Beijing’s latest attempt to control how artificial intelligence informs Chinese internet users has been rolled out as a chatbot trained on the thoughts of President Xi Jinping. The country’s newest large language model has been learning from its leader’s political philosophy, known as “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era”, as well as other official literature provided by the Cyberspace Administration of China. “ The expertise and authority of the corpus ensures the professionalism of the generated content,” CAC’s magazine said, in a Monday social media post about the new LLM.

Shanghai Jiuze Law Firm has accepted the entrustment of Xiao Zhan Studio and Xiao Zhan to carry out evidence preservation and litigation protection work and investigate the case where users of relevant online platforms continued to publish information that insulted and slandered Xiao Zhan and other suspected infringements, and allegedly infringed on Xiao Zhan's legal rights and interests.
At present, sina weibo uses “椰饽饽”(UID:5190008370)、“二千的颂伊”(UID: 6459308408); douban users“豆友5516575205”(豆瓣ID:252175254)、“小比爱比饭” (豆瓣ID:213393093) are suspected of fabricating false information, publicly making insulting and defamatory remarks against Xiao Zhan, and infringing on Xiao Zhan's reputation rights. This firm has completed the evidence fixation and will file a lawsuit with the court as soon as possible, requesting the court to order the relevant network platforms to disclose the real name identity information of the involved network users in accordance with the law, and hold them accountable through litigation.
Our firm has now accepted Xiao Zhan’s entrustment to pay close attention to online public opinion, notify relevant online platforms to actively perform their supervisory obligations as network service providers, and promptly take measures such as blocking and disconnecting infringement content that infringes upon Xiao Zhan’s legitimate rights and interests. We will also continue to collect evidence and hold accountable those who fail to stop the infringement or those with serious infringement, and will never tolerate it, so as to stop the relevant infringement and safeguard the legitimate rights and interests of Xiao Zhan.

Apple has removed the Meta-owned end-to-end encrypted messaging app WhatsApp from its App Store in China following a government order citing national security concerns, the news agency Reuters reported Friday. Meta’s newer, Twitter-esque text-based social networking app, Threads, has also been pulled from the App Store for the same reason, it said. “The Cyberspace Administration of China ordered the removal of these apps from the China storefront based on their national security concerns,” Apple said in a statement sent to the news agency.

China's cyberspace regulator on Monday mulled new rules to strengthen the management of "[personal] media", which refers to accounts that publish news and information but are not government-run or state-approved

