He'd never dream about Cail the same way Cail would about him, and Wes most definitely wouldn't love him the same way he loved him— but he can't blame him.

Okay I am on an Orre kick lately and so it is time to tell you about my thoughts on if Orre had a Pokemon League
I don't have the gym leaders figured out yet entirely, but I do have eight locations for gyms in mind and where the Pokemon League itself would be featured. I'll list some names for potential gym leaders of each area too from pre-existing characters only. Should note this is working under the assumption of being set sometime after XD, so unfortunately The Under is inoperable.
Also, there wouldn't really be an order of which gym to challenge. You think the governmental structure of Orre is organized enough to let that happen? They probably can barely cobble together a list of who is a recognized gym leader and who isn't.
So with that, here is the list below the cut:
The Gyms:
Phenac City
Okay so this one is kind of a gimme answer because there is literally already a gym there of sorts. There's really not much to say other than obviously Justy is getting the promotion he deserves of being an actual official gym leader. The type of gym could be a toss-up of Ground, Water or Grass given the multiple environments inside of it. If not Justy, then perhaps bring back Trudly and Folly as double gym leaders like Tate and Liza, or even potentially have a triple battle with Bluno, Verde, and Rosso for a Fire, Water, Grass core.
Gateon Port
It is tradition to always have a port city host a gym in Pokemon, and Orre would be no different. I feel like pulling an Olivine would be fun, except this time have the Lighthouse actually be the gym itself as opposed to just where you find the gym leader. The typing would most likely be Water given the setting, or possibly Steel even given the machine shop. Some potential gym leaders could be Miror B since he performs at the Krabby Club, Perr assuming he's still helping at the machine shop and his position in Kids Grid/ONBS probably got him some cred, or maybe if he turned over a new leaf, even Zook.
Pyrite Town
We are continuing the train of the obvious choices, don't worry, the weirder ones are saved for the last few because unsurprisingly, Crime The Region doesn't have many actual towns. I feel like Pyrite would probably convert the Pyrite Colosseum into its gym, or perhaps they could go salvage a part of The Under and use its remains for it. For gym leaders, the first one that comes to mind would be Cail given that he calls himself the gatekeeper of Pyrite. Other potential candidates would be Duking as the unofficial leader of the town, Silva, who Duking left in charge of Pyrite Colosseum, or even Agnol, the Deep King of the Deep Colosseum who odds are was likely a part of Cipher. Potentially even Reath and Ferma to do the double gym leaders act like Trudly and Folly. The trainers of Pyrite actually are all pretty varied in type, so you could take your pick with any of them here. Potentially Rock or Ground simply to represent the history of the mines.
Agate Village
The last of the actual towns in game, Agate with its cliffside and waterfall and the forest and cave leading to the Relic Stone provides a good handful of locales to host a gym. Maybe there's another giant tree around we didn't notice aside from Eagun's house and something like White Tree from Pokemon White could happen. For types, a lot of the trainers use Pokemon who share a typing of Bug or Poison, and of course the obvious potential Grass motif. As for potential gym leaders, there's the obvious pick of Eagun himself considering he is the only significant NPC who lives there, and if so he's still sporting that Pikachu making him an Electric leader. Other than him, you could potentially have Rui make a return as gym leader. Or I dunno, bring back Skrub the peon. Early internet meme days all over again for the Skrub Lord.
Eclo Canyon
Probably more commonly remembered as the Team Snagem Hideout. Perhaps not the strangest idea really, you could refurbish the blown-to-smithereens base into a nice sized gym, or perhaps some kind of multi-faceted company building or factory. For a gym leader, you have any of Team Snagem members in Gonzap, or the three main grunts in Wakin, Biden, and Agrev. Clearly, all of them end up being capable battlers if you can fight them at such high levels in the post game colosseums. Along with them, you could have Wes himself here as a gym leader, but I feel like if he was involved in the League at all, it would either be as Champion, chairman, or more than likely just not involved with it at all and disappearing into the desert, and serving as a potential superboss in the post game. Aside from him, potentially bring back the imposter Fein, acting like Wes once again only to reveal it wasn't him at all and you just got your hopes up. As for types, uh, I dunno, Steel or Poison I guess, that was Snagem's MO.
