CDWP proposes two projects for Ecnec approval
According to the recommendations made at a meeting of the Central Development Working Party (CDWP) presided over by Deputy Chairman Planning Commission Mohammad Jehanzeb Khan, a project worth Rs20.17 billion has been forwarded for further consideration to the Executive Committee of the National Economic Council (Ecnec).
During the meeting, a project related to transportation and communications, titled “Construction of Infrastructure (Flyover/Underpass Structure for Elimination of Level Crossings from the Loop Section of Karachi Circular Railways,” with a total estimated cost of Rs20.715 billion, was presented and recommended to the Ecnec for further review.
The proposed structures will assist in the elimination of 22 level crossings placed along the KCR loop from Drigh Road to Karachi City Station, as well as making it a more dependable method of public transportation overall.

The deputy chairman of the Planning Commission urged all necessary officials to guarantee that the projects were completed within the specified time frames, stating that the project was critical to the socio-economic well-being of the inhabitants of Karachi.
In the meeting, there were senior officials from the Planning Commission and federal ministries/divisions, as well as representatives from provincial governments who participated through videoconferences.

CDWP secures approval for five projects totaling Rs140 billion. The Central Development Working Party (CDWP) approved five projects on Monday, including a Rs130 billion major infrastructure initiative to develop a series of roadways, mostly in south Punjab.
The meeting, chaired by Planning Commission Deputy Chairman Mohammad Jehanzeb Khan, authorized three development projects totaling Rs9.168 billion and recommended approval of two further projects totaling Rs130 billion to the Executive Committee of the National Economic Council (ECNEC).
A Rs450 million project titled Strengthening the Existing Capacity of the National Institute of Health (NIH) Islamabad has been approved to ensure an efficient response to the Covid-19 pandemic. The Ministry of National Health Services (NHS) redesigned project will be funded with the assistance of the Asian Development Bank (ADB) and Agence Française de Développement (AFD) Group funds via the National Disaster Risk Management Fund (NDRMF) under a Grant Implementation Agreement.

MoF terms Kashmir Affairs & GB Ministry’s SOPs an interference in regional govts’ affairs
The Ministry of Finance (MoF) has termed SOPs issued by the Ministry of Kashmir Affairs and GB (KA&GB) for the execution of projects under the federal Public Sector Development Programme (PSDP) as an interference in affairs of the two regional governments.
The matter was scrutinised after both the governments of Gilgit Baltistan (GB) and Azad Jammu and Kashmir (AJK) expressed concerned about a long list issued earlier in April this year.
According to sources, the MoF, in its views shared with the Prime Minister office, Ministry of Planning, Development and Special Initiatives and other stakeholders concerned, has made it clear that the KA&GB ministry has a limited role under the law.
As per Rules of Business, 1973, the federal government only allows the ministry the role of processing cases in the Central Development Working Party (CDWP) and Executive Committee of National Economic Council (ECNEC) and coordination between the center and regional governments.
Article continues after this advertisement However, the KA&GB ministry had issued SOPs which drastically curtailed powers of the regional governments, especially GB, to execute development projects. Besides creating hurdles in the execution of development projects, the SOPs also hindered financial transactions for AJK and GB.
While discussing the issue in a recent meeting held at PM House, Prime Minister Imran Khan had sought views of the MoF for resolution of the issue.
According to an official statement issued after the meeting, the premier asked the authorities concerned to clear all legal and procedural hiccups to facilitate the people of GB who have to travel long distances to reach Islamabad for getting their issues resolved.
“However, despite all other ministries showing favor of authorising AJK and GB to execute development projects and financial transactions, the KA&GB ministry was reluctant to accept the two governments’ financial autonomy as it meant losing the power to supervise the them,” sources said.
In the letter to the PM’s Office, the MoF has said that since employees of AJK and GB are not federal government employees and the KA&GB division has no control over those employees, the ministry is not competent to issue instructions to any institution under the regional governments.
As per the MoF, the SoPs issued by secretary KA&GB would ultimately create administrative problems, besides putting provincial employees in an awkward position when instructions are issued from different quarters.
It may be mentioned here that fund releases of the federal PSDP to AJK were already being made directly from the finance division, which takes hardly a week. However, the same procedure has yet to be made possible for GB. The GB government had demanded an extension of the same system to its government in order to ensure fast implementation on development projects in the area.
According to an official privy to the matter, the deputy chairman Planning Commission, during a meeting on the development plan of GB last month, had also agreed to make releases to GB directly from the finance division instead of making the payments through the KA&GB ministry, which takes over 40 days to fulfill formalities.
It is worth mentioning here that as per the SOPs issued by the Ministry KA&GB on April 6, all project directors are required to approach it directly without involving respective departments under the GB governments.
“The mandate in the affairs of PSDP projects will vest in the ministry, and no other authority without the approval of secretary KA&GB shall perform the same,” the order read, further stating: “the opening bids for award of contract/consultancy shall be carried out in the ministry, or outside of ministry with prior approval of secretary KA&GB.”
The development had raised questions over the intentions of federal government that has repeatedly claimed of working on granting provincial status to GB through a constitutional amendment.
The letter has over a dozen points that renders the regional government ineffective with regard to PSDP projects being executed in GB.
It is pertinent to mention here that the incumbent government had announced a historic five year development package for GB earlier this year. Under the package Rs370 billion would be released for GB to carry out various development projects till FY26.