China Law Translate - Notice on Strengthening the Management of "Personal Media"
1. Strictly prevent impersonation and counterfeiting. Website platforms shall strengthen the review of information in account registrations, changes to account information, and dynamic checking, to effectively prevent impersonation in ‘personal media’. Where account information contains the names or symbols of Party, government, or military organs, news media, or administrative divisions, they must be manually verified, and where impersonation or counterfeiting is discovered, services must not be provided.
2. Strengthen the display of qualifications authentication. Website platforms shall conduct strict verifications of “personal media” that produces information content in fields such as finance, education, health and medicine, or the justice sector, and shall display authentication materials such as their service qualifications, professional credentials, and background expertise on the account home page, and add labels indicating the fields to which they belong. Website platforms shall suspend the provision of publishing services in the corresponding fields for “personal media” that have not authenticated their credentials or that have expired authentications.
3. Standardize the indication of information sources. When “personal media” publish information related to domestic or foreign current events, public policies, societal incidents, etc., website platforms shall require them to correctly label the source of the information and display it in a conspicuous location when publishing. Where pictures or video that they took themselves is used, they must be individually labeled with information such as the time and location where they were taken. Where pictures or video generated through technology are used, they shall be clearly labeled as being produced by technology. Where past news incidents are cited, the time and place of those incidents must be clearly explained.
4. Strengthen the management of the veracity of information. Website platforms shall require “personal media” to be responsible for the veracity of the information that they publish or republish. When “personal media” publish information, website platforms shall display the name of the “personal media” account on the page where the information is published, and must not attributed to anonymous users instead. The information published by “personal media” must not be sheer fabrication, taken out of context, or distort facts; and methods such as patchwork editing and synthesized forgeries must not be used to impact the information’s veracity.
5. Attach labels for false or contested content.Website platforms shall require that “personal media” publishing fictional or speculative [embellished] stories, label the content as false or speculative in a conspicuous fashion. Website platforms are encouraged to tag contested information as such and limit the traffic of the related information.
6. Improve functions for tagging rumors. Website platforms shall promptly tag rumors in fields such as public policy, the public and people’s livelihood, and major breaking incidents, pin information refuting the rumor on search pages for the specific rumor, and use methods such as algorithmic recommendations to increase the reach of and efficacy of the refutation information.
7. Regulate account operations behavior. Website platforms shall strictly enforce the account registration provision of “one account per person, two for enterprises”, strictly prohibiting individuals and enterprises from manipulating the “personal media” accounts to matrix [concerted cross-platform] publish and disseminate illegal and negative information. “Personal media” shall be required to carry out account registration and operation activities in accordance with laws and regulations, they must not consolidate negative information [负面- not the legal term “不良信息“], rekindle old incidents, stir up hot societal incidents, or market disasters and accidents; they must not induce users to follow other accounts to avoid losing contact, follow in advance, by creating suspense, or other such methods; encouraging and leading ‘personal media’ to create high-quality information content. Website platforms shall strengthen the verification of “personal media” account information to prevent accounts that have been closed down in accordance with laws and agreements from reregistering.
8. Clarify the requirements for turning on authority for earning. Where “personal media” apply for earnings authority, they must have no record of violating rules in the last three months. Where the account entity changes, website platforms shall suspend, or not grant, earnings authority for 3 months from the date of the change. Methods of earning include but are not limited to, advertising revenue shares, content shares, e-commerce product promotions, livestream tipping, tipping for articles or short videos, payments for information, and cooperation with brands.
9. Limit benefits from violations. Where website platforms employ measures to silence “personal media” that violates rules, they shall concurrently suspend earnings authority for a period of 2-3 times the length of the silencing. Website platforms shall cancel, or deny, earnings authority for “personal media” that build up vulgar personalities or online celebrities that go against good public customs, or that conduct malicious marketing by having multiple accounts act in concert to stir up hot societal incidents, etc. Website platforms shall periodically report to the internet information departments about restrictions on ‘personal media’ earnings authority for breaking rules.
10. Improve measures for managing the number of followers. Where the number of “personal media's” followers increases due to violations, website platforms shall promptly verify and remove them. During a period in which they are silenced, “personal media” must not gain new followers, their old articles must not be presented in key areas such as website platform recommendations or lists. “Personal media” that frequently stirs up hot societal incidents to gain followers are to be permanently prohibited from adding new followers, and where the circumstances are serious, are to have all followers canceled. Website platforms must not provide services transferring follower numbers.
11. Increase the extent of management of MCN organizations to which “personal media” belong. Website platforms shall complete management systems for MCN organizations, carrying out centralized and uniform management of MCN organizations and the accounts they have signed. The name of MCN organizations to which accounts belong is to be displayed in a conspicuous manner on “personal media” home pages. Website platforms shell employ measures such as suspending earnings authority, restricting the provision of services, and 入驻清退 , to address MCN organizations that use signed accounts to act in concert generate hype or have multiple violations,
12. Strictly address violations. Website platforms shall promptly discover and strictly address violations by “personal media”. “Personal media” that create and publish rumors, stir up hot societal topics or matrix [linked cross-platform] publish and transmit illegal or negative information, creating a vile impact are all to be closed, included in the platform database of blacklisted accounts, and reported to the internet information departments. Measures such as canceling interactive functions, clearing out followers, canceling earnings authority, silencing, and closing down shall be employed against “personal media” that transmit rumors. 13. Strengthen exposure of dispositions and example cases. Website platforms shall strengthen the dispositions and exposure of “personal media” that violate rules, setting up a special column for warnings and education, periodically publishing example cases of “personal media” violations, and alerting “personal media” to do a good job in self-management.

The Chinese Communist Party escalated its persecution of Christians throughout 2022 as the country clamped down on churches and online religious content while demanding allegiance to Chinese President Xi Jinping, according to a watchdog group.
A report released last week by the U.S.-based non-governmental organization ChinaAid warned that the Chinese government is using charges of "fraud" to financially suffocate the house church movement, which consists of Christian congregations that have not registered with China's official Protestant church.
Authorities are using the traditional Christian practice of giving tithes and offerings to trump up charges against house churches under the "Measures for the Financial Management of Religious Activity Venues," which were updated last June, according to the report. The report noted that multiple house church pastors and elders have been jailed and potentially face years in prison.

