Sahiwal Coal Power Project in Qadirabad, Sahiwal Punjab is a mega coal project that is part of the China-Pakistan Economic Corridor (CPEC). The purpose of this project has been to overcome the energy shortage in Pakistan and both governments were to complete the project with an investment of $1.8 billion.
Here arises a question. While it is all good that Pakistan does need such projects to fulfill its growing energy needs, but at what cost? Millions are at risk of flooding already due to the glacier melting that is underway as a result of the government’s lack of consideration to environmental prospects of policymaking as well as no policies being drafted to check the an increased downpour of water as a result. The little word of warning systems being installed funded by the Green Climate Fund in the 24 valleys in northern Pakistan between 2018 and 2022 is also yet to be completed because of the differences between the partners- UN Development Programme-Pakistan and the Federal Ministry for Climate Change.[1] The ongoing situation with regards to COVID-19 and the shift in priorities has only led to further ignorance.
A lot of you might be wondering why is this article targeting the Sahiwal energy project. The answer to that is that Sahiwal is situated in the most fertile belt of land to existing in Punjab and people living around Sahiwal as a result have been indulged in farming generationally. Constructing such a mega project in the middle of this fertile belt has led to people complaining about drinking water pollution as well as a great loss of fertile land. Doctors working in a medical camp set up in the region in October 2019 also reports that there has been a significant increase in cases of people suffering from breathing problems.[2]
Moving on, let's talk about coal as a source of energy. It is no hidden knowledge that it is one of the most hazardous and polluting forms of energy is known to man. For the sake of perspective, Coal-fired power plants emit 84 of 187 hazardous air pollutants identified by the U.S Environmental Protection Agency [3]. So while other countries are finding ways to decrease their carbon footprint, Pakistan was able to construct a coal-fired power plant on the most fertile belt of land in the country with the assistance of China, one of the largest exporters of renewable energy and equipment related to sustainable energy purposes[4]. That would be probably the most ironic line you came across today.
We can go on and talk about how bad this can be statistically but what does it translate to for the people of Sahiwal who might not be able to understand the language in which their lives and those of their future generations have been put in jeopardy. The after-effects of all this ranging from disease and unsafe drinking water might in the future lead to people leaving the area and settling elsewhere which might consequently result in a dramatic loss of fertile, wealth-generating community associated with the land in question. The increased emissions boosted by this project would lead to an accelerated glacier melting, rise in temperatures, and countless other impacts on the nation for which the government has little planned.
We can state for the sake of the fact that the whole project is now a thing of the past that the government overlooked the future for the short-term benefits of the project but it is important for it to be debated upon that what actually went wrong? Who were the stakeholders and policymakers from the Pakistani side that could not see the clear pothole of future losses while making the decision on the matter? The way most people see it is that the ordinary people, in this case, the farmers of Sahiwal had no say in the whole decision- making process. They were not educated about the possible outcomes of the project nor were they empowered enough to do something about it even if they were sufficiently aware of the impending crisis. The unfortunate result of all this is that while the elitist part of our society is educated about the climate issue, it chooses to ignore it because they like to remain in the a bubble that a coal powerplant in Sahiwal is a problem of the poor farmers who are already destined to live a life of poverty and environment should be the least of their concerns. However, they missed the point that sooner or later the destructive plant that sprouts out of their seeds of ignorance will in a matter of years entangle the whole country.

China invites more countries to join CPEC
BEIJING: China's Foreign Affairs Ministry spokesperson Geng Shuang on Monday stated that China-Pakistan Economic Corridor (CPEC) is an "open initiative", inviting more nations to participate parts from the project on the "principle of equality and voluntarism". 
Commenting about the commissioning of a power plant built by China and Qatar at Karachi, Chinese foreign ministry spokesperson, Geng Shuang told a press briefing that Qatar's participation revealed that the CPEC is available for third country participation.
He further said; "The Chinese side is happy with the performance of this plant. I think this will play a positive role in supplying energy and deliver benefits to individuals of Pakistan."
The initial unit of this 1320-MW coal-fired energy plant at Port Qasim was inaugurated on November 29.
The Port Qasim plant has been developed together by the Power China Resources Limited and Qatar's Al-Mirqab Capital. It's the second major energy project under the CPEC.
"This is the first job participated by the third country. It shows that the CPEC is an open source initiative. We are willing to explore the involvement of more nations with the principle of equality and voluntarism," Geng said.