Govt places Ahsan Iqbal’s name on ECL
The federal government has placed Pakistan Muslim League-Nawaz (PML-N) MNA Ahsan Iqbal on the Exit Control List (ECL), reported.
Sources having knowledge of the matter said the Ministry of Interior placed his name on the no-fly list.

His name was added to the ECL after approval of the federal cabinet, they said.
Iqbal is facing the Narowal Sports City reference filed by the National Accountability Bureau (NAB). Last year in November, the national graft buster filed the reference against the former federal minister.
As per the NAB, the sports city project conceived on the instruction of Ahsan Iqbal without any feasibility in 1999 was initially approved at a cost of Rs34.74 million by the Central Development Working Party (CDWP), which Iqbal headed.
Iqbal illegally directed the Pakistan Sports Board (PSB) and NESPAK to increase the project’s scope, enhancing the cost to Rs97.52 million, the NAB added.

Govt Approves Rs. 20 Billion Transport Project for Karachi
Federal Minister for Finance and Revenue, Mr. Shaukat Tarin, presided over the meeting of the Executive Committee of the National Economic Council (ECNEC) today.
The ECNEC considered and approved a summary presented by the Planning Commission regarding the construction of infrastructure for the elimination of level crossings for the loop section of Karachi Circular Railway (KCR).
The project will be sponsored and executed by the Ministry of Railways, Government of Pakistan and will be located in Karachi. The project envisages the construction of flyovers/underpasses along the route of KCR for the elimination of 22-level crossings. The rationalized cost of the project is Rs. 20.71 billion on a cost-sharing basis. The project will facilitate the free movement of the KCR train.

The ECNEC also approved a recommendation put forth by the Planning Commission that CDWP will be authorized to consider the projects where ECNEC gives a decision to approve the project (in question) with the direction of rationalization of cost.
If the rationalization exercise results in a downward revision in cost, such projects will be accorded approval by the CDWP, and the status report shall be submitted for the perusal of the Chairman ECNEC. In case of upward cost rationalization/revision, the project shall be re-submitted before ECNEC for consideration/approval.

Punjab allowed to borrow funds from WB for introducing tax reforms.
ISLAMABAD: In total disregard to the growing external public debt, the federal government on Wednesday allowed the Punjab government to borrow $304 million (Rs50 billion) in the name of tax reforms in the province.
The Central Development Working Party (CDWP) approved a concept clearance paper for the Punjab Resource Improvement and Digital Effectiveness Programme (PRIDE) worth $304 million (Rs50 billion), according to a statement of the Ministry of Planning.
It was observed that the provincial government of the Pakistan Tehreek-e-Insaf (PTI) used 2017-18 figures from the Pakistan Muslim League-Nawaz’s tenure for getting approval for the concept clearance paper instead of using the latest figures of the fiscal year 2019-20. The government of Chief Minister Usman Buzdar did not mention the tax performance of his two years in power.
The Punjab government’s documents showed that Punjab’s tax-to-gross domestic product (GDP) ratio increased from 0.4% in 2009-10 to 1.2% in 2017-18. The Punjab government followed in the footsteps of the federal government that also acquired a loan of $400 million from the World Bank in the name of tax reforms.
Former Federal Board of Revenue (FBR) chairman Shabbar Zaidi was not inclined to take the World Bank loan for tax reforms. Pakistan’s public debt-to-GDP ratio increased to an unsustainable level of 87.2% of GDP by the end of June 2020 – an increase of almost 15% in two years of PTI rule.
The government of Punjab plans to initiate efforts to increase its tax collection by including the potential untapped areas, according to the project documents.
The $304 million in the loan has been sought from the World Bank to “make taxation more progressive, broaden the tax base, reduce interaction between taxpayers and tax collectors and facilitate taxpayers to improve the ease of doing business,” the papers said.
Out of the $304 million, the provincial government is keen to get $30 million in grants but terms are not final yet.
The proposed concept includes multiple dimensions like business process re-engineering, revision, change of rules and regulations, development of comprehensive automated systems, the introduction of e-services, and institutional capacity building. All these functions do not need any foreign money, rather it requires political will to enhance the narrow provincial tax base. The concept clearance paper also used 2014 statistics to highlight the tax gap – the difference between the potential and actual tax collection by the province.
In return for the loan, the WB has imposed conditions of reducing “un-budgeted fiscal risks including unfunded pension liability of the government of Punjab, and reduce variance between original and actual budget expenditures”, according to provincial government documents.
