Nobody fucking talk to me i just finished rewatching arcane and it was DEVASTATING I need to KILL
#i have some thoughts marinating about silco and loyalty especially in the last episode#and his relationship with jinx and sevika and vander and ough#its marinating its marinating#but like. vander's philosophy is loyalty above all else and the lanes reflect that when hes in charge#silco's philosophy is that every one betrays him/jinx and that's why he can fight piltover#unlike vander he doesnt care about the casualties or the suffering he causes because hes all alone. he cant trust anyone#but then last episode vander makes TWO choices that put loyalty above all else#the whole show we see silco's power crumbling. the chembarons are riled up marcus dies so he has no pawns in piltover etc#but he makes the decision to trust sevika's loyalty (even says 'i still believe in loyalty')#and bc of that she eradicates a threat for him. she kills finn and picks up his lighter (symbolising power) and gives it to silco#and THEN he chooses not to give jinx up not even to achieve an independent zaun#(granted we dont see it come to fruition)#but in making that choice he assures jinx's loyalty to him even after his death#silco was willing to give up everything hed worked for for jinx and so jinx gave up the chance of reconciliation with vi to achieve their#mutual goal#like. silco had made plans for peace and in setting off the rocket jinx destroyed that possibility#but silco was never gonna go for thag deal anyway AND silco was dead#like jayce said you cant make a deal with a snake and cut off its head#the deal was never gonna work. instead she returned to their original plan of building and using a weapon against piltover#which is the plan silco would have returned to if hed been alive given he wasnt gonna follow through on the deal for peace#so yeah. silcos undercity is built on power rather than loyalty but his control is fracturinf the whole time#its ultimately loyalty which keeps him in power and achieves his goals#ALSO the line 'is there anything so undoing as a daughter' is interesting here#because vander gave up his idealogy of pacifism to protect those he cares about in order to save vi#he gives into violence once again because its the only way to save her from silcos goons#but silco gives into loyalty and turns his back on his vision of a free zaun because of jinx#idkidk its all fun and muddled and hmmm#arcane

"Hey, Mouse."
You stood up from your crouching position, placing a glass on the bar top. Sevika came in, a lit cigarette on the corner of her mouth as she let out a sigh, plopping down on one of the seats. Over the months, the two of you had became some sort of friends. Now, Sevika was a closed off person to begin with, not trusting you even one bit, but after seeing you work and defend your people, she warmed up to you. Ever since that one moment where you sneaked behind a man to steal back the bottle of booze that he had taken from the bar, she called you Mouse. Silent, but gets the job done.
"Rough day?"
The woman in front of you hummed, inhaling the smoke before turning her head, blowing it back out. Her favorite liquor was already set in a place where it was easy for you to grab. You dropped an ice cube into the glass, filling it up before pushing it her way. She thanked you, downing the entire thing as she groaned.
"Finn wants to meet with Silco today."
You raised an eyebrow, topping up her glass again before screwing the cap back on, placing it on the shelf right beside you. Some of the droplets that had spilled got neatly wiped up with your rag as you tossed it on the counter.
"What does Finn want with him?"
Sevika knew you didn't like the man either. It was something you bonded over. His exaggerated confidence annoyed the both of you, together with his lame attempts on trying to get Sevika on his side, and trying to get you in his bed. You knew not to fully piss the man off though. At least, not without Silco knowing first.
"Can trust you, can't I, Mouse?"
"Sevika," you sigh, "I quite literally cleaned blood off of the tables just so Silco wouldn't know that you beat that drunk guy up. Yes, you can."
She raised an eyebrow, the slightest smirk on her face as she sipped from her cup.
"Heard something about him wanting to overthrow Silco. Wants to be the most powerful Chembaron in Zaun."
It made you roll your eyes.
"He always bites off more than he can chew. He came to you?"
She hummed and nodded, swirling the ice cube in the glass. It made you chuckle as you glanced at the door, seeing the rest of the pub still empty.
"So he is still stupid enough to think you will betray Silco," you sighed, "Finn needs to learn to keep his mouth shut. Not only better for us, but also better for him."
"I just hope he stays away from here. I can't be here tonight - Silco has me out on a job."
