Trung Quốc và "đại hồng thủy" nhà bỏ không

Một nghiên cứu cho thấy tính đến cuối năm 2018, khoảng 22% trong số các ngôi nhà tại những khu vực đô thị của Trung Quốc không có người ở.

GS Gan Li đến từ Trường ĐH Kinh tế Tài chính Tây Nam Thành Đô, tác giả chính của bản nghiên cứu nói trên, cho biết không quốc gia nào có tỉ lệ nhà bỏ không cao như vậy. “Nếu xuất hiện bất kỳ vết nứt nào trên thị trường bất động sản, hơn 50 triệu ngôi nhà bỏ không sẽ như trận lụt nhấn chìm Trung Quốc” – GS Gan Li cảnh báo.

Kịch bản ác mộng đối với các nhà hoạch định chính sách, đó là chủ sở hữu các ngôi nhà không có người ở vội vàng bán tháo nhà cửa trong trường hợp thị trường bất động sản có “biến”, khiến giá cả tăng vọt.

Dữ liệu mới nhất sau một cuộc khảo sát hồi năm 2017 trong nghiên cứu của GS Gan Li cũng cho thấy Bắc Kinh đã nỗ lực để kiềm chế đầu cơ bất động sản, vốn bị các nhà lãnh đạo Trung Quốc xem là mối đe dọa lớn nhất đối với sự ổn định tài chính và xã hội.

Một giải pháp mà chính quyền Bắc Kinh có thể sử dụng là đánh thuế bất động sản hoặc thuế nhà trống nhưng chưa có dấu hiệu nhà chức trách Trung Quốc sẽ làm như vậy. Thêm vào đó, một số nhà nghiên cứu bao gồm GS Gan Li nói rằng khó có thể xác định một ngôi nhà như thế nào được gọi là “nhà để không”.

Tham gia cuộc khảo sát Tài chính Hộ gia đình Trung Quốc của GS Gan vào năm ngoái là hàng ngàn nhà nghiên cứu. Họ tỏa đi khắp 363 quận trên cả nước Trung Quốc và phát hiện tỉ lệ nhà trống, không bao gồm những ngôi nhà chưa được các nhà phát triển bất động sản bán ra, thay đổi rất ít so với mức 22,4% hồi năm 2013.

Nghiên cứu năm 2013 cho thấy khoảng 49 triệu ngôi nhà ở Trung Quốc bị bỏ trống và GS Gan Li cho rằng con số này đã vượt mức 50 triệu ngôi nhà tính đến tháng 11-2018.

Đầu cơ nhà ở là vấn đề gây nhức nhối cho giới lãnh đạo Trung Quốc trong nhiều năm qua. Nhiều tỉnh thành siết chặt quy định mua nhà ở nhưng dòng tiền lại chảy sang các nơi khác. Ngoài ra, việc giá bất động sản tăng mạnh cũng khiến hàng triệu người dân Trung Quốc không đủ khả năng mua một ngôi nhà mới, từ đó làm trầm trọng thêm tình trạng bất bình đẳng.

Tháng 10 năm ngoái, đích thân Chủ tịch Trung Quốc Tập Cận Bình phải lên tiếng về vấn đề này. Ông nhấn mạnh “nhà xây lên để ở, không phải để đầu cơ”.

Trong số những ngôi nhà bị để không, có nhà phục vụ du lịch và nhà trống của những chủ sở hữu đi tìm việc ở nơi khác. Tuy nhiên, GS Gan Li cho biết nhà được mua cho mục đích đầu cơ vẫn chiếm tỉ lệ cao.

GS Gan Li tin rằng chính phủ Trung Quốc sẽ thực hiện một cuộc khảo sát toàn quốc trong vòng 1-2 năm tới. Cựu quan chức cấp cao Chen Xiwen dẫn thống kê cho biết năm 2018, tỉ lệ nhà trống ở các thành phố có quy mô từ vừa đến lớn là 13%. Còn cựu Thứ trưởng Bộ Nhà ở Qiu Baoxing nói tỉ lệ này ở thủ đô Bắc Kinh là 10-20%.

Một ví dụ về nhà bỏ trống là một căn biệt thự ở ngoại ô TP Thượng Hải mà cha mẹ của Natalie Fengedom, 27 tuổi, mua cho cô. Fengedom chia sẻ ngôi nhà hai tầng gần như không có người ở vì mỗi cuối tuần, cô phải lái xe khoảng 1 giờ mới đến được đó và dọn dẹp trong nửa ngày.

Fengedom đùa rằng đôi khi cô ước bố mẹ mình đã không mua ngôi nhà vì bất kỳ căn hộ nào cô mua bây giờ sẽ được tính là ngôi nhà thứ hai, điều đó có nghĩa là Fengedom phải trả một khoản tiền lớn hơn.