ChinaAid president and founder Bob Fu said in a statement that his organization is also "gravely concerned" with how state-sanctioned churches are being treated in China, which has approximately 96.7 million Christians, according to persecution watchdog Open Doors.
"By using the new measures against religious content online and the infamous 'zero-COVID' policy, authorities limited or eliminated Christian gatherings," said Fu.
The Chinese government is also cracking down on Christian websites and apps in an attempt to "remove Christianity from cyberspace," according to ChinaAid.
Following the implementation of the "Administrative Measures for Internet Religious Information and Services" in 2022, censorship of online Christian content — including even in group chats — has reached an "unprecedented" level, the report warned.

CathAssist, which became China's first Christian phone app in 2013, was among those that were shut down under the new regulations because they were unable to obtain a license. ChinaAid's report said the app "did not meet the government's requirements for the license, despite having taken various actions including suspending sharing, changing its name, and modifying content."
Fu also noted that while the Chinese government has long demanded sole allegiance to the Communist Party, in recent years it has been emphasizing allegiance to Jinping.
"Before, during, and after the opening of the Congress, China's state-run religious groups lavished compliments and praise on Xi with more extravagant words and phrases than China's state-run media, showing that religious Sinicization is evolving from supporting the CCP to worship and allegiance to Xi Jinping," the report said.
"Their goal is not only to curate a ‘socialist-friendly’ church; they hope to erase it," said Fu. "The international community needs to know about these trends and developments as China continues to rise on the global stage."

A few quick notes tonight about some ongoing stories: There is more news about Supreme Court Justice Clarence Thomas and his misreporting of his financial connections. This morning, Shawn Boburg and Emma Brown of the Washington Post reported that for twenty years, Thomas has reported rental income totaling hundreds of thousands of dollars from a real estate firm that was shut down in 2006. The misstatement might be dismissed as a problem with paperwork, the authors note. “But it is among a series of errors and omissions that Thomas has made on required annual financial disclosure forms over the past several decades, a review of those records shows. Together, they have raised questions about how seriously Thomas views his responsibility to accurately report details about his finances to the public.” The cascade of stories about Thomas threatens to continue to undermine the legitimacy of this Supreme Court. Last night, the nation suffered one mass shooting in Dadeville, Alabama, that killed four people and wounded twenty-eight others, and another in Louisville, Kentucky, that killed two and wounded four. On Friday, Republican hopefuls for the 2024 presidential nomination courted members of the National Rifle Association, the NRA, at the organization’s 2023 annual convention, promising looser gun laws. South Dakota governor Kristi Noem complained about liberals who “want to take our guns,” and boasted that her granddaughter, who is not yet two, has a shotgun and a rifle. Meanwhile, the Biden administration continues to focus on rebalancing the Indo-Pacific to counter China. Just two weeks after the fiftieth anniversary of the U.S. withdrawal from Vietnam and nearly thirty years after the restoration of diplomatic ties in 1995, the U.S. has broken ground on a new $1.2 billion embassy compound in the Vietnamese capital of Hanoi. Secretary of State Antony Blinken met with Vietnamese Prime Minister Pham Minh Chinh yesterday and vowed to “broaden and deepen” relations between the two countries. Vice President Kamala Harris, Secretary of Defense Lloyd Austin, U.S. Trade Representative Katherine Tai, U.S. Agency for International Development administrator Samantha Power, and members of Congress have all visited Vietnam recently as part of a long-term strategy to help area friends and allies counterbalance China in the Indo-Pacific region. Yesterday, Blinken emphasized how the U.S. and Vietnam, working together, “can advance a free and open Indo-Pacific, one that is at peace and grounded in respect for the rules-based international order.” But, as Vietnam has a one-party communist government, he explained, “When we talk about ‘free and open,’ we mean countries being free to choose their own path and their own partners and that problems will be dealt with openly; rules will be reached transparently and applied fairly; and goods, ideas, and people will flow freely across land, the seas, the skies, and cyberspace.” Vice President Harris spoke yesterday at a march for reproductive rights in Los Angeles, where she emphasized how deeply our international standing depends on our commitment to freedom at home. “I’ve been traveling around the world as your Vice President,” she said. “When we, as Americans, walk in those rooms around the world, we have traditionally walked in those rooms, shoulders back, chin up, having some authority to talk about the importance of rule of law, human rights. “But here’s the thing we all know about what it means to be a role model: People watch what you do to see if it matches what you say. So let us understand that what is happening in our nation right now, by extension, can impact people around the world who dare to say, ‘I want my country to be like the United States and protect rights.’ And those autocrats and those dictators might look at those folks and say, ‘What are you pointing to as the example?’” “We are seeing, around the country, in a myriad of ways, those who would dare to attack fundamental rights and, by extension, attack our democracy,” Harris said. “Around our country, supposed so-called extremist leaders…dare to silence the voices of the people.” “A United States Supreme Court, the highest court in our land, that took a constitutional right that had been recognized from the people of America. “We have seen attacks on voting rights; attacks on fundamental rights to love and marry the people that you love; attacks on the ability of people to be themselves and be proud of who they are. “And so, this is a moment that history will show required each of us, based on our collective love of our country, to stand up and fight for and protect our ideals…. [W]e have been called upon to be the next generation of the people who will help lead and fight in this movement for freedom and liberty based on our love of our country…. [W]e stand for our democracy. And we stand for foundational and fundamental principles that have everything to do with freedom, liberty, and equality for all people.”

