Road Trip: 6,000 Km, 7 States, 2 Plates Of Kolhapuri Chicken, And 1 Orange

A short highway drive led to this blog post. Three of us drove down from Delhi to Goa via Udaipur and Mumbai. After getting sunburn for three days in Goa, we drove onwards to a town near Mangaluru to see the beaches.
No one gives a samosa these days, so this post will omit annoyances like scenery, sunset, wanderlust, the mountains-are-calling, and I-love-travel nonsense.

My mother is used to hearing unpleasant, unexpected things from people about me. When word reached her that I have decided to drive down south thousands of kilometres with some people from Delhi, with the possibility that I may drive back home alone for a few thousand kilometres more, she tried to change my mind.
"No, no, no," she said on the phone at night, far away from Imphal. "It's very dangerous. What if you get hurt in an accident, or worse?"
"Accidents happen all the time," I said. "But we will be fine," I told her, not entirely sure about that. Who can predict the future? After a while she agreed she would be cool about it.
Mothers are like that. But they will let you go eventually. They know that you, too, have been collecting years.

We set out for Udaipur from Delhi at 6 am. A lab in Jaipur, a city that falls on our route, agreed to take samples for COVID-19 test. Any cop at state borders could ask for an RT-PCR report even if you are fully vaccinated. Whatever the cop says is final when you are travelling by road, so we decided to be well-prepared. The only chai-paani I like is the one I have myself.

We reached Udaipur at 9 pm. For dinner, we ordered Rajasthani laal maans. This drive across seven states - Delhi, Haryana, Rajasthan, Gujarat, Maharashtra, Goa, and Karnataka - opened up infinite possibilities of tasting the best food in each state.

We entered the Gujarat border at 10 am. A police officer stopped us to check documents and asked, "Carrying any daaru?" We said no, of course, and he let us through.
Next came the Godhra bypass, a state highway with a smooth surface and proper markings that made driving quite fun. The state highways in Gujarat are better than some national highways.

Baroda, Surat and hunger followed soon. We drove past dhaba after dhaba with "only veg" and "pure veg" signboards, until we found one with a poster that showed an omelette. This, we blamed the Bengali in the car.
Over 13 hours of driving put us right on the doorstep of Navi Mumbai. Pushing and fighting your way inside a coach in Delhi's busy Rajiv Chowk metro station is way easier than entering Mumbai during evening rush hour traffic.

There are two main routes from Mumbai to Goa. The first is a twisty old highway that passes through ghat roads, and the second is a straight run on the plains via Pune and Kolhapur. Many prefer the second route because why not? The old highway is full of potholes, back pain and feelings about taking a U-turn for home ASAP.
We stopped at Kolhapur bypass for Kolhapuri chicken. See for yourself in the photo below.

The road from Nipani in Karnataka all the way to the Goa border is narrow. But it was on this stretch that we liked stopping for tea and filter coffee.
We reached Goa at night on Day 3 after we drove out from Delhi.

Some days later we prepped for the ride to our next destination - Surathkal, a clean, green, and quiet beach town 20 km from Mangaluru in Karnataka.
Fish thaali in Karwar, on the Karnataka-Goa border, and filter coffee in Udupi really charged up the drive to Surathkal, where we reached in no time and stayed at a friend's house, just a 10-minute walk from a white, sandy beach.
We chilled at Surathkal for two days, visited Mangaluru and enjoyed ghee roast chicken and gadbad ice-cream.

When the time to return home came, a small but not an entirely unexpected problem presented itself like magic. See, I drove down with two friends all the way from Delhi, but they flew back to attend a wedding. A stern message came from home that either I find someone to ride shotgun on the return leg, or I give the car to Agarwal Packers and Movers and fly back. I cannot drive back alone, the serious people at home said.

The only person who came to mind was an old friend from school, who in Class 12 taught me how to drive a motorcycle wrong and wreck it. By now we go back a quarter of a century. I dialled him and presented the plan - he would fly down to Goa, stay for a day, and drive back with me to Delhi with a night's stop each in Mumbai and Udaipur. "You can eat anything you like, stop anywhere you like," I told him. It did the trick. He took a flight to Goa within 24 hours with only a small backpack.

