The United States must work with long-time Arctic partners to increase vigilance in this increasingly vital region.
China has published an Arctic strategy making clear the government’s desire to control infrastructure along Arctic routes.  
Geographically, the terrestrial Arctic region consists of the area north of the Arctic Circle, including the Arctic Ocean, adjacent seas and the territories of eight countries — Canada, Denmark (by way of Greenland), Finland, Iceland, Norway, Russia, Sweden and the United States.  
Each of these nations are members of the Arctic Council by nature of their physical presence in the Arctic. China’s northernmost city is near the same latitude as Philadelphia.  But China is as always undeterred by the reality of geography. In their singular, Orwellian or doublespeak fashion, the Chinese Communist Party has declared China a “Near Arctic State” — an assertion not made by any other country and not factually supportable. 
In response to the return to strategic competition and the publication of the National Defense Strategy, the Department of the Air Force recently published an Arctic Strategy. The strategy seeks to further peace and security in the Arctic as it recognizes a sea change in the Arctic itself and in space above.  
Technological advancements and climate change provide increasing access to the Arctic’s sea routes, rare earth materials, hydrocarbons, and fisheries. China’s interest in the Arctic is linked to its One Belt, One Road initiative — President Xi’s plan for a Chinese centered and dominated global trade, cyber and space network.  
Most of us view the Mercator map and cannot comprehend the centrality of Arctic air routes to the Northern Hemisphere and the marked advantages the physics provide, but spacefarers know better.  China’s government also understands. It may even know the quote from early Air Corps founder Billy Mitchell: “whoever holds Alaska will hold the world. I think it is the most important strategic place in the world.”  
Accordingly, the Arctic has long been key to the U.S. Air Force missions of securing air routes and ensuring nuclear deterrence.  Northern radar dishes are iconic, enduring symbols of the shortest extraterrestrial, intercontinental flight routes and the importance of the Department of the Air Force’s missile warning mission.  
As air and missile early-warning awareness shift to space, the Arctic also poses unique challenges for the U.S. Space Force.  As a result of Arctic-unique orbital mechanics and naturally occurring electro-magnetic obstacles, there is a scarcity of satellites and decreased modern communications capacity in the Polar regions. 
The U.S. Space Force’s initiatives and cooperative efforts with Norway have recently begun to rapidly address this legacy shortfall.  Similarly, the Arctic Strategy addresses new realities, recognizes the ever-increasing importance of the region, and seeks cooperative endeavors with our closest partners and allies while maintaining an eye toward strategic competitors’ predatory and bullying behaviors.  
James Woolsey, former Director of the CIA, noted that for nations like China and Russia, law is a malleable instrument of power.  They engage in legal, cyber and publicity campaigns, well known now as “lawfare” which seek to subdue, conquer, or gain access to territories by bullying. 
For them, lawfare produces the same effects previously attained only by conventional warfare. For instance, there is no basis in international law for Russia to formally annex Crimea or for China to declare the high seas between the Philippines and Vietnam as Chinese territorial waters. 
China specifically pesters international courts with claims to national waters and the high seas by an invented, yet supposedly ancient “nine-dash line.”  Constant repetition attempts to erode the will of nations and the international tribunal that unanimously invalidated Chinese claims. 
Similarly, in the Arctic, we must be mindful that there is an area of the high seas in the center of the Arctic Ocean entirely bounded by Russian, Canadian, Norway, Denmark/Greenland and U.S. waters. 
China has not yet completely shown its hand, or invented its legal theory to stake claim to the Arctic or these high seas. 
A development to watch is a Chinese state-owned firm, Shandong Gold Mining, seeking to purchase a Canadian mining company with assets and operations 120 miles north of the Arctic Circle.  
If the Chinese acquisition is successful, China would not only further consolidate gold and rare-earth mining critical to the U.S. space sector’s supply chains, but it would also establish a physical and legal toehold for satellite communications in the increasingly vital and relevant Arctic.   
Given civil-military fusion, Shandong’s physical control of the land associated with a mining operation in Canada would be a first step to providing the Chinese government the permanent infrastructure it needs, including satellite communications coverage and other equipment necessary to fulfill Chinese plans to exploit Arctic hydrocarbons and trade routes. 
The presence of a Chinese state-owned mining firm is a likely first step to a permanent satellite antenna. Our national security depends on mutual vigilance with our long-time Arctic partners in this increasingly vital region. And every rule of law-adhering nation should hesitate before allowing physical, commercial, or legal toeholds for China in the Arctic.

