Context to this concept:

Shei clarified the reason Xenophanes toys with souls is because he doesn't have one of his own. I actually also took a bit of inspiration from Flowey, another soulless being, on this concept.

When Xen arrived to Earth, he was completely soulless. After assuming Sonic's form due to him being the first being he saw, he decided to wander around and explore what other life he could find. Upon doing so, he found other Mobians in towns, though keeping himself out of sight while he observed. He saw them laughing, playing, crying, sleeping, becoming angry and jealous, and it made him question what made them act this way.

In the AU, Xen's body actively reacts to souls around him. He can gain knowledge just by being around other souls, thus giving him a bit of understanding to the English language.. as well as a preview of what those emotions are like.

He became jealous that they could feel, all on their own, and yet he couldn't.

Retreating into the forest, he walked around looking for other lifeforms, curious if they were the same. He found a flock of Flickies in the process, and discovered them acting much like the Mobians. Playing, and being happy.

When attempting to be around them to gain the same influence he had from the Mobians' souls, he found the power of theirs was much smaller, and did not have as much of an effect on him. So instead, he grabbed one, knowing that the energy he could sense inside it was what he lacked, and ripped it apart in an attempt to steal it for himself. When that didn't work, he consumed it.

He did this a few times, hunting down random animals and ripping their bodies open to try and gain the souls he could sense within them. When he finally discovered a way to gain full control over a soul, it only gave him his first sense of joy to associate with the relentless slaughter. It became fun to him to watch the little beings get torn to shreds and be helpless under his grasp on them, his control.

Finally, a Mobian exploring the forest spotted him, reported it to friends, and while discussing what to do were being spied on by Eggman who happened to send a spy bot into the forest that day. Curious to the fake Sonic sighting, he sent Badniks to capture it, only for all of them to be obliterated by Xen, frustrating him further when they had no souls for him to take.

Sonic found him soon after.