The return leg did not play out any different than how we had come. We traced back the same routes. The Godhra bypass had excellent reflective markings that made driving at night safe. The Rajasthan-Gujarat border near Udaipur had similar safety features. These two stretches helped a lot in improving night driving skills.

That's all people. And about that orange, I forgot where I had kept it for the entire trip. When I finally reached home, it tumbled out from the magazine holder of the front seat.

Recommended dhabas and restaurants: Shree Mahalaxmi Seafood Restaurant, Kolhapur bypass; Shetty Lunch Home, Mangaluru; Cafe de Voyage, Margao; Laxmi Family Restaurant and Bar, Morjim.

Here is a short story based on the Pandemic. Enjoy reading... Stay safe..
It was a sunny Sunday morning and Prakash just woke up. He went to the living room to enjoy his weekend as usual by enjoying his wife’s cooked Sunday breakfast and watching T.V. Prakash looked at his wife, who was up to something.
“Shivangi! What are you upto? What’s in today’s breakfast?”
“Ohh it’s your favorite South Indian Special Masala Dosa.”
Prakash was beaming, “Ohh great, then please make it fast I’m dying here.”
“Yeah sure just a few more minutes.”
Prakash then turned towards his TV and switched on the news channel. 
“Listen carefully people, attention, please focus on this clip which we have found. It's a life threatening virus heading towards other parts of the world. Many countries have already been affected, and the series started from China. Yes it is COVID-19, WHO already declared it as Pandemic.”
Prakash laughed out loud, “What the hell are they talking about? It’s nothing but just a cheap strategy to get the TRP.”
Meanwhile Shivangi came with Masala Dosa to serve and said, 
“Na, it’s not a joke, my aunt from Jaipur also told me about this virus, it’s not safe.”
Prakash interrupted in between “No dear, these all are rumors and besides this virus is originated from China and we all know Chinese products don’t exist so long” and again he chuckled. 
Prakash started concentrating on his breakfast and Shivangi left. 
Later he reached the office the other day and at lunch time his friends and him started having conversations and meals. Prakash had few good friends and Sahil, Jatinder and Akshay were close to him. He mostly had lunch with them only and they loved to chat. 
Sahil- Have you guys heard about the latest breaking news?
Akshay- Which one? The Virus outbreak?
Sahil- Yeah…
Jatinder- Ohh yeah, man! It was a little horrible and threatening.
Prakash- What horrible and threatening in it?
Akshay- This Corona Virus is taking lives man. How can one be not threatened?
Prakash- I don’t think there is much need to worry about it. It’s just overreacting that’s it.
Sahil- Maybe they are overreacting. But there is no harm to take precautions either na Prakash.
Jatinder- Yes, you’re right Sahil. I think we should start taking precautions before it’s too late.
Akshay- Ok, then it’s final now we only do Namaste instead of shaking hands, use sanitizers.
Jatinder- And don’t forget to avoid public places, and even if you have to go, wear a mask.
Sahil- Indeed precaution is always better than cure guys. 
Prakash- Now I think you guys are also overreacting. 
Sahil- No Prakash I think we all have to follow this and you should do it too. 
They insisted Prakash agree to their decision but somehow he neglected the seriousness of the issue. On the same day few people found Corona positive in their city and the Authority declared curfew in the city. Soon they all had to leave for their homes. Prakash also left for home and in the middle of his route few Policemen were setting barricades and advising people to stay at their homes. Prakash stopped in the distance and started watching their actions. After a few minutes a police officer came and asked, “Sir, where are you coming from?”
Prakash replied, “I’m going home from the office sir. But what is happening all this?”
“We are taking preventive measures. Few people of this city have already been affected with Corona Virus and to stop it’s chain people must stay at home. You also go home and try not to wander anywhere unless there is an emergency. Please sir it’s for your own safety.” Policeman insisted 
Prakash was now puzzled with all the happenings around the city. He reached home. Shivangi was waiting for him to fill up household items as the city was now going to be curfew for a few days or weeks nobody knew. 
“Listen, ration has almost finished in the house please can you go and pick up all necessary things.”
Prakash nodded then Shivangi gave him the list of things and advised,
“And yes, listen don’t forget to purchase the sanitizer, wear a mask and maintain social distancing in public places.”
Hearing all these instructions Prakash frustrated and without any further adieu he left home. 
While purchasing items Prakash did not follow social distancing and his face was also not covered with anything. He came home after picking up all the items. 
     After a few days he started coughing and had a fever. Shivangi suggested consulting the doctor but Prakash was trying to avoid it. Somehow Shivangi managed to take him to the hospital and the Doctor tested him in various ways. He even tested his blood and other tests to find out if he was Corona positive or not. But sadly Prakash’s report was positive. He was Corona positive and doctors instantly quarantined him and admitted him in the hospital isolation ward where he was complete all alone except his doctors and nurses. He did not want this situation and he couldn’t bear this isolation. He started crying and complaining about his problems to god.
“God why did this happen to me? Am I bad? Have I done something wrong? Why did you leave me in this bad situation? How much faith I had in you, and now look at me. I just want to end this situation of my life.” Prakash was sobbing then suddenly a voice came,
“Prakash you have not done anything bad my child. But you ignored the precautions and what has been done that's done and consequences shall be beared my dear. And who told you I have not done anything for you. I came to make you understand the seriousness of the issue in the face of friends, your spouse, even that policeman but you were not ready to listen my child. What could I do? You are in this trouble due to your own carelessness. And don’t you think that I’m not with you. I’m still with you, my child, in the face of your doctors, nurses. Now don’t cry and get well soon. Take preventive measures and let other people learn from you. Spread awareness and save other people's lives, that’s the best thing you can do to utilize your life.”
Prakash was stunned for a few minutes after this but regained his consciousness and got well soon. While leaving the hospital he thanked his caretakers and every defender who helped someone in any way.