Cipher Lab
If it hadn't been taken over by Cipher yet again by now, I feel like this lab would probably be converted into a proper research facility by the governing body of the region, or perhaps become an extension of the Pokemon HQ Lab. As for who the gym leader would be, assuming that all former Cipher members are arrested, the next best choice could be Chobin who might have gotten a better job here instead of working for Kaminko. Aside from him, there is of course Ein or Lovrina, though I think even if all Cipher members weren't rounded up by now, those two would definitely be ones put behind bars for crimes against Pokemon. Though some Cipher members who might work, and bear with me, could be the Hexagon Brothers. These six bumbling fools are definitely not there in scientific capacities, and odds are they most likely are more hazardous to the research being conducted anyways. However, having six different type specialists there would probably serve as great resources for research data on certain Pokemon. They could be a collective gym leader like how Cilan, Cress, and Chili were in Unova, and perhaps depending on the day or other external factors, that determines which one you face for the badge. If not them, more than likely this place would be an Electric gym.
Pokemon HQ Lab
Speaking of labs, the Pokemon HQ Lab I also think could potentially serve as a gym for one specific reason. If there ever was a "first gym" to do in the game, it would most likely be here, specifically because of the Battle Sims system. With that being what is supposed to serve as a tutorial system, I could see it easily being converted into an advanced challenge for beginning trainers, where if you can defeat it and win a badge, then you could probably face any gym. While yes, Realgam Tower is where the advanced Battle Sims happen, I have a different purpose in mind for it that you can probably guess. This way you technically don't have to have anyone be the gym leader at all, the computer itself already is. Though I suppose if you wanted a physical named NPC in charge who could potentially provide a final battle, there's Professor Krane, Lily, Jovi, and of course Michael himself. Unlike Wes, I could actually see Michael being more likely to be involved in the League as an opponent, and if not in the Elite 4/as Champion, then here as a Gym Leader. This gym probably wouldn't have any one type if Michael was the leader except for maybe Normal because of Eevee. If not, then again perhaps Electric, especially if Jovi was the leader with her Plusle and Minun.
Cipher Key Lair
Our last gym is the former Cipher Key Lair, that creepy pyramid now being converted into the world's most off-putting office space. I imagine if Clay ever had a gym in Orre instead of Unova, it would have been this. That aside, I feel like you already have a potentially cool gym challenge based on the exterior. Move those stones around and create a mini labyrinth to get inside, and then begin the ascension to the head office building just like before. Only instead of Gorigan awaiting you at the end, you have someone totally different. Some potential candidates are Zook again here instead of at Gateon Port, or perhaps Eldes since unlike Greevil and his brother Ardos, it felt like he became a better person by the end of XD. Potentially if you wanted to upgrade the ONBS station/former Kids Grid again, move them from Pyrite to being based out of here, and you could have any choice of Nett, Megg, Bitt, Secc, Marcia, or Perr if you move him from Gateon to be the leader. As for type, like Pyrite there really isn't any one choice here, perhaps Normal, Ground, or Fighting.
The Pokemon League:
Realgam Tower
So this was probably obvious, but Realgam Tower is just the perfect location for a big finale. Piercing the skies, a symbol of greed, avarice and the arrogance of humanity, having played a role in a couple crises in Orre already. Now though, it has been purified itself, becoming the home of the Pokemon League. The colosseum in the sky, standing high above the rest of the region, is the perfect place to have the final gauntlet of the gym challenge.
As for who runs this joint, I have a couple ideas, none of them fully concrete. For the Elite 4, I was thinking about a handful of candidates, such as Willie, Cail, Eldes, Miror B, Agnol, Eagun, or any number of Area Leaders from Mt. Battle like Vander or Battlus/Somek. Potentially could have it consist of a mixture of the other past Cipher members as well, like Dakim, Lovrina, Nascour, or maybe even Gonzap.
As for the Champion, I feel like it just would have to be either Wes or Michael. More than likely it would be Michael, simply because I do not see Wes wanting to have all the focus on him, let alone stay in a pretentious place like Realgam Tower all the time. Though considering there was the beta concept of Wes being the second leader of Cipher instead of Greevil, I suppose that is entirely possible. You could still very easily make Wes the leader of Cipher version three, and have him be the champion on top with all the money in the world with the betting battles and the casino below. Either way, it could work.
As for whichever of the two of them isn't Champion, then I feel like they would be the superboss of the game. Perhaps you could travel back to Citadark Isle and find them back at the top of the old Cipher HQ and square off with them. After beating them there, you would unlock them as the final gauntlet of the Orre Colosseum, which still is the criminal underworld final challenge not regulated by the League. Away from the public eye in the middle of nowhere desert, just battling for the sake of battling.