I know a lot of things have been happening in China, both in regards to political and censorship issues. I think you said before that due to the current political climate, government is being even more strict with censorship and media to keep things more strictly within bounds. There are lot of mxtx works that are under production right now: eternal faith, tgcf animation, etc. which have been taking a while to be released. Do you think its on purpose in attempt to wait out the current crackdown and politics or just coincidence? If its on purpose, when do you think things will calm down enough for them to be released?
Hi! I don’t think the companies who made the tgcf live action and the animation intended to postpone release and I’m sure they would’ve wanted those shows to air as soon as possible so they could get their money back, but it’s very simply because the authorities aren’t allowing those shows to air due to the crackdown on danmei. It might sound cruel but I must urge people to give up any false hope that things in China would “calm down” or “get back to normal” sometime in the near future because they won’t. The recent protests and social unrests are just the beginning, which will inevitably lead to harsher censorship and oppression because our government isn’t the type that will compromise and listen to the people and only knows how to force people into submission. This will only lead to more social unrest as people become more desperate, which will invite more crackdown, and so on and on the vicious cycle will continue. This may not be entirely relevant but the Chinese Cyberspace Administration just came up with the brilliant idea of holding people accountable for liking “harmful information” online. You could be arrested or fined simply for clicking the like button on a piece of information the CCP doesn’t like. This is how far censorship has gone in this country.
I don’t know when those shows could be released, if ever, and it could be literally years before they see the light of day. Personally I think at this time, it’s best for danmei fans to focus on the original texts and maybe support their overseas publication, because the wait for any audio drama/live action/animation adaptations would most likely end up in disappointment.

In full, the Cyberspace Administration of China’s draft rule reads: “AI-produced content created through generative models must embody core socialist values and must not have any content that subverts state power, undermines the socialist system, incites separatism, harms national unity, or promotes terrorism, extremism, hatred between nationalities, racial discrimination, violence, obscene or pornographic content, fake news, or any other content that might disrupt the economic and social order.” If adopted, the guideline seems to be emblematic of the government censorship that may be inhibiting the development of China’s domestic AI industry, best captured by the popular online joke: “We need to teach machines not only how to speak, but also how not to speak.”