Regulate health e-service aggregators, states told

NEW DELHI: The Centre has asked states to take urgent steps to regulate online health service aggregators that are providing diagnostic or other services without meeting the regulatory requirements or having registered under the law. In a letter to all state chief secretaries, health secretary Rajesh Bhushan has underlined concerns about certain online health service aggregators — operating in various parts of the country — not providing any details of laboratories, on behalf of which, they are providing services, nor their registration status, including compliance with minimum standards. “It is a matter of grave concern, as it affects the health and safety of citizens who may obtain services from these online aggregators and subsequently be aggrieved,” the letter from Bhushan said. States have been asked to prepare a “time-bound action plan” and implement it to regulate such online health service aggregators and related service providers. Besides, the Centre has also advised states to engage the home department to investigate such matters to prevent any violation of applicable laws. The move comes in the wake of the Delhi high court seeking action against online health service aggregators which are operating illegally or in violation of the law and collecting diagnostic samples including that for Covid tests. The court’s observation were made in August in response to a Public Interest Litigation (PIL) seeking a ban on the alleged collection of diagnostic samples by online health service aggregators for testing of Covid-19 infection, posing as “medical diagnostic laboratories”. The petition filed by Jaipur-based pathologist Rohit Jain had also sought ban on the illegal online health service aggregators which are not registered under the Clinical Establishment (Registration & Regulation) Act 2010 or under any other regulations and are running without any medico-legal liability for collecting and testing samples for diagnosis

