CDWP secures approval for five projects totaling Rs140 billion. The Central Development Working Party (CDWP) approved five projects on Monday, including a Rs130 billion major infrastructure initiative to develop a series of roadways, mostly in south Punjab.

The meeting, chaired by Planning Commission Deputy Chairman Mohammad Jehanzeb Khan, authorized three development projects totaling Rs9.168 billion and recommended approval of two further projects totaling Rs130 billion to the Executive Committee of the National Economic Council (ECNEC).

A Rs450 million project titled Strengthening the Existing Capacity of the National Institute of Health (NIH) Islamabad has been approved to ensure an efficient response to the Covid-19 pandemic. The Ministry of National Health Services (NHS) redesigned project will be funded with the assistance of the Asian Development Bank (ADB) and Agence Française de Développement (AFD) Group funds via the National Disaster Risk Management Fund (NDRMF) under a Grant Implementation Agreement.

CDWP proposes two projects for Ecnec approval

According to the recommendations made at a meeting of the Central Development Working Party (CDWP) presided over by Deputy Chairman Planning Commission Mohammad Jehanzeb Khan, a project worth Rs20.17 billion has been forwarded for further consideration to the Executive Committee of the National Economic Council (Ecnec).

During the meeting, a project related to transportation and communications, titled “Construction of Infrastructure (Flyover/Underpass Structure for Elimination of Level Crossings from the Loop Section of Karachi Circular Railways,” with a total estimated cost of Rs20.715 billion, was presented and recommended to the Ecnec for further review.

The proposed structures will assist in the elimination of 22 level crossings placed along the KCR loop from Drigh Road to Karachi City Station, as well as making it a more dependable method of public transportation overall.

The deputy chairman of the Planning Commission urged all necessary officials to guarantee that the projects were completed within the specified time frames, stating that the project was critical to the socio-economic well-being of the inhabitants of Karachi.

In the meeting, there were senior officials from the Planning Commission and federal ministries/divisions, as well as representatives from provincial governments who participated through videoconferences.

اسلام آباد - سینٹرل ڈویلپمنٹ ورکنگ پارٹی (سی ڈی ڈبلیو پی) نے چین پاکستان اقتصادی راہداری (سی پی ای سی) کے تحت 9.2 بلین ڈالر کی مین لائن (ایم ایل - I) منصوبے کی منظوری میں تاخیر کی وجہ سے منصوبے میں ایک سے زیادہ کوتاہی ہوئی ہے۔ میگا پروجیکٹ ، 1872 کلومیٹر لائن کراچی سے شروع ہوتا ہے اور کوٹری - حیدرآباد ، روہڑی ، ملتان ، لاہور اور راولپنڈی سے ہوتا ہوا پشاور پر اختتام پذیر ہوتا ہے۔ اس منصوبے کی منظوری میں پہلی بار اختلاف نہیں ہوا ہے کیوں کہ CDWP نے کچھ حل نہ ہونے والے مسائل کی وجہ سے ماضی - 2016 اور 2018 میں دو بار ملتوی کردیا ہے۔ حکومتی ادارہ آگے بڑھنے سے پہلے پہلے معاملات حل کرنا چاہتا تھا۔ وزارت منصوبہ بندی کی جانب سے جاری ایک بیان میں کہا گیا ہے کہ "فورم نے اس تجویز میں بہتری کی جگہ کی نشاندہی کی اور اگلے اجلاس تک اس منصوبے کو موخر کردیا۔" وزارت نے اس منصوبے کے مالی اور تکنیکی کاموں میں خامیوں کی نشاندہی کرتے ہوئے کہا: "پی سی 1 میں فراہم کردہ مالی اور معاشی تجزیہ کے نتائج ، نقد رقم کی مکمل روانی کی بنیاد پر گمراہ کن ہیں"۔ منصوبے کی مالی لاگت اور سپانسرز سے اس کے فوائد کے بارے میں تازہ تجزیوں کا مطالبہ کرتے ہوئے ، وزارت منصوبہ بندی نے روشنی ڈالی کہ مستقبل قریب میں اسے سی پی ای سی اسپیشل اکنامک زونز (ایس ای زیڈز) کے ذریعہ مال بردار نسل پیدا کرنے کا کوئی امکان نہیں مل سکا ہے کیونکہ ابھی تک پاکستان میں تمام ایس ای زیڈز پر عمل درآمد ہونا باقی ہے۔ . وزارت نے کہا ، "فوری منصوبے کا صرف چینی قرض لینے کے لئے تصور کیا گیا ہے ، سی پی ای سی فریم ورک کا استعمال کرتے ہوئے ایم ایل - I پر ریلوے کے موجودہ انفراسٹرکچر کو اپ گریڈ کریں گے ،" وزارت نے کہا۔ ڈپٹی چیئرمین پلاننگ کمیشن محمد جہانزیب خان نے سی ڈی ڈبلیو پی اجلاس کی صدارت کی اور اس میں پلاننگ سکریٹری ظفر حسن اور دیگر عہدیداروں نے شرکت کی۔ اجلاس میں 1.04 ارب روپے کے تین دیگر منصوبوں کی منظوری دی گئی۔ Read the full article
