investigation agencies. Nowadays our country must bring and develop the methods of technology in fact finding otherwise lengthy investigation processes goes on and the intensity of the crime gets reduced day by day and justice cannot be served in a speedy manner.
