On this day, 2 March 2016, Honduran Indigenous environmental activist Berta Cáceres was assassinated in her home. Of Lenca descent, she co-founded the Council of Popular and Indigenous Organizations of Honduras (COPINH), and was a leading participant in defending Lenca land from illegal logging and US military bases. She was also an advocate for LGBT+ and women's rights, and believed that: “Mother Earth – militarized, fenced-in, poisoned, a place where basic rights are systematically violated – demands that we take action.” At the time of her murder, Cáceres was heavily in Indigenous protests against hydroelectric dams being constructed by energy company DESA alongside Chinese firm Sinohydro and the World Bank. Several members of COPINH were killed by the Honduran military and company security during protests, which eventually forced Sinohydro and the World Bank to withdraw from the project. Cáceres was eventually shot dead in her home. A Mexican environmentalist, Gustavo Castro Soto, was also shot twice but survived. Nine men were later arrested and charged for the murder. They included the executive president of DESA, who was also a former military intelligence officer, as well as three other current or retired military officers, two of whom had been trained by the US military at the notorious School of the Americas. Eight were subsequently convicted and jailed, including the DESA president. BERTHA CÁCERES // ACTIVIST
“She was a Lenca activist who spent her life advocating for Indigenous rights and environmental protection in Honduras. Taking inspiration from her social activist mother, Cáceres co founded the National Council of Popular and Indigenous Organizations of Honduras (COPINH) in 1993 to fight for Lenca territorial rights. This was in response to the Honduran government privatizing Indigenous lands for environmentally destructive projects that would displace Indigenous communities. Cáceres spent many years campaigning, organizing, and peacefully protesting against the Agua Zarca dam project, which would have violated Indigenous rights and cut off water, food, and medicine supplies for hundreds of Lenca people. After facing many years of violence and death threats from the Honduran armed forces, Caceres and the Lenca community successfully halted construction on the Agua Zarca dam. On March 3, 2016, Cáceres was murdered in her home by gunmen. Her death sparked international outrage, causing investors to withdraw from Agua Zarca. The Honduran court ruled that executives of DESA, the company leading the Agua Zarca dam project, had been the ones to order Cáceres's assassination. Cáceres's family continues to seek justice for her murder, while COPINH and her fellow activists carry on Cáceres's legacy in fighting for environmental justice and the rights of the Lenca people.”

On 30 April and 1 May 2019, Rosalina Dominguez, her four sons and two members of the community of Río Blanco, Intibucá, in Honduras were threatened. The community members are afraid that this might be the beginning of a new wave of attacks against them after previous threats for protesting the Agua Zarca Dam together with the Civic Council of Popular Indigenous Organizations of Honduras (COPINH). We urge the Minister of Human Rights to immediately guarantee the safety of Rosalina Domínguez, her family, members of Río Blanco and COPINH and to investigate any attacks against them.
The Lenca Indigenous communities of Rio Blanco, Santa Barbara, western Honduras, have been demonstrating against a hydro-electric power project on the land they have been living on for centuries, alleging lack of free, prior and informed consultation. The communities belong to the Civic Council of the Indigenous and Popular Organizations of Honduras (Consejo Cívico de Organizaciones Populares e Indígenas de Honduras – COPINH)
COPINH has been fighting for over 20 years for better standards of living of its community in Río Blanco, north-western Honduras. Since 2011, COPINH members have been campaigning for their right to free, prior and informed consent in relation to a proposal for a hydroelectric plant that might force them out of their ancestral lands. Its members have been targeted with threats and harassment for years in connection with their work.
Berta Cáceres, leader and co-founder of COPINH, was shot dead on 3 March in her home in the town of La Esperanza, in the province of Intibucá, west Honduras. On 7 March 2016 the Inter-American Commission on Human Rights issued a new precautionary measure of protection in favour of all COPINH members and Berta Caceres' family on the grounds of the risks posed by their work defending human rights, environment and natural resources and their increased vulnerability situation after Berta Caceres' killing.
Take action - please send appeals before 13 June 2019
