So at some point down the line ( usually between the end of the game & Far Harbor / Nuka World ), Jamie eventually moves up from the rank of Lieutenant to the rank of Colonel, meaning that he & Preston are the same rank. If the General of the Minutemen is the HEAD of the operation, Preston & Jamie are the hands of it. Essentially the point of Jamie becoming a Colonel is that a few things have happened and / or changed for him since defecting from the Brotherhood. Regardless of what ending is gotten, Jamie DOES reach the rank of Colonel because he effectively earns it due to his dedication to the Minutemen’s cause and eventually proves that he can lead more than just the small unit he was put in charge of with the Lancers.
Over time he shows the capability of being a better leader than initially thought via the Lancers and just his dedication to the Minutemen’s cause. However, this doesn’t mean Jamie would excel at leading in a more serious position like the General, because canonically the idea of Jamie leading as the general of the Minutemen is a pipe dream at best. While he was in the Citadel serving under Elder Lyons & his daughter Sarah, Jamie excelled and they thought he could eventually LEAD the Brotherhood one day as Sarah’s successor, however when it came time for Jamie to take his Paladin’s exam, he choked. He was stellar in EVERY part, except for the leadership aspect of it.
The pressure of leading in such a fashion proved too much for him, and Elder Lyons even sat him down and explained that FOR SOME, being a leader just isn’t in the cards. That was of course, when Jamie was still in his 20s, as time goes on and Jamie grows, so too does his skillset. The introduction of the Minutemen Lancers actually does a great deal for helping Jamie become more comfortable as a leader in a way that doesn’t crush him under the pressure of it, and eventually by the time things have reached a MORE CALM state in the Commonwealth, Jamie has kind of fallen into a good spot as a prospective leader in the Minutemen.
Granted, large stakes leadership would still be far too much for Jamie, but the reason the rank of Colonel in particular works for him is because he doesn’t lead alone. Preston Garvey is his direct peer, they have to do much of their leading as a unit rather than as individuals, and they are required to convene regularly together as well as with the General, and so a lot of that daunting pressure is taken off of him and the burden is evenly dispersed between him & Preston.
In addition to that, Preston is one of the few people in a leadership-esque role that Jamie genuinely trusts. He has always respected Preston, and as peers Jamie can respect Preston’s role and it makes them working together far more cohesive. Jamie & Preston have always been a good pair in the way of working together as they compliment each other very well. Where Preston is diplomatic and vehemently sticks to the high road with regard to decision making, Jamie is more assertive and tactical and it helps to balance them when they do work together.
As a Colonel of the Minutemen, Jamie ESPECIALLY excels at sort of ‘whipping’ the Minutemen into shape organizationally speaking. Given his extensive experience in the Brotherhood, Jamie is very well versed at organizing a military operation, and while the Minutemen aren’t strictly a military, Jamie does help to bring them together and tighten up a lot of the organizational parts of them. He’s integral in the establishment of new settlements, establishing supply lines, and establishing training / boot camp for the Minutemen. He’s also a tad more politically aware than Preston which often makes him more equipped to handle maintaining healthy working relationships with other independent establishments such as Bunker Hill, Diamond City, and even Far Harbor & its various factions to some extent.