You grimaced, squinting your eyes before pouring yourself a glass of water. Silco had told you that you could drink as long as you knew how to handle yourself, but you felt much more confident in being completely sober. You never knew what could happen, not in the Zaun now.
A week ago, Silco gifted you something. He said that it was because you were so good at your job, but little did you know the real reason. The man, though not doubting your skills or confidence, was… scared. With nothing but some glass bottles and a tea towel to defend yourself, he knew you needed something. Thieram had a gun, Sevika had her whole arm, so, for you, he found another weapon. A knife, small and thin, hidden away on your belt. You wouldn't even need to kill someone, no. That was not what he wanted. It simply gave him some peace of mind to know that if something were to happen, you would have something to defend yourself with.
"Thieram and I can keep an eye out," you winked, sipping your water, "Highly doubt you will miss anything."
The small clock next to you made you realize it was already later than you thought. Normally, Silco would have been downstairs right now, sipping a drink before the crowd would get big before disappearing into his office.
"Well, I will see you later, then. Time for Silco's drink."
"Hmm," Sevika threw her head back, gulping down the rest of her drink before wiping her mouth, "See you later, Mouse."
With a glass in one hand and the bottle in the other, you walked up the stairs, knocking on the door before you heard a 'come in'. Behind the door sat Silco, annoyed look on his face. On his desk laid a map and a lit cigar rested on the dish that Jinx had painted for him.
"Care for a drink?"
"Gladly," he groaned.
You quietly closed the door behind you, placing the gold-rimmed glass on his desk. Neither of you exchanged words, but it didn't feel necessary. The liquor splattered against the glass as you filled it up, closing the bottle again and stepping back.
"Expecting any guests?"
"Thankfully not."
"Well… If you need another drink, let me know."
He hummed in return, raising the glass to his lips as you left again. It seemed that in the few minutes that you were gone, the bar had filled up, and Thieram had arrived. He was busy making drinks as you greeted him with a smile, placing Silco's bottle back before pouring glasses.
Half an hour. That was how long you were able to just simply do your job. An odd character here and there trying to flirt with you before drunkenly walking off, drinks spilled, Thieram having to scold some idiots. You smiled at the woman in front of you as you handed her the drink, your gaze falling to the door behind her that opened and closed. In walked Finn, his golden jaw shimmering in the dim light. It made you raise an eyebrow - Silco wasn't expecting anyone today.
Instinctively, you looked to the booth to your left before remembering that Sevika wasn't here for the evening. But, what in the hell was Finn doing here? On his own, too. The man was nothing without at least one person by his side. You wiped the counter, your eyes following the figure as Finn walked up the stairs, disappearing from your sight.
"Thieram, I will be right back."
Your hand reached for Silco's bottle, the other one patting your hip to make sure that you had the knife with you. Maybe Finn was just there being harmless, but when has he not tried to pull some tricks? Worst case you have to pour both of them a drink. And so, after pushing yourself through the crowd, you sneaked up the stairs. No trace of Finn.
Stopping in front of the door, you paused. It was hard to hear if anything was being said as the crowd was rather loud, but you could hear the low humming of Silco's voice. Then, a louder voice, one dripping in forced confidence. You slowly opened the door, bottle held in your hands as if a weapon, before peeking in. There, Finn with a blade in his hand, standing right in front of Silco. Your boss must have been sitting down as you only saw his legs peek out from under the desk, but with Finn puffing his chest, it was hard to see anything.
Softly, you closed the door behind again, sneaking closer and closer.
"Today is the day you die, Silco."
You peeked past Finn's legs, seeing Silco sigh before putting his hand on his head. It seemed like neither men had noticed you. Finn tightened the grip on the blade, a sly smirk on his face.
"That's a risk I've known all my life."
With that, you jumped up, raising the bottle high above your head before smashing it down on Finn's cheek. He let out a surprised gasp as he stumbled to the floor, blood trickling down his eye as you slipped your knife out of the holster, holding it against Finn's neck.
"Day you die, Finn?"
Silco, who already had his hand on the holster of his pistol, looked at you confused, though he knew now was not the time. He cocked it, aiming it at Finn. The loud thuds and breaking glass seemed to catch quite some attention as Sevika burst in, metal arm nearly breaking off the door. She had just finished her job, wanting to let Silco know it was all done, stains still on her metal arm.