Shireen Mirza, who was last seen in Divyanka Tripathi and Karan Patel starrer Yeh Hai Mohabbatein has tested positive for Coronavirus. The actress was also seen in Dhai Kilo Prem and is currently in her home town, Jaipur, with her family. She had reportedly tested positive for COVID-19 on September 27. While she is with her family, she is self-quarantining and is taking all the necessary precautions.
Shireen Mirza is with her family and is glad that they are around during this difficult time. She says even though she has kept her distance with quarantining, she was maintaining all these precautions even before she tested positive. JAIPUR: Rajasthan health minister Raghu Sharma has given the phrase “going viral” a new definition by choosing to go about inspecting and interacting with patients at the hospital where he had been admitted for Covid treatment last Monday. Sharma’s tour of Jaipur’s RUHS Hospital, a day after he tested positive and opted for hospitalisation, on Thursday triggered demands from the opposition that he be booked under the Epidemic Act for allegedly violating Covid protocol. “Despite testing positive, he took a round of the hospital and flouted the guidelines, sending out the wrong message to the people,” BJP’s Kalicharan Saraf, a former health minister, told TOI. Sharma has since moved into home isolation. The next day, Sharma allegedly stepped out of his room — doctors in tow – and took a round of the hospital. He had inspected the new 70-bed ICU being built in the hospital and interacted with patients to get feedback on the facilities and treatment provided to them, officials said. Sawai Man Singh Medical College principal Dr Sudhir Bhandari, RUHS superintendent Dr Ajit Singh and several other doctors and officials accompanied the health minister during the inspection. He claimed to have adhered to safety protocol while going about the inspection. The hospital administration said the health minister’s meeting with patients wasn’t against norms. Director of health Dr KK Sharma said, “He (health minister) was wearing a mask and a face shield, besides following social distancing while meeting other Covid patients.”

  The emergencies chief of the World Health Organisation says the coronavirus is continuing to gain pace globally, reports AP. Noting the marked increase in the number of confirmed cases being reported in the past five or six weeks, he warned that a spike in deaths could be soon to follow. In April and May, we were dealing with 100,000 cases a day, said Dr Michael Ryan during a Tuesday press briefing.   India's drugs regulator has asked drug controllers in states and Union Territories to keep a strict vigil to prevent black marketing of the anti-viral Remdesivir injection, approved for emergency and restricted use to treat COVID-19 patients, reports PTI. Drugs Controller General of India (DCGI) Dr VG Somani said in a communication to Drugs Controllers in states and UTs that his office received a letter raising concerns that certain unscrupulous persons were indulging in black marketing and over-pricing of the drug. "In view of the above, you are requested to instruct your enforcement officials to keep strict vigil on the matter to prevent the black marketing and sale of the drug Remdesivir injection above MRP. "Action taken in the matter may please be intimated to this office at the earliest," Somani said in his letter addressed to state and UT drug controllers.

International students in US could be deported if universities move online
In a decision that will adversely impact hundreds of thousands of Indian students in the US, the federal immigration authority has announced that foreign students pursuing degrees in America will have to leave the country or risk deportation if their universities switch to online-only classes in this fall semester.
The Immigration and Customs Enforcement (ICE) said in a press release on Monday that for the fall 2020 semester students attending schools operating entirely online may not take a full online course load and remain in the US.
“The US Department of State will not issue visas to students enrolled in schools and/or programmes that are fully online for the fall semester nor will US Customs and Border Protection permit these students to enter the United States,” the release said referring to the September to December semester.

Face masks and hand sanitisers are no more essential products as their supply is sufficient in the country and, therefore, are now kept out of the purview of the Essential Commodities Act, 1955, Consumer Affairs Secretary Leena Nandan said on Tuesday.
On 13 March, the Union consumer affairs ministry had declared face masks and hand sanitisers as essential commodities for 100 days to boost supply and prevent hoarding of these items in its fight to check the spread of coronavirus.
"These two products were declared as essential items till June 30. We are not extending further as there is enough supply in the country," Nandan told PTI.

"Nonimmigrant F-1 and M-1 students attending schools operating entirely online may not take a full online course load and remain in the United States," US Immigration and Customs Enforcement said in a statement.
"Active students currently in the United States enrolled in such programs must depart the country or take other measures, such as transferring to a school with in-person instruction to remain in lawful status," ICE said.