Abstract:
               Presented in the late 70s, the theory of Complex Interdependence is in line with the contemporary scenario of international politics. International politics has given up the traditional approaches of hard power. Non-state actors now serve as significant stakeholders in world peace. This paper examines CPEC along the framework of Complex Interdependence. China will build a network of roads, railways and highways across Pakistan, contributing to infrastructure development and economic growth. The notion that China and Pakistan are “iron brothers” is popular among the diplomatic circles of both states. Both states share military, diplomatic and strategic ties. However, the economic ties could not be realized to the full potential as contacts at the societal level are minimal. CPEC possesses the ability to bridge these gaps and transform the relation into “Complex Interdependence”.

      Pakistani Prime Minister Imran Khan lands in Beijing on November 3, the latest head of government to seek a renegotiation of commercial terms and/or focus of projects related to China’s infrastructure and energy-driven Belt and Road initiative. He follows in the footsteps of his Malaysian counterpart, Mahathir Mohamad has suspended US$26 billion in Chinese-funded projects; while Myanmar is negotiating a significant scaling back of a Chinese-funded port project on the Bay of Bengal from one that would cost US$ 7.3 billion to a more modest development that would cost US$1.3 billion in a bid to avoid shouldering an unsustainable debt. China has also witnessed pushback and rising anti-Chinese sentiment in countries as far flung as Kazakhstan, Nepal, and Denmark.
Khan’s insistence on expanding the focus of the China Pakistan Economic Corridor, a US$45 billion plus Belt and Road crown jewel, to include agriculture, manufacturing, and job creation takes on added significance as Pakistan seeks an approximately US$8 billion International Monetary Fund (IMF) bailout to help it avert a financial crisis and discusses with Saudi Arabia investments of up to US$10 billion in investments that would be separate but associated with CPEC.
In doing so, Khan is manoeuvring multiple minefields that stretch from likely demands by the International Monetary Fund IMF and the United States for transparency on the financial nuts and bolts of CPEC projects to compliance with requirements of the Financial Action Task Force (FATF), an international anti-money laundering and terrorism finance watchdog that has threatened to blacklist Pakistan, to managing relations with Saudi Arabia at time that the kingdom’s international standing hangs in the balance as a result of the killing of journalist Jamal Khashoggi in the Saudi consulate in Istanbul.

CPEC, China-Pakistan Economic Corridor is a framework of regional connectivity. CPEC will not only benefit China and Pakistan but will have positive impact on Iran, Afghanistan, India, Central Asian Republic, and the region( if they wants to be part of it). The enhancement of geographical linkages having improved road, rail and air transportation system with frequent and free exchanges of growth and people to people contact, enhancing understanding through academic, cultural, regional knowledge, activity of higher amount of flow of trade and businesses, developing and moving energy to have more great optimistic businesses and enhancement of co-operation by win win model will result in well connected, integrated region of communicated destiny, harmony & development.

Topic: Regional Security Implications of ChinaPakistan Economic Corridor (CPEC)
Abstract:
                CPEC is the first of the Belt and Road Initiative’s (BRI) six envisioned corridors and the flagship project connecting the belt from Kashgar with the maritime Silk Road at Gwadar Port of Pakistan. From Pakistan’s perspective, this project has been labelled “Fate Changer” for Pakistan and “Game Changer” for the entire region. CPEC is expected to bring significant economic and geo-strategic benefits for Pakistan and China. The expected investment of USD 60 billion will elevate Pakistan’s economy and security. Both the countries remain committed to see its timely completion. While CPEC offers opportunities at global, regional and domestic levels, it faces some internal and external challenges. Therefore, a comprehensive approach in realm of foreign policy initiatives, governance and security domains is required.

Topic: Impact of China-Pakistan Economic Corridor (CPEC) on Human Security and the Role of Gilgit-Baltistan (GB)
Abstract:
               Recent history of international relations suggests that economic interdependence largely contributes to the mitigation of the major political conflicts in the world. CPEC, a flagship mega development project of Belt and Road Initiative (BRI), has not only initiated massive development projects in Pakistan, which will eventually help in socio-economic development of Pakistan but it will also ensure regional integration. Development of Pakistan through CPEC is desirably focused on a people centric growth model that primarily seeks to resolve the issues of human security. This paper seeks to establish the relationship between economic interdependence and regional integration with human security. Furthermore, this study looks into the role of Gilgit-Baltistan, a geographical lynchpin region, in making CPEC a successful developmental project. Findings of the study suggest that the viability and success of this mega project is highly dependent on the inclusiveness of projects in terms of engaging all stakeholders and ensuring human security in the region. The fruits of this mega project are expected to be positive. This is only possible if all the different dimensions of national security, i.e. social cohesion, economic development, and political stability are ensured by the state.