There, you on top of Finn with a knife to his throat, Silco with a gun aimed at the very same man, and a blade laying too far away for Finn to reach.
"Sevika, perfect moment," Silco pushed back his hair, his shoulders dropping before pointing to the man on the floor, "Surely you can take care of him?"
It seemed like all her dreams came true as she grinned. Oh, she can. She grabbed him by the neck as you stepped off of him, huffing as Sevika dragged him away. To where? You had no idea, but you did not doubt Sevika's skills.
"Well, well, well, little Mouse."
You averted your gaze back to Silco who only looked at you with what seemed to be an amused grin. He placed his gun back on his desk, one hand on his hip before gesturing.
"Quite a spectacle there. Care to explain?"
He moved one of the chairs back for you before sinking down on his own, taking a hit of his cigar. You sat on the chair in front of him, placing the blade right next to his pistol.
"I wasn't going to kill him. Don't think I could, no matter how annoying he is," you sighed, "I just… You said that there were no meetings today, and Finn showing up when Sevika wasn't supposed to be here seemed like much more than a mere coincidence. I didn't mean to come in without knocking, Silco."
"No," he tutted, "No apologies. I believe in loyalty more than a closed door, Mouse."
He swirled the ice around in his cup, looking at the broken glass and spilled liquor on the wooden floor.
"Such a shame we wasted this on an... idiot like Finn."
You snorted, shaking your head.
"Sorry. If it turned out he was here to make peace, then at least I could have poured you both a drink."
"You know, Mouse," Silco hummed, his fingers tracing the rim of the glass, "I never understood why you were called that. Mouse."
He placed emphasis on your nickname, glancing up at you.
"Sevika called you Mouse, and so did I. Surely there had to have been a reason for it. But now, I have seen it first hand," he nodded, "Didn't even see you sneak in. Finn surely didn't expect it."
You looked up at him, tilting your head.
"I can be quiet if I wish to."
"A handy skill indeed," hummed Silco, placing his glass on his desk, "Care to see how quiet we can be, little Mouse?"

Naughty Assistant - Arcane Silco x fem!reader Oneshot

Summary: You're Silco's assistant. During a boring meeting you let your thoughts wander, leading to you bent over a desk.

It wasn’t your fault, really. It was just such a boring meeting and you could hardly sit still listening to the chembarons each try to play themselves up as the most important and powerful. You had to try hard not to scoff at some of the things they dared to say in his presence. This should have alerted you to the fact that he was not to be messed with, especially not in a tense meeting situation.
You were Silco’s assistant. Most of the time. What started as a job as a simple courrier had quickly turned into something much more serious. For whatever reason he took a liking to you and started assigning you more and more important, personal tasks. Sooner or later you had naturally assumed the position as his assistant, taking notes, worrying about paperwork and still running on one or the other occasional courier job. Until one fateful night, overworked and tired you fell asleep in his office, just wanting to take a quick nap on the comfortable plush sofa in the corner that seemed to smile at you so invitingly. He found you hours later, returning from his own work and almost locking you in the office. It was pure luck that he decided to pop in before he locked up and found you there. As he tried to wake you, in your delirium you pulled him in by his neck and whispered all sorts of things to him, not awake enough to realise the consequences. Your little sleepy slip-up had since led to many nights spent in his office, on his desk, on the couch, in his private rooms, in the bar after everyone went home… Over time you grew more comfortable around him, even though you still respected his position and never dared to argue against any of his strategic concerns, in private matters he had evidently formed a soft spot for you.
That’s how you found yourself in the present, at the table in one of the meeting rooms above The Last Drop, sitting right beside him as he addressed the chembarons. Notepad on the desk, pen in hand, you kept meticulous notes of important details in conversation but also paid attention to their body language, facial expressions, anything they didn’t express through words. Your notes and intel had a big significance and Silco had been able to use your findings to his advantage multiple times. Usually the meetings were a little more interesting, pressing matters being discussed, everyone arguing and spitting insults at one another. This time it was going boringly well. They all seemed to agree on the task at hand and you had delved into doodling on the notepad in front of you instead of paying attention.
