Silver is part of the mafia (like yakuza) lead by mephiles. Mephiles has been erasing silver memories, everything related to espio.

Espio who was the right-hand of mephiles, refused to be the new heir and by instead, mephiles exiled him and tried to killed him by burning the place.

Fault: Mephiles doesn’t wanna silver to be saved.
