Oh right, I finished the cheerleader skirt a while ago! Or a cheerleader skirt, since I made one in an entirely different color while trying to decide whether to finish or frog the red one
I used a larger hook (6mm) and half double crochet for the waistband and triple crochet for the body vs. single crochet and double crochet, respectively, sooo that is probably why it has far fewer folds than the pattern author's. Though maybe I could get some more folds if I steam blocked it? I like it, though!

Waistband:
Foundation chain: Ch 11, sc in 2nd loop from the hook until end (10 sc)
Row 1: Ch 1, sc in back loop of each stitch (10 sc)
Row 2: Repeat row 1, continuing to crochet into the back loop, until waistband is the right width. Then sl st to join row 1 and final row I skipped the join because I was paranoid it would be too loose
Skirt:
Ch 3 counts as a stitch throughout. Sl st into turning ch at the end of each row to join unless it says otherwise (like in the 3rd skirt row)
Row 1: Ch 3, rotate work 90 degrees, and dc across the waistband, with 1 dc per sc row
Row 2: Ch 3 and dc in first stitch, then ch 2 and 2 dc into same stitch. [Skip next 2 dc, then (2 dc, ch 2, 2 dc)] in the next stitch. Repeat [ ] until 3 dc are left, then join
Row 3: Ch 1 and sl st into first ch2 space. Ch 3 and (2 dc, ch2, 3dc in ch 2 space). [In next ch 2 space, (2dc, ch 2, 2dc). In next, ch 2 space, (2 dc, ch 2, 2 dc)]. Continue [ ] across. You should end with a (2 dc, ch2, 2dc) Both times I did this, I ended with a (3 dc, ch 2, 3 dc) in the last ch 2. To avoid this, it looks like you need to have an even number of (2dc, ch2, 2dc)s in row 2 -- so the number of dc sts in row 1, and thus the number of rows in the waistband, matters. Otherwise you will end up increasing in both the first and last stitches of each row. It's not that noticeable, but I didn't like it and didn't feel like going back and adjusting the waistband, so I crammed an extra (2dc, ch2, 2dc) into the last stitch of row 2. It remains to be seen if this was a good workaround
Row 4: Sl st in 1st dc. Ch 3 and dc in next dc. In ch 2 space, (2 dc, ch 2, 2 dc). Dc in next 2 sts. [In next ch 2 space, (2 dc, ch 2, 2 dc). Skip 3 st (watch out since the 1st dc after the ch 2 sp stuff can be hidden behind the 2 dc cluster!), dc in next 2 sts, (2 dc, ch 2, 2 dc) in ch 2 sp, dc in next 2 sts.] Continue [ ] across
Watching ahead, it looks like row 5 will add 1 more dc on either side of the 2 dc, (2 dc, ch 2, 2 dc in ch 2 space), 2 dc ones, so 3 dc, (2 dc, ch 2, 2 dc in ch 2 space), 3 dc alternating with (2 dc, ch 2, 2 dc) in the ch 2 space...so it'll be 4 dc in the next row, then 5 dc, then 6 dc...until you reach the desired length. Continue beginning new rows the same way -- sl st into the 1st dc of the previous row, ch 3, and dc in the next stitch
For easier counting: Skip 3 sts between the groups, so...x dc, (2 dc, ch 2, 2 dc) in ch 2 sp, x dc, skip 3 sts, (2 dc, ch 2, 2 dc) in ch 2 sp, skip 3 sts, x dc, (2 dc, ch 2, 2 dc) in ch 2 sp, skip 3 sts...so no need to count the increases