And those are all my ideas right now! I had some other potential location ideas such as the S.S. Libra, or perhaps recreating The Under and using the subway, or the Outskirt Stand. I am still formulating a bit of a story in my head, but if you have any thoughts of your own, I would love to hear them!

My Thoughts on Colosseum
I FINISHED IT! Man it was amazing. But here are my thoughts on it.
The game is very much more mature than your average pokemon game. The fact the evil team actually uses physical force is crazy for pokemon. And theres explosions, which there are explosions in dppt but in colo they just seem...cooler.
And i LOVE IT. I love it when maturing a product meant for kids is actually more mature. Thing about edgy people is that they tend to make things like. "OH AHSHSHH THIS CHARSCYER DOES DRUGS AND WOAH BROCK IS A BIT C REPY" And i really cant stand that kind of content in the fandom.
Wes is an amazing, badass protagonist. He doesnt say anything but he doesnt need to in order for you to know that this is one cool motherfucker. He was said to be one of the top preforming people in Snagem, which, by the way, a PROTAGONIST THATS AN EX-MEMBER OF AN EVIL TEAM IS THE COOLEST THING EVER. And he drives a fuckin motorcycle like! Damn!
Rui is more stale in comparison, but she does seem to be Wes's control, like she keeps him from doing stupid shit (cuz, lets be real, wes may be cool but hes a bit dumb).
And GOOOOODD THE VILLAINS!! Aside from Evice (ill talk about him later), I love all the Cipher Admins. Of course, Ein is my favorite, but im a sucker for mad scientists :)
And the side characters are really nice too! Cail, Silva and Justy are all extremly underrated in my opinion.
And the fact that they use double battles for everything is genius. Not only does it show that Orre is much different than the other regions in Pokemon, but its great for introducing players to the double battle mechanic since it was a new thing in Gen 3. Double battles usually get my brain in a twist, but watching the playthrough of colo, it seemed so easy!
But i do have quite a few criticsms of the game.
I really dont like how this game looks. Thats...true for any gamecube game really, but like. The final scene with Ho-oh destroying the helicopter is just? Weird looking? The trainers move weird too. I only really like the pokemon models lol
Cipher's plans really arent clear, at least to me. I think theyre trying to.. Take over the world, with shadow pokemon? Thats not a bad plan for gen 3 at all, but after being used to that similar plan over and over it gets old.
Speaking of cipher, the true mastermind just seems...uncessary. Like. Evice is neat i guess but Nascour is right there!!! He is so much cooler than Evice! Why have a plot twist that really doesnt give us any shock because its meaningless?
The characters also. Have gen 3-itis. I call it that because none of the characters have a distinct personality unlike in generations 2 ans 4-8 (one doesnt give its characters personalities either). Figuring out the characters personalities boils down to what you feel like and some lines.
Overall, Pokemon Colosseum is a very good game that is severely underrated in every aspect. My issues with the game are crushed when i think of all the amazing characters that my friends and i talk about in depth for hours. In my opinion, i think it should be more popular than PMD: TDS, but its not lol. I really hope colo and xd get remade someday so their amazingness can be shown to everyone.

Ok so I am still playing the pokemon Colosseum randomizer and I just battled Cail. The guy with the shadow furret normally And on his team his team after applying the randomizer had 2 igglybuffs. The randomizer works by rerolling the pokemon to be anything out of the possable 386 pokemon so the odds of a trainer having 2 of the same pokemon is low. So I went and asked my dad. He's a mathematician as well as a programmer. he looked at it and said the odds of that would be roughly a 1 in 148996 chance. which is higher then a shiny pokemon but lower then finding 2 shinys in a row. the more you know.

the dream is to one day make a fangame for the orre series
tbh with the way pokemon currently is i don’t trust them at all to handle orre
xd was already Lighter and Softer than colo, and i can only shudder to imagine how much lighter they’ll crank that dial. we might even see shit like...routes...and wild pokemon on them...like??
the orre games had this wonderful moral ambiguity and urban decay that i don’t think pokemon is capable of catering to right now, since they’re trying so hard to have this image these days of this sprawling, kid-focused series. and yeah, s/m’s story got dark and shit, but the game wasn’t marketed that way, and it’s more of a juicy tidbit than the core of the experience.