Washington has spent, depending how you count it, a few decades, a few years, or the last year defending against potential Russian cyberattacks, especially given the intensity of online conflict after the renewal of Russia’s war in Ukraine. But China recently gave Washington a stark reminder that it remains a highly capable adversary.
Beginning in mid-May, a Chinese-based hacking group infiltrated more than two dozen organizations, including some U.S. government agencies, such as the State and Commerce departments, as well as the email accounts of U.S. officials such as Commerce Secretary Gina Raimondo. The hackers had free rein for a month. All the while North Korea remains an advanced, persistent threat, hoovering up sensitive information and stealing cryptocurrency to fund its missile and nuclear programs.
All of those concerns made the rollout this month of the Biden administration’s long-awaited cybersecurity plan all the more timely, coming just days after public acknowledgement of the Chinese hack. The only problem is that the big implementation plan is long on aspirations—if notably less ambitious than the road map laid out this spring—and short on the very kinds of details that could make greater cybersecurity a reality during the administration’s remaining time in office.
The implementation plan, published this month, lays out concrete steps to protect U.S. pipelines, electrical grids, the water supply, and other key infrastructure from being ground to a halt by devastating cyberattacks and to prevent hackers from infiltrating the emails of senior U.S. government officials, as China has done.
That includes leaning more on the private sector companies that actually build and run those systems, such as Amazon and Microsoft, as well as working with allies around the world to take down bad actors more proactively. The implementation plan sets concrete timelines to achieve each goal of the cybersecurity strategy and assigns a host of agencies—including the Cybersecurity and Infrastructure Security Agency, the Department of Homeland Security, and the FBI—with oversight and coordination of specific efforts.
However, several gaps still remain that could continue to leave U.S. government and private systems vulnerable to being attacked. “Many of the strategy’s most difficult and revolutionary goals … have been pared down or omitted entirely,” experts at the Atlantic Council’s Cyber Statecraft Initiative wrote in a report published last week, pointing to specific provisions around data privacy, digital identity, and cloud risk that were part of the initial strategy but found scant mention in the implementation plan.
Much of that may be down to political realism, Maia Hamin and Stewart Scott, associate directors at the Cyber Statecraft Initiative and two of the report’s co-authors, said in an interview. Big swings by the executive branch that look to overhaul technology regulation are unlikely to be passed by Congress and upheld by the Supreme Court, likely prompting the Biden administration to temper some of its targets.
“The difference in what the strategy talks about and what the implementation plan talks about says a lot about what they think is implementable in the near term,” Scott said. “There’s some more proactiveness there, but there’s a lot of the way to go on getting it done.”
Another potential wrinkle is that many of the implementation plan’s deadlines stretch into 2025—after next year’s presidential election—and it’s unclear whether a new administration would adopt the same cybersecurity priorities and plans.
One key vulnerability that the recent breach revelation exposed is the government’s increasing shift to cloud-based services for its technology needs. That shift in many ways is positive, necessary, and unavoidable, according to Hamin: Cloud providers such as Amazon, Google, and Microsoft have the technical capabilities and resources to better manage online systems, making them more efficient and cost-effective. But it also consolidates service providers and attack surfaces in a way that potentially opens a clearer infiltration pathway for adversaries such as China.
“The more you centralize high-value data and workloads in the cloud, the more it becomes a target for adversaries,” she said. “These are things that if you successfully hack or attack identity and access management, you can get the keys to the kingdom.”
China remains the most sophisticated adversary the United States faces on that front, with espionage dominating its priorities and modus operandi far more than the infrastructure-targeted ransomware attacks favored by Russian cyberwarriors or the cryptocurrency thefts perpetrated by their North Korean counterparts.
“[Chinese] cyberoperations are conducted at a considerably greater scale and with a wider targeting scope compared to all other state-backed activity” that the cybersecurity firm Recorded Future tracks, said Jonathan Condra, the firm’s director of strategic and persistent threats. China’s relative absence from attacks that take down U.S. infrastructure should be seen as a matter of preference rather than inability, he added. “It is far more likely that these tools, the associated vulnerabilities, and the malware have been kept in reserve for use in the case of direct military confrontation.”
It’s not just government targets that Washington needs to be concerned about. Much of Chinese cyber-espionage has focused on stealing intellectual property from U.S. companies, particularly those in the critical technology space, and those efforts in particular may get a fillip from the numerous trade barriers—including on semiconductors and technology investment—that Washington is imposing on China.
“As the rift between the two countries grows and additional retaliatory punitive measures are enacted, the political and economic incentives for China to utilize cyber-espionage as a means of accessing key technologies for strategic sectors will increase,” Condra said. “China undoubtedly poses the most significant threat.”

China has taken the first steps to ensure that AI-generated media is distinguishable. In a report from The Register, China’s Cyberspace Administration issued new regulations. These new rules prohibit the creation of AI-generated media without any clear distinguishing marks and labels. These new rules come as 2022 has proven to be an AI-rich time with AI-generated art, music, and other media taking the internet by storm. China’s Cyberspace Administration, similar to the FCC in the United States, is tasked with regulation and oversight of the internet, though, the Cyberspace Administration also has an extra pillar of censorship as part of their purview.
These new regulations aim to better oversee what it calls “deep synthesis” technology. Think deep fakes which are quite popular online. The government agency’s official website outlined its reasons for issuing the regulation. It took aim at recently popular images, text, video, and other AI.