Then you started diverting your attention to him, starting to observe the way he sat in his chair beside you. The way his nose obscured the good eye, black and ember over charred skin all you can see from your angle. Still, you admired him and you found inextricable beauty in any of his features. Before you knew it, your hand started doodling what had captivated you on the notepad. Little sketches of the way his drawn-in brow furrowed, the way his eye focused on each person that raised their voice. It made you think of the way it locked onto you when you were lying underneath him, fixing you even when his blue eye is closed in ecstasy, never letting you out of its sight.
Gradually, your drawings get more and more obscene, just ever so slight hints of pleasure on the faces you sketched, eye rolled back, lip caught between teeth. Soon your mind was clouded with all those beautiful images and you had completely lost focus. “Am I right?” said Finn, staring at you. A beat. “Silco, is your little assistant here with us? I asked if you noted that down!?” he spat at you over the table, raising his voice and waving an arm in hopes of snapping you out of your trance. "Shit. Sorry, yeah I got it. Don’t hassle me”, you shook your head and quickly turned a fresh page on your notebook, trying to hide your little drabbles in imagination and act as if you had just run out of space. Silco raised an eyebrow and turned to you, eyes falling on the page of the notebook as you hastily turned it over. Before you could do anything against it, he grabbed the page, tore it from the notebook and put it in his lap, obscuring it from the others. You could see something flashing through his eyes as they scanned the page.
He kept it in his lap and looked back up at the others. “Perfectly orderly notes, as always. Don’t you worry, Finn, my eyes and ears notice everything”, he retorted, voice low and steady, lacing each word with a hidden sense of threat that made Finn instantly sit back down and nod his head. Keen on moving on from this tension, the conversation instantly moved to the next topic and everyone went back to paying you no mind. Everyone but Silco. You could feel it now, his steady gaze fixed on you while he listened to the others talking. He didn’t let it shine through at all, walls up, sitting there calm and collected as ever. To nobody in this room did he seem anything other than his usual, broody, dangerously focused self. You knew better. You had become more attuned to the way his mood showed through the way he kept himself and as you let your eyes wander once more over his figure in the chair next to you you could clearly see the way his hands fidgeted with the piece of paper still in his hands.
That gave you an idea. Softly putting down your pen, you acted as if you had to readjust your necklace, letting your hands roam slowly over your neck and collarbone. Dropping them to your chest, you adjusted the way your bra was sitting, carefully opening just one more button on your blouse. You picked the pen back up and started noting down some points, taking the cold metallic end of it between your hot lips every now and then. Gently grazing it with your teeth, letting your tongue feel the cold metal of the clicker at the end. Your eyes flicked over to Silco as he readjusted his position, leaning on the desk, resting his head on the back of his hands. He still looked calm and collected as ever, but you could see his resolve crackling, eyes flicking over to you more and more often.
It was entertaining, but clearly not enough since he just carried on conversing with the other chembarons as if nothing was happening at all. So you decided to turn it up a notch. You looked over at him and let your gaze drop to his lap, discarded sheet of notepad paper still laying on his crotch. A very fortunate position. You kept scribbling on the notepad, eyes flicking to the paper, fixing it, thinking, plotting, scheming. How lucky for you that he was sitting right to the side of your weak hand. Your eyes still on the paper, noting down whatever it was they had just discussed, your other hand slowly slid off the table. Landing first on your own leg, you let it snake its way over to his seat, finding his leg, trailing sneaky fingers up its side. Slowly, carefully your nimble fingers danced their way over the material of his pants, dragging nails across, inching closer and closer to his crotch. You gently toyed with the fabric of his pants moving closer and closer to your destination. Faking a grab for the paper, your hand slid underneath it, tracing the outline of his length through his pants.