WHO reviewing report urging new guidance over airborne spread of COVID-19
The World Health Organization (WHO) is reviewing a report urging it to update guidance on the novel coronavirus after more than 200 scientists, in a letter to the health agency, outlined evidence the virus can spread in tiny airborne particles.
The WHO says SARS-CoV-2, the virus that causes COVID-19, spreads primarily through small droplets expelled from the nose and mouth of an infected person that quickly sink to the ground.
But in an open letter to the Geneva-based agency, published on Monday in the Clinical Infectious Diseases journal, 239 scientists in 32 countries outlined evidence that they say shows floating virus particles can infect people who breathe them in.
Coronavirus Updates: Speaking at the daily briefing in Geneva, Benedetta Allegranzi, the WHO’s technical lead for infection prevention and control, said there was evidence emerging of airborne transmission of the coronavirus, but that it was not definitive.
 The civic body also informed that those kept in institutional quarantine will be discharged only when they test negative for the virus.
A close relative of Bihar chief minister Nitish Kumar, who had been staying at his official residence, tested positive for the novel coronavirus on Tuesday, PTI reported.
Meanwhile, ANI reported that the Patna Medical College issued an order to deploy six doctors, three nurses, and a ventilator at Kumar's official residence, after Secretary of the Health Department directed the hospital to do so as a precautionary measure against COVID-19.
More than 15 lakh people have been quarantined in Mumbai after contact-tracing so far since the outbreak of the COVID-19 pandemic, the city civic body said. Out of these, 5.34 lakh people were identified as high-risk contacts, the BMC said.
The Shiv Sena on Tuesday said that the prime minister had expressed confidence in ending the battle against COVID-19 in 21 days, but it has been 'over 100 days and the crisis still persists'.
The fight against COVID-19 is more difficult than the mythological war of Mahabharata, an editorial in Sena mouthpiece 'Saamana' said, adding that the battle against the pandemic will continue till 2021 as the disease vaccine won't be available before that.
India on Tuesday reports 22,252 coronavirus cases and 467 deaths in the past 24 hours. This takes the overall total to 7,19,665 and the toll to 20,160. More than 4.39 lakh people have recovered.