Mr Juncker’s Indian summer
A YEAR ago Jean-Claude Juncker, president of the European Commission, surveyed his dominions and found them wanting. “Never before”, he told the European Parliament in his annual state-of-the-union address, “have I seen such little common ground between our member states.” Battered by economic and political crises, the European Union was staring into the abyss. Britain had just become the first country to vote to leave the club, and populists were on manoeuvres across the continent. Difficult elections loomed. “Our European Union is, at least in part, in an existential crisis,” Mr Juncker said.
Twelve months on, the mood has lifted so dramatically that last year’s fears have come to seem almost quaint. There is a whiff of change in the air, explained by two things. The first is a sense of optimism. It is fostered by defeats for anti-European parties in France, the Netherlands and elsewhere; and by a cyclical economic upturn that has seen the EU outpace America’s GDP growth for two years. There is also a confidence among officials that, rather than encourage Europe’s disruptive forces, the horrors of Brexit and Donald Trump have helped Europeans recover their love for stability. One calls the EU “super-vaccinated” by uncertainty elsewhere. And the election of Emmanuel Macron in France, along with the imminent re-election of Angela Merkel in Germany, offer a window of opportunity for reform.
Thus was the scene set for Mr Juncker, on September 13th, to declare the wind back in Europe’s sails. In an hour-long address to MEPs he scampered through an ambitious set of proposals designed to illustrate that Brussels still matters. Some of his more outlandish notions—eg, to merge the presidencies of the European Commission and Council, thus creating one mega-president for the EU—reminded sceptical observers why they were reluctant to give the commission presidency to the old federalist Mr Juncker in the first place. But other ideas were broadly welcomed. Among other goodies, Mr Juncker offered a rash of trade deals, a beefed-up cyber-security agency and a promise to expand the EU to the troubled countries of the western Balkans. Mrs Merkel’s chief of staff called it an “important and great” speech.
The second driver of Mr Juncker’s ambition is a quiet fear that it could all go wrong again. Gone in the president’s address were the pleas of previous years to help the teeming masses of irregular migrants crossing the Mediterranean; in their place came a celebration of border guards and praise for Italy in slashing migration from Libya. The trade deals Mr Juncker promises with friendly partners like Australia and Japan are tempered by plans to screen foreign investments in “strategic” sectors that cut across countries (think Chinese state-owned firms buying large European ports). Put all this under the rubric “a Europe that protects”, a phrase that, with Mr Macron’s approval, looks set to serve as a mantra in the years ahead as the EU seeks to draw the sting further from Eurosceptic parties.
Look, too, to the insistence on extending the signature achievements of the EU to all its members. Mr Juncker peppered his speech with treats for eastern European countries that have lately felt neglected, even finding time to promise action against food manufacturers who offload dodgy fish fingers onto Slovak consumers. Lurking beneath was a vision that may give some pause. Brexit barely featured in his speech, but Mr Juncker believes the departure of the country that, with its endless opt-outs, threats and prevarications, served as a constant brake on integration offers a chance to set the EU back on its natural path.
What of those countries that do not share Mr Juncker’s ambitions? The leaders of Denmark and the Netherlands swiftly dismissed some of his more outré institutional proposals; Mr Juncker, who was kite-flying, will not much mind. More serious is the euro area which, officials now like to note, will account for 85% of the EU economy once Britain leaves. Mr Juncker poured cold water on Mr Macron’s proposals for a discrete euro-zone budget overseen by its own parliament, insisting that such things should be managed by the EU as a whole. That debate will be resolved in Berlin and Paris, not Brussels, but provides a clue to Mr Juncker’s thinking on the EU’s future. All its remaining members bar Britain and Denmark are obliged to join the single currency. Mr Juncker pressed the point this week, proposing a new “pre-accession fund” to help countries that remain outside the euro.

Mr Juncker is placing two bets with all this. The first is that meaningful integration is possible via stealth. The commission knows that changes to the EU’s treaties, with all the accompanying paraphernalia of referendums and summitry, are off the table for now. Instead officials are unearthing so-called passerelle clauses that allow for changes to the EU’s rule book to be made quietly. Mr Juncker also hopes to remove national vetoes from some areas of decision-making, such as tax and bits of foreign policy.
The bigger gamble is that there is a single vision for the EU that is broad enough to include everyone. The intra-Europe divides that Mr Juncker lamented a year ago have hardly disappeared. Rows over migration, money and the rule of law run so deep that some, not least in Germany and France, have increasingly been tempted by the old idea of a Europe running at different speeds. Mr Juncker, to the surprise of some, rejects that. Here, then, is the new mood in Brussels: confident but not cocksure, impatient for change after years of uncomfortable stasis, but jittery that it could all yet be unwound. It is true that Mr Juncker, an ageing Europhile of the old school, has never looked much like an agent of change; after making his speech in Strasbourg he cut short his replies to MEPs, pleading illness. And his plans will go nowhere if they do not capture the imagination of Europe’s national governments. But after years of crisis, they do at least show that there are still signs of life in Brussels.