Suddenly, his hand grabbed your wrist, holding it down. Trying not to make a scene, you carefully looked up from your paper and saw him still sitting upright, head leaned onto one of his hands, elbow on the table as he talked to the others as if nothing was wrong. You tried to retract your hand but his grip only grew stronger, almost bruising your wrist. You winced, dropping the pen in the other hand at the sudden sting of pain around your wrist. Silco looked over to you, stone-cold expression, and simply said “If you’re not feeling well, you may leave early. I believe we are about finished here, I will require your assistance in my office. Wait for me there, so we can go over your notes”. Something flashed through his eyes as he put special emphasis on the last words. You nodded obediently and as his grip around your wrist finally let go, you took a second to collect your notes and got up. As you turned to leave, you realised you forgot one very important piece of paper. Turning back around for a glance, you see Silco still had his hand on his lap, not giving you a chance to retrieve the paper. So you decided it was as safe with him as it got and turned on your heel to leave the room.
As you made your way to his office, you couldn’t help the grin that spread across your face. Slipping into his office, you settled your notes on his desk and undid another few buttons of your blouse. You had just contemplated what else to do and whether to spread yourself on the couch or wait sitting on his desk as you heard a set of footsteps approaching the door. As the door opened, you saw Silco step into the room, letting out an exaggerated sigh as he saw you in front of his desk, blouse undone and contemplating your next move. “What exactly did you think this was going to be out there, hm?” he started, voice low but with a considerable edge. He was pissed. “What if someone caught on to your little games under the table, your lewd scribbles, let alone who they were about?” he kept scolding as he took slow, menacing steps closer to you. “I don’t need you undermining my position in important meetings. Your behavior reflects on me. What would they think if they-”, he couldn’t say any more before you interrupted him. “If they what? Found out you fuck your little assistant? Oh please, as if they don’t already think as far as that” you spat back at him.
That made him stop dead in his tracks. Eyes locked onto you, a fire blazing in those mismatched irises. “Watch your mouth”, he threatened. “Or what? You’ll fire me? Kill me, even? Go ahead! Apparently that leaves one less mess you have to care about” you started raising your voice before it cracked, betraying you in your emotions seeping through in your every word. Silco Headcanon
Okay, whether you want to believe Silco was crushing on Felicia or he was just fond of her....
It really explains a lot in regards to Jinx and Vi.
I think Silco would have been both devastated at Felicia's death and proud that she died for a cause they believed in. Vander taking her kids, I believe, could have been a major sore spot with Silco.
Depending on when we want to believe the river betrayal happened (prior to the bridge battle or after), Silco doesn't appear to be on the bridge and why? Was he already so terribly injured he couldn't fight? That Silco stoked up the people's anger to where Vander couldn't back out of the battle and Felicia ended up dying?
I want to wonder if Vander prior to the battle, was having second thoughts. Felicia now had two kids and Vander was starting to see things differently. There were too many kids or people that would become collateral damage if they failed against Piltover. I'm thinking Vander began to believe they were going to lose big.
So perhaps, killing Silco was to way to end it before it became worse but by that time there was no stopping the rebellion and he still had to lead them in battle.
Yet, of course, the letter Vander wrote Silco signifies that the betrayal happened post-bridge battle. I wish the animators had not made them so young in Silco's flashback in S1E3 and then Vander clearly with a full beard in S1E1. I have to think that they didn't plan to expound on Silco/Vander post-S1. I believe they added the backstory because fans fell in love with these two characters.
So making her death the reason behind Vander killing Silco?. I kind of wish it was pre-battle that Vander had a change of heart but it was too late to back out, so he took it out on Silco thinking it would be a wrench in the cog and stop it. Silco jokingly claiming "#1" makes me feel like he thought he was the mastermind and Vander was just the muscle. So Vander used that muscle to stop him.
I think it works better if Vander tried to kill him before the battle, but it seems like Riot is making her the catalyst which I think is too easy a cop out. UNLESS, one of those kids is Vander's or Silco's.
Why is Felicia so important to kill your brother over? There are plenty of families, kids being put at risk but she is the big catalyst? Yeah, she's the mum of Vi/Jinx but why is she so important to Vander and Silco? Such importance needs to be explained.
When Silco says in S1E3 that Vander still kept his respect maybe that was because he still went through with the battle. Silco then adds, "until you played lapdog" and it all changed when he saw how Vander controlled the Lanes and worked with Enforcers and gave up all effort to combat Piltover.
So you have Felicia dead. Silco probably was barred by Vander in paying respects, etc. Vander talks to Benzo about Silco as that dark secret no one wants to know about.
