Film and television, for many of us, were the first places we saw cannabis users humanized. In a society where we were raised to “Just Say No,” who can forget the positive impact when we saw the joyous, peaceful festivities depicted in Woodstock? Who didn’t laugh at rather than scorn classic pot-smoking teenage comedies like Dazed and Confused or Superbad? Who didn’t abandon their own ‘Reefer Madness’ stereotypes after getting schooled on medical cannabis by Sanjay Gupta’s Weed? But across the Pacific, one country is working to make sure its citizens see no marijuana in moving pictures. According to a new report released by digital streaming giant Netflix, the company complied with several demands from Singapore’s government that they remove content from their service. That includes three pieces of cannabis-themed programming:_ Cooking on High, The Legend of 420_ and Disjointed. The other two films were Martin Scorsese’s The Last Temptation of Christ and Brazilian comedy The Last Hangover, which also includes overt drug-use and partying themes. Overall, the company disclosed it has received nine take-down requests worldwide since 2015. As first reported on Friday by Axios, Netflix promised that it will continue making these requests public on an annual basis. The content removed only applies to the country that requested the ban, and it can still be accessed in other markets. Singapore is notorious for having some of the harshest drug control laws in the world. Possession of small amounts of drugs is punished severely with up to ten years in prison, a $20,000 fine or both. Trafficking, which differs by quantity based on the substance, is punishable by execution. Major cannabis law making it's way through Congress, yesterday in the capital for the 1st time, a Congress committee voted to end federal probation on cannabis, with a vote of 24 - 10. Pushing forward Marijuana Opportunity Reinvestment & Expungement (MORE) Act of 2019, first introduced In July by Rep(D, NY) Jarrold Nadler and Sen (D, calif) Kimala Harris, the bill now has 55 cosponsors supporting it. The bill would remove cannabis from the controlled substances Act, remove federal cannabis convictions, set up states to govern themself without federal interference, Revenue under (MORE) will be used to fund training and educational programs for communities affected by the War on Drugs and fund substance abuse treatments. This is only the first step in many for this bill to make it to The House Floor, if it keeps moving forward it could go for vote in The House Floor as early as next year, if passed then would be sent to The Senate. With two other major cannabis legislation in congress, Secure And Fair Enforcement (SAFE) Act & Strengthening Tenth Amendment Through Entrusting states (STATES) Act, things have never looked better for the cannabis community. Cannabis and Cartels: The Effect of Legalization on the Black Market
While the black market for cannabis hasn’t been obliterated-yet-the race to reform the industry is on. 2017 has been a year to reckon with and it is just the beginning. One Congressional legislation effort drawing national attention that targets cannabis reform is the Marijuana Justice Act of 2017. The bill, introduced by Sen. Cory Booker (D-N.J.) in August of this year, proposes removing marijuana from the Controlled Substances Act as a Schedule I drug.
Proponents of the federal legislation believe that the gray areas across state borders will be clarified. Advocates also believe that federal legalization will significantly combat the black market. Because cannabis can cross state borders, laws conflict and cartels have been able to take advantage of the varying legislation. As such, the black market thrives in areas where marijuana is still criminalized. With taxes climbing in legal states, it is significantly cheaper to skip the dispensary and invest in the black market. A 2016 report estimated that Colorado lost $25 million to the black market (read our article on it here.) With full legalization, marijuana wholesale prices will drop, creating an industry that has a competitive advantage against illegal drug sales.
Addressing the Critics
The critics of cannabis legalization argue that the reforms have caused the black market to soar due to easier accessibility. To put it bluntly, the facts simply don’t support their claim and here’s why:
Due to federal criminalization, the cannabis industry is barred from the support of banks. And banking for a business means everything. Without this advantage, dispensaries are forced to run a cash-only business, unable to “connect with ATMs, credit cards, internet banking or wire transfers.” In effect, the legal cannabis industry operates on the same financial constraints as the black market. They haven’t stood a chance to remain competitive operating as cash-only business with high-hitting taxes.
As a result, medical marijuana cardholders have resorted to selling their own excess from their private grow operations at a nearly tax-free profit. And why wouldn’t they? The cannabis industry has hardly been given a chance due to the financial restraints placed on it by federal legislation, prompting more opportunities for the black market.
Critics also believe the legalization will require additional policing. However, this claim has been unsubstantiated. A study at Cato Institute found that legalization would actually lessen the law enforcement burden by “freeing budgets and manpower to address larger crimes.” Another study conducted by the Drug Policy Alliance states that since legalization in Washington, D.C., arrests have plummeted and has saved millions of dollars. To date, the facts do not uphold the claims of legalization increasing black market operations.
The legal cannabis industry is rolling out new game plans to prove they can keep their promises. The black market will become the greenest market to exist, and it is high time to give it a chance.

The Marijuana Opportunity Reinvestment and Expungement, or MORE, Act removes marijuana from the list of federally controlled substances, details plans to use revenues from an excise tax on marijuana products to address the needs of communities that have most seriously been affected by the war on drugs and provides for the expungement of federal marijuana conviction and arrests. As a result, states would be free to regulate marijuana as they choose. During the markup of the bill, Rep. Jerrold Nadler, chaiman of the House Judiciary Committee, said federal action would acknowledge the idea spreading among states that the treatment of marijuana needs to be modified. "These steps are long overdue," Nadler, D-N.Y. said. "For far too long, we have treated marijuana as a criminal justice problem instead of a matter of personal choice and public health. Whatever one's views on the use of marijuana for recreational or medicinal purposes, arresting, prosecuting, and incarcerating users at the federal level is unwise and unjust." More than 30 states, and the District of Columbia have legalized cannabis for medical use. Eleven states have legalized recreational use. Mexico is On Track to Legalize Cannabis Ahead of Deadline While the U.S. continues to legalize cannabis one state at a time with a patchwork of laws across the nation, other countries are taking a more direct approach. Our neighbors to the north in Canada already have legal cannabis – and soon our southern neighbors are likely to as well, as Mexico prepares legislation that would legalize cannabis. This move comes about a month before the deadline imposed by a Supreme Court decision in October 2018 that ruled prohibition was unconstitutional as it violates “the fundamental right to free development of the personality.” “A plant, as well as the consumers, has been criminalized, when it’s something very natural,” a musician by the name of Booba Roots said. Legislation was introduced by Senator Julio Menchaca Salazar and it would allow for the legal possession, cultivation and consumption of cannabis for personal use by adults.  A former acting attorney general for the United States is joining a cannabis company as outside counsel, the firm announced. Matthew Whitaker, who served as the country’s top cop for three months after Jeff Sessions resigned from the Department of Justice in November 2018, has previously voiced support for CBD and said that he personally knows individuals who’ve benefited from the non-intoxicating compound.