via Today Bharat The United States gave China 72 hours to close its consulate in Houston amid accusations of spying, marking a dramatic deterioration in relations between the world’s two biggest economies. The U.S. State Department said on Wednesday the Chinese mission in Houston was being closed “to protect American intellectual property and Americans’ private information.” President Donald Trump said in answer to a question at a news briefing it was “always possible” other Chinese missions could be closed too. “We thought there was a fire in one that we did close,” Trump said. “I guess they were burning documents, or burning papers, and I wonder what that’s all about.” Overnight in Houston, firefighters went to the consulate after smoke was seen. Two U.S. government officials said they had information that documents were being burned there. Chinese Foreign Ministry spokesman Wang Wenbin said the consulate was operating normally. The ministry said Washington had abruptly issued the demand to close the consulate on Tuesday and called it an “unprecedented escalation.” The Chinese Embassy in Washington had received “bomb and death threats” because of “smears hatred” fanned by the U.S. government, spokeswoman Hua Chunying wrote in a tweet. “The U.S. should revoke its erroneous decision,” she said. “China will surely react with firm countermeasures.” Communist Party rulers in Beijing were considering shutting the U.S. consulate in the central city of Wuhan in retaliation, a source with knowledge of the matter said. U.S.-based China experts said Beijing could also opt to target more important consulates in Hong Kong, Shanghai or Guangzhou, something that could hurt American businesses. Richard Grenell, who served until recently as acting director of U.S. national intelligence, suggested the United States could close the Chinese consulate in tech-heavy San Francisco. “It’s a close call. I would have done both (Houston and San Francisco) but it also makes sense to start with one,” he told Reuters by text. The Houston move comes in the run-up to the November U.S. presidential election, in which Trump and his Democratic rival, Joe Biden, have both tried to look tough towards China. Speaking on a visit to Denmark, U.S. Secretary of State Mike Pompeo repeated accusations about Chinese theft of U.S. and European intellectual property, which he said were costing “hundreds of thousands of jobs.” While offering no specifics about the Houston consulate, Pompeo referred to a U.S. Justice Department indictment on Tuesday of two Chinese nationals over what it called a decade-long cyber espionage campaign that targeted defense contractors, COVID-19 researchers and hundreds of other victims worldwide. Pompeo also referred to recent speeches by the head of the FBI and others that highlighted Chinese espionage activities. “President Trump has said: ‘Enough. We are not going to allow this to continue to happen,’” he told reporters. Republican Senator Marco Rubio, acting chairman of the Senate Intelligence Committee, described the Houston consulate on Twitter as the “central node of the Communist Party’s vast network of spies influence operations in the United States.” The New York Times quoted the top U.S. diplomat for East Asia, David Stilwell, as saying that the Houston consulate had been at the “epicenter” of the Chinese army’s efforts to advance its warfare advantages by sending students to U.S. universities. “We took a practical step to prevent them from doing that,” Stilwell told the Times. Stephen Biegun, the State Department’s number two diplomat, told the U.S. Senate Foreign Relations Committee the decision was made in response to “longstanding areas of concern.” He said these included intellectual property theft and commercial espionage, as well as unequal treatment of U.S. diplomats, exporters, investors and media in China and abuse by China’s security services of the welcoming U.S. posture toward Chinese students and researchers. A Chinese diplomat, speaking to Reuters on condition of anonymity, denied the spying allegations and said the Houston mission acted like other Chinese consulates in the United States - issuing visas, and promoting visits and businesses. ‘RACE TO THE BOTTOM’ U.S.-China ties have worsened sharply this year over issues ranging from the coronavirus and telecoms-gear maker Huawei to China’s territorial claims in the South China Sea and clampdown on Hong Kong. Jonathan Pollack, an East Asia expert with the Brookings Institution, said he could not think of anything “remotely equivalent” to the move against the Houston consulate since the U.S. and China opened full diplomatic relations in 1979. “The Trump Administration appears to view this latest action as political ammunition in the presidential campaign... It’s part of the administration’s race to the bottom against China,” he said. A source with direct knowledge of the matter said China was considering closing the U.S. consulate in Wuhan, where the State Department withdrew staff and their families early this year due to the coronavirus outbreak that first emerged in the city. China’s foreign ministry did not immediately respond to a request for comment on whether it would shut the consulate. Wang said the U.S. government had been harassing Chinese diplomats and consular staff for some time and intimidating Chinese students. He said the United States had interfered with China’s diplomatic missions, including intercepting diplomatic pouches. The State Department did not respond to a request for comment on the Chinese accusations.