Vi being the leader of the kids. She would be more on Silco's radar than Jinx. She is very much like Vander and that probably irks Silco to the bone if he considers Felicia a true patriot like himself. So, by extension he low-key hates Vi.
When he sees Jinx at Vander's dead body. He is vaguely aware she is Vi's sister and probably considering kidnapping or using her to get to Vi. It IS fucked up because these are KIDS. But Silco has a warped sense of life.
Most likely when he was a kid (as he chides Finn at the Chembaron meeting) he had nothing and most likely was a child labourer. So maybe he doesn't see Zaun kids as innocents and they are fair game. Hell, he has child labour making shimmer (Renni's son).
So, JInx tells him Vi isn't her sister anymore and he sees Vander's dead body. Vander isn't his brother anymore. But now he can take Felicia's younger child and mold her to what he though Felicia was? Like him? However, in S1 we don't see any conversation or hint of JInx knowing much about her mother or that Silco knew her.
As Jinx ages, she looks more and more like Felicia and I think that is a positive memory Silco chooses to keep. It makes him happy that he is protecting her daughter, helping her. He encourages her experimentation/scientific skills. Silco molds her into a version of himself, a patriot that maybe he chooses to believe Felicia was more like him than Vander turning her kids to his views.
SIlco lets Jinx gets away with EVERYTHING. He gives her important jobs that confound his subordinates like Sevika and piss off the Chembarons. No one touches Jinx. Silco won't allow it.
Smeech knows she's fair game now because Silco can't protect her anymore.
I think this is why Silco has a fragmented view of Jinx. He's sees a daughter he wants to nuture and protect but he also sees her as an equal and has absolute faith in her skills to build a weapon against Piltover. He struggles between the two. Treating her like his child an d treating her like a member of his team. Basically Felicia 2.0.
In her lab when he is so angry at what Jinx did in Piltover, only to see she stole the stone and he isn't giving her enough credit. And when she hugs him, he's reminded, she loves him like a father.
On the bridge after her fight with Ekko, Silco is mortified that he caused her death/injury. He sees the stone and realizes he put her in this position. She almost died because of him.
I wonder if that triggered a memory of Felicia dying on the bridge. He wasn't able to understand Vander and I think finding Jinx on the bridge was the beginning. He couldn't bear to lose Jinx. She can't die. It will kill him. He can't be the reason she dies.
So when he meets Jayce, he's protecting Jinx the whole time and when the ultimatum is handing her over to get everything he's always wanted, a free, independent Zaun. He can't do it. He cares too much . He still wants freedom but he'll find another way to do it.
At the tea party, he tells Jinx she means more to him than getting what he's always wanted. She knows how important that was to him, and you see it in her face. He calls her his daughter. She has the love and acceptance she's been looking for. It wasn't just Silco being protector/mentor. He sees her as HIS family.
I think that's why "you're perfect" hits so fucking hard. You know he loves her. In his own messed up way, all the mistakes he's made with Jinx, he loves her and was willing to give up his dream to keep her safe.
If Vi knows more about Silco than she lets on.... Sevika turning the knife by saying "she's like his daughter" is a real kick in the face. Because Sevika would probably know, wouldn't she??? Food for thought.

New headcanon. Every chembaron was an evil stepmother to Jinx.
They all resented the amount of priority and attention Silco would Jinx by nature of her being his daughter compared to them and their respective babies (crimimal industries). Jinx thinks they're all tedious people that were all trying to hard to get Silco's favor.
Silco always had to mediate between the two parties, but it was pretty farcical because everyone knew he was on Jinx's side 95% of the time.

I have a question.
What was Silco's objective? I understand that it was to intimidate Piltover without the need for a war and having their power removed from the underground city.
If this was so, why don't we see him mobilize in his plan to scare those above? Zaun's plot is advanced by Jinx's rash actions rather than by Silco's.
Was he waiting for a “moment”? Most argue that Silco became almost the same as those at the top when he assumed power, caring more for himself than for the nation of Zaun itself.
I don't agree with the last part, I feel like it disagrees with the character I remember from the first season. I guess I'll have to see it again.
