Even though Hanto is on the receiving end of a lot of punishment, his motivation is fundamentally focused on exerting control outside himself, both in terms of his desire to become more powerful than drove him to Suga, and his initial mission to seek the truth about his mother (framed by the show as "hunting").

In contrast, Shouma has been forced into a position of exerting his power on the world, when what he wants is to receive the love and experiences that he lacked throughout his life.