If a third orre game isn’t unnecessarily gritty and edgy then, like, what’s even the point lol
So i do have rpg maker xp and I do have pokemon essentials and i think i’ve more or less worked out the mechanics i need to have implemented, but i dont think i ahve the time to spare to actually finish it in any capacity because the amount of new assets i’d have to create - tiles, character models, etc - is so massive it would realistically take me several, several months even if i was doing it as a full-time job
so in any case here are some ideas to titillate your interest:
GAMEPLAY:
level scaling across the entire game, across every trainer (possible to turn off for a more traditional pokemon experience). Regular trainers would be set ~3 levels below your team, “strong” trainers (ie cail, rider willie) would be set at your team, and bosses would always be a few levels above. The only place this wouldn’t apply would be Mount Battle, which is, after all, a side challenge. This mechanic would pretty much do away with the need for level grinding except to balance out team levels. reasoning: the orre games are known for their higher difficulty curve, and this plays off it. Double battles also make for very interesting avenues of strategy exploration; with bosses always a little tougher than you are the hope is you might wipe out a couple times before figuring out a winning strategy.

higher catch rate on shadow pokemon - since the game would start you out at lvl 25 and honestly this is just an anti-frustration feature
Again, level scaling can be turned off for a more traditional experience, but the idea would be that the levels would get pretty high pretty fast, and by midgame you’d be going up against lvl 55s and stuff (just enough to start encountering some salamences and flygons), hopefully ending the game in the 80′s.
Pokedex -> strategy memo, and seen = obtained. Strategy memo actually contains opinions from the player character rather than just standard “animal facts” type stuff.
No routes! Just cities! Pokespots still in effect to limit the player’s pool of usable pokemon.
Missed pokemon integrated with pokespots or maybe made un-faintable so you have to catch them because i’m really not that good at programming guys
SETTINGS:
Orre is a cold desert. I know technically it’s based on the Arizona desert, and I’ve been there, but friggin look at the fashion, these people would all get heatstrokes in a matter of seconds.
So to that end, my orre is actually based on the Atacama Desert, whose topography not only resembles Orre’s (volcanic mountains on one side, ocean on the other), but is a cold desert (with daytime temperatures peaking around 60 degrees F) and is considered the driest desert in the world, with some places having not seen rain in centuries, having been compared to Mars in regards to how uninhabitable it is.
you know, like how apparently wild pokemon can’t survive in orre except at the pokespots.
also the orre colosseum looks just like the atacama hand and i dont think that’s a coincidence
canyons, oases, underground rivers and deep underground cave systems, forests to the northeast and a coast that’s actually somewhat habitable via fog collection
THE UNDER IS BACK
gateon renamed Io Port (the japanese name) to go with the gem/mineral naming scheme of the rest of the game. Plaque added outside lighthouse reading “Io Lighthouse” (GEDDIT)
cipher key lair being torn down by reformed eldes, working with lovrina and gorigan, in order to create an amusement park, hopefully to be an international tourist attraction of the more innocent variety than realgam
Areas given a name. Desert is orre desert, northwest forest is Tempor Forest, mountain range is Kabla Mountains, keeping in line with Eclo Canyon
A new town named Appoak, one of those aforementioned fog-collection coastal villages, which has the distinct honor of being the place you buy your wildflower seeds, which are often scattered in the desert as funerary rites because it’s kind of hard to build a grave out there and this is a tradition that natives of orre held long before the settlers/miners came in and which has overtaken the settlers/miners’ traditions, especially during and after the starvation riots that happened after the majority of the mines ran dry and the companies stopped sending their support to the workers that were now effectively stranded in one of the harshest environments on the planet.
Dead were littered on the streets, no one had the ability to bury them all, and so the tradition of scattering flower seeds instead of erecting graves that would simply be wiped out in the next sandstorm (and have you ever tried to dig a hole in dry sand) became popular since it felt like more closure
Anyways Appoak cultivates desert flowers year-round and sells the seeds and performs funerary rites, as a result it’s considered something of a sacred locale in that no one wants to mess with it because you have no idea who you might be pissing off whose loved one was buried with Appoak rites
CHARACTERS:
Michael, 5 years later, now 18 (in xd he’s called an “unknown teen” by ONBS and honestly he’s so short that i’d feel bad if he was older than 13 at the time of the game) is your player character! Trainer class Lab Kid, with a cool hover-scooter, who is now officially a staff member at the Lab HQ as a result of reaching adulthood (though he’s been helping out with field research long before that.)
Your starter is a sylveon, level 25, because this Michael is not a blank-slate character, and sylveon is both in character and doesn’t conflict with any choice of eeveelution from the first game. In fact, this michael made it through the entirety of the first game without evolving his Eevee, like an absolute madman.