The way I intetpreted it, Silco's objective is for the Undercity to have the same respect and opportunity as those above, rather than their chances snuffed out by Piltover's boot from the beginning. He believes that the only way this can be achieved is through severing ties with Piltover by any means necessary. Unlike Jinx he definitely does not desire vengeance like some say, but he is willing to destroy Piltover if that's what it comes to.
Silco and Vander tried fighting Piltover but the Zaunites were outmatched and massacred. So Silco knows that the Undercity is too weak on its own- but as we see with the cat and rat in the first episode, shimmer can give the weaker opponent the edge it needs to flip the tables. The issue is that shimmer is still in it's experimental stages and unbeknownst to Silco, Piltover is experimenting with hextech at the same time.
It takes time for him to settle down as Zaun's leader, build shimmer factories, produce shimmer, and create weapons. Then Piltover creates the atlas gauntlets and hexgates, and controls the flow of goods, once again giving them the edge before Zaun even has the chance to use shimmer against it.
We see in episode eight that the chemtanks are more than enough to destroy the enforcers, but it's too late. Piltover already has hex weapons that weren't even designed as weapons yet can decimate the chembarons, even when brandished by inexperienced fighters like Jayce. Jayce knows this too, and tells Silco that his people don't have a chance against topside, and he is probably right. Silco isn't willing to take the risk fighting against a superior enemy again because he already tried that in his youth and failed. If it weren't for the surprise invention of hextech that no one saw coming, the undercity would 100% be free by now. Even still, Silco never stopped trying to find ways to best Piltover, like Jinx's weapon and possibly Warwick.
I agree 100% with how you feel about the last part. Silco did not become like the councilors, the chembarons did. People just assume that because Silco works with them he must be like them, which is untrue. Silco shows obvious disdain towards them during the meeting because he senses their greed.
The chembarons tend to stay in the upper levels of Zaun, where things are brighter, the air is cleaner, and they can even grow many plant species. They also indulge in elaborate body modifications and worry more about saving their own skin (Finn wanting more trade, Smeech wanting to betray Jinx) than anything else
Compare this to Silco, who stays in the lower levels of Zaun and works in a modest office within the Last Drop, tolerating the noise for his employees. He doesn't have tattoos or prosthetics or fancy accessories, just presentable clothes he needs for meetings. He talks to Jinx and the chembarons, not about his own needs, but about his vision for Zaun's future.
Yes there are parallels between Silco and the council, such as how they view their citizens as expendable, but where were these people when Silco talked about how Finn had forgotten the cause? Or how he he has been softened by his decadent lifestyle? Or how, unlike Silco, the chembarons were so distanced from their people's suffering that they no longer had resistance to the grey?
If Silco cared more about himself than Zaun, he would not have fought tooth and claw for it, even when hextech came and all hope seemed lost. He definitely would not have been willing to give up shimmer, the source of his empire's revenue, in return for freedom. If he only cared for himself, he would have accepted the council seat Jayce offered and moved to Piltover for a better life.

Silco: The False Revolutionary
Silco throughout season 1 makes claims of representing the cause of Zaunite independence and advocating for its people against Piltover's abuse. However his actions are significant source of the suffering and impoverishment of Zaun and his rise also prevented any effective beneficial movement for Undercity rights.
Silco hasshown a willingness and ability to lie, deceive manipulate and gaslight those around him. From convincing Deckard to become the first Shimmer mutant in Episode 2, and lying to Marcus about what he intended to do to Vander and Marshall Grayson and his continued manipulation and corruption of Marcus over the years. Even Jinx was not beyond his manipulations lying to her about the fate of Vi, SIlco thought Marcus had killed her and told Jinx she had left Piltover. He continued telling this lies even up to the end of Season 1. Silco also tries to pin Jinx's various attacks on the Firelights. Silco also either lies to Jinx when he says "I would never given you up" or he lied to Jayce when negotiating at Battery Point. This means we cannot trust a word of Silco's grand declarations and revolutionary promises. Beyond Silco being an unrepentant liar there is also the possibility that Silco is deceiving himself in addition to everyone else.
