The Maryland Medical Cannabis Commission (MMCC) made several recommendations for the impending legislation, which will go into effect on July 1, 2023, at which point a person, 21 years or older, may lawfully cultivate up to two plants in their residence. If two or more registered medical patients live there, then they are able to cultivate up to four cannabis plants. The MMCC recommended small violations of the legal limit be prosecuted with fines, however, the Bill allows for misdemeanor or imprisonment. Maconha e o dom de iludir
Que nem pesquisadores nem a população se iludam de que exista indicação terapêutica para utilizar maconha que já seja aprovada pela ciência
Semanas atrás, a Folha noticiou a proposta de criar-se uma agência especial para pesquisar os supostos efeitos medicinais da maconha, patrocinada pela Secretaria Nacional Antidrogas do governo federal.
Esse debate nos dias atuais, tal qual ocorreu com o tabaco na década de 60, ilude sobretudo os adolescentes e aqueles que não seguem as evidências científicas sobre danos causados pela maconha no indivíduo e na sociedade.
Na revisão científica feita por RobimRoom e colaboradores ("CannabisPolicy", Oxford University, 2010), fica claro que a maconha produz dependência, bronquite crônica, insuficiência respiratória, aumento do risco de doenças cardiovasculares, câncer no sistema respiratório, diminuição da memória, ansiedade e depressão, episódios psicóticos e, por fim, um comprometimento do rendimento acadêmico ou profissional.
Apesar disso, o senso comum é o de que a maconha é "droga leve, natural, que não faz mal".
Pesquisas de opinião no Brasil mostram que a maioria não quer legalizar a droga, mas grupos defensores da legalização fazem do eventual e ainda sem comprovação uso terapêutico de alguns dos componentes da maconha prova de que ela é uma droga segura e abusam de um discurso popular, mas ambivalente e perigoso.
O interesse recente da ciência sobre o uso da maconha para fins terapêuticos deveu-se à descoberta de que no cérebro há um sistema biológico chamado endocanabinoide, onde parte das substâncias presentes na maconha atua.
Um dos medicamentos fruto dessa linha de pesquisa, o Rimonabant, já foi retirado do mercado, devido aos efeitos colaterais. Até hoje há poucos estudos controlados, com amostras pequenas, e resultados que não superam o efeito das substâncias tradicionais, que não causam dependência.
Estados americanos aprovaram leis descriminalizando o uso pessoal de maconha, que é distribuída sem controle de dose e qualidade.
Contradição enorme, pois os médicos são os "controladores do acesso" para uma substância ainda sem comprovação científica.
De outro lado, orientam os pacientes sobre os riscos do uso de tabaco. Deve-se relembrar que os estudos versam sobre possíveis efeitos terapêuticos de uma ou outra substância encontrada na maconha, não sobre a maconha fumada.
Os pesquisadores brasileiros interessados no tema devem realizar mais estudos por meio das agências já existentes, principalmente diante do último relatório sobre o consumo de drogas ilícitas feito pelo Escritório para Drogas e Crime das Nações Unidas, que aponta o Brasil como o único país das Américas em que houve aumento de apreensões e consumo da maconha.
E se, no futuro, surgir alguma indicação para o uso medicinal da maconha, o processo de aprovação, que ainda não atingiu os padrões de excelência, deve contextualizar esse cenário, assim como o potencial da maconha de causar dependência.
Espera-se que a política nacional sobre drogas seja redirecionada em caráter de urgência, pois enfrenta-se também aqui o aumento das apreensões e consumo de cocaína e crack, que exige muitos esforços e recursos para sua solução.
Que nem pesquisadores nem nossa população se iludam de que exista hoje uma indicação terapêutica para utilizar maconha aprovada pela ciência.

Before these products can be sold to the medical cannabis patient or adult use consumer, they must be tested in a third-party lab where they are processed through several different quality assurance controls. This information conveys to medical cannabis patients and consumers about the identity, quality, and purity of that specific cannabis product to ensure patient and consumer safety. In the U.S., most of the legal cannabis market states require licensed cultivators, manufacturers, and distributors to present passing Certificates of Analysis (COAs) for their inhalable and non-inhalable products to reach the consumer but the extent of the testing requirements vary. Some labs have developed their methods to ensure inflated cannabinoid results, including high THC percentages, when sharing COAs due to the nature of concentrated or higher testing products having a greater market value to consumers. Alternatively, growers can also submit “spiked” samples to the lab to boost their results. For this reason, some states require the lab technician to go to the grow site and select their own samples for analysis. China vs Canada and U.S. at Odds Over Smuggling
Liu Yuejin, the deputy director of China’s National Narcotics Control Commission claims that legalization of marijuana in parts of the United States and Canada, has led to increased marijuana smuggling into China.
He stated that the number of cannabis users rose 25% in 2018 to 24,000. But when you take into consideration that China has a population of 1.4 billion, even he had to admit that there are very few cannabis users.
As far as the U.S. and their concerns with China, China is guilty of smuggling as well. In 2017 President Trump accused China of being the main source of illicit fentanyl. This is no small accusation as the U.S. is experiencing an opioid crisis. Fentanyl is 100 times more potent than morphine and has been associated with one fourth of overdose deaths. Trump has stated that China is using the U.S. Postal service to flood the United States with this deadly drug.