Lily and Jovi start the game off overseas giving lectures on shadowfication and purification, mostly so that i don’t have to create their sprites. But also because them leaving is an excuse for them to take all your pokemon from the first game with them, for “demonstration purposes,” leaving you with just your eeveelution and maybe some second pokemon-i-don’t-know-what-yet-probably-your-choice-of-any-starter so you can hurry up and get to the double battles without sacrificing an ability to make a choice on your starter.
Wes is in the game and he is an asshole and you will love him
Cail actually serves a plot purpose
Cameos from all your favorite admins and named characters from Colo/XD, most of which remain unfought until either late or post-game (because the focus is on the new story, you know?)
Miror B and flunkies at Io Port, the proud owners of a popular and, more importantly, lucrative new ludicolo dance act.
Eldes, trying to make up for his past, sponsoring an amusement park being worked on by Lovrina and her brother, with Gorigan overseeing the construction. Snattle offhandedly mentioned as having been elected governer by default (no one else was running) and helping with greenlighting these projects since he and eldes are, apparently, sand-golf buddies and eldes has been twisting his ear for the greater good
also eldes wears a dress shirt with hawaiian print on it
Dakim lives on mt battle now
not as, like, part of the mt battle challenge. he just . sorta. lives there.
Venus is now the onbs weather girl and onbs can’t decide whether they like her or hate her
the jail squad: greevil, nascour, and evice. They’re poker buddies. orre jail for the rich is basically a retirement home because orre is ridiculously corrupt.
ardos? ein? well...
PLOT
So, your field assignment is to collect samples of M18 - also known in Almia by the name of “Dark Crystal” and sometimes colloquially referred to as “shadow crystal” in Orre - for research.
As you probably already assumed, this stuff works as a catalyst for shadowfication and Orre happens to be supernaturally abundant, though it having been strip-mined out by cipher during the last two cipher events has made it much rarer (and it’s theorized by NPCs that the return of wild pokemon may have something to do with the lessened M18 presence).
touching it initiates a small flashback cutscene, as it’s apparently transformed from normal quartz into M18 by the abundance of negative feelings somehow (again, you’re collecting it for study) so that’s how we get some nice backstory about michael’s dead dad (who isn’t eldes, sorry guys, he’s a guy named Prof. Taiga because - haha - Taiga Lily) and other characters
Somehow this investigation leads you to the first rumblings of a resurgence of cipher, who is also collecting M18, though for much more nefarious purposes
So, anyways, in XD, when you beat ardos in the orre colosseum, he sent you a creepy-ass email declaring that he’s basically gonna stalk you forever and kill you during cipher’s - what, third? - third coming, which he’s totally gonna do. Sequel hook! which comes true! because HELLO, your opponent is Ardos, who’s been working in secret this whole time, plotting your demise.
Also ein is there, which is important because...
QUICK HEADCANON BREAK
In colosseum, Cipher specifically targets Celebi because they know celebi’s power is directly tied with undoing shadowfication. (Material in-game suggests that celebi has been responsible for purification for generations of rui’s family, which means cipher didn’t INVENT shadowfication, but they did create a method for doing it ARTIFICIALLY)
However, in XD, cipher doesn’t target agate at ALL. they never even step foot in it. In fact, they’re so woefully underinformed about purification that they feel the need to kidnap Prof. Krane over it.
How does that happen?
Well, we know cipher in game 2 is the main branch, and cipher in game 1 is actually just an orre side branch. Whose only real plan with shadow pokemon was just to rig up really exciting and morally inexcusable colosseum matches for rich people to bet on. No world domination in game one!
So my theory is this: Cipher orre branch created shadowfication basically on a whim and tried to make money off it, which you stopped. When you stopping it attracted attention, cipher main branch had to take notice, and realized that, hey - fucking shadow pokemon ,fuckin world domination, right??? so they promptly took over all of cipher orre branch’s operations and replaced the old personnel with new ones from main branch, while forcing them to hand over their research.
Ein did not take being fired well.
In fact, he took it so poorly that he made sure to destroy all his information on purification before handing over his research.
Cipher in game 2 has no idea the connection between Celebi and purification.
BACK TO THE PLOT
Because Ein has been re-hired by Cipher, he brought with him his knowledge of purification.
They know about celebi.
Also wes is there? He plays a major role, mostly after it’s revealed he’s actually a cipher admin.