Silco's failure to bring about the Revolution could be explained by incompetence or ignorance on Silco's part, but this is undercut by his demonstrated effectiveness in corralling the Chem-barons, running his criminal empire and keeping his business free of Piltover interference until Vi is released by Caitlin. Silco laments Piltover's rise due to Hextech and the backwardness of Zaun but shows no willingness to do anything about it. He has no spies feeding him info on Hextech, Jinx only attacks the Progress Day exhibit in an impulsive reaction to Silco telling her to take a day off. Silco is not robbing Piltover bank's or stealing food or gas masks to redistribute to the poor of Zaun. He is not training insurgents, providing weapons or riling up the populace against Piltover, setting up marches, organizing political parties etc. . These are all tried and true tactics of revolutionary movements and insurgencies in both our history and fictional ones. For example the heist of the Imperial payroll in Andor was direclty inspired by a Bolshevik bank heist in Georgia before WWI. Silco had a decade from the death of Vander to Progress Day and he never took any sort of subversive action beyond those of a gangster. His failure to even try to bring about the independence of Zaun or to fight for its rights is truly damning. I think this shows Silco's actual priorities and they are not for Zaun's benefit.
In fact I would make the case that Silco never actually cared for the people of Zaun, as seen by his selling of Shimmer in the Undercity. In Seasons 1 and 2 we can see that Shimmer use is illegal in Piltover so Silco was not earning his money by selling to the rich and powerful but the truly poor and desperate. This act both impoverished Zaun and concentrated wealth in his and his gangster cronies hands. It created a generation of broken and desperate drug addicts willing to do anything to feed their addiction as seen with Huck in Season 1. This also created another generation of orphans and those abused by the gangsters Silco surrounded himself with. The Firelights who grew out of this despair are actually, truly a revolutionary movement unlike Silco's criminal cartel. When they attack Silco's blimp in Episode 4 they do not steal the Shimmer but burn it and we later see that Echo has deliberately formed them to oppose the ChemBarons and to get justice for those lost to Silco and his drugs. Silco of course then surrounded himself with greedy violent and amoral characters like Finn and Renni who would betray him the moment Piltover placed any pressure on the Chem-barons. The surviving Chembarons then following Silco's death turned on each other and fought a destructive multi-sided gang war as Piltover prepared to invade following Jinx's attack. The Firelights meanwhile survived not just SIlco's criminal reign but also the occupation by Piltover and Ambessa's Noxians. I hope I have sufficiently shown that Silco failed to actually build a movement for Zaunite independence or recruit underlings that actually believed in his cause, even his own daughter Jinx was remarkably apolitical compared to her sister Vi and could not see beyond her own issues except when Isha, or Sevika or Echo talked some sense into her. Silco created a predatory society that cannibalized itself for a decade
Now what about Jinx's theft of the Hex-gemstone and eventually his "deal" with Jayce? One, Jinx acted almost entirely by herself, stealing the gemstone in an unplanned act of mass violence, and she also also acted alone in deciphering Hextech and the building of Silco's weapon. In fact, Silco was positively livid until Jinx revealed she had stolen the gemstone, because she had killed enforcers and no doubt attracted attention from the Upper City. All Silco does is take a meeting with an emotionally broken Jayce who caves in less than a minute. Two, Silco depending on whether you believe him says he refuses to turn Jinx over to Jayce and voiding the peace deal with him and Piltover. Did SIlco on the cusp of achieving his life long dream, in who's name he had murdered Vander and his adopted kids and sacrificed so many Zaunites to the ravages of Shimmer while refusing to do anything to help the poor and downtrodden of the lanes? Or did he merely abandon a convenient lie or realized his own self-deception.
Silco's lies or self-deceptions make me doubt his revolutionary ambitions. As for his motivation I would point to his cruel behaviour towards Vander, seeking to kill his entire adopted family, and if you trust the Season 2 stuff, his friend Connol's two children Vi and Powder (Silco was absolutely going to murder Powder in season 1). This I think is the real motivator for Silco revenge, and in his own words "Respect" Furthermore, Silco reveals he would killed Renni's son if he was not already dead following her coup attempt. My point being Silco was a petty man driven by his own petty desires for revenge for real or imagined slights, he was lacking in any morals or higher ideals save for his love for Jinx which manifested as a toxic lies and violent destructive life.