Coronavirus cases in India inched towards seven lakhs on Monday with 24,248 new infections being reported in the last 24 hours. Meanwhile, the toll rose to 19,795 with 425 new deaths.
As per the health ministry, there are 2,53,287 active cases in the country while 4,24,432 patients have been cured or discharged.
A day after India overtook Russia to become the third worst-hit country by the coronavirus pandemic, the Union health ministry said that the Centre has emphasised on increasing testing, prompt contact tracing and timely clinical management of the COVID-19 cases.
"The national positivity rate stands at 6.73 percent. Many states report lower COVID-19 positivity rate than the national average of 6.73 percent. Their tests per million are also higher than the national average," the ministry said on Monday.
The ministry also said that the recovery rate stands at 60.85 percent.
Total COVID-19 tests conducted in India cross 1 crore
The total number of tests for the detection of COVID-19 crossed the one-crore mark in India on Monday.
"A cumulative total of 1,00,04,101 samples have been tested till 11 am on Monday with 1,80,596 samples being tested on 5 July," Scientist and media coordinator at the Indian Council of Medical Research (ICMR), Dr Lokesh Sharma said.
According to the ICMR, a total of 99,69,662 samples were tested for the disease in the country till 5 July, with 1,80,596 just on Sunday.
There are now 1,105 testing labs in the country comprising 788 in the public sector and 317 private labs. The per day testing capacity is also growing fast, Sharma said.
Around 2,00,000 samples have been tested on an average daily for the last 14 days, he said. India had crossed the nine million-mark on 1 July. "The per day testing capacity which was around 1.5 lakh on 25 May is more than three lakh per day now," Sharma said.
Starting with one single laboratory at the National Institute of Virology (NIV) in Pune and then expanding to 100 laboratories in the beginning of the lockdown, the ICMR on 23 June validated the 1000th testing laboratory.
MHA allows universities to conduct exams with proper COVID-19 guidelines
The Ministry of Home Affairs (MHA) on Monday allowed universities and other academic institutions to conduct examinations during the ongoing 'Unlock 2' phase.
In a statement, the MHA said it has sent a letter to the Union Higher Education Secretary permitting universities and institutions to conduct examinations.
"The final-term examinations are to be compulsorily conducted as per the UGC guidelines on examinations and academic calendar for the universities and as per the Standard Operating Procedure (SOP) approved by the Union Ministry of Health and Family Welfare," the statement said.
Various examinations conducted by universities and higher education institutions in the country have been suspended since March during the coronavirus-induced lockdown which first began on 25 March.
Centre says positivity rate in Delhi declined to 10% from 30%
The Centre said the average number of samples being tested per day for COVID-19 has gone up in Delhi from 5,481 to 18,766 in about a month and in spite of increased testing, the positivity rate has declined from around 30 percent to 10 percent in the last three weeks.
As on 5 July, the states with their positivity rate lesser than the national average and tests per million higher than the national average are Puducherry (5.55), Chandigarh (4.36), Assam (2.84), Tripura (2.72), Karnataka (2.64), Rajasthan (2.51), Goa (2.5), and Punjab (1.92).
In Delhi, tests were ramped up through increased RT-PCR testing along with the new Rapid Antigen Point-of-Care (POC) tests which gives results in only about 30 minutes, the Centre said.
"In spite of significantly increased testing in Delhi, the positivity rate has seen a substantial decrease from about 30 percent to 10 percent in the last three weeks," the statement said.
There are around 25,000 active cases in Delhi and of these, 15,000 people are currently in home isolation.
COVID-19 cases in Delhi cross 1 lakh, Maharashtra continues to be worst-hit state
As per the Union health ministry data, Maharashtra continues to be the most impacted state from the infection with 2,06,619 cases and 8,822 fatalities due to the coronavirus.
Tamil Nadu reported 61 deaths and 3,827 new COVID-19 cases on Monday. The total number of positive cases stands at 1,14,978 including 46,833 active cases and 1,571 deaths.
Delhi crossed the 1 lakh-mark, with 1,379 new cases reported in the last 24 hours. Total number of cases stands at 1,00,823 including 72,088 recovered/discharged/migrated and 25,620 active cases.
Delhi chief minister Arvind Kejriwal said that the number of ICU beds at Rajiv Gandhi Super Speciality Hospital has been increased from 45 to 200 to treat coronavirus patients.
Karnataka reported 1,843 COVID-19 cases and 30 deaths in the last 24 hours, taking total number of cases to 25,317 including 10,527 recoveries and 401 deaths. Highest number of cases — 981 — have been reported in Bengaluru in the last 24 hours according to the state health department.
Kerala chief minister Pinarayi Vijayan on Monday said that the state has reported 193 new COVID-19 cases, taking the total number of positive cases to 5,522. Active cases stand at 2,252.
A total of 354 new COVID-19 cases were reported in Madhya Pradesh, taking the total number cases to 15,284. The toll rose to 617 after nine deaths were reported.
Meanwhile, three more personnel of Indo-Tibetan Border Police (ITBP) tested positive for COVID-19 in the last 24 hours. There are total 151 active cases and 273 have recovered till date in the force.
Mizoram reported five new COVID-19 positive cases; the total number of cases in the state stands at 191 including 58 active cases and 133 cured/discharged.
In the last 24 hours, 933 new cases and 24 deaths have been reported in Uttar Pradesh. There are 8,718 active cases, 19,109 discharges so far and 809 patients have succumbed to the infection, state additional chief secretary (Home), Awanish Awasthi said.
According to the Union health ministry, West Bengal has reported 22,126 COVID-19 cases including, 6,658 active cases, 14,711 cured and 757 deaths. Meanwhile, Gujarat has reported 36,037 cases including, 8,202 active cases 25,892 recovered and 1,943 deaths as of Monday.
A total of 1,322 COVID-19 cases were reported in Andhra Pradesh on Monday, taking the total number of cases in the state to 20,019, an officer said. With seven persons succumbing to coronavirus infection on Monday, the toll in the state now stands at 239.

Spark in a Powder Keg: Coronavirus in Prisons in India

Introduction
The Coronavirus spread in India is at its peak with around 200,000 people infected. No vaccine exists yet to negate the effect of the virus, so the only way to stop its spread is through practising good hygiene standards and social distancing norms. The social distancing norms are being practised widely across the nation; nevertheless, there still exists a place where practising social distancing norms is a problem. The prisons in India are facing difficulties in maintaining social distancing norms as they have way more inmates being lodged there than their sanctioned limits; on an average, the occupancy rate is approximately 118% across the nation. Though the Supreme Court has taken cognizance of the matter and advised states to release some inmates, the situation is still not redeeming.
Supreme court on De- Congestion
In the past, the Supreme Court in Rama Murthy v. State of Karnataka observed that overcrowding contributes to a higher risk of disease and surveillance difficulties, thereby increasing the danger level. Moreover, the 78th Law Commission Report of India suggested the liberalization of conditions of release on bail.
Supreme Court in Re: Contagion of Covid-19 Virus in Prisons, directed states to constitute High Powered Committees (HPC) to determine which categories of prisoners can be released on parole or bail to decongest prisons. Further, Supreme Court suggested states to consider the release of prisoners who have been convicted or are under-trial for offenses for which prescribed punishment is up to 7 years or less, and the prisoners convicted for a lesser number of years than the maximum. Moreover, the Supreme Court also decreased the bail bond amount to Rs. 5,000 from Rs. 1,00,000 with two sureties of Indian Citizens for foreign nationals.
Most Vulnerable States and their Prisons
A recent Coronavirus outbreak left at least 130 inmates and staffers infected with the disease. Rajasthan houses 20134 inmates across its 144 jails, with an average occupancy rate of approximately 90%. Out of its 20134 prisoners, around 14481 are under-trials. Rajasthan has released 5763 inmates to bring down its overall occupancy rates to about 62%. The Jaipur District jail, in which 130 cases of Covid-19 were reported, houses 423 inmates for its sanction limit of 500 inmates. Though the occupancy rates are below the sanctioned limits, the social distancing was not maintained, the first person having symptoms was sharing barrack with 18 other inmates. Temporary hospital and quarantine centre has been created inside the jail complex to attend those who are ill, and severe cases are referred to SMS hospital. 
In Delhi also, 18 inmates tested positive in its Rohini Jail. Prisons#39; occupancy rates in Delhi are not so reasonable, with an average of 175 % across its 16 jails. Delhi prisons are home to 17440 inmates, out of which 14799 are under-trials. The conditions are so adverse that Central Jail Complex No. 1, 3 & 4 have occupancy rates of 394%, 297% & 389%, respectively. Though, 3573 under-trial prisoners and convicts who have been accused/depicted in offenses punishable below seven years have been released on personal bonds. This release of prisoners will decrease the average to 139%, which means that the congestion levels are so high that even after releasing 3573 inmates, the situation is still alarming. Moreover, to avert any further possible outbreak of Coronavirus, as it happened in the case of the Rohini district jail, following stringent norms of social distancing is a must.
Although almost every state has taken measures to release its prisoners effectively, some states still need to look upon the possibility of a large number of COVID-19 cases, if anything goes wrong. Uttar Pradesh, home to 1,04,011 inmates, which is the highest in India, can house only 58914 inmates, which makes it clear that the jails in UP are the most crowded jails in the nation with an average occupancy rate of 176%. UP is releasing around 12055 inmates to decongest its over-crowded prisons. The decongestion exercise will bring down the average occupancy rate to 156%, under which ensuring social distancing norms is still tricky. Recently 10 cases of COVID-19 were reported in Agra Central jail, with 1350 inmates with 112 staffers.

Gujarat, with a pre-lockdown prison population of around 15000, has ordered to release 2500 inmates on interim bail, probation, and furlough. However, this is not enough as the state prisons had an occupancy rate of 113% earlier, which has now decreased to 93%. Gujarat remains 3rd on the state-wise list of highest COVID-19 cases with around 6150 active cases as on June 3. Eleven inmates and three officials at the Ahmedabad Central Jail were found positive.
Madhya Pradesh has 42,000 prisoners lodged in its jails, with an overall occupancy rate of 147%. MP has released 6500 prisoners yet, which is not enough to suffice as the condition after the virus outbreaks would be unmanageable. The risk is relatively higher in these states as the occupancy rate is extreme. Nineteen positive cases emerged in Indore Central Jail a few days back, while the respective state has over 2900 active cases. No subsequent order, since April, has been released by the HPC of MP. However, the state is inclined towards releasing prisoners on bail on conditions like downloading the Aarogya Setu App, donating to the PM CARES Fund, or registering themselves as a COVID-19 Warrior.
Maharashtra is the most vulnerable state to coronavirus with more than 70,000 reported cases of COVID-19. Maharashtra’s prisons saw its first Coronavirus case in Arthur Road Jail, where the occupancy rate is more than 400%, on May 2, which soon rose to 185 cases on May 10 including jail officials. Later, a woman inmate at Byculla prison and 10 other prisoners were infected at the Satara district prison. Three deaths were also reported in three different prisons in the state, therefore making Maharashtra the first one to have reported deaths among incarcerated prisoners. Soon after, the HPC decided to release 50% of prisoners on May 12, amounting to 17,000 prisoners approximately, out of which 7000 were released earlier on bail and emergency parole.
After the above step, the state government amended Prison Rules on lines of suggestions by the HPC to consider under-trials/ convicts being punished for offenses where maximum punishment was less than seven years for bail/emergency parole for 45 days and convicts penalized for more than seven years were considered for emergency parole if the convict returned to prison on time on the last two releases. Maharashtra prisons were home to around 35,000 prisoners before lockdown with an occupancy rate of 149%, decreasing it to 75% post-release of all such prisoners on bail and parole. Nevertheless, only 8,381 inmates are released.
Disparity between Actuals and Expected
The difference arising between inmates to be released and actual number of inmates released is due to the fact that though the HPC has suggested the release, the process of getting bail is still the same. Most of the inmates to be released are under-trials, they have to approach the court for their bail, and courts are still reluctant to give them bail on the apprehension of their unavailability during the trial or their tampering with the evidence.
Moreover, the functioning of courts amid nation-wide lockdown as such, the urgent matters are only listed. In a recent case at the High Court of Karnataka, a 19-year old booked under UAPA in February moved to Karnataka High Court after her bail application was rejected by Session Court, but due to nationwide lockdown and only listing of urgent matters, her case is yet to get a detailed hearing.
Conclusion
While some states are only considering those prisoners for release, who are accused/punished for offenses of punishment less than 7 years, they should also consider releasing prisoners with the sentence of more than seven years based on their previous returns on parole/furlough (similar to Maharashtra). Prison rules should be diluted and the judge’s attitude should incline towards the release of under-trials as Retd. Justice BN Srikrishna said, “The judges are not applying their minds when they are rejecting bail. Bail is the rule and jail is the exception.” Lately, Justice A.J. Bhambhani, while granting bail to a Delhi riots’ accused, said, “The remit of the court is to dispense justice in accordance with the law, not to send messages to society." Also, it is quite evident to say that Coronavirus is fatal among the people of old age and people with weak immunity like people with pre-existing medical conditions such as cardiovascular disease and diabetes.
So, the HPCs should consider releasing older prisoners to ensure their health or otherwise, better-quarantining facilities for them in the jail. The orders of the Supreme Court and the High-Powered Committees are welcomed; however, it does not end here. The real cause of worry is that if Jaipur District jail, having an occupancy rate of 84%, can have 130 people infected from Covid-19, how the situation is managed in prisons having inmates way above their sanctioned limits. And if Coronavirus gets inside these prisons, how will the authorities handle it. In the Jaipur case, 30% of the inmates tested positive for Covid-19; the scenario of these overcrowded jails is terrifying to imagine. All states should consider asserting more provisions in their Prison Rules and amend them according to the increasing COVID-19 cases and the risk involved for the inmates at prisons. More random testing should be done, and proper quarantine facilities should be provided to the inmates. The outbreak is a global pandemic but to deal with this, the country calls for a proper vigilance on what is being done and what more should be done.
